French parliamentary election first round results show Macron's party neck and neck with the left parties bloc led by Jean Luc Melenchon. Melenchon is shown in polls to be slightly ahead. The second round of the election is on June 19. Macron is unlikely to have a majority and may need the support of the centre right Les Republicains. The voter demographic of the Macron party and the Les Republicains is older voters, centre right, who tend to vote in larger numbers than younger voters. Voter abstention is high with 48% of the voters having voted in the first round and shows deep voter dissatisfaction with the political elites in France. Before Macron two one term presidents led the government- Sarkozy of the Les Republicains and Hollande of the Socialist party. Macron was Economy, Industry and Digital Affairs minister in the Socialist party Hollande government before he formed his own party in April 2016 months before the election calling for a revitalization of French politics away from the two leading parties. His party was named Le Republique En Marche with younger people not connected to traditional parties.   Macron won a second term with the help of Mr. Melenchon's socialist supporters. Melenchon called for not a single vote for Marie Le Pen the far right candidate in the second round of the presidential election. Melenchon and Marie Le Pen were neck and neck in the first round.  Within Macron's party Louis Philippe a popular prime minister leads a faction that Macron will need to negotiate with in addition to Mr. Melenchon for parliamentary support. There is also a situation of cohabitation that would happen if Mr. Melenchon wins a majority in the National Assembly. Melenchon says the results in the first round "offer an extraordinary opportunity for the destiny of the common homeland to defeat the disastrous politics of the majority, of Macron." In 1997-2002 France went through cohabitation with the president and prime minister from different parties. Lionel Jospin was prime minister with Jacques Chirac as president. Yellow vest protests in 2018, gilets jaunes, were a result of increase in automobile fuel prices and the cost of living, and the general sense of dissatisfaction with policies of president Macron that were seen as not favoring workers and families finding it hard to make ends meet. The working class vote and vote of younger people is evenly split between the far right of Marie Le Pen which does well in rural areas, and the socialists under Melenchon in working class districts of larger cities. In providing support for the European Union and traditional French foreign policy, Macron and the socialist parties have common ground compared to the anti- EU policies of Le Pen resulting in votes cast for Macron that were really for melenchjon in the presidential election in which Macron secured a second term. Cohabitation then offers the popular alternative for a prime minister such as Melenchon for domestic policy and a president in the form of Macron for foreign policy at a critical time for Europe with the EU response to Russia including the embargo. ...

The 2016 election will be decided by changing demographics and shifting coalitions between Democrats and Republicans. The changing demographics mean that a higher Latino vote in states such as Nevada, Colorado and Florida could bring these states to Democrats. And the working class vote in the industrial midwest in Ohio and the vote in some farm rural states such as Iowa could bring these states to Republicans. Michigan is another industrial midwest state which is uncertain as the older industrial centres such as Youngstown, Ohio, Scranton, Pennsylvania, and parts of Michigan- a big change from when unionized workers voted Democratic. The millenials, college educated women, and suburban voters in cities such as Denver, Miami, Las Vegas and Washington are now part of a new Democratic coalition. Most striking is the way the electorate is divided between better educated and less educated, between men and women, and between young and older voters. In fact with the conservative cultural emphasis in the Republican platform older voters are looking back to bringing back the 50's, while Democrats and the younger generation are looking forward to the future in this election. This is not an accurate characterization though because in 1948 with Harry Truman and in 1952 and 1956 with Dwight Eisenhower America was changing rapidly and looking to the future, so that by 1960 the civil rights movement was already established, and women were making the transition to being college educated and working in business and government.   ...

This is Zelensky's second visit to Germany, after the first visit in February 2022 just days before the Russian invasion. Meeting German president Steinbrenner is important as the SPD leaders Steinbrenner and Scholz were seen as closer to Russia during the Merkel period. Scholz visited Ukraine in June to see first hand the damage to civilians with Macron and Italian prime minister Draghi. A settlement to the war in Ukraine could depend on Ukraine making gains with its counteroffensive with German, UK and American military assistance. Germany UK and US have expanded their assistance to Ukraine. Before the trip to Germany Zelensky visited Pope Francis. China has also sent its top diplomat to France, Germany and Russia to come up with a solution.

The U.S. House of Representatives votes to repeal and replace the Affordable care Act 217-213. Moderates were won over by an addition of $8 billion  to add coverage for a popular feature of the ACA that covered people for pre-existing conditions.  The bill that passed gives credits of $2000 to $4000 a year, depending mostly on age, upto $14,000 for a family. Credits are reduced for individuals making over $75,000 a year or families making over $150,000. There is no mandated insurance coverage. This trims the federal budget deficit, yet also is expected to keep 24 million more Americans without health coverage after 10 years. The bill now goes to the Senate where moderate Republicans are worried that this may increase premiums for older people, one of the drawbacks of the earlier version of the House Republican bill.

