After reading this editorial in the WSJ about the origins of the coronavirus, readers will have more questions about EcoHealth Alliance nonprofit which sent $3.4 million to the Wuhan Institute of Virology (WIV) for  research with potential for risky consequences to world public health if something went wrong.  What is gain of function research and what purpose is served in making virus more infectious and contagious such that the National Institutes of Health would send funding overseas for such research are questions that readers may have. Were all the risks considered for such research overseas. The editorial says the US Congress is not showing interest in the origins and the US president Biden has to take up this- some readers might have a question what would make the US Congress not interested in this when coronavirus has affected the US, India, Brazil, Europe, and the poorest countries on earth in unimaginable ways. Can such important matters as world public health fall under the authority of one person, such as Dr. Fauci and other health officials from one country or two countries, when other countries such as India, Brazil, UK, France, Italy, Germany, EU countries, are gravely affected. Global public health has suffered badly and billions of people around the world, in the poorest countries as well as the people in US and Europe have suffered unimaginably in 2020 and 2021 as a consequence of poor decisions. Much needs to be done to get the people themselves informed about public health and how it can be shaped in the future. ...

Russia's GDP growth declined to 3.4% in 2012 from 4.3% in 2011. Exporters and Russian business are critical of the strict monetary policy followed by the central bank, the Bank of Russia. Inflation was at 6.7% in 2012 coming down from double digits in the prior decade. Central bank chief, Sergei Ignatyev, sees inflation coming down to 5% or even 4%, and says borrowing rates will come down as inflation declines, "maybe not immediately, but they will."

Paul Ryan asks President Obama to put forward his plan for deficit reduction the day after the passage of the August 2, 2011 Debt Ceiling and Deficit Reduction bill in Congress. Ryan points out that health care cost increases are on an unsustainable path with costs going up by 8% in 2011 and projected to go up by 8.5% in 2012. The Obama Health Care legislation tries in Ryan's view the same failed bureaucratic efforts of the past to cut health care costs. Without a genuine and sure plan to cut costs the only way to pay for Medicare with new mandates is to increase taxes again and again. He cites the CBO's Long Term Outlook in June that total tax revenues would have to double by 2050 to finance the current rate of spending on Medicare and other programs. For Ryan the failure of the Obama administration to come up with its own plan for deficit reduction after passing the Health Care legislation- with expanded mandates and no certain cost control in the reform - is the most difficult to swallow. ...

Rugged hilly coast and shallow narrow straits - problems for Straits of Hormuz shipping is shown in the NYT following similar reports in WSJ. It will cost $200 billion for the munitions supplies and interceptors, and US naval operations, French naval operations to keep the Straits of Hormuz open, which is supported by US business as is seen in opinion in Editorial Board of WSJ on March 24, 2026. The Straits are a lifeline for Asia until renewable energy and alternative supplies of oil make the Straits history and a redundant proposition, which will be sooner than later after this episode, one too many more from the Middle East. More likely by 2030-2035. China and Japan depend on it for 90% of imports, and India 50% with alternative supplies provided for India from the US and Russia. Germany is only dependent on the Straits for 6% of its imports showing how far Germany has come and how important renewables and alternative sources of oil such as Venezuela will become in the time ahead, in a two pronged strategy that does not forget the challenges posed by climate from fires and floods. Were not stuck with the Straits- Japan and China can and will find alternative sources and increase production of renewable energy in the way Germany has done to get to 6% of imports from that region. ...

The Editorial Board of The Financial Times (UK-Japan) says Germany needs leadership to fix problems, not just manage crises. The Merkel years were marked with Angela Merkel fixing the euro crisis- itself a legacy of missteps under her mentor chancellor Kohl who pushed too fast for entry into eurozone of countries such as Greece without meeting requirements. As Annalena Baerbock points out the actions taken by Merkel are still being questioned such as the austerity policies. Baerbock says in a rare interview- "The major lesson from the eurocrisis is that austerity can end up suffocating an economy, which is why fiscal reform was needed. Germany and Europe needs to become the engine room for innovation again." A fuller and more objective reassessment of Merkel policies by the German people is likely to happen after the elections. Merkel only moved away from austerity policies after the pandemic, committing to European solidarity and sharing the burden of aiding the economies of southern Europe in 2020. This happened at the end of her administration following 10 years of austerity, a period in which Germany invested little in her infrastructure or modernization. Much of the goodwill for democratic practice and forms of government among German people generated by Adenauer and Wily Brandt in the early postwar years was wasted with her migration policies which were also reversed by 2019, as Mr. Biden is doing in 2021 in the US. The potential for good with new direction of a combined Biden administration in the US and a Scholz-Baerbock  administration in Germany and Europe is immense and sorely needed. ...

