Michael Fathers reviews two detailed accounts of Mao's Great Leap Forward. From 1958-62 Mao launched an effort to industrialize China in its effort to surpass Krushchev's effort to surpass the U.S. and western nations in one decade. Yang Jingsheng's account in the book 'Tombstone,' is a result of decades of research to find what happened during this period. He lost his own father to starvation during this period when all Chinese agriculture was forced into communes with communal living and communal kitchens. The result were disastrous as agricultural production suffered badly leading to famines and loss of an estimated 45 million lives. The policy was continued even as the result showed a looming disaster by 1959. It was only by 1962 that Mao was forced to accept the failure of the program. As an editor of Xinhua news agency, Jingsheng had access to accounts of waht happened in provincial documents and archives. The other book reviewed is 'The Great Famine' by Frank Dikotter which provides an illuminating account of what happened in these years. Dikotter says the final responsibility rested with Mao for calling for higher grain deliveries from the countryside at the height of the famine and for continuing the policy of force and coercion leading to starvation- he quotes Mao who said: "It is better to let half the people die so that the other half can eat their fill." The truth about this period was hidden by propaganda and the mistake accounts of westerners who visited China including Francois Mitterand till the 1990's. Jasper Becker, a former correspondent in China for the Guardian, gave one of the first accounts of what had happened in "Hungry Ghosts: China's Secret Famine" (1996). What shocked readers was the extent of the dead, the violence, and the fear of speaking out even after 30 years. The fear of speaking out is evidenced in the pen name Mo Yan of the Nobel prize winner in Literature for 2012 which means do not speak out in Chinese because his parents were from a more affluent farming family in the village. Mo Yan uses animal and fairy tale characters and Chinese history in his novels and stories including his effort to describe the behaviour of arrogant local officials. The chronology of this period also tells a story. China's Communists took control in 1949, the famine and violent repression to establish the commune system occured in 1958-1962 only 8 years later, and the Great Proleterian Cultural Revolution was launched by Mao in 1966 and was to last a decade till his death in 1979- a period which saw a new effort of upending of China's countryside to establish communism....

Lee says India started fom alower base but has made greater gains for the rural poor.India's urban-rural income gap has steadily declined since the earlier 1990's. And in the last decade economic growth in rural India has outpaced growth in urban areas by almost 40%. Rural India acccounts for almost half of the GDP, up from 46% in 1993. Lee points out that in the period of Deng's reforms right upto the Tiananmen Square massacre China made 80% of th poverty reduction, but since 2000 poverty and illiteracy have doubled in China, while they have been halved in India. DOmestic consumption as apart of GDP has fallen to 35% from around 60% in the 1980's. Lee is a foreign policy fellow at the Centre for Independent Studies in Sydney, and avisiting scholar at the Hudson Institute.

The appointments to key economic positions in the Jinping-Keqiang administration in 2013 reflect continuity and importance given to experience. Zhou Xiaochuan continues as head of the central bank PBOC, to keep an experienced person in the the event of a financial crisis. Lou Jiwei, chairman of the sovereign wealth fund, is now the new finance minister. Xu Shaoshi, minister of land and resources, is the new head of the National Development and Reform Commission, the economic planning agency. Xiao Gang, chairman of the Bank of China, one of four state owned banks, will be the new head of the securities regulator, China Securities Regulatory Commission. Zhang Gaoli, a member of the Political Standing Committee of the Communist party, and Wang Yang, party chief of southern Guangdong province, also join the economic team. Li Keqiang, the new prime minister emphasized the agenda for the next decade telling a press conference: "Talking the talk is not as good as walking the walk. We need to pursue market oriented reforms." This means giving the private sector and consumers a signficant role in the Chinese economy....

