As the coronavirus surges in India with over 300,000 cases a day on April 26, a clear picture on the vaccination drive in the country is critical. The following is the picture of the vaccination progress from Union Health Ministry in India as shown in The Hindustan Times. India has vaccinated 140 million people with at least one dose says this report in The Hindustan Times.  On Saturday 24th April 2.4 million doses were given for that day at 8 pm. This was done over 99 days. This means about 12% of the population of 1.2 billion has been vaccinated.  This compares with the vaccination in Germany for about 21% of people vaccinated with over 18 million getting the first dose in Germany by around April 25. Both Germany and India have suffered from vaccine shortages, some skepticism about vaccinations. Gradually sentiment is shifting in both countries so that once skeptical Germany now has about 75% of people willing to take vaccine on April 25, 2021. In India about 6 million healthcare workers have 2 doses of vaccine, and about 9 million have 1 dose. About 6 million frontline workers have 2 doses and 12 million frontline workers have 1 dose of vaccine.  There is a shortage of vaccine supplies and a bold decision was made by the Indian government on April 25th 2021, after the surge of cases to a world wide maximum of over 300,000 cases a day. The decision was to give immediate regulatory approval for the three major vaccines in the US to be brought and used in India. And delivery will be speeded up - no customs duties and fast processing of supplies access to speedy logistical supply routes. This is a huge step forward for the vaccination drive as this means Pfizer, Moderna and J&J vaccines can now be used in India. The government is also urging the companies to make in India or export to India with prices that provide flexibility in pricing for the private market. The locally produced Covishield Astra Zeneca based vaccine produced by Serum Institute will be allowed to be sold to the private market at 600 rupees or close to about $10. Pfizer and Moderna, J&J can price in a way that would be somewhere around this price range. The access to more vaccines and the ability of the companies to make a reasonable profit in the Indian private market means that vaccine supplies should open up in May and June.  This could give a huge boost to vaccination numbers so that India's vaccination percentage of population vaccinated should keep up with that in countries like Germany and France that were slower to get started in Europe but are now catching up quickly. This is a massive achievement because the population numbers are huge compared to Europe. ...

 Edward Jenner invented the small pox vaccine in 1796. Before this a method called variolation was used. Pieces of fabric or threads moistened with a sick person's small pox postules were pulled through incisions in a person's arm. This was effective until Edward Jenner invented the vaccine itself for mass vaccination efforts. Tom Parfitt of The Times writes about how Catherine Empress of Russia invited Dr Dimsdale from Britain to give her the inoculation against smallpox. She became the first person to be inoculated in Russia and had the courage to do so after this method had been tried and successfully tested in Britain. Catherine writes in this letter to Count Rumyantsev that she had only mild discomfort. She then championed smallpox inoculation for the Russian people and says "it does not call for huge expenditure." Today the Russian government is making its best efforts to vaccinate the Russian people, yet only 38% are fully vaccinated. The example of a medical revolution 200 years ago and how it was handled in Europe is new inspiration for renewed efforts. ...

India protests actions by Canada's Trudeau for his support of separatists in Canada. India is a nation of many communities and languages and it does not approve of efforts to separate parts of the country in the way the US has done from the period of the Civi War and Lincoln, and as seen today in Spain, or in the efforts to reintegrate East Germany into West Germany after the cold War. Trudeau belongs to Quebec, a French Canadian province that is part of majority English Canada. Canada's very existence as a federation depends on this nonacceptance of separation of Quebec. It was not long ago that General De Gaulle used the language Vive La Quebec on a visit to Canada leading to protest all over the world and Canadian provinces respecting the integrity of Canada. Mr. Trudeau is president of Canada for that very reason that he and his father Pierre before him respect the idea of Canada as an independent sovereign nation, something he fails to do for political advantage to stay in power with a coalition because of diminished support for his Liberals party.  ...