The ECB's second phase of the Long Term Financing Operation provides 800 European banks with 529 billion euros in 3 year loans at 1%. The impact of the first phase in Dec. 2011 with 489 billion euros in loans was greater on borrowing rates for Italy and Spain than it was this time. The larger number of banks participating in Feb, 2012- 800 banks compared to 523 banks- with many smaller banks included, is expected to provide a boost for lending to small and midsize businesses in Europe. The total net amount of liquidity added as a result of the operation in the two phases is expected to be 520 billion euros, as some of the loans were a transfer of existing loans to the longer term 3 year loans provided under the Long Term Financing Operation. The operation has helped bring confidence to the European banking system and will help the recapitalization of European banks.

Jurgen Kroger, is the chief negotiator for the European Commission, and Poul Thomsen, heads the IMF negotiating team, for the 78 billion euros in loans extended to Portugal under a bailout agreement. Kroger offered his views on the agreement in Lisbon. Kroger said he was convinced that the program gives Portugal the means to boost growth and jobs, as it builds a sustainable and competitive economy. Two thirds of the loans come from the EU at an interest rate that is yet to be set. The yield on Portugal's 10 year bonds keeps rising and is now at 10.20%. The IMF will provide one third of the funds. The IMF's Thomsen said the issue of interest rates was addressed by arranging for two thirds of the loan package money coming in the first of the three years of the program. What this does is to take Portugal out of the markets for medium and long term debt for a "little over two years" he said and gives Portugal the "breathing space" it needs to restore credibility before going to the financial markets. The fear expressed by analysts is that the tough austerity measures in the programs of the EU and IMF can cause the economies of these countries to worsen, making it even harder to repay the much larger debts when the loan package money is added to the original debt. The IMF and the EU negotiators had to create a credible program for recovery in the light of these facts. Already Portugal's finance minister is predicting a contraction in the Portuguese economy of 2% in 2011, and 2% in 2012. The negotiators appear to have taken this into account in setting interest rates. Portugal will pay the IMF an interest rate of 3.25% for the first 3 years, with the rate going to 4.25 in the fourth year. By comparison Greece's loans are for seven years with an average interest rate of 4.2%. Ireland's seven year loans carry an interest rate of 5.8%, which it is working to renegotiate. To give Portugal more breathing space the terms of the loans set a slower reduction in the budget deficit than originally planned. Portugal gets to cut its budget deficit to 5.9% of GDP in 2011, and 4.5% of GDP in 2012. The 3% target is set for 2013, one year later. Economists such as Carl Weinberg of High Frequency Economics, say the loan package will only increase Portugal's debt and lead to a larger default later on when the debt amount owed is larger. The debt restructuring solution is being actively debated in the EU, including the risks that European banks would take large hits. Negotiators are also mindful of keeping any negative impact on Spain as low as possible. As Portugal's financing costs have risen, Spain's have risen also. Spain offered higher rates to sell 3.4 billion euros of five year bonds on May 5, with the average yield on Spain's bond sale rising to 4.55%, up from 4.39% on March 3. ...

For India it gives a reliable partner for modernization of its logistics, its infrastructure, and its industrialization, India's modernization in a rapid way. Similar to what China gained over 2 decades with its trading relationship with the EU, even surpassing that because of newer technologies in 2025-2050. It is a relationship based on two cultures and two civilizations, on respect for European and Buddhist/Vedic civilization for each other, totally different from the Imperial Japan of the 1930's that overran China, and the CCP in China ambitions for China Dreams based on belligerent action or support for belligerent action as in Ukraine. Leyen goes as far as citing Romain Rolland, a western philosopher of Indian civilization in the concluding point in her speech. In fact the first translation of the Bhagavad Gita was done by Charles Wilkins in 1765 taking it out of the hands of the Brahmins in Varanasi similar to how William Tyndale translated the New testament into English from Greek in 1534.  The Bhagavad Gita was then translated by German philosopher Frederick Schlegel into German from Sanskrit, spreading learning of Asian languages throughout Europe. India owes a lot to Europe and Europe to India, for two civilizations that speak the same human language of spiritual aspirations. ...

