Peter Orszag's role in the healthcare debate and the formulation of health care policy proposals. One proposal of Orszag, who heads the Congressional Budget Office, is to set up a new agency with powers to cut spending and implement changes in Medicare. Says Orszag, "one of the reasons we have such disjointed and skewed incentives is that we have an excessively political process." At a recent meeting with House Democrats, one Congresswoman said her top priority is winning higher payments for oxygen suppliers, and Orszag was taken aback. For years officials have been trying to cut payments to oxygen and medical equipment suppliers, which are said to be inflated. When a new competitive bidding process was set to take effect last year, industry supporters in Congress were able to delay the plan, and these supporters are still fighting to block changes says the WSJ. Here is a 40 year old Orszag, with degrees from Princeton and London School of Economics, who got his early experience in the Clinton adminstration at age 24. He then followed this with a number of policy oriented jobs, ending with appointment to head CBO in 2007. And he faces the whole system of Congressmen from both parties beholden to interests in the healthcare industry, who provide the donations for them to finance their election campaigns. Max Baucus of Montana, and to some extent Grassley of Iowa, are senators from both parties who Eggen points out are beholden to the healthcare industry because of large donations they receive from the interests in the healthcare industry. These interests want to see their payments system protected. The further escalation in health care costs, which would make the whole healthcare system unaffordable even as it delivers poor results, can only be prevented by making cost control an exercize that is not influenced by healthcare industry donations. The exchange between Grassley and Orszag on the issue of the $177 billion in savings needed from the payments to health insurers under the Medicare managed care plans- which allow seniors to obtain Medicare coverage outside the government run program -went as follows. These are dubbed overpayments by outside experts and efforts have been made to cut them in Congress. When Mr Grassley raised concerns about the impact of such cuts in a hearing, -and Grassley has opposed the cut for this overpayment to insurers- Orszag responded saying: "I very firmly believe that capitalism is not founded on excessively high subsidies to private firms. This is what this system delivers right now." ...

Watch the flow of traffic and distance to the light, then ease off the accelerator pedal to coast up to the next light. Tip 3: You won't believe how much energy it takes to go from 65mph to 75 mph. Gil knows from working in an aerodynamic lab. Its huge and to save energy just ease up on the accelerator pedal. For hybrid drivers he says many accelerate too slowly from a stop, and he advises accelerating a bit more and then lifting off the throttle to engage EV-motoring. About the Fusion hybrid. The 2010 Fusion hybrid gets 41 mpg city and 36 mpg highway. It beats Toyota Camry hybrid by 8mpg and 2 mpg respectively. "Made in China 2025" is a plan by China to build competitive companies in new technology industries such as advanced microchips, driverless cars, robotics. This is one area in which there is a huge difference in trade matters more than the tariffs issue, because the U.S. sees this as an effort to dominate these industries with state subsidized loans at low interest rates. The Trump administration has threatened to impose 25% tariffs on imports from China in these industries to protect U.S. companies. The U.S. insists there should be a level playing field for U.S. companies.

About a third of Conservative party members of the 10,000 who will be voting soon for a new leader still like Mr. Boris Johnson. Some say he has his faults, but who doesn't. Mr. Johnson has a flamboyant carefree bouncy style that has endeared him to supporters, and had he taken the public more seriously to be consistent and steady he may well have remained a prime minister. He is the only leader of the Tories who could convince traditional Labor voters to vote Tory. Ms. Truss, who has unstinting support of Mr. Johnson will continue to see Mr. Johnson as a respected leader if she is elected. Truss sees Johnson getting a well earned break, as she put it in a debate, like his hero Churchill who lost elections in 1945 only to come back in 1951 with more experience, restraint and wisdom. In a recent debate she stood by Mr. Johnson saying he did not need to resign. Today's Tories are leaderless and not recognizable as a single entity without the prime minister. With a little restraint, awareness of his inexperience, openness and respect for the British public, Mr. Johnson may well have remained prime minister. He now appears to be seeking a second opportunity, says this report in WSJ. It is hard to imagine Brexit without Boris Johnson. He defied the established reasoning through common sense observation. He once said that the only thing Britain would lose from Brexit is that there would be a shortage of Mars bars. Ms. Truss is somewhere between Labor and the Conservative in her life long convictions, yet has taken the Brexit cause to heart. The OPEC meeting in Qatar in April 2016 to stabilize oil prices with a freeze in production is not likely to affect supply and demand. Saudis and Russia are producing all out, and Iran plans to increase its production, making it difficult to reach an agreement. The International Energy Agency, IEA, predicts demand will rise by the end of 2016 from 94.8 million barrels a day to 95.9 million barrels a day. Production is at 96.4 million barrels a day, and this is expected to lead to narrowing the gap between supply and demand. Experts say cars are becoming more fuel effficient, and electric car technology is becoming commercially viable, leading to a lack of growth in demand in developed and middle income countries. This may have to be factored in for the intermediate and long run for demand growth.

