Whites make up about 17% and are also underepresented. Strengthening reading comprehension skills by pouring in new resources is a first and fundamental step to give whites and minorities a better chance- it can be done. There are three times as many white families that make less than $50,000 a year as Black and Hispanic families showing huge income gaps in the white segment. Universities by taking into account socioeconomic factors can help bring a more diverse socio economic class than a racially diverse class. This helps the white community after the outsourcing of US manufacturing and shrinking of the white middle class from being highly underrepresented in universities. Depleting ground water reserves are leading to water shortages in India's cities. About 40% of India's people lack drinking water by 2030, according to government think tank NITI Aayog 2018 report. Water shortages are hitting cities such as Chennai. This report looks at the water shortage in remote Himalayan region Ladakh. WOrld Resources Institute points out that India is the 13th most water stressed country in the world, with a population three times the combined population of 16 countries that are water stressed. By 2030 water demand will double in India. The government is giving drinking water top priority in its plan for the next 5 years as key to development.  One of the problems is that farmers in the northern plains pay little for gorundwater use resulting in the planting of water intensive crops. The government plans to promote conservation of water as a national priority with education on this subject of water critical to achieving its objective of providing 100%  access to drinking water for Indians. Canada, Australia, India, Brazil have some of the largest reserves of rare earth and critical minerals. Brazil has second largest reserves. This means the US can still change the current situation of a near monopoly on critical minerals by China in coming years by making the necessary investments early in these countries and in the US itself. Here is the situation in Brazil for rare earths. Brazil has said it will be open to investments that place a priority on rare earths processing within Brazil, not just rare earths commodity exports for processing in the EU or the US. China does most of the processing of rare earths in China, it imports heavily from Burma, Indonesia, Australia and Africa and does nearly 100% of the processing in China using research labs and production facilities funded by PRC government. Yet the search for and development of supplies of rare earths and critical minerals is still at an early stage so that with the necessary investments including in India, Indonesia, Australia, Brazil, in Africa, and in the US, the US and Germany, EU, India can change this situation by 2030. Brazil hold 21 million tons of reserves of rare earths, about a quarter of world rare earths reserves. Just in the last 3 years since 2023 3000 permits have been filed with Brazil's National Mining Agency compared to 500 in years before this. Australia and India are also catching up in rare earths minerals investment. Australian producers Viridis and Meteoric are doing advanced work in Pocos de Caldas mining area in Brazil. Canada is doing a project in Golas state. US company Rare Earth is putting $2.8 billion in Serra Verde. All this is being pushed forward by fast track investing supported by the DJT US government. Serra Verde historically sent rare earths in commodity form to China. Now DJT administration has setup private and public financing for a 15 year supply agreement to the US. Australia's Viridis can also get funding from IDFC operated by the US with discussions underway. Viridis's $360 million  Colossus project in Brazil sends rare earth in commodity form to a French-Belgian processing company in the EU. Brazil cannot afford to be too restrictive when it comes to processing- though that remains its goal -as Brazil wants to use its advantages in rare earths to increase investments and export earnings to support its slowing economy. Over time Brazil as part of this western hemisphere and as shown in "Brazil no Espelhos" or "Brazil in the Mirror" by Felipe Nunes, discussed in the adjoining piece on Brazil, is a part of the same social fabric of the Americas and its economic structure, its supply chains, its business, its democratic framework and processes. ...

Half of the 17 percentage points of lower investment in Britain between 2016 and 2023 came from administrative barriers with EU and of Brexit. The result is that only about half percentage point of 2 percent cumulative GDP growth in Britain between 4th qtr 2019 and 4th qtr 2023 came from jobs growth compared to about 3.75% in the EU economies. "There is'nt another planet to export to," is what Paul Krugman of the New York Times says, when referring to the impossibility of all countries keeping up exports and reducing imports at the same time. In crises similiar to what the US faces today, countries have increased exports as a way to stage an economic recovery. But this time countries are depressing their currencies to gain or preserve a large share of global demand achieved through high exports. China has resisted demands for a significant revaluation of the yuan, and persists in efforts in currrency markets to keep the value of the yuan low. This cuts off one avenue of recovery. Bloomberg Business Week and Bloomberg News interviewed Edmund Phelps, Jan Hatzius, Krugman, and other economists, with the idea of figuring out how the US could stage an economic recovery. Krugman is not optimistic, considering the effects of the financial crisis being really protracted. Krugman points out that when comparing the US currently to the eaarly stages of Japan's lost decade, the US is doing worse. Unemployment is worse, and overall he says, a weaker policy response. And he says Japan is still a depressed fragile economy 18 years after its financial crisis. Jan Hatzius of Goldman Sachs, predicts that the unemployment rate will rise back to 10% in early 2011, with a 30% chance that the economy will fall back into a recession. He says that in the postwar economy, there has never been an increase in the unemployment rate of one third of one percentage point that did not result in a recession. Phelps and Hatzius see one way the US could stage a recovery is with replacement old structures and equipmet as wear and tear and obsolescence takes place. Phelps sees the possibility of technological innovation resultig in a new burst of activity. Robert Gordon of Northwestern University, is less optimistic about this, and predicts a lower growth rate of 1.5% over the next 20 years. ...

