Kevin McCarthy made concessions that could lead to more fractiousness among Republicans says this report in the WSJ. A single House Republican can challenge the Speaker under one of the concessions. Other concessions would make it harder to pass legislation. The WSJ Editorial Board says some Republicans who agree more with Democrats than positions taken by the 20 Republican holdouts in voting for Speaker, such as spending on infrastructure and support for Ukraine may actually join Democrats in future voting.  This brings in a new period in which party affiliations will be only one of the factors deciding how members vote, other factors being where they stand in the US support for Eastern Europe against Russian threats, and on issues such as spending on fixing broken American infrastructure .

The arguments of both sides in front of U.S. Supreme Court Justices on the Health Care Law's expansion of Medicaid. Justice Scalia said the law gives the states no choice. Justice Kennedy pointed to the situation of the states which have no way to opt out without stripping millions of Americans of medical care. The attorney generals of 27 states have objected to the Health Care Law's provisions which they believe effectively requires the states suffering tight budget constraints to cover more of the poor than they they think they can, with the alternative being dropping out of Medicaid totally, not giving them much of a choice. As the three day hearing came to a close on March 28, 2012, the Supreme Court's conservative Justices expressed doubts whether the Obama Health Care Law could surivive if some key parts are struck down. With Justices Sotomayor, Ginsberg, Kagan, on one side, and Scalia, with other conservative Justices on the other side, the Court's final decision depends on Justices Kennedy and Roberts. ...

President Obama tells Hispanic high school students he supports a bipartisan plan for immigration reform from Senators Graham, McCain, Rubio, and Schumer. A critical part of the plan and the President's plan is a pathway to citizenship for 11 million illegal immigrants. Obama wants to see a pathway "from the outset," senators say this should happen after stricter enforcement requirements are met. The WSJ cites polls in Italy Feb. 8, before the two week blackout prior to elections on Feb 24-25. The polls cited show the Centre left PD coalition of Luigi Bersani at 35% of the vote, the coalition of Silvio Berlusconi at 28%, the centrist Monti parties at around 10%, and the surging Five Star Movement of Beppe Grillo in a range around 20%. The Monti centrist parties are facing difficulty because of the austerity measures taken by Monti's government in 2012. The Economist cites higher figures for the Monti centrist parties at 14% and puts Grillo's party at about 15%, showing the variations in poll figures. WSJ cites figures showing undecided vote at about 20% of voters, about 5 million voters being undecided. Voter turnout is also a factor, with less than the 80% voter turnout of 2008 expected in the current vote. The regional vote which determines the composition of the Senate shows Grillo likely to lead in Sicily, and the vote divided evenly between the PD party and Berlusconi's coalition in Lombardy. The best outcome for the eurozone is one in which the PD party wins, but not with a majority large enough for it not to need the support of the Monti centrist party, which is supported by Italy's business community and favored by the EU and Germany. ...

This WSJ editorial describes the choices facing states in the U.S. for Medicaid- staying in and increasing the strain on state budgets or opting out altogether from Medicaid when hospitals in the states have enlarged their Medicaid dependent programs- as being a kind of extortion. Justice Kennedy said this was not giving the states much of an option, and Justice Scalia described it with a Jack Benny humor quote about being held up by a robber saying "your money or your life." Justice Roberts described the overwillingness of states to accept federal funds that got them to this point. The overall sense of the hearings at the U.S. Supreme Court on the third day, was that of skepticism on the part of Justices Scalia, Alito, Kennedy and Roberts, leaving Solicitor General Verrilli to make an appeal to humanitarian and patriotic sentiment about millions of the poor who would go without medical care if the Court ruled against the government.