The foreign lobbying by Pakistan and then India in Washington DC for access to the White House using lobbyist firms in the US. This enabled leaders from Pakistan to visit the White House in the US soon after conflict between Pakistan and India erupted over terrorist incident. Terrorist incidents happened in New Delhi and Islamabad in November 2025. The DJT administration may have gained support from Pakistan/Turkey for the Hamas settlement through this lobbying effort. The DJT administration inadvertently put itself in a position of being influenced by lobbying in this case for access to the White House. Following that event China's president Xi Jinping tightened restrictions on rare earths in trade negotiations with the US for a temporary agreement that gives access to the US market. Rising wages and rising production costs for Chinese exports of low tech products like shoes, clothing, toys, clothing, furniture, means a lot of these factories will shut down and move to lower wage countries like Vietnam and India or elsewhere. Elimination of rebates on more than 2000 export items raises cost of manufacturing 14-17% according to Guangzhou based American Chamber of Commerce in South China. And the the tough new labor law enforcing worker rights would increase manufacturing costs by 40% according to the Textile Council of Hong Kong. Additional costs would be incurred to meet tougher environmental controls and anti pollution laws and stricter enforcement. As a result of this Adidas wants its suppliers like Taiwan based Apache Footwear with 18000 employees in Guangdong to move as fast as they can to India where it opened a second factory. This process will unfold over several years till India and Vietnam bercome the new sources of cheaper goods because of the large supply of manufacturing labor for lower value added products, as it will take years to build the logistics and infrastructure for these plants in these countries. But because wages will also rise in India and the laws in India are more likely to be enforced than they were in the atmosphere in China where the Communist led government may have turned a blind eye to enforcement and worker rights in the interests of growth, the export of deflation to the west in the way of cheap Chinese products may be a thing of the past. China is doing this as a planned move it appears. Why? On the surface it makes sense that the heavily polluting factories making lower value added products like shoes, clothing, toys, furniture, would not receive rebates from te state and to improve living conditions and promote consumption at home the government woud pass tough new laws to ensure employee benefits and collective bargaining rights, and employee job security. It also reduces trde tensions at a time when the US economy will be in poor shape and jobs lost become a political issue in the 2008 presidential campaign. But there may bigger pressing concern and urgency in these moves after so many years of this being discussed and this may be that China finally may be at a moment when it is confronted with a sober fact that the US consumer is heavily in debt and may not support China's export growth model much longer and with it China faces a really significant slowdown in its growth rate from 11% to maybe half that if China does not develop its own domestic markets for growth. The old foreign investment model may not work anymore. See the link to Ireland where growth is falling off quickly. Higher wages and longer term jobs with benefits would enable a large middle class to develop from this huge manufacturing worker base especially as China moves to more value added products where even higher wages would be paid. This in turn creates a domestic market over time that would insulate China to some extent from the winds that would be blowing from a US economy suffering from a deep recession that may last several years. This may be evident in the words of the Governor of Guangdong when he says that the government is not abandoning the exporters but that selling domestically is good for the country and good for the people. Something deeper is at work here and one would expect an about turn in policy where instead of workers not receiving back wages and lax enforcement that went on freely in the last decade we would see an effort to build the kind of middle class that would provide the market for Chinese goods that would sustain growth at a more modest but sustainable pace. Which means in the short term all those workers at factories that make toys, shoes, clothing and furniture in provinces like Guangdong would be jobless. Some of these factories may move to provinces in the interior like Sichuan and Hunan provinces which may pickup employment. A report by the American Chamber of Commerce in Shanghai written by Booz Allen says that a fifth of the companies surveyed are considering relocating outside China, and that over half of foreign manufacturers surveyed think that mainland China is losing its competitive advantage to places like Vietnam and India....

Spain's central bank was lauded for macroprudential supervision before the housing bubble burst. Will China's central bank and financial authorites which have managed the housing bubble upto this point face similiar problems? Can China be the sole exception even as housing bubbles burst with wide repercussions in the U.S., UK and Spain? Nicholas Lardy, of the Peterson Institute of international Economics, says urban housing stock makes up 41% of Chinese household wealth in 2011. The same figure for the U.S. is 26%. Chinese buyers invest in homes because low interest rates on savings accounts cannot keep up with inflation. Real estate investment was 13% of GDP in 2011. Home ownership is a recent development in China, only since 1990, Chinese have never experienced large price declines. Household debt as a percentage of disposable income has increased significantly in recent years, up to 53.6% in 2011 from 31.3% in 2008, according to Lardy.

West Bengal elections in April-May 2026- the elections come after Sri Lanka, Bangladesh, and Nepal, nearby countries, all changed governments following protests about corrupt governance, mismanangement of the economy. Inside India there is a profound change that is not even covered in the  established media such as the BBC and DW.com. The states of Orissa, Andhra Pradesh, and Bihar, in the northeastern part of India had landslides in voting for the ruling BJP party and NDA alliance for Clean government and Modernization of the economy. A similar vote took place also with a landslide for Clean Governance and Modernization in the state of Maharashtra in the western part of India with the commercial hub of Mumbai (Bombay). In the southern part of India in Kerala, the capital city local government in Thiruvananthapuram has also shifted to this Clean Governance and Modernization under the BJP government that governs at the federal level in New Delhi. India is like China and Japan before it, going through massive change to modernize the country with new infrastructure building and rapid development including investments in hospitals, universities and airports, trade logistics, factories for industrial production. The magnitude of the change is reflected inthe population of most of these states being close to 100 million in each state West Bengal(105 million), Maharashtra(130 million), Bihar (133 million), almost the whole population of the US in just 3 of the many states- witnessing huge changes that could mean 20-25% growth rate a year n the next couple of years to 2030 doubling their GDP. ...

