He is also talking to president Putin and Prince Salman in an effort to moderate the decline in oil prices. The U.S. seeks to protect its oil industry which needs a higher price to operate profitably. One way for the U.S. to do this is to use its own oil to help the U.S. oil industry and not to take in any foreign oil. Another way is for president Trump to get the Saudis and Russia to make cuts in oil production and reach an agreement on supply of oil into world markets. During the early weeks of the coronavirus health crisis the impact on the world economy and demand was underestimated by both Russia and the Saudis. Russia depends on oil exports for one third of its budget and the Saudis have to cut 30% of their budget for ministries because of low oil prices, imposing hardships in both countries. ...

The contrast between lack of effective measures taken in the Lombardy region with the aggressive action in Veneto that has proved effective. Veneto followed the method of quarantining, mass testing for clusters and isolating the affected people.  The Italian government took the first steps to close off northern Italy Feb 22, and it was not till March 10 that a nationwide lockdown was done. The action taken in the Veneto region is shown here in this WSJ report with the town of Vo as an example of steps taken that worked. A microbiology professor and infectious diseases expert at the University of Padua, Dr Crisanti, developed a test for the coronavirus as early as mid-January using the information made public by Chinese doctors. Dr. Crisanti oversaw the testing of 95% of residents of Vo, a town of 3400 people in Veneto region. He found 3% of the population was infected, with half testing positive asymptomatic. Following the aggressive lockdown the tests were done two weeks later and the rate of infection had fallen to 0.1% with only 8 new infections. "The main lesson from VO is that when you have a cluster of infected people, you should do a very aggressive lockdown and then test as many people as possible," Dr Crisanti says. The results from Vo led to Veneto increasing testing in the rest of the region carrying out 80,000 tests, compared to 88,000 in Lombardy, with double the population and 5 times more infections. Lombardy followed government directives to test only those with symptoms. When it spreads it is harder to do the test isolate clusters, test isolate clusters, in a continual loop, yet this remains the method cited by Dr. Brx in the U.S. today as the right way to target clusters in a laser approach. In yesterday's briefing at the White House Dr Brx said this is a method the U.S. is familiar with and has used in Africa to tackle HIV, Ebola Virus. It is possible using GPS to target down to a specific clinic in a specific place, which is how it was successfully done in Africa. ...

It is not clear how China's president Jinping's support for the idea of "China Dream," -of China as a world power on a level with the U.S.- should be interpreted. China will increase its defense budget and continue its efforts to be the dominant power in its region, even as the U.S. and Japan begin to build closer ties in the Pacific. Is it simply a new assertiveness for its rights in relation to territorial disputes with Japan, and a continuation of a policy of peaceful development of earlier leaders. The move could also be an effort to build close ties with the military as the new leadership of Jinping-Keqiang prepares to make major changes in the economy. A speech in Dec. 2012 to Communist party officials in Guangdong province by Jinping, on how the lack of unity with the military led to the collapse of the Soviet Union under Gorbachev, could throw light on the thinking. This also follows the Bo Xilai episode which involved contacts with the military and the risks of division in the military and political leadership....

Bihar unemployment and West Bengal unemployment of 3-5% a fake number as the jobs counted include unstable temporary poorly paid work. Quality Jobs are only 10% of the workforce. These figures disguise huge problems. In Bihar and West Bengal youth unemployment is high and many youth simply leave the state for states in the western part of the country such as Gujarat and Maharashtra looking for work. In West Bengal the situation is particularly dire as the state government has blocked foreign investment and it is not an investment friendly environment. In addition the idea of a cut or a fee for everything and services, encouraged by the state government, leads to an entrenched climate of corruption that keeps out investment in industry and in infrastructure. The lack of cooperation with the federal government at the West Bengal state level leads to people in the state not having access to federal programs for housing, healthcare and water, sanitation. None of this shown in the media. When the media inside India and in the US or EU covers India, it fails to even give this importance. Probably because of the huge ignorance about India, its history and struggle for industrialization and modernization for the last 50 years. It is similar to the huge ignorance in America and Europe and inside China itself during the years of Japanese occupation of China in the 1930's, and through the efforts for industrialization in the 1960's and 1980's. A BBC article on fish is an example of this shown alongside this article on Bihar (and West Bengal). Both states were part of British Bengal, which is where the British based their Empire after the British East India Company secured rights to the revenues of Bihar and West Bengal by the 1780's, that had been take earlier by the Moghuls during their invasions from Afghanistan and Iran. This was the beginning of the destruction of West Bengal's economic structures in the way it happened in China by the 1850's with the Treaty Ports secured by the same East India Company of the British merchant Navy. The process of unwinding of this enterprise goes on today even 75 years after 1950 against the roadblocks to industrialization and modernization in India set by native corrupt state administrations. ...

