With gasoline prices at $4.66 a gallon, $1.45 higher than the national average California governor Newsom is accepting a change to slow the transition to alternative fuels. Many refineries in California are planning to close. Relations between Chevron and the state government are improving but there is a long way to go to make a smoother transition to giving price relief to the public with the declining production in the state over two decades. In 1990 California oil production was at about 900,000 barrels a days by 2000 this had dropped to 700,000. By 2025 about 300,000 barrels a day.

Previous differences existed when Labour contested the last election, Labour simply needs to keep the party together and tackle migrant issues without any preconceptions as it is something the public expects it to do, not spending billions of dollars on illegal migrants which are needed in housing and working class benefits that were cut. ...

Even today mask use can vary widely in the U.S. as seen in this map from the NYT. After repeated surge across the U.S. from the northeast to the south and west mask use has increased in the U.S. Texas has made it mandatory and president Trump wore a mask at Walter Reed Army hospital. Ypu.gov and other surveys show mask use as high as 80%, not universal as health agencies want to see, higher than Canada, Finland or Denmark.

Other factors such as gatherings at beaches, restaurant and bars, and earlier sport stadiums gatherings are additional factors for a surge. Young people's cooperation has lagged behind accounting for about 50% of cases in some southern states recently being among young people.

Karen Elliott House, a former publisher of the Wall Street Journal, who won a Pulitzer prize for reporting on the Middle East, is now researching Saudi society. She now writes this scathing report from Saudi Arabia. She says that just as in Egypt, an old corrupt leadership continues in power for several decades, an old corrupt leadership in the form of 7000 princes in a vast royal family. King Abdullah is in his eighties and the ruling princes have an average age of 83, and have illnesses for which they are under medical treatment. They continue to lead a nation where 60% of the people are young people under the age of 18! Itself an astounding fact. Karen House points out that the internet and social media have also made the young very knowledgeable about the conditions in the country- where 40% of Saudis live in poverty and 70% cannot afford a home. Bad managemet by the princes has affected basic services including the sewage and drainage problems in Jeddah after the floods. It is astounding that far less wealthy Gulf sheikdoms are doing a better job of providing education, jobs and health care. Thirty years of visiting Saudi Arabia, and the last four years of intensive reporting, has persuaded Karen House that this situation is at an impasse that might end up resolving itself through some sort of upheaval. To Karen House this looks like the last days of the aging leadership under Brezhnev before the Soviet Union collapsed....

France's Thomas Piketty concentrated on inequality and arrives at no solutions or relief, just a historical summary that is also intuitively seen. The pandemic, climate change's impact on agriculture and livable planet, the Ukraine war have raised three questions right before our eyes that are broader and cover more and deeper ground.  The pandemic showed that the dependence on manufacturing in remote locations was a serious error. Climate change showed that agriculture the ability to feed the world itself was affected by this dependence on remote location manufacturing.  Much of this manufacturing was shipped out to China, Europe and the US lost their manufacturing base and with the communities spread out  across the US and EU lost factories and work. Manufacturing was not just shipped out to China, the process was concentrated in a short span of time leading to destruction of the environment on an unprecedented scale in China and the world  by burning lots of coal and fossil fuels. The Russian invasion of Ukraine showed the failure of this arrangement  and exposed its cracks  for Europe, US, and the free world in Asia and Latin America. The shipping out of manufacturing in this way not only destroyed communities and jobs in manufacturing in the US and the EU, but also led to such a broad accumulation of  dollar reserves in Russia and China, that enabled the invasion of neighboring countries in Europe without serious consequences to their economies, the invasion of Ukraine and the threatened takeover of Taiwan. By tackling these issues and building a supply chain concentrated more at home and in the free world better manufacturing jobs will be created in Europe and the US and in the nations of the free world that mitigate and reduce all the effects of inequality that Piketty and others talk about. The newer factories built in advanced nations of the EU and the US and set up in the free world in Asia and other countries, will be built with climate change in mind and make the shift away from coal and fossil fuels, and for conservation plus efficiency in use of energy at every step in the newly built supply chain. The results will be good for all countries in the world including the US, EU, China and India, as climate change can be aggressively tackled in this way with the latest technology and trillions of dollar of capital investments for the benefit of all. ...

The Portuguese colonized this region in 1616 because of its location connecting the Amazon river to the Atlantic Ocean. It is known for sale of spices, fruit, fish, rubber, oil, cacao and other local products shipped to Europe and other parts of Brazil.Ver-o-peso one of the biggest open air markets has been renovated, roads repaired and new roads built, new parks, water treatment plants set up.Yet most of the population of 1.4 million lives in shanty areas or slums in Belem which are affected when rain leads to floods overwhelming the tin roof houses. Much of the nearly billion euro investment is going to bring Belem to international standards. Housing 50,000 participants was ahuge task and the Brazilian government of president Lula brought in 2 large cruis ships to accomodate many of the participants. This report in FR24 says prices for accomodation reached $4000 a night which shows that in today's world climate change action which is a problem facing all people, has been embraced by groups that can afford such costly daily rentals creating skepticism from ordinary people affected by the cost of living concerns. ...