Every day lost in the struggle with coronavirus is a big thing, which is why Itay's most affluent northern region has gone from being well equipped with resources of healthcare to seeing the health system overburdened to the point of disaster. This WSJ report shows why this has a lesson and an early warning for how the U.S. and other countries should design their response. Social behaviours must change, old rules rewritten and implemented throughout nations, quickly in days. Here WSJ shows lessons learned by Dr. Cereda at the Hospital of the University of Pennsylvania who trained in Milan and was in constant contact with colleagues in Milan and elsewhere. Many of the lessons relate to not overburdening hospitals and health systems and protecting health systems. This means mild to moderate cases are managed from home and not in the hospital, through massive deployment of outreach services and telemedicine. It means therapies can be delivered at home or through mobile clinics. The second major lesson from Italy is to protect healthcare workers and doctors. The entire White House team with Dr Faucci of CDC and Dr Brx, head of Infectious Diseases in the U.S. news conference of president Trump March 16, focused on the goal of protecting healthcare workers, doctors and hospitals, so they remained strong to take on the crisis. The second goal of the White House team is to protect the elderly with medical conditions. To do this only the most serious patients are treated in hospitals the rest for mild to moderate at home.  Studying the conditions in Bergamo and other parts of Lombardy and northern Italy, is helping U.S. medical leaders to prepare for the current nationwide effort, the 15 days plan announced by the White House. The lessons from the Papa Giovanni Hospital in Bergamo are important say U.S. medical leaders, including Dr. Brendan Carr, head of emergency medicine at Mount Sinai Health System in New York.  He says build capacity in hospital beds before we need it. The number of people working lesss than 35 hours per week is approaching 7 million according to the Bureau of Labor Statistics. Many of these families are seeing furloughs of afew days amonth, pay cuts and shorter working hours. All this means buying at the discount store, like this family which keeps careful track of account balances while shopping, and keeping a meticulous track of purchases tossed into the shopping cart with a calculator so as not to go over the budget. This may be the reason companies like P&G have introduced affordable lower end brands, so as not to permanently lose these customers to store brands. Adele's target audience is women 18-44 years who watch shows like "Family Guy." The CD "25" set records selling 3.2 million copies in the first week in the U.S., and 800,000 in the UK, according to Nielsen. This follows a similiar record for the CD "21," which sold 30 million copies. Another hit song is "Hello." Target has provided promotion for the CD but the promotion is not on streaming sites or on social media, a different approach to marketing the music. Radio is seen primarily as promotional media. Adele's fans are buying the music CD's instead of streaming it, out of consideration for the effort put out by Adele in her songs.

A bill passed in the House and now going to the Senate in the US will put a tax on remittances of 3.5% for people who are not US citizens or nationals. It was at 5% but lowered to 3.5% just before the vote. 

Total remittances from the US in 2023 are  $656 billion, according to the World Bank. Total remittances to Africa from US $12 billion of $92 billion total. DW.com shows a family outside Accra, Ghana depending on these remittances for food, medicine and education.

An out of control migrant problem with tens of millions of migrants flooding the US and Europe became a major issue in the 2024 US election. Voters clearly supported strong action to control migration and human smuggling across borders.

Preliminary results show the SPD Social Democrats leading in Germany. The SPD had 25.7% of the vote, ahead of Merkel's CDU at 24.1%. This is the worst showing for the CDU in German elections. The environmentalist Greens Party came in at 14.8% of the vote. The pro-business FDP Free Democrats came in at 11.5%, the far right AfD at 10.3%, and the socialist Left party at 4.9%. Parties calling for big infrastructure investments in Germany with tax increases emerged as big winners reflecting the public mood in Germany after CDU led coalitions with SPD for the last eight years focused on the eurozone crisis and opened migration into Germany, while neglecting much needed investment in broken infrastructure. Both the SPD and Greens are calling for big investments and taking on additional borrowing to do so. They now have a combined 42% of the vote, and 47% when combined with the socialist Left. The Afd with 10% remains mainly a fringe party - and primarily a result of Merkel's decision to open migration from war torn Arab countries which she later reversed, and from from the CDU's failure to tackle social and economic problems of eastern Germany.    ...

E.U. leaders reached a new agreement for solving the debt crisis in Greece and the broader eurozone debt crisis. This time an effort was made to come up with a solution that had some chance of working unlike earlier efforts. Earlier efforts that concentrated on austerity and burdened Greece and other countries in the debt crisis with higher interest rates came under severe criticism as unworkable. The result was higher unemployment, a shrinking economy, higher debt to GDP ratios, and contagion effects. The new plan commits to getting Greece on the path to growth. The European Financial Stability Facility will have powers to buy Greek bonds at their value in the secondary markets which means Greece would owe less to the EFSF, bringing down Greek debt. Greek debt maturities are to be extended over many years and interest rates lowered, with similiar actions for Portugal and Ireland. And private bondholders were given the option of taking 20% less on their bonds or extending the maturities of the bonds at lower interest rates. In return the bonds would have guarantees for repayment by the E.U. so that the private creditors would limit their losses. The draft document of the agreement says all the E.U. countries would commit to fiscal discipline....