About 1800 people die in traffic accidents in New Delhi and most of them in motorcycles accidents, the Nano has this market in mind. Whole families riding in tricky fashion on a motrorcycle, a vision that Ratan Tata had in mind when he pursued the goal of a 1 lakh ruppee car affordable to the average Indian on a motorcycle. It meets the Euro III pollution standards and could meet Euro IV with some improvements. Part of the ingenuity of the engineers challenged with this task of affordable quality in design from scratch to reinvent the automobile- a car that has 21% more space and still is 8% shorter than the Maruti 800 the smallest car on Indian roads today. The engine is placed in the back and the wheels at the extreme corners of the car.

Matthew Tsien, a vice president in GM China, will be the new president in Jan. 1, succeeded Bob Socia. Tsien will report directly to Dan Akerson, CEO of GM. Tsien is currently vice president of planning and program management and has experience working wih GM's joint ventures. The direct report helps to provide direct contact at the highest level with CEO Akerson. GM China chairman is Tim Lee, who is also executive vice president of global manufacturing. China provides about 30% of GM's global vehicle sales. GM is taking a new look at its China operations as increasing competition is eroding its market share. VW sales in China increased by 18% to 2.35 million cars and SUV's, in comparison GM sales were up 11% to 2.31 million, for the first 9 months of 2013. GM's plans going forward are to invest $11 billion in China through 2016 for 4 new assembly plants. This will boost annual production to 5 million vehicles in China by 2016.

Lexus sales overall are up 5% in 2010 compared with 2009 which is about the average for luxury brands. And Lexus residual values have held steady. This as the sales of Toyota cars are falling and residual values declining slightly. About 500,000 Lexus cars were recalled compared to 8 million Toyota cars. So does this mean that Lexus is unaffected especially with the highly publicized accident on aSanDiego Freway of aLexus ES350 with unintended acceleration? Sales of Lexus ES and IS series recalled for faulty accelerator pedal are down 6%, while sales of other Lexus models are up 12% compensating for the recalled Lexus models.

One in six dollars generated by the U.S. economy goes to pay for health care, almost twice the average for rich countries. It hurts America in many ways; by being a burden on the taxpayer when it comes to Medicare and Medicaid paying for the poor and the elderly, on companies being one reason GM went bankrupt, it eats up federal and state budgets, rising costs make any form of future coverage for all unsustainable, and it robs other priorities such as infrastructure building and other national scale investments. The Economist says that if it had to design a system from scratch, it would go for a system based mostly around publicly funded health care. For the uninsured the solution of an employer mandate is now well accepted, so this is not an issue. What is an issue is how to make the new system affordable? Here the Economist says that whether in stages or in one move, the tax deductability of employer paid health insurance, which is costing the U.S. government $250 billion ayear, has to go. It is necessary to remove this deduction, and its something all interests involved will have to swallow, as other savings are smaller and will not be adequate. The deductability of insurance makes the true cost of insurance transparent, so it supports gold plated insurance. This does not make cost control the pressing priority it needs to be. So the deducatability of employer paid health insurance hurts both ways. The other necessary action is in the area of moving out of the current culture where most doctors work on a fee-for-service basis, where the more tests they prescribe or procedures they perform the greater their incomes. This acts as a perverse incentive, and has aruinous effect in mushrooming health care costs in America. Cutting back on unnecessary tests and procedures, and prescriptions , would save 10% to 30% of health costs says the Economist. And it says this has been proven with the Mayo Clinic in Minnesota and Kaiser Permanente in California showing that cutting back doesn't hurt care and outcomes., so much so that cutting back would occur along with improved outcomes. But Americans with employer paid insurance just take things for granted as its not much out of pocket expense for them. THis creates the lack of a force for controlling costs even as employers are shouldering abigger and bigger burden, and the employee who thinks he is doing fine actually is seeing more of his salary dollars going to pay for his health insurance. In a way the consumers of health care are stuck with the perception that they are not somehow paying for these mushrooming costs and too manytests, procedures and prescriptions. This perception leads them a false sense of comfort with the system they are in, and a fear of something new fanned by the medical lobbies, that any change will impact users negatively. This makes the whole discussion on health care or the process of finding solutions to become an exericize in which terms like "rationing" and "choice" play a distorting role. ...

This essay in the Economist warns that most of the public does not understand the dangers of the idea of no Brexit as a preferred option to a Brexit deal that gives too much to the EU. It says this is dangerous in terms of the harsh effects at the border with Ireland and on the economies of Ireland and Britain. It points out that the private view of the EU is very negative towards Brexit compared to the diplomatic comments, so that little should be taken for granted. The European Union and Britain would in the event of no deal on Brexit not follow agreed  terms such on as the 40 billion pounds exit bill, guarantee of EU citizens rights, averting of a hard border in Ireland. The unfriendly nature of such a no deal would lead to aggravating its effects, argues the Economist.  The Economist estimate is that about 4% of GDP would be lost over 5 years for Britain and Ireland. Supply chains would be disrupted. Depending on WTO rules alone is not sufficient as the EU has bilateral deals with many countries. The car industry is particularly vulnerable as it employs 800,000 people and exports 80% of output- it would lose EU certification and face 10% tariffs. EU has made clear that trade for chemicals, pharmaceuticals or cars depends on meeting its standards. These are only a few of the problems in trade as the list goes on and on. ...
