The Indian Civil Service, known as the IAS, Indian Administrative Service is playing a key role in the modernization and transformation of India. Names such as Mr. Parmeswaran Iyer, who headed the Swacch Bharat Mission (Clean India Mission) or Ms. Ashwini Bhide who heads the effort at transforming Mumbai with a new Metro subway system, are well known. Thousands of other IAS officers run the effort to transform the country. Victoria Azarenka won the Australian Open tennis championships twice in Melbourne then lost in the first round of the Australian Open in 2018. She struggled for two seasons with a foot injury, personal challenges off the court and a child Leo in 2016. Her slump took her to 208 in the world rankings. She had to fight her way back- "I have never really learned to struggle before, so it's a lesson." She says it required hard work, and changing her mindset, conquering her anxiety to return to the semifinals of the Australian Open. Her experience with the pandemic and her own encounter with cancer has changed her conceptions of science. With advanced degrees and work in physics she calls herself intellectually promiscuous. Yet she says when asked about a simple concept of probability she says if something is with 95% probability going to happen, don't be surprised if it doesn't. Emotions matter and she does see the other side of fears when doing a BBC documentary on vaccination, and the emotional response to all the statistics shown to support vaccination efforts by people who are skeptical and have their own emotional responses and fears.

China's president expresses the need for greater cooperation between China and Germany during Scholz's Beijing visit and says "we jointly oppose the use or threat of use of nuclear weapons." Scholz for his part said "it is right and good that I am in Beijing today," that in times of change bilateral meetings were all the more important. China's president Xi said that "in times of change and turmoil" nations of influence should work together for world peace. This is the first time after the covid lockdowns that Chinese leaders are meeting a leader from a large western nation, and this is generally welcomed in China.

The rapidly evolving situation in Ukraine and the importance given to it at the level of the prime minister and senior cabinet ministers about the importance India gives to respect for international law, the national sovereignty of countries, and the UN Charter. India abstained from the vote in the UN General Assembly on expelling Russia from the UN Human Rights Council yet as this Indian Express report says India as the world's largest democracy and its policies rooted in the work of Mohandas Gandhi has a clear stand on respect for the UN Charter and international law. It firmly condemned the reported atrocities in Bucha, Ukraine, as Mohandas Gandhi would have done in his own way.

The Japanese government is trying to work with universities and companies to speed up the vaccination drive. The government provides the Moderna vaccines and the companies and universities provide the facilities and the medical staff.

The Tokyo Olympics open shortly. This makes it critical to get the elderly population vaccinated. Government released data June 8 shows just 3% of elderly over 65 years are fully vaccinated or 1 million people, and only 8.4 million people or 24% have 1 dose. Since then the vaccination drive has stepped up and about 18 million of the elderly have been vaccinated with one dose or 51% of the elderly population, and about 17% have been vaccinated fully by June 26.

Many people ask how prime minister Modi can maintain a high level of energy while having such a busy schedule. Modi had 20 meetings in 65 hours in his 3 day trip to the US. Many of these meetings were important ones, including one with Quad leaders, meeting with Mr. Biden, his speech at the United Nations, meetings with US CEO's.

Modi drinks a lot of water to stay hydrated. He also tunes his body and sleep cycle to the time zone of the destination. Yoga, exercize, and good nutrition habits, also play a part in Modi's ability to maintain that level of energy. Concentration, discipline, determination, play a part in how he handles work.

UP Chief Minister Adityanath talks about the development work during each of the years of his government during the Budget session of the state assembly. He was reelected in the 2022 election in India's largest state with a population of 250 million. He presented a Rs 6.15 lakh crore Budget for development. This years budget focus was on "Atman Nirbhar Uttar Pradesh" similar to PM Modi's "Atman Nirbhar Bharat." Each of the last 5 years of Budgets had a theme for women, infrastructure, youth, farmers, self-reliance. 

Adityanath said "whether it was ration or housing no beneficiary can say that he did not get the benefits because of caste or religion."