Damian Paletta of the Washington Post says that credit goes to Gary Cohn a former Goldman Sachs president, and head of the president's National Economic Council for the way he has quietly built up a group of leading experts on major initiatives of the Trump administration such as tax reform, infrastructure plans. Compared to the infighting and other problems in the first 100 days of the Trump presidency, Cohn is credited with building a core of ideas and experts that bring Trump more to the centre and with the prospect of winning Democratic party support. He has helped shift the president to set up a more balanced approach, less confrontational with China and not calling China a currency manipulator, getting support for the Export Import Bank, and more receptive to the Federal Reserve led by Janet Yellen. This report says an alliance of moderates is centering around Adviser Jared Kushner, Cohn, and in other reports Tillerson in foreign affairs is seen as being part of this group. On NAFTA the president has moved to a less confrontational approach with Mexico, which has helped the Mexican peso recover and improved prospects for the Mexican economy.  On infrastructure new ideas to find financing are needed and a plan to tax carbon emissions is intended to draw Democratic support as well as provide some of the funding. About $200 billion in taxpayer money and $800 billion from private investors is being discussed at the National Economic Council. This report says Cohn suffered from dyslexia in childhood, graduated from American University, and joined Goldman Sachs in an unconventional way. He shares a passion for deal making with president Trump, yet at the same time values the views of experts he has brought to formulate concrete plans for the way ahead. About 25 experts with extensive experience in government helped put together new tax changes, infrastructure plans, and international trade deal plans. His predecessor at the NEC, Gene Sperling, gives him credit for quietly pulling together the experts and doing the planning that the Trump administration now depends on. ...

Venezuela investment of $100 billion by US for oil and dilapidated infrastructure- how it looks 5 months after Venezuela's new government in place. The US president called for $100 billion in investments. The Washington Post looks at the current talks by Chevron, Exxon, ConocoPhillips with the Venezuelan government. It shows how far and how quickly things have changed with the US Treasury account that has KPMG Audit and is intended for the Venezuelan people funds for reconstruction of the economy. US media speculates on many topics - how the orderly transition can be made, how the oil industry can be revived and how the investments can be made for infrastructure that has been neglected and broken down. The main point to remember says Marco Rubio who with his long association with Latin America was instrumental in setting up the strategy to get Venezuelan recovery and public participation in phases by finding leaders who can do this within the existing setup left by Chavez and Chavismo. Delcy Rodriguez was chosen. The main point is that it is only 5 months of 2026 and a lot has been achieved to set the right direction. Not mentioned in the Washington Post is that Delcy Rodriguez is in India this week on a trip that brought her in contact with many Indian leaders to meet India's petroleum needs. What can India do in exchange? As part of a long term plan Venezuela shares the experience of India through colonial rule, and can emerge as a key partner for development of its infrastructure and economic revival along with the US. This will change the dynamic into something different- the US offers not merely the Monroe Doctrine principle in the Western Hemisphere but also can now show what was never possible since 1821 and president Monroe - the opportunity to tie up with the US expanded relationships in Asia, with India and Japan that are supporting a huge transformation for 1.4 billion people in India. It offers Venezuela a tie up of its energy resources with US oil companies technologies, and the infrastructure technologies and labor of Japan and India, digital transforming tech nologies of India and Japan/Taiwan. This offers the potential for real revival in Venezuela and in Latin America that never before existed and is now being put in place.  ...

Airbus is making the Airbus 380 superjumbo model plane about 25% slower than originally planned say Airbus executives. This is partly because manufacturing is sequenced between France and Germany. The way the production system for the A380 is organized today is to split work between the French and German operations. The plane structure is built in Toulouse, France, and the cabin and interiors are fitted together in Hamburg, Germany. Tom Williams, Airbus executive vice president for programs, says this slows the completion and increases the cost. On the A330 models the work on the interior is done along the way as the structural work is being done, and this reduces cost and speeds up completion. Part of the problem is the sensitivity of the issue of moving work for unions and governments, but he now plans to push the A380 cabin outfitting back up to the earlier stage when the airplane is being built. A slower production rate means workers and engineers are learning more slowly how to build these planes efficiently by structuring tasks in a certain way and using different production methods. Boeing has also experienced similiar production delays and is working on moving up the learning curve the way EADS Airbus is doing. The A380 program has suffered delays over the years. In 2009 wiring the cabins was a problem. In 2010 a Rolls Royce engine on a A380 flight by Quantas Airways blew up on a flight after takeoff from Singapore. Because of manufacturing issues there were delays in delivery of Rolls Royce engines in 2011. Bot problems were resolved. In 2012 Airbus has found cracks in metal parts inside A380 wings which has slowed output. Airbus has delivered 77 A380 planes since 2007. The production rate is 3 A380 planes a month, compared to plans to make 4 a month by 2012. About 30 A380's are expected to be delivered in 2012, compared to 26 in 2011, 18 in 2010....

