Against this background China is shifting to a long term view of its relationship with India. The U.S. has challenged the ideas in the blueprint for development of "Made in China 2025," particularly as it relates to western transfer of technology to China. Krauthammer says President Obama has failed to come out openly in support of the Bowles-Simpson commission's recommendations on deficit reduction. The recommendations were made in December 2011. The President's February 2011 budget did not take up these recommendations. He gets a sense that there is too much electioneering in the Obama posture on deficit reduction- being in the best position for the 2012 presidential election rather than a sincere effort. He suggests the Republicans pursue a short term debt ceiling hike of $500 billion containing $500 billion in budget cuts by passing this in the House. And couple this with a call to follow the Simpson-Bowles recommendations which, in one option, cut $1.1 trillion of deductions, credits and loopholes while lowering tax rates across the board to a top rate of 23%. This would give enough time to come up with a thoughtful and open effort with public scrutiny, and is preferable to the current closed door negotiations without the deliberations necessary for decisions of such far reaching consequences. Failing this there is the McConnell Plan B. Boles- Simpson focussed on tax expenditures as a key part of their plan. Martin Feldstein and other experts also point to limiting or eliminating "tax expenditures" (the deductions and loopholes that reduce revenues) as a key part of the solution to the U.S. deficit problem....

Europe's second wave affected mostly younger people with mild or fewer symptoms. Latest data show that this is changing so that infections from young people are spreading to older members of the same family. In Italy the median age of newly affected is rising with more than one third from people over the age of 50 years. In Britain the number of hospitalizations have doubled in September to more than 2000, and in Spain deaths are rising sharply to 547 in the first week of October. With multigenerational families and older people offering care of grandchildren it is particularly difficult to isolate completely in Italy and Spain.

Tontine pension products are popular in Japan where longevity has risen to the point where many women are live much longer. To make their pensions last longer for older participants the women pool their investment assets so that the oldest participants do not outlive their savings. As participants die the remainder of the asset pool is divided among the remaining women so that older participants can continue to receive periodic payouts for longer. Annuity products of this type are offered by Japanese insurance companies where contributions are made by Japanese people in their 50's for pension payouts later in life.

Barry Eichengreen of the University of California, Berkeley, looks at problems in the British economy reflected in the sharp decline of the pound of over 10% which he says will get even worse. The problem is weak productivity growth. Eichengreen looks back in time to similar crises for the British currency the pound. In 1931 it was unemployment at 21% that made the pound weak. In 1949 the high war debt made it difficult to finance British imports. In 1967 under Harold Wilson the drop in productivity was a problem. In 1992 the cumulative loss of productivity and uncompetitive exports with British output per hour about 15% below Germany led to a sharp decline in the pound. The current crisis reflects falling productivity from a lack of investment in infrastructure, deterioration in educational levels, the lack of trained and educated people to fill positions. The Oxford vaccine developed in partnership with Astra Zeneca aims to be the vaccine for the world. The partnership has said it will make 2 billion doses and will provide this without making a profit at about $3 for one dose. Serum Institute of India was the leading supplier of vaccines to the world before the pandemic. Now it is preparing to make 1 billion doses of the Oxford vaccine. Already Astra Zenca has setup agreements for manufacturing  in other countries, with about 24 manufacturing facilities in countries such as Brazil, Japan, and Australia. Arrangements are also made with Russia and Mexico. The Russian partner has capacity to make 1 billion doses of the vaccine. In May the U.S. agreed to buy 300 million doses for $1.6 billion and manufacturing facilities are already being setup in the U.S.  The U.S. and other governments are sharing the risks as Astra Zeneca is hiring other companies to build the manufacturing capacity and working with them to install the new machines and supply the vaccine ingredients. For this the U.S. has Operation Warp Speed a $10 billion vaccine initiative and its organization, including the military. ...