China's growth will slow to about 3% in 2022 as the decisions made at the Central Economic Work Conference that ended on December 10 were to emphasize economic stability as the overriding goal. The goal of discouraging speculation in housing with the slogan housing is for living will remain in place in 2022. The goal of controlling surging debt that poses a serious risk to the economic future of China will also remain in place. The external environment remains uncertain and getting complicated with a change in the US and German governments in 2021 and shifts in policies.

A party congress will take place in 2022 in addition to the Beijing Winter Olympics.

Marc Thiessen in The Washington Post says to halt the problems at the border when last week migrant encounters hit 12,000 a day Democrats need to work with Republicans to get the votes in the Senate and House for needed legislation. This means losing some votes from factions within the Republican and Democratic parties and still getting it passed. It would be good for the country and good for Biden, says Thiessen. He says to get some idea on what the 12,000 figure means even 1000 migrants was a high number that would overwhelm the system in 2019. He cites John Fetterman, Senator from Pennsylvania, who says that honestly this happening at the border is astonishing, essentially seeing Pittsburgh at the border.

It was built in 7 years from 1818 to 1825 for $7 million and opened up the vast hinterland of New York State- Rochester, Buffalo on Lake Erie, Schenectady- and connected it by navigable waterway with locks to the Hudson river at Albany and on to New York City and the Atlantic. On May 13, 1954 Republican president Eisenhower signed the Seaway Act and authorized construction of the St Lawrence Seaway with Canada at cost of $C135 million with 22,000 workers.The US Army Corps of engineers began construction of the US section in 1957 and completed it by 1959 for oceangoing ships to navigate the St. Lawrence River from Duluth in Minnesota and Milwaukee to Quebec and on to Montreal and the Atlantic. These are the projects that built the Midwest and Northeastern states, and Quebec.  ...

The use of apps and tech based solutions have been largely ineffective in doing effective contact tracing and testing to isolate people with coronavirus. Epidemiologists question its effectiveness when it does not lead to people isolating themselves to prevent spread.  A major problem is lack of confidence in the tech based solutions. 27 states in the U.S. have no apps or are not developing one.  Apps do not use the entire set of tech resources available because of dilution from concerns about privacy. Another major problem is that there is no national approach. California, Washington and Oregon have a pilot program on the Google-Apple system, Delaware and Pennsylvania launched an app in September from Irish developer NearForm. New York and New Jersey started with a NearForm app in October. States using apps are doing this without much conviction that this is a tool that will work to do effective contact tracing and testing to isolate infected persons. For this reason one sees pilots and launches this late in the coronavirus pandemic. Early efforts stumbled.  The UK and French apps also proved ineffective. Germany opted for low tech solution that proved surprisingly effective in the first wave of the coronavirus. Germany relied on teams from state employees which used a national database, personal computers and phones to call individuals who needed to be isolated and tracked. Asian countries have less concern for privacy leading to apps being more effective. Even here low tech solutions with national database and teams of people with personal computers and phones calling and making personal contact including visiting homes has worked better than apps. Human relations skills to reassure people affected by coronavirus, legwork to contact personally at homes and check up, and persuasion to have people isolate have been more effective than app based impersonal tech solutions. ...