Thailand's economy has slowed down and it faces competition from Vietnam. For 20 years Thailand is split between the Thaksin faction which favors the rural north and northeast of the country, and the military, government bureaucracy in Bangkok. Elections were won by the Thaksin faction till the military intervened. The royals were seen as being with the military till this time.

How an outside director is heard at meetings of China Netcom Group (Hong Kong), in this case former Goldman banker Thornton. This is rare in Chinese board meetings. There is a story behind this and Jason Dean tells us what happened to bring Thornton, Roderic Hills a former SEC chairman, McKinsey, Qian, a governance expert at UC Berkeley, Tian, a US trained founder of Netcom, and Mr Zhang together to shape Netcom's corporate governance, as a model for the other state controlled Chinese companies. Especially useful is the insight from Zhang about the role of the Communist party committee in Netcom, of which he is party secretary, and its counterparts which really run state controlled Chinese companies. The communist party committee is responsible for six functions, not spelled out here, but probably refers to the social goals as perceived by the communist party. One of the goals is modernization- bringing Chinese company management to best practice standards in Europe and the US. Netcom's incentive is that it needs to stand out against its better positioned competitors China Telecom and China Mobile, which have a big share of the market. Zhang gives the impression of being a thinking type willing to try out new ideas to help achieve the goal of "catching up" to best practice governance....

This report in the WSJ points to Democrats having won consistently 18 states plus District of Columbia adding upto 242 Electoral College votes in every election since 1992. Democrats need 28 more to cross the needed 270 votes. Republicans consistently having 13 states with 102 electoral College votes. Demographic changes in recent years have shifted to where Hillary Clinton may not need to devote resources to Colorado and Virginia because of a more favorable position there.  Carrying Pennsylvania with these 2 states would put Clinton over the 270 required. Vice Presidential candidate for Clinton, Senator Keane is from Virginia and is popular in the state.  Pennsylvania has a long history favoring Democrats. North Carolina has also seen demographic changes favoring Democrats. The Clinton campaign is focussing ads on these states as well as the swing states of Nevada, Iowa and New Hampshire, as well as Georgia, Arizona and Utah which are becoming competitive for Democrats. By keeping up the effort in Georgia, Arizona and Utah, Clinton hopes to make Trump divert resources there. Other two swing states are Ohio and Florida, but this WSJ report says Clinton has to win only one of the four swing states of Pennsylvania, Ohio, Florida, and North Carolina to go over 270 and Trump needs all four. Of the 20 media markets Clinton or her super PACs have focussed their ads on 16 are in these 4 states. The Clinton campaign is looking at several alternative routes to 270 Electoral College votes, which gives it more flexibility to plan the campaign.  ...

This hurts both countries in unwinding relationships built over many years, unwinding 44 year membership for Britain, and 310 year union for Scotland. Britain exports to EU are 45% of total exports, and for Scotland the number is 63% for exports to the rest of the UK.  Scots benefit about 1200 British pounds more for average citizen than a average citizen of UK, and pay 400 pounds less to the government. Scotland would start with a 90% debt to GDP ratio if it takes a proportionate share of UK government debt from the beginning of independence. Fidler correctly points out the economic risks to Britain and Scotland which are being ignored or not fully taken into account by politicians.

With the latest fine of 1.7 billion euros, the third imposed by the European Commission since 2017 for antitrust violations, total fines exceed 8.4 billion euros. The latest fine is for unfairly excluding competitors in contractual provisions for third party use of Google's search bar.

Google says it is making the changes to give visibility to rivals such as Microsoft and Yahoo. It is appealing the rulings. Meanwhile the European Competition Commissioner Margarethe Vestager who has taken action for violation of antitrust rules, is now completing her 5 year term, is open to continuing for another term. She is also a candidate for President of the European Commission, after European parliamentary elections in May 2019.