This editorial in the NYT says Bill Clinton moved the Democratic Party to the centre in 1992. In 2016 about 25 years later, after the removal of the Glass Steagall Act led to the 2008 global financial crisis and a deep recession, after the trade relations with China led to loss of U.S. manufacturing jobs over two decades and the hollowing out of industry in the midwest, things have changed. The revolution led by Bernie Sanders, a shrinking middle class, smaller access to college education for the middle and working class, and wide disparities in income, are putting the Democratic Party closer to its roots and the days of FDR. The Democratic Party platform calls for a 21st century Glass Steagall Act to separate normal banking from investment banking, opposes the TPP to prevent any further export of jobs overseas, and goes for a $15 minimum wage. This was also evident at the opening day of the Democratic National Convention when Sanders told the gathering in Philadelphia that even though he was not the candidate, these are the planks of the platform that Hillary Clinton will be pushing for in her presidency. What the editorial does not point out is that the Republican economic platform also calls for reinstatement of Glass Steagall Act, opposes TPP and opposes any loss of American jobs to overseas locations. It differs on the minimum wage leaving it to the states, and it is likely to skew tax cuts towards the wealthy, but also possibly removing the lower income brackets from taxes as Britain has done under the Conservative Party. Both parties today are looking for support from the middle and working class and have directed their appeal to these two groups which are in upheaval. The election of Trudeau in Canada recently also followed this trend, after the hollowing out of Canadian industry in Ontario and Quebec in a similiar pattern as in the midwestern U.S.  ...

Tensions rise in the Korean peninsula after the launch of an intercontinental ballistic missile by North Korea that could reach Alaska. U.S. General Brooks says only "self-restraint, which is a choice, is all that separates armistice from war." The 1953 armistice never really ended the war between the North and the South on the Korean peninsula. The Kim regime in Pyongyang sees its missile systems and nuclear weapons as the only way for it to survive. For the U.S., Japan and North Korea, the situation is getting graver by the year, each year that North Korea develops its missile systems. The U.S. conducted its own military exercize with South Korea off the east coast, firing a number of missiles into the sea. Japan is now considering the Thaad missile defense system for its own defense. That missile defense system was put in place in South Korea by the U.S. in 2016. In a separate analysis David Sanger of the NYT says U.S. options are limited. After the collapse of the Gaddafi regime in Libya which gave up its nuclear weapons capabilities, other regimes see the nuclear weapons as a way to survive, which is why the North Korean regime puts emphasis on its nuclear program. ...

Hospitalizations in the U.S. reached over 90,000, getting close to the 100,000 mark by November 26, doubling over a short period in November. The surge in rural areas of the U.S. is straining hospitals as this report shows. Dominique Biedermann, head of Ethos called for the replacement of Kaspar Villiger and Carsten Kengeter, who head UBS investment bank. Biedermann said UBS should leave investment banking and former Deuthche Bundesbank President, Axel Weber, should join UBS as chairman earlier than the planned 2013 date. More shocking is that only 2% of 240,000 Americans followed in this study over 2003 to 2023, a mere 5000 parents out of 240,000 read to children every day. Equally shocking is that half of all Americans about 46% do not read at all and most have parents not in the habit of reading. Bad as 150 second attention span sounds  as average for Americans in 2004 UC Irvine professor Gloria Mark says this is now a mere 47 seconds. This is what social media and interactions with google, internet have done to America. The major loss is in the happiness that leisure reading and reading for fun gives us, the deep loss  for our mental well being that reduces stress and anxiety makes us feel better, says Sonke of the University of Florida study. ...