The Spanish government said on May 23, 2012 that it will provide 9 billion euros to help Bankia cover capital provisions for bad loan losses. The government took control of Bankia in early May 2012. Bankia was formed by merging 7 troubled cajas savings banks. It has about 10% of Spain's loans and deposits. Bankia has the largest exposure of financial institutions in Spain to real estate loans. Of 37.52 billion euros in loans for real estate, about half or 17.85 billion euros are troubled loans. Spain's approach to the banking crisis from the real estate bubble was to merge failing banks with smaller amounts of government money as aid, and having the new entities raise cash through initial public offerings. For Bankia most of the nonperforming loans were separated and placed in BFA, the parent company. Bankia did an IPO in July 2011 raising 3 billion euros. Since the IPO Bankia has lost half the value in its share price for large losses to investors. Under new capital provisioning rules set by the government for banks to adequately cover nonperforming real estate loans, Bankia needs 7.1 billion euros. An additional 1.9 billion euros is needed for capital requirements for a total of 9 billion euros, which is the amount of the capital injection by the Spanish government. DJT and Xi of China agree that Hormuz Straits should not be controlled by Iran, and no tolls for passage through Hormuz on ships to be paid to Iran. Thedse are points of agreement with China at the summit between Xi and DJT in Beijing  May 14 2026. It is certain that Xi of China is also for no proliferation of nuclear weapons in the Middle East. China gets its oil from both Iran and these Arab states. This Journal editorial does not shy away from the task of evaluating the Greece bailout in March 2012, for what it really means; its longer term consequences for the EU experiment, the consequences for Greece, and what it does for democracy in Athens. Its clear it points out the last 2 years were spent insulating the rest of the EU from the fallout of the debt crisis in Greece. Even though it would have been better to have acted at the outset two years ago- to let Greece go into a planned default, reduce debt to manageable levels, and to have acted on reforms earlier. This would have setup a better outcome than the one today. It would have meant a bigger haircut for the banks and greater debt reduction which would have hurt European banks. The current outcome is bad for Greece's economy which leaves it with debt at over 120% of GDP in 2020, and no hope to return to growth. And its bad for democracy as the two main political parties in Greece were required to pledge support to the austerity measures against overwhelming public opposition....

European Central Bank president, Mario Draghi, addressing the European Parliament in Brussels on April 25, 2012, supported both sides in the issues facing the eurozone, calling for continued vigilance on structural reforms to improve competitiveness of countries in the eurozone such as Spain and Italy, and at the same time saying it was imperative to generate economic growth. He told the European parliament: "The uncertainty about the present situation is very, very, high... Any exit strategy is premature given the current economic situation." Saying that the fiscal compact had been negotiated recently to control spending, yet what Europe needed was also a growth compact- "but my most present thought right now is to have a growth compact." He emphasized that it was now upto governments and banks to pick up the ball. The ECB's achievement was buying time with its 3 year loans to banks in Spain and Italy and other EU countries in Dec. 2011-March 2012, which he described as no ordinary achievement. Francois Hollande and Angela Merkel seized on Draghi's comments to show they were doing the right thing. Merkel conceded that growth was needed, saying sustainable initatives would be good for Europe, that what Germany was opposing was simply stimulus spending that would increase debt without the structural reforms to improve competitiveness. Hollande for his part said he would call for eurozone bonds to pay for industrial and infrastructure projects, and a financial transactions tax....

By the second quarter of 2011 HTC's share of the global smartphone market climbed to 10.7%, only to see a sharp decline in 2012 dropping to 2.2% according to IDC, as it faced stronger competitors Samsung and Apple. Second quarter 2012 revenues were down 27%, and an expected drop of about 50% in the third quarter. The effort for modernization of the Indian economy after 5 decades of failed good governance is thus in its first decade and in that decade impeded by the state governments of Maharastra and Rajasthan in the western region that also includes Gujarat. In the northeast failed governance continued in West Bengal , Bihar and Orissa. In Delhi and the Punjab a similar situation. It is only now that Maharashtra and Rajasthan are aligned with federal government in industry and modernization goals. And it is only now that Bihar, Orissa and West Bengal are aligning themselves at the state level with the federal goals for modernization and rapid urbanization plus industrialization. In the south Tamilnadu (Madras region) and Kerala (Kochi), and Karnataka (Bangalore region) are also lacking in aligning with the efforts at the federal level. As a result the changes that are happening have the potential to bring a new wave of industrialization and modernization in the north, northeast and western regions of India with the federal government and the state governments in alignment on industrialization and modernization. This could bring to the world economy a development similar to China's second decade of development from 2000 to 2010 when a new surge happened in China's modernization. India's modernization will happen with the reindustrialization in the US and the European Union  and will set the pace for the world economy in the decades to come. ...