A study of the economies of the 100 largest metropolitan areas in the U.S. by the Brookings Institution suggests that states in the South may be facing a harder time recovering from high unemployment than the northeast and midwestern states. Of the ten states with the highest unemployment six are in the West and the South, including Nevada, California, and S. Carolina. Unemployment in S. Carolina is 11.1%. A researcher at the Federal Reserve Bank of Atlanta, says the better performance of the South in earlier years was driven by development and in-migration. This has abruptly ended. A Brookings Fellow, Howard Wial, suggests the possibility of California, Nevada, Arizona and Florida being depressed for a long time, while states in the Great Lakes region see a rebound. States and regions that are dependent on education, healthcare and energy, are doing better than others. In Pennsylvania, the Pittsburgh region with its emphasis on education and healthcare is doing better than Philadelphia. In New York, Buffalo and Rochester in the upstate region are doing better than the New York City metropolitan area. Areas around Akron and Youngstown in the rustbelt part of Ohio are recovering better than Tucson and Colorado Springs....

From 2007 to 2022 US electricity demand flattened with new energy efficient technologies. It is now poised to increase from 2022 to 2035 and the process is happening  with approval of new natural gas plants and new data centers, new manufacturing plants needing large amounts of renewable energy. This say Plumer and Popovich in NYT could very well upset president Biden's plans to get 100% of energy from renewables by 2035 and cut greenhouse gas emissions by half to tackle climate change. Utilities are moving ahead with putting up new natural gas plants, and new data centers are needed for the shift to remote work since 2020, electric automobile and chip making plants are coming up at a rapid pace. Without a sustained effort the climate change action needed may not take place with the long lead times to bring renewable solar, wind and other energy and put it in place for transmission. This report looks at the data centers coming up in Virginia and the EV manufacturing plants in Georgia as examples for the new demand and how it could upset plans for climate change action. ...

The US is sending the M142 High Mobility Artillery Rocket System to Ukraine to counter Russian artillery and long range rocket attacks in the eastern Donbas region. This is part of a new $700 million 11th military aid package to Ukraine. Germany will provide its IRIS-T system to Ukraine with radar to track Russian artillery, so that entire cities can be protected from Russian artillery attacks. The US has obtained assurances from Mr. Zelensky that the HIMARS US system will only be used on Ukrainian territory and not into Russian territory. Ukraine currently lacks this type of system that reaches for 45 miles for its midrange system, and it is seen as crucial for defending Ukraine, as Ukrainians are being forced back with Russian artillery attacks. Mr. Biden in an article in the New York Times said the US goal was simply to see "a democratic, independent, sovereign Ukraine," not to oust Mr. Putin, or seek a broader conflict with Moscow. Mr. Biden said that this aid will make a diplomatic settlement more likely, as it will strengthen Ukraine's negotiating position. ...

An intimate biographical account of new Chinese leader Xi Jinping and his connections with Muscatine Iowa, where he visited as a head of a Chinese farm delegation in 1985. Xi Jinping remembers the trip vivdly and plans to spend time with friends from that visit during a visit to the U.S. in 2012. He spent two nights during that visit in the bedroom of two college age boys of the Dvorchak family. This revealing account of Jinping's life shows that the actual story of his life is quite different from the title of "princelings" or privileged sons of former communist leaders that is suggested by this reference in the media. Because of the volatile nature of Chinese politics, his father Xi Zhongxun, who led communist partisans in the struggle of the pre World War II years, was rehabilitated twice after falling out of favor. The first period was in 1962 and it was not till 1979 when he was fully rehabilitated. During this period which coincides with the growing up period of Xi from 9-26 years of age, Xi experienced many hardships. During the years of the Cultural revoultion Xi was sent at age 15 to Shanxi province where his father had led partisans. He lived there for 7 years in a traditional cave dwelling in the village of Liangjahe doing farm work. He was denied admission to Tsinghua University twice before being accepted in 1974. There he graduated with a degree in organic chemistry. This was followed by three years working as an assistant to Geng Biao, defense minister and a partisan who was a colleague of his father. The next job was deputy Communist party chief of Zhengding county in Hebei province. Iowa Governor Branstad visited Hebei in 1984, and Branstad played host to a animal-feed delegation led by Jinping in 1985- the visit to Muscatine was part of this trip and which Jinping has told others he enjoyed more than his visits to Oregon or California that year. The second time Xinping's father went out of favor was after his criticism of the crackdown of protests at Tienanmen Square. These experiences have given Xinping a confidence and experience in different situations that other Chinese leaders including the current leaders lacked. If Jinping has inherited some characteristics from his father he may also have the courage to take China in a new direction, and make the kind of changes China needs as it shifts away from an export based economy. At the same time rule in China is by consensus of leaders on the communist party's standing committee. His father helped initiate the special economic zone in Guangdong province in 1978, and Xi Xinping held senior posts in the provinces of Fujian and Zhejiang and in Shanghai, giving him close ties with industry and local government in areas that led the export based economy. Prime Minister Lee Kuan Yew of Singapore puts Jinping in the" class of Nelson Mandela type leaders, who has great emotional stability to not let his personal misfortunes and sufferings cloud his personal judgement." Of political positions Jinping has a certain wariness. He once responded to mention of him as the potential leader with the words: "Are you trying to give me a fright."...