NYT reports show the Republican health care bill AHCA 33 votes short of passing the House and likely to fail. Conservative Republicans were looking to whittle down the safety net in the Affordable Care Act, and moderate Republicans could not stomach the whittled down bill removing guarantees of essential benefits for instance. The basic problem- no real consensus among Americans about providing health care to all Americans, and no real solutions possible as long as there is acceptance of disproportionately high levels of medical care costs for treating each disease in the U.S. compared to Europe and other countries.

Watching Joanna Stern of WSJ interview Sam Altman and Murali Murthi gives the impression that Altman was  moving too quickly and Murthi was saying the right things but lacked the experience and capacity to tackle AI's vast responsibilities. This also stems from the fact that what young Stanford and other tech graduates in their early thirties have done in the last 2 decades ends a chapter in America's tech history. AI is an entirely different technology which requires the involvement of major parts of America's whole technological and scientific community and its society, not just a few individuals. This is also the lesson from the pandemic for virus research where not just the Cambridge, Massachusetts community needed to be involved, but vast parts of America'a health and medicine scientific community and the American public. New tensions over Hong Kong's autonomous status are adding to the trade tensions between the U.S. and China, and tensions over early handling of coronavirus by China. The French State Secretary for Europe, Mr. Lemoyne, says EU does not need to be worried about the way the USMCA, new version of NAFTA was negotiated with pressure from president Trump, as the Europeans are the largest trading power in the world. The risk premium for investors in the U.S. stock market is about 5.4%. The risk premium is the higher return investors expect above the return on less risky government bonds to assume risks of a volatile stock market.This is the finding of researchers Fernando Duarte and Carlo Rosa at the New York Federal Reserve. It is the weighted average of 29 models used to calculate the average over the last 50 years. This is close to what it was after the bear market of the mid 70's and when shares were in a slump in 2009, and suggests a positive outlook for stocks. A separate indicator is the cyclically adjusted price earnings ratio of the American stock market developed by Robert Shiller of Yale, which averages profits over 10 years. This is at 23.2 in May 2013, and above the historical average, suggesting the U.S. market gains may not be too much higher from this point. Inflation is low, and commodity prices are lower which gives central banks in the U.S. and the eurozone more room flexibility in monetary policy. Japan's central bank is increasing the money supply to fight deflation and other central banks are cutting rates. This adds to the positive picture for U.S. share prices and stock market....

Nehru's was a peculiar sort of socialism that set a pathway to early industrial development but lacked the will and spirit to pull the nation out of dependence on agriculture for most of the population,and move it with a combination of land, labor and laws, with a quantum leap in technology into a new world that is the plan today.  ...

Life in Kharkiv, Ukraine's second largest city, is shown alongside as the city struggles with most of its infrastructure destroyed in the war. The $61.5 billion aid to Ukraine was passed in the US Congress only with the efforts of Mitch McConnell who never gave up even in February and March when bills passed in the Senate were stalled in the House as the former president and some of the Republican base wavered. Mitch McConnell says now after the vote of 79 to 18 that passed  in the Senate that "at times I felt I was the only Reagan Republican left." At a meeting with the president in late February he wanted to start the meeting because he says-" I wasn't trying to convince Johnson of anything other than we had a time problem. I did't think we had time to fool around." Speaker Mike Johnson had wavered in calling for a House vote of a Senate bill on Ukraine aid after the former president had declined support. "He had a spine of steel and wouldn't give in to pressure from those in our caucus who did not have the depth of understanding of the stakes and who had reached different conclusions" says  Susan Collins who visited Ukraine in 2022 with McConnell. She calls him "steadfast and unwavering." Pat Schumer says "I give him a huge amount of credit. we were shoulder to shoulder on this." As he stays in the Senate till his term ends in January 2027, Mitch McConnell can look back on two decades of leadership in Senate realizing he had added nine Republican votes to get it 31 Republicans for Ukraine aid at a critical time. He says of two rules he has followed for 18 years - you take a lot of arrows, and yet you never speak about your members on or off the record, and in that sense he is free to pursue his own interests and has a lot of latitude now till 2027. He will be sorely needed in the Senate as the voice of experience and depth of understanding.   ...