Dr. Michiaki Takahashi of Osaka, Japan, who developed the chickenpox vaccine in 1972. He decided to do research on a vaccine for chicken pox after his son contracted chickenpox in 1964 and barely survived. At the time he was at Baylor Medical College in Houston. For anyone trying to understand the Middle East read the gripping story told in Mustafa Kemal Ataturk's own words-"The Great Speech- Nutuk," it is on Kindle Amazon. It shows week after week  Mustafa Kemal as he fought the colonial powers  the British and the French, and then turned a Caliphate into a modern country. If the Vietnamese who fought the French were seen by JFK in the way he saw Ataturk (hear JFK's words on Ataturk in Lyrarc.com) then there would be no Vietnam War. Ataturk's Republican People's Party in opposition for 2 decades wins by a landslide in Turkey's main cities- in Istanbul, Ankara, Izmir, Bursa and Antalya. In Istanbul Ekrem Imamoglu wins by a margin of 11.5 percentage points. In Ankara Mansur Yavas wins by a margin of 28 percentage points. Voter turnout was 78% surpassd only by the 87% turnout in the presidential election. Imamoglu is now the contender for the presidency. This is a delayed reaction by voters to the economy with inflation having reached 86% in February and a slowdown in growth, with hardships for ordinary families. Ozgur Ozel, 52 years, replaced an aging civil servant Kilicdaroglu who hung to leadership for 13 years losing repeatedly to Mr. Erdogan and not able to exceed a 25% of the votes. Imamoglu supported Ozel to change leadership of the party founded by Kemal Ataturk in fighting for Turkey's independence from foreign powers in the 1920's. Under Ozel-Imamoglu leadership the Republican party won 38% of the vote to 35% for Erdogan's Justice Party. This is a historic win and sets Turkey on a new path, which could also set a new path for the Arab nations in the Middle East because of the tone of moderation and modernization, good governance, scientific mind, set by Kemal Ataturk. If JFK had said the same for another nation building effort in Vietnam similar to that of Ataturk there would be no Vietnam War but a negotiated peace- that is if Kennedy was alive and his life not cut short in 1963.  Few people in US and Europe even know how Kemal Ataturk founded the Republic in the place of the Caliphate type of structure in Ottoman Empire, and defended his homeland from the French and British colonial powers who sought to dismember Turkey, then the remaining parts of the Ottoman Turk Empire. It is told in his own words in the Kindle book "The Great Speech Nutuk," and it is a story that is gripping in its detail of the fight against colonial powers effort to dismember Turkey in the 1920's and even maintain the old Ottoman structures to their benefit. About $229 billion, three fourth of Greece's debt, is now held by the European Central Bank, the IMF and the European Commission. This is taxpayer money and the governments are making sure that they get back bailout loans in the form of interest payments. About two thirds of the $177 billion given to Greece as bailout loans since May 2010 actually came back to the ECB, IMF, and the EC, in the form of interest. The ECB is keen on recovering taxpayer money. The money route has been setup with an escrow account in Greece for bailout loans so that interest payments get paid, and this money cannot be used for any other purpose. Banking experts say this is a practice in risk management, and with Greece's poor record in finances the controls have been put in place to recover money the ECB invested in Greek bonds in an effort to calm nervous financial markets and now gets about 10% in annual interest payment. Under earlier debt restructuring for private creditors to Greece a haircut of over 50% on Greek bonds was taken, with the ECB insisting on receiving full payment. If Greece were to repudiate the loans under a new elected government losses would have to be taken by the ECB, IMF, and EC, and by private creditors. The ECB has Greek bonds in the range of $44 billion to $69 billion, and the European Financial Stability Facility $88 billion, by some estimates. Greece's exit from the euro would result in losses on these bonds .for the ECB and the EFSF, ultimately European taxpayers. It would also make the new bonds to private creditors under the restructuring of little value which is why European banks would not favor that outcome. Greece's tax receipts at some point, possibly 2013, would exceed basic operating expenses of the government, at which point a future Greek government might decide to exit the euro and stop interest payments on debt in its best interest....

Germany to introduce questionairre for 18 year olds and mandatory physical exam for voluntary military service in 2026. Defense Ministe Pistorius said he was following the practice of making military service attractive and popular, with better pay and conditions, followed in Nordic countries.

"Other European countries, especially Nordic ones, have shown that the principle of voluntary service combined with attractiveness works — and I expect it to be the same here. The number of applicants is increasing, the recruitment figures are rising."  The aim is to recruit 20,000 new volunteers by 2026. They will receive €2,600 ($3,025) per month before tax.

Something has gone wrong and this is causing soul searching in France and friendly countries. 

The Pasteur Institute was a leader in medical science. It has failed to develop a vaccine. Sanofi says it will be the end of the year 2021 when a vaccine is developed.