Metro Detroit has 90% of the 17,000 cases in Michigan as the pandemic reaches its peak there this week.  The large Detroit airport renovated and enlarged is seen as a source of the coronavirus as Detroit is where all 3 auto U.S. auto companies are located. GM, and Ford have large manufacturing operations in China, and  Chrysler has plants in northern Italy, the locations where coronavirus has hit hard, and in the case of China where it originated. Health experts say the busy Detroit international airport connecting the Detroit hub to other auto hubs in northern Italy and China- both virus hotspots- may have contributed to the virus hitting Detroit early. This country to country transmission along some route is how the virus has traveled to over 150 countries. For instance German reports show Bavaria as the source of the early cases in Italy's Lombardy region. It could be that German auto companies located in Bavaria with large operations in China resulted in inadvertent transmission of the virus from China through airport in Munich from flights between Germany and China. A Shenyang municipal bureau report provides information on German  investment in Shenyang, Liaoning province. Munich based BMW makes 1.3 million cars here. There is also the newly built Chinese German Tiexi industrial park in Shenyang with 50 German companies BASF, Siemens, located there.  Once the virus arrives in one location its spread depends on the environment with densely packed areas and the health conditions prevailing in a particular area playing their part. Both in New York and Detroit metro area this helped its faster spread in lower income densely packed areas.   ...

The frequent fires and floods all over the world which happen suddenly and quickly show the effects and costs of climate change are real. Actions need to be taken on climate change even as the cost of living crisis and struggles of people in China,India and Africa and in the US and EU have to be considered for access to electricity and for cost of living concerns. Fossil only provides a short term transition to a long term plan for the future based on renewable energy, and the fight for climate change action to be renewed by EU, China, Brazil and India as the US sorts out its own problems with the transition.

Chinese are saving for the future as there is no safety net, no social security and no welfare or food stamps.And this means there will be a strong cutback in consumption and in sales of most products in China. Even before this global economic crisis China was becoming even more export oriented. In the last decade consumption as percentage of GDP actually declined from 47% to 37%. And the $586 billion stimulus has some measures to boost consumption but most of the money will go to infrastructure like new highways, railroads and airports. Housing construction is coming to a halt with home prices down 15% in Shenzen. And layoffs among exporters in the area north of Hong Kong like Li Kai which made 9 million sneakers for New Balance in 2007 will make 7 million in 2008, and is laying off 22% of its workers. Migrant workers are headed back home. The sales of foreign firms will be affected. GM's Buick brand saw sales decline an estimated 12% this year and JD Powers estimates decline in 2009 by 21%. Researcher BDA China sees cell phone sales down to 9% growth each year for next 5 years, down from 30% increases in the past 5 years....

43% of children under 5 are underweight in India, according to nutrition experts. This compares with 5% for China. China made its biggest strides in combatting malnutrition between 1990 and 2002, say experts by reducing malnutrion for children by two thirds. This suggest that malnutrition must have been much higher than 21% in China in 1990. And during the period between 1949 and 1980 China had focussed under Mao and his successors on the bread bowl, making sure that hunger was no longer a problem. This suggests the Indian middle class that thinks of the poor as there but not so worse off as to require a sense of urgency, or feeling slighted by the comparison with China need to do some thinking. From the perspective of progress the economy can only do well if rural and poorer areas are also part of development and share in the benefits of development. The other aspect of this is that the government can setup a program, and other countries like Brazil are also faced with the similiar problem and are tackling it aggressively. This is already takng place with a Right to Food Act in the Indian Parliament. Drafts of this Act call for a government subsidized minimum of 25 kilograms of food grain per family per month. But atttitudes in India need to go through a big change to take this problem seriously and with the urgency it requires from a developmental point of view, not only a moral point of view. What good is demographic devidend that many Indian leaders in many fields talk about if that demographic dividend is stunted by malnutrition, is the question all have to answer. Even software leader, Infosys's Nilekhani, in his book Imagining India talks about the large changes affecting India in the rural areas, the economic and technological progress, but fails to mention this aspect of malnutrition....

DJT administration 25% tariffs on Canada Mexico for not stopping fentanyl flows as domestic policy go ahead on March 4, 2025. This lays the ground to tackle aproblem that has led to 490,000 American deaths and devastated communities across the US - the flow of fentanyl into the US from Mexico, Canad and China. Separately an additional 10% tariff is going to effect on China on top of earlier tariffs on China.  The media keeps talking about this tariff as a economic action, not as action to stop all fentanyl flows as is repeatedly stated by DJT and the Administration. Most of the media has failed to talk about the fentanyl deaths over 12 years referring as one of the prominent media states as the "death of thousands" not giving the staggering number and the scale of the devastation of communities in America after the damage from the 2009 financial crisis caused by banks, the deindustrialization of America that was allowed to happen under Bush Republicans and Obama Democrats, and the covid pandemic crisis.  ...