NYT reporters look at the details in the Biden $1 trillion infrastructure spending bill passed in the U.S. Senate. For the first time in decades Congress and the president take a serious approach to investing in America's infrastructure. It covers investments in modernizing and improving  rail, broadband, nuclear, roads and bridges, with additional investments in environmental protection, and renewable energy. It does not give president Biden all that he has asked for and was achieved through compromise between Democrats and Republicans in Congress who agree that big infrastructure investment is needed to upgrade old infrastructure.

How Sweden in 1992 and is Finance Minister Lundgren faced a similar crisis in its banking system after a housing bubble in that country collapsed. At that time the way Sweden approached it set aside 65 billion kronor or $11.7 billion dollars then or $18.3 billion in today's dollars, 4% of its gross domestic product, for rescuing failing banks. The US plan for $700 billion is roughly 5% of gross domestic product. But the way Sweden did it it extracted full price from shareholders and rescue was arrranged only after the Swedish government got a big equity share in the banks that were rescued. Lundgren is concerned that the US plan does not provide for the US government to take big equity stakes in the banks that receive government money. By selling off these shares in better times the government of Sweden has recovered most of the money depending on how its calculated. However the US government has taken big ownership stakes in Fannie, Freddie, and in AIG. And the plan is not yet spelled out. In terms of its size its similar to the Swedish plan an in this sense its similar, a big government effort to take a decisive and complete approach to the problem. In the short run this may create problems for the dollar according to currency experts like John Taylor, but some experts like currency strategist at Deutsche Bank think that in the longer term this rescue plan hel[ps American macroeconomic fundamentals and in doing so will help the dollar. Another factor is the European economy and as Europe also faces some problems of its own, from a housing bubble standpoint Britain, Ireland and Spain fall in the same boat as the Americans, and Germany may also have some bad loan problems of its own, so the macroeconomic fundamentals may weaken in Europe over time and this might also favor the dollar vs the euro in the longer term. ...

The European Recovery Fund package finally gets settled after long negotiations over the weekend. It is settled by lowering the nonrepayable direct aid to countries hardest hit by the pandemic of 500 billion euros the initial target to 390 billion euros. The change was made to meet Dutch demands that are based on right wing parties in Netherlands critical of the deal and upcoming elections in the country. Mr. Rutte of the Netherlands held on to the end. He has been in power for about ten years by following the Dutch mood carefully. This time both Merkel and Macron, both France and Germany supported the 500 billion euro plan for nonrepayable aid to countries particularly in southern Europe that took the brunt of the pandemic- Spain, Italy and Greece. The EU's executive branch will now for first time issue debt on a large scale to fund this nonrepayable aid and additional loans of 360 billion euros. There is also a multiyear EU budget of 1 trillion euros for 2021 to 2027 designed to meet the goals of European recovery. The way the EU is setup a lone holdout or a small country like the Netherlands with the help of two other small countries Denmark and Sweden could hold up the agreement against the interests of the larger nations Germany, France, Italy, Spain, Portugal. Poland and Hungary also strongly supported the 500 billion euro target for nonrepayable aid. The combined population of these countries is about 314 million compared to just 17 million for Netherlands, 10 million for Sweden, and 6 million for Denmark. In addition Merkel has recovered her footing in Germany after the pandemic and most right wing parties in Europe have lost ground during the pandemic. That Mr. Rutte could push this far in the face of the need to show solidarity at a time like this shows weakness in the fabric and structure of the EU, and its rules and organizing charter. Normally a blocking minority would need 4 countries and 35% of the population to block EU proposals supported by the majority. This could be used if the blocking is seen as not in the common interest. In recent years most decision are made with unanimity, but this is one in which solidarity needed to be shown without the long negotiations taking some of the spirit and vigour behind the earlier plan. ...

Der Spiegel has this interview with Robert Habeck, Economy Minister of Germany, on how Germany will cope with a step by step cutoff of oil and gas supplies from Russia in winter 2022. Habeck says this is likely to happen. Der Spiegel ask Habeck questions about the various actions Habeck is taking to get Germany through this winter. This includes bringing back coal plants that were being phased out, plans for industry to pass on gas that it is not using, setting priorities for homes over industry where possible, providing aid to people with low incomes who cannot afford to heat their homes this winter. Habeck calls for greater efforts for conservation that can reduce gas consumption by 10% with simple steps such as shorter time in the shower,  setting the thermostat down by 1 or 2 degrees in winter, using air conditioning less often, cooking in a way that uses gas efficiently, increasing insulation in the home, better distribution of air in the home, and so on. How much time does Habeck spend in the shower- less than 5 minutes. He leaves home by 7 and gets back late at night after work. Does he think Germans have the grit and determination to meet the challenge Putin is posing of creating disaffectionmnin German society through first gas prices and then gas shortages this winter?