It seems like good common sense -surely studies come later that masks can cut coronavirus cases by 40%- as Texas is learning the hard way. As coronavirus cases jump in Texas the governor makes wearing face coverings or masks mandatory in the state. Texas recorded over 8000 cases in a single day on July 3, 2020. "wearing a face covering will help us to keep Texas open for business." As a grim warning to Texans he said "we are now at a point where the virus is spreading so fast there is little margin for error." As the virus cases surged Mr. Abbott, the governor of Texas, ordered all bars shut and cut restaurant capacity by 75% last week and reversed step taken to open the economy. Another lesson learned the hard way when it seems like common sense- consider that on June 20 as reported in the WSJ a staggering 500,000 people went to bars in Los Angeles county the day after bars reopened. It is this type of activity that makes Dr. Fauci, say cases could reach 100,000 a day in the U.S. Infection rates are now increasing in 40 of 50 states with the southern states, western states doing badly.  A lot of it was plain common sense. A German study shows a 40% reduction of coronavirus cases when masks or face coverings are worn. For those arguing for the reopening so that economic hurt is mitigated there is even more reason to wear masks as it makes it possible to get back to work by following strict social distancing and mask guidelines. Everything in life is about adapting and making small changes for the larger good. Younger people have badly failed to show fellow feeling with lack of following social distancing guidelines on beaches and gatherings leading to the numbers now showing that people 18-34 are now equally at risk. ...

Questions raised about reservation processing charges for national parks for over $100 million that go not to the National Park Service work or activities for keeping up park trails but to a private company Booz Allen. Park goers question whether the government negotiated a payment structure that is in the public's interest, says this WSJ report. The park does not charge for using the park when making a reservation on site Recreation.gov. Yet the government pays $2 for every park reservation made on that site to Booz Allen, a private company.

This editorial in the WSJ points out that president Trump's and the Iranian government's response in the firing of missiles at a U.S. airbase in Iraq were intended to quiet things down so that there was no escalation. Both sides were in effect standing down which president Trump called a good thing. 

Beyond deterrence the U.S. effort is also to work with its European allies to open a path to renegotiating the 2015 Iran nuclear deal so that a long term settlement can be reached for the region.

More women tend to work in sectors such as retailing and personal care, and with the hardest hit sectors including fields in which we find more women such as education, leisure, hospitality, a lot more women will be affected. The unemployment rate for women and men started at 3.5% in February before the pandemic. In April the unemployment rate went up to 14.4%. Of this women unemployment was at 16.2% and men was at 13.5%. The women were adversely affected where their presence is highest - in food preparation, health care support and personal service.

Germany is now in the same situation as France, Spain and Britain during the second wave with over 500 deaths daily in the first week of December. The partial lockdown with closing of the leisure sector and keeping work open, and retail shops open has not helped keep the virus in check as hoped. Christmas is an important holiday period in Germany and crowds continue to form in many shopping areas spreading the virus. Chancellor Merkel lacks authority in a pandemic as the law says states have to decide how best to tackle a pandemic.

In the U.S. a musician with the same background has no work and has no health insurance for years. The contrast between two societies and cultures, between European concern for social cohesion and sense of sharing vs. a culture in America that helps some in society, and leaves out others. Where government of the people, by the people misses something called for all the people.

Contrary to a lot of what is written Mr. Bolsonaro has regained popularity in Brazil with a new poll showing him with an approval rating of 37% (Datafolho), and a sharp drop in disapproval ratings. Bolsanaro has pushed for keeping lockdowns to a minimum and reopening the economy. Brazil has a large informal economy making it very difficult for people  in lower income situations dependent on work to survive. The aid of 600 reals a month ($110 a month) for the coronavirus relief is making him popular with aid recipients and the poor.

Mumbai's rail system is used by about 8 million passengers each day. Many workers commute as long as 50 kms to get to work from the suburbs to Mumbai. This report looks at possible action to limit the spread of coronavirus through the rail system. The rail system is run by the Western Railways and Central Railways. Between March 11 and March 18 there has been about 50% drop in passenger traffic. The divisional head of Central Railways says it is essential not to compromise the entire rail system there by taking action now.

The NHS Nightingale hospital was built in 9 days by converting the ExCel convention center in east London. This is the largest hospital of this kind ever built with 4000 beds. Prince Charles opening it by video link from his home in Scotland said it was " a spectacular and almost unbelievable feat of work." The hospital is named after the founder of modern nursing Florence Nightingale. The British government drafted hundreds of army engineers to help contractors build the hospital in record time. It will need 16,000 staff and hundreds of volunteers.