Ethnic minorites are not easily persuaded that modernizing and investment can be traded for limits on cultural autonomy and on the religion, language and culture of the region. This is the situation in Xingiang and Tibet. What is not realized is that Mao's army took control of Tibet and Xingiang in 1949, which have not historically formed part of China, and the immigration adds another level of conflict because of the fear that the ethnic cultures are threatened. The Uighur revolt shows that the tradeoff of modernization for limits on religion, culture, language and participation in governance does not work in the ethnic regions of China, says the Economist. See the link in the NYT on Mr. Wang, a protege of President Hu Jintao, who himself was at one time in charge of Tibet. Because of this China risks getting more entrenched with continuing policies that may not work out.

The difference between US imports and exports is down from $418 billion in 2018 to $280 billion in last 12 months (August 2024 to July 2025) showing the impact of tariffs and policies of the DJT administration to level the playing field and for getting out of the trade deficits that hurt American jobs, workers, and communities. Tariffs of 20% for fentanyl issue and 125% made it 145% for import tariff on China after Liberation Day. These were lowered to 30% after trade talks. This where it stands today. 

The figure of $280 billion is higher because of transshipping by China through Vietnam- for transshipping the 20% tariff on Vietnam goes up to 40%. Another aspect of the figure of $280 billion is that it is last 12 months which reflects 5 months of the Biden administration, and the surge in imports before deadlines when DJT tariffs would come into place. Battery imports are up, smartphones, toys and apparel is down.

Macron returns to the Sorbonne, France's oldest University, for his second address to Europe, following th first in 2017, 7 years back. Then as now Macron presents a vision for Europe, with a unique role for France. Defense of the ideas and ideals of Europe built through centuries, in contrast to USA and China, and India, other centers of world civilization. It is worth a try to read the whole speech if you are a European or a friend of Europe, to get a sense of the European ideas that come from France, Italy and the Netherlands and Britain, and Germany. It presents ideas not just about defense, including Ukraine. Most of the speech is about how can Europe and European ideas be made to grow and prosper with all the changes happening in the world in technology, content that is less and less European for the children of Europe- less than 3% Macron says. How it can invest to meet the oversubsidizing that the US and China are doing, the investments that the US with Inflation Reduction Act for $1 trillion in spending and investment including chips and science, and the similar investments in China- how can Europe make investments of $1 trillion, and ways to generate the funding. And investing $1 trillion on a Europe wide basis with a plan and a set of goals to maintain European leadership in a world dominated by the US and China, and soon India. Macron says in 12 months plans have to be developed and set into motion for this new European effort. ...

How Northwestern University Kellogg School's Inaba Yoshimi is trying to turnaround Toyota's performance in China. Toyota is a latecomer in the China market and cultural hurdles hamper Japanese managers in China. Because Toyota dealerships in Japan use a salesforce that gets income from salary and does not depend on commissions, selling only Toyota cars, the Japanese experience seemed irrelevant to China. The experience of Toyota in China is more like the experience in the U.S. market with a sales force earning income from commissions and dealers selling many brands. In other respects China's market is different from the U.S. The Chinese market is growing very fast, and millions of cusomers are joining the carowning population, all first time buyers in an internet information intensive environment with savy informed customers. Keeping the salesforce motivated and interested in selling Toyota cars is a challenge in China. Also how to allocate cars to dealers based on how many cars move off their lots, and how to buildup a large network of Toyota dealerships and widen the range of product available in China. Management challenges have been tackled by bringing experienced veteran managers from the U.S. to China, who are culture neutral and are seen positively by the Chinese managers and staff. General Motors has a big headstart in China and is marketing to the younger demographic in China. Median age of Chinese buyers is 35 years age. Use of oil for transportation has increased from 30% ten years ago to nearly 50% in 2013, according to Sanford Bernstein, as more cars are added to China's roads. This makes it less likely that a slowdown in China's growth will affect demand for oil. Sales of passenger cars increased by 11% in January and February 2014. A study at France's central bank by Gauvin and Rebillard shows only a much smaller effect on oil prices from a hard landing of the Chinese economy, compared to the effect on metal prices. Passenger cars now make up two out of three vehicles on Chinese roads, according to LMC Automotive. The growth in cars is likely to continue, not just in China, but in other emerging markets such as India, Brazil, Mexico and Russia. Metal consumption is different, as it comes mostly from housing, infrastructure and factories which are the most affected parts of the economy in China.