NITI Aayog does much of the development planning for India. It's CEO Parmeswaran Iyer, says about one third of the population of 1.2 billion people has reached the middle class. The poverty level has dropped to about 16% of the population. He describes the steps taken to achieve this. First inflation control by keeping inflation below 6%- it was 5.7% in December 2022. The decline of loan rates for education, buying home and appliances to about 8%. Second the pioneering action of One Nation One Tax under GST that has saved Rs 18,000 lakh crore or Rs 12000 per household annual saving. To create small micro business in a country the size of India with a large informal economy action was taken. 120 million of 380 million beneficiaries are from the  middle class for PM Mudra Yojana who received Rs 7 trillion in collateral free loans. This is designed to provide non farm small loans of 10 lakh rupees (about $8000) to micro unit enterprises at the bottom of the development pyramid to encourage an entrepreneurial culture and micro enterprises. Non Performing assets (bad loans) or NPA were reduced from 11.1% of the banking system to 5.8% in 2022. This is critical to support future growth as banks that well capitalized can make the loans needed to support growth. In health and education  a large network of new universities and medical colleges, hospitals is being built. The Ayushman Yojana provides health screening to millions of people and aid is channeled to people for low cost generic medicines. It is the size of these efforts that is making the difference in the lives of ordinary people. For technological advancement the government has moved quickly on digitalization, and 5G implementation to be done by 2024. ...

Merz popularity dips slightly as he brings up tough issues such as 4 days work weeks in Germany, Many working part time and CDU calling for restricting part time to workers giving care to elderly, childcare, and for education. The German welfare payments close to minimum wage was an issue in Germany but is declining in significance. Most significant today at 35% is the issue of social inequality. Taxes unfairly distributed at 13%, and the asylum seekers issue at 9% lower today by 2%. On the economy Merz pointed out that- "Prosperity cannot be maintained with a four-day work week and an exaggerated work-life balance." He also criticized the high number of sick leave days at 14.5 average days sick leave per employee per year. Popularity in Germany is highest for defense minister Pistorius and next comes foreign minister Wadephul. Merz is less popular but he is raising the tough issues and taking strong action compared to Merkel who was more interested in her personal popularity than what was good for Germany. Also not given credit for action is Merz removing constitutional brake on spending for investing in Germany's infrastructure and defense, and fixing problems left behind by Merkel who neglected infrastructure, digital economy, and defense. ...

Republicans representing poorer rural and working class communities, Democrats wealthy suburban communities 2025. 26 to 56 vs 69 what this means is that Republicans who in 2009 represented 26 of the poorest 100 House of Representatives Districts now represent 56 in 2023. By Contrast Democrats in 2023 represent 69 of the wealthiest House Districts in the Nation. The uncertain returns from AI is not good for retirees whose funds are invested in AI funded by corporate bonds. With enormous needs for capital how about $3 trillion for Ai investment to 2028 , says WSJ, only $1.5 trillion can come from cash flows and $1.5 trillion has to come from elsewhere such as corporate bonds and annuities retirees purchase. The contrast from 2016 could not be greater- no president in history except Biden on a worker strike picket line yesterday, Mrs Clinton oblivious about unions in the midwest in 2016. Mr. Trump saying wage negotiations not important as he visits Drake Enterprises, automobile parts supplier, in Clinton Township, Macomb County, Michigan. The Guardian reports most were small business owners, with  few autoworkers. Enthusiasm of small business owners high for Trump in this swing county in Michigan. In stark contrast to the 2016 campaign president Biden was seen the previous day with a bull horn at a UAW auto workers strike picket line, becoming the first US president in history to do this. Biden said "workers built the middle class." Trump said China was the enemy not low wages or incompetent bosses, saying "the current wage negotiations are not as important as you think," when workers had tiered wages from previous concessions on wages, with entry level wages starting at about $17 an hour. That is only slightly above the $16 minimum wage in California. America in the Clinton-Trump world had truly forgotten that workers in its factories built America, and workers families made America what it was for most of the century since Lincoln and the Industrial Revolution. ...

Efforts to raise money by Eventbrite, a event ticketing internet startup in the U.S. Eventbrite raised $60 million from T. Rowe Price Group and Tiger Global Management in late stage financing. Private investments in late stage financing have accelerated in 2011-2013. In the 1st quarter of 2013 $2.2 billion was raised in late stage venture capital investments compared to $672 million raised through venture capital backed IPO's, according to figures put together by the National Venture Capital Association from Pricewaterhouse Coopers and Thomson Reuters. For 2012 late stage financing raised $8.6 billion compared to $21.5 billion in IPO's, including the $16 billion for Facebook IPO. Excluding the Facebook IPO, IPO's raised $5.5 billion, much less than the late stage financing. Investors who purchased Facebook Inc. privately just prior to the IPO, face paper losses at the current trading price in April 2013 of $25.73 per share, making investors wary of heavily hyped up IPO's. SurveyMonkey, a web survey company has raised $800 million from private equity and debt investments. The Jumpstart Our Business Startups Act lets startups remain private longer by allowing startups to have over 500 investors before having to disclose financial statements to the public....