Japanese prime minister Kishida joins president Biden in deciding not to run again with low popularity ratings and cost of living concerns of the public. The LDP administration of prime minister Kishida put through a $100 billion investment package to revive the economy in November 2023. In the first quarter of 2024 the Japanese economy GDP growth suffered from a 0.7% decline. Japanese prime minister Fumio Kishida of the LDP party popularity has remained at around 25% and Kishida has decided not to run again for prime minister. His term expires in 2025. A new LDP leader will be elected. This report says growing voices in the LDP party persuaded Kishida not to run and have a new leader. Inflation which was tame for over a decade has increased with surging prices for oil and gas after the Ukraine war. Researchers at Oxford have used ChAdox1 in the past to test vaccines for Ebola and MERS as well as other virus.  Already tests have been conducted on rhesus macaques. The rhesus macaques given the vaccine at a Montana lab did not get coronavirus.The surface protein of coronavirus is simply added to the ChAdox1 so that it is able to attach to host cells and infect them in the human body, and let antibodies develop from this. A Hyundai shipyard can build a military ship for $600 million that would cost the US about three times that number -$1.6 billion. South Korea can control costs with its marine shipyard capacity to build 40 ships a year in shorter time frame by 20 months. The sharp drop in oil prices from the Saudi decision to increase output and cut prices is putting the U.S. oil shale drilling industry in a difficult position. About $200 billion in debt is coming due in the next couple of years for oil shale drillers who made large investments to get U.S. oil production up to 13.1 billion barrels per day by Feb. 2020. Most U.S. oil shale producers cannot make a profit at the oil price of $34 a barrel after oil price declines on March 9, 2020. At $34 these producers can no longer find it economical to extract oil.

Vanguard Index funds attracted $233 billion in new investment in 2014, according to Morningstar. Of this $40 billion went into the Vanguard Total Stock Market Index Fund, $27.5 billion into the Vanguard Total Bond Market Index Fund, and $9 billion into the Vanguard Total International Bond Market Index Fund. The poorer returns from actively managed funds with high fees and the PIMCO Total Return Fund led to this shift into index funds. For every $100 in investment with Vanguard index funds the cost in fees is about 18 cents compared to $1.24 in the average actively managed mutual fund, according to Morningstar.

After Mohandas Gandhi one of the main leaders of modern India is one who came from the untouchable castes, the lowest caste in India's caste system which had declined over centuries. Babasaheb Ambedkar comes from Ratnagiri district in Maharashtra from a family that had gained its way out of the caste constraints by working for the British East India Company. He later studied at Elphinstone College in Bombay, and went to Columbia University on a scholarship. He finished Masters degrees at Columbia University and later at the London School of Economics, in economics and political science.  Returning to India he wrote "Annhilation of Caste" in 1936. Mohandas Gandhi was at this time working on his own movement to get rid of the untouchability that over centuries made its way into the original caste system and weakened the foundations of Indian society. To understand this one has to know that in many upper castes it was seen as becoming an outcaste even to travel overseas, which by itself may have led to the decline that India experienced in the period 1500-1950, and which Gandhi personally experienced and fought his way out of. By 1942 even the British recognized Ambedkar's efforts and he was Minister of Law and Justice in the war cabinet. In 1947 Ambedkar was chosen to lead the team that would write India's Constitution. In his latter years Ambedkar became a Buddhist and has written several books on Buddhism. By 2015 Ambedkar day was recognized as a public holiday by the new government and his memory is enshrined in the efforts now underway in India's largest state of Uttar Pradesh to bring modern ideas, and modernization through next generation infrastructure, and opportunity for Dalits of which caste Ambedkar was one, and the same for all of the 250 million people of Uttar Pradesh, almost the size of America. ...

It will reduce incentives for migrants to enter the US by imposing fees on migrants entering the country for economic reasons yet using asylum laws meant only selectively for humanitarian purposes. China exports $1.3 billion euros world of goods to Germany every day.