Friedman quotes the Israeli newspaper Haaretz on the intransigence of both the Palestinians under Abbas and Israelis under Likud leader Netanyahu. The Haaretz account of the currrent state of Israeli-Palestinian relations said the situation was close to where it was at the turn of the century, when it was considered a goal just to have Palestinians and Israelis sit down and talk to each other. Friedman suggests Netanyahu offer a 6 month freeze on new settlements as a way to get the Palestinians to negotiate a new peace; saying it costs Israel little as there are already 300,000 new settlers, and the prospects for a settlement make this worthwhile. He also recounts the fears of both sides. The Palestinian side sees the new settlements as sending the message that Israel wants two states, one in the pre-1967 borders and the other in the post-1967 borders, both belonging to Israel. The Israelis fear the Palestinian's covet some of the land that is now inside Israel, but was once part of the old Palestine; and have never reconciled to the co-existence of a Jewish state alongside a Palestinian state, or a Jewish people's co-existence alongside a Palestinian people....

Lee, Nicholas and Harris of the WSJ describe the responses being considered by president Obama to Russia's hacking of DNC, and other cyberattacks during the U.S. presidential election. Obama said the goal will be "to send a clear message to Russia or others not to do this to us because we can do stuff to you." He said some of this would be done publicly and other things would be done where the Russians know but not everybody else. Mr. McFaul, a former ambassador to Russia, is cited here saying that declassification of intelligence by president Obama in the remaining weeks in office is needed so that all ambiguity about Russian involvement is removed. Elections are coming up in Germany and France in 2017 and both president Obama and the Republican Congress leadership see the need to prevent any further cyberattacks on the U.S. or Western Europe.

Erskine Bowles, a former chief of staff under President Clinton, and Alan Simpson, former senator from Wyoming, say the U.S. Supercommittee members should remember that their personal priorities and the common good are not at odds. The authors of the Bowles-Simpson Presidents Commission for deficit reduction say there is growing discontent among voters with politicians who are obsessed with gaining partisan advantage. Using issues of national importance that require a common approach from all parties as a way to score political points will only backfire on these politicians. Personal priorities of members of Congress are now no longer at odds with the common good, they are converging. It is upto the Congress, members of both parties, to push back against the special interests and partisan politics, and show leadership on the deficit. The eurozone crisis has shown the dire consequences of any sluggishness or procrastination. The failure of the political class and leadership in Italy and Greece, and in other nations of the EU, has put the fate of these countries in the hands of markets, which have relentlessly pushed up the borrowing rates of Greece, Italy, Spain and other countries, and taken future direction out of the hands of politicians. Erskine and Bowles say don't wait for a fiscal crisis to take action because it will be disastrous economically and politically, with everyone as losers and no winners. Timidity is not an option, leadership is required to take action that is big and broad, tackling tax expenditures, entitlement expenditures, defense, across the board....

Mr. Tom Tugendhat, chairman of the select committee on foreign affairs, a Tory MP, says UK companies are vulnerable to takeover by foreign state backed entities and calls for new laws to protect British companies. Prime minister Boris Johnson is preparing to announce new laws that will make it mandatory for British companies to report to the government when any foreign company attempts to take over 25% of the shares in a British company, or which could pose a security threat, with strong sanctions. Failing to do so would have directors jailed, disqualified, or face large fines.

Germany avoided a recession with growth rate of 1.9% in 2022. Imports were higher with higher energy prices and the trade surplus fell from 175 billion euros to 79 billion euros. Trade surplus declined for 5th year in a row. Rising inflation dropped in November and December. Economy Minister Habeck (the Green party) has made a great effort to tackle the energy shortages in a way that Germany can avoid a recession.

Chancellor Scholz tells the German parliament before a special EU summit-that Putin "will not achieve his goals in Ukraine, not on the battlefield, not through a dictated peace." He responds to the Russian Defense Ministry claim that the western tank supplies are drawing NATO into the conflict and could lead to an "unpredictable escalation." Scholz said- "It is not NATO in war against Russia. It is Russia's invasion of Ukraine."

The former commander of the NATO US forces in Europe 2014-2018, Gen. Ben Hodges, says the war could end in 2023 with air support to Ukraine. Hodges tells DW.com's Ines Pohl, that the only red line for Washington's support in Ukraine is "boots on the ground." Hodges says Ukraine must retake Crimea to maintain the international rules based order and the UN Charter.

About the Russian offensive in Feb 2023 Hodges says Russia was attempting to "surge" a new offensive but it does not have the capability to launch a "major' one. "They don't have the armored forces, the ability to break through," and that it will not change the "overall operational environment in Ukraine." This is the first serious assessment of the new phase in the war on an overall basis looking at the larger picture of Russian and Ukraine plus outside support capabilities.
