He is the only leader of the Tories who could convince traditional Labor voters to vote Tory. Ms. Truss, who has unstinting support of Mr. Johnson will continue to see Mr. Johnson as a respected leader if she is elected. Truss sees Johnson getting a well earned break, as she put it in a debate, like his hero Churchill who lost elections in 1945 only to come back in 1951 with more experience, restraint and wisdom. In a recent debate she stood by Mr. Johnson saying he did not need to resign. Today's Tories are leaderless and not recognizable as a single entity without the prime minister. With a little restraint, awareness of his inexperience, openness and respect for the British public, Mr. Johnson may well have remained prime minister. He now appears to be seeking a second opportunity, says this report in WSJ. It is hard to imagine Brexit without Boris Johnson. He defied the established reasoning through common sense observation. He once said that the only thing Britain would lose from Brexit is that there would be a shortage of Mars bars. In the 1950 census the number of Latinos were so few no count was done of Latinos. 96% of Queens was white then. By the time Trump was 25 one in 13 were Latino, starting the gradual influx which by the 1980's led to a steady decline in whites. About 900,000 whites left New York and today only about 25% of Queens is white. Archie Bunker the famous TV program character who has attitudes typical of lower middle class Eastern European whites was famous in a TV program of the sixties and seventies. Archie Bunker was from this white community in Queens. And Archie Bunker is similar to Trump in his views. It is the sense of lost neighborhoods as immigration increased that has become a source of deep discomfort to this section of the white community.

A sign of the changing policies in Europe as it reflects on too loose immigration policies that leave locals left out to bring in foreigners, France's Macron plans to establish a system of quotas for immigrant workers. A singular complaint in France's rural areas and in East Germany is that the locals feel left out as the governments focus on accomodating immigrants. Europe's post war immigrant policy was designed for Europeans and integration along the ideals of post-war Europe so policies will revert to these original principles. In doing this there is also the strategy of blocking further losses to right wing parties of parties that have called themselves centre right or centre left but inadvertently drifted away from original principles guiding postwar European reconstruction and shifted towards a tech elitist view of the world.

Here he describes the problems the BBC faces and tasks facing it under its new director general, Tim Davie. Mosey sees the need to move power out of London. He is critical of the way the BBC has tended to narrow in its views and its failure to reflect the sentiment in the whole country for Brexit, attitudes towards the European Union, and also in its failure to reflect the sentiment in favor of Boris Johnson's "Get Brexit Done" stance. In recent coverage Mosey says the BBC has not covered both sides of the story in the taking down of statues of Robert Clive to try to educate readers of who he was what happened and why there are different views on this in Britain, opting instead for following what is popular at the moment. He sees BBC as patronizing ordinary Britons who have views that may not coincide with that of people in London who have views on the hard right or hard left. In his view the best way to lose the rationale for BBC license fee is not to educate people on both sides of the story every time. ...

Macron as president of France does not agree to cohabitation appointing 4 prime ministers over 4 years who are replaced or lose public confidence. The last Bayrou is an experinced politician who tried to get austerity cuts including eliminating 2 public holidays. The Socialist bloc led by Melenchon and Le Pen's Marie Pen bring down Bayrou in a no confidence vote. Following the election of the National Assembly Macron had an opportunity he missed of cohabitation with the Socialists Party bloc and letting its leader Melenchon or someone else in the Socialist Bloc, a more acceptable face to the Macronists form a new government. Instead he has weakened France and it's economy by taking a rigid approach. This is a reversal of his posture during his entry into politics which depended on the Socialists leader president Hollande accepting Macron into his government as Minister for the economy. Macron formed his own party with deft moves to retire the Gaullist and Socialist parties that have ruled France since 1945. Winning the presidency once and barely winning the second time after protests by Yellow Vests on the cost of living and an imperial presidency, the very same problem that Nicholas Sarkozy had of not being close to the people and their concerns about migrants, cost of living and the deindustrialized parts of France, neglect of farmers and rural areas also seen in the US. With this France is in a bit of drift with younger voters looking elsewhere for the future. ...

The party founded by Charles De Gaulle Les Republicains failed to win  5% of the vote that is needed under French election law to be compensated for half of the 17 million euros that can be spent on the campaign. Valerie Pecresse got 4.75% of the vote- that entitles her to 800,000 euros. She personally borrowed 5 million euros. She now needs 16 million euros and has appealed for donations. Pecresse failed to win the support of different factions in her party including former president Sarkozy. A similar situation faces the Greens candidate Yannick Jadot who received only 4.63% of the vote.

French election law limits legal spending to 17 million euros and does no allow corporate donations, with a personal donation limit of 4600 euros.

This report in WSJ shows how European countries are maintaining salaries of employees who would otherwise be laid off. Governments have setup programs in France, Britain, Germany and other countries to provide employers with the money for 80-84% of salaries up to 2500 pounds ($3165) in Britain and 5330 euros a month in France. As a result 1 worker out of three in the private sector in France for subsidy applications for 6.9 million workers are already received. For the German program 2.4 million workers will get this benefit. About 1 million companies in Europe retain employees with this program of governments simply sending out the salaries with funds directly to households. This helps to keep out the stress for families, particularly families with children. It is as if the employees are not really laid off but asked to stay at home for manufacturing facilities and work from home in shorter hours where work can be done remotely.  Money is quickly deposited into the bank account of employees in these countries, though it is slower in Italy and Spain. It is as if the European approach is put the whole economy on pause for 2 months and restart it almost like before with only a small dent in employment once the coronavirus is pushed out with lockdowns and strict control actions. This will cap German unemployment at 5.9% compared with 5% last year, only a modest increase. The cost is not that much considering what it accomplishes. 10 billion euros is the cost in Germany where the state fund for this has 26 billion euros. 10 billion pounds in Britain. And 20 billion euros in France.  The U.S. adopts a similar approach also through its $349 billion program which provides loans to companies with less than 500 employees to meet payroll for 8 weeks and pay some overhead. Loans are forgiven based on job retention and employees on the payroll and only if the employees are retained. Another program is for companies larger than this. And a third program targets entire industries such as airlines, aerospace, and companies in other industries so that they do not have to layoff employees. U.S. unemployment insurance is modified to work along similar lines maintaining incomes of employees laid off because of the pandemic. Another program sends checks directly of $1200 to households with lower incomes to help them and to help people at poverty level or without jobs. The thrust of both the European and American efforts is the same, lose as few jobs as possible, keep people's incomes steady, and do this in a way that the economy can pick up quickly to the former level in as short a time as possible. Compared to Europe U.S. unemployment will be higher predicted at 9.8% with the expected rebound lowering the unemployment in 2021. ...