Peter Baker talks to experts on American presidents about Trump's 100 days in office. One expert says the presidency has changed Trump more than Trump has changed the presidency. Trump has told reporters recently that the job was harder than he thought, the decisions requiring much more thought and much harder. Described during the campaign as following instincts, impetuous and brushing off briefings, the Trump that has emerged in the early period is a president who surprisingly has been willing to listen to advice from Republican leaders in business and government. On NATO and South Korea he has given the lead to his advisers, Gen. Mattis, Tillerson and his vice president Pence. It is all up to us, what we eat, how we get our exercize and aur work life balance. Dr. Norman Lazarus says about ageing that our appoach to it is totally inadequate and that ageing has not much to do with genetics. If one eats healthy food and exercizes well then many of the diseases we hear about at older age are just lifestyle diseases that one does not have to worry about, even if one gets one of the diseases the recovery will be faster. He says eat well, move a lot and also enjoy yourself. Enjoy yourself to keep cheerful which stimulates the brain. He is the author of "The Lazarus Strategy: How to Age Well and Wisely."  In Lazarus view the last 25 years can be miserable or without disease depending on what we do. Diseases of ageing are not inevitable he says, its rubbish he says and it makes him cry, it is just that it takes 25 years for all that neglect of exercize and not eating healthy to reach a critical point. It is also not that some people are better than others. Biden issued executive order on June 3, 2024 to close the Border with Mexico and deny asylum. Once border crossings reach 2500 a day the border is closed. Then it is opened only when crossings drop to 1500 a day and after 14 days. Officially permitted including humanitarian parole pathways are limited to 1500 a day. This is being done because the legislation that passed in the US Senate on bipartisan basis negotiated for closing the Border with Senate Minority Leader Mitch McConnell of Republicans and Senator Lankford (R) was blocked in the Senate by Mike Johnson on instructions of Mr. Trump who sought to use it as an election issue. "Today I’m moving past Republican obstruction and using the executive authorities available to me as president to do what I can on my own to address the border,” said president Biden. The signs “SECURING OUR BORDER” were prominent in the White House East Room. “Frankly, I would have preferred to address this issue through bipartisan legislation,” he added, “but Republicans left me with no choice.” On this page the WSJ looks at the Border on August 5, 2024 and finds the border crossings have dropped to levels in 2020 and to levels seen during the last year of president Trump. The US and Mexico have cut border crossings with Mexico moving migrants back to southern Mexico in a Chutes and Ladders program where migrants head north, and the Mexican gocernment buses them back south, at which point some return to their home countries. Under Article 23 of the Basic Law, Hong Kong's constitution stated Hong Kong would pass legislation to stop national security crimes such as treason, secession and espionage. The Basic Law also had a provision to grant universal suffrage. It is important that the universal suffrage or democracy was never granted or made a priority by Hong Kong people during the boom years under the British, as a French commentator for La Croix aptly points out in FR24. He says he watched incredulous as Hong Kongers selfishly pursued money.  The Article 23 also provides for the National Peoples Congress to add laws for national security. The last time that Hong Kong people were faced with the National Peoples Congress passing such laws was in 2003 when half a million came out in protest. This was shelved at that time. It is now law today. Why now? More protests are expected and an election in July would bring more seats in the legislature for the pro-democracy parties, says the WSJ. Another factor is that Hong Kong at one time represented 16% of China's GDP in 1997, today it is down to about 3% in 2019. It is no longer that important to China, even while continual protests from Hong Kong detracted from other vital issues facing China as it shifts away from its trading relationship with the U.S. and as the U.S. imposes strict conditions on trade, investment and technology flows. Under the Hong Kong Human Rights and Democracy Act passed by U.S. Congress in 2019 an annual assessment has to be made by the State Department whether "one country, two systems" is operating. This is why Mike Pompeo, U.S. Secretary of State has made his comments that "no reasonable person can assert today that Hong Kong maintains a high degree of autonomy from China." The school shutdowns had a severe impact on UK school children. 41% of UK school children in grade 6 left school without reaching expected standards in literacy and math, in the first school year after the shutdowns. This means 275,000 11 year old children will be without the foundational skills and suffer the effects of a lack of social mobility. Agassi talks about marraige- he is married to Steffani Graf, who also played tennis in the top ten. He says know yourself and you can't come into a relationship needing the other to be complete.  For breakfast he has oatmeal with protein or some granola and fruit. Less well known is that Andre Agassi is from Las Vegas, and has a thoughtful autobiography "Open" that is remarkably honest about his survival in the competitive world of tennis after many struggles with parental pressure to win. Yet he comes through having made his own choices. He started the preparatory Agassi Tennis academy for underprivileged children. When Sinner won the Australian Open yesterday he thanked his parents for not putting pressure on him for letting him try different sports. ...

People in China with 800 yuan or $114 can now invest in low cost mutual funds. They can invest in 5700 domestic mutual funds offered by Vanguard's partner in China Ant Financial Services Group. Vanguard offers investment advice in assembling mutual funds. The investment advice will depend on algorithms not people to provide investment advice.  Ant owns 51% Vanguard 49%. Chinese investors are known for speculative approach to investing and making risky investments. By contrast Vanguard's approach in the U.S. is more careful and makes a serious effort to reduce risk with its index based mutual funds which it pioneered. China is making an effort to bring American companies into its financial  markets as part of the opening up sought by the U.S. Vanguard CEO Tim Buckley says his goal is "to fundamentally change for the better how individuals in China invest." Vanguard says it has taken the long view having worked for a long time on getting regulatory approval and its own approach for investing to introduce in China. It studied the market since 2018 talking to industry peers, regulators and clients. It says Chinese regulators appreciate Vanguard taking the long view. Today Vanguard's office in China has only 20 employees, and it has stayed away from setting up private investment funds for wealthy individuals and institutions which is permitted for western firms in China such as Fidelity International.  Vanguard's Mr.Bogle pioneered low cost index mutual funds that follow and index as opposed to having mutual fund managers determine investments. This takes the guesswork and individual bias out of the equation as experience has proven that over the long run this approach works best. Vanguard now has $6 trillion in funds under management, and is by far the largest mutual funds company in the world. It now has the potential to tackle a huge market of 900 million individuals in China. ...

Just 1% over 10 million pounds of wealth would raise 42 billion pounds from 22,000 individuals and take pressure off the National Health Service in Britain. The capital gains made during the period of Covid has further distorted incomes by hollowing out blue collar workers and increasing incomes of remote white collar workers during the pandemic. The wealth tax would simply reverse this additional element that added to the increasing inequality of the last 2 decades during the pandemic. It would add to general wellbeing in Britain without affecting the individual ability and innovation.
