Biden is a US president in a hurry, says this analysis in The Times. And it says this is for a good reason. Biden as vice president in the Obama administration has watched as time slipped by and much of the hopes remained unfulfilled for infrastructure and other plans including climate change. Biden also has long experience in Congress and long experience working with Congressional rules. He also understands that the Democratic majority may not last beyond 2 years, better to go all out now and lose no time. This is the thinking behind his plan for $2 trillion in infrastructure spending in the first 100 days of his administration, and the idea that he does not need to win Republican support by watering down his plan.

The American people now support this kind of bold vision and bold plan after the pandemic showed the weak nature of presidential plans and aspirations till now for three decades.

Alitalia may be sold to private companies, to Air France, KLM or to Italian banking companies. Italy's government wants to sell half of its 49.9% stake . Alitalia has a market value of 1.33 billion euros. Any buyer will have to keep its Italian identity, job guarantees, and keep national routes. Slowing car sales are expected for Detroit auto manufacturers as Japanese sales recover after the tsunami and earthquake. A major reason for higher sales was pentup demand. Sales reached an annualized 14 million level for 2012. Research firm Polk says the average time a new car was owned went up to 71.4 months, and used cars 49.9 months, in Feb 2012. US Trade Representative Jamieson Greer says this is not chaos in tariff policy because you don't change 70 years of policy overnight. He says China's is highest because it has the highest trade deficit, then EU, Japan, South Korea at 15% because of the smaller deficits with these nations, Vietnam because it is used  by China to send products to the US, India because of geopolitical reasons buying Russian oil. See Dasha Burns, Politico White House Bureau Chief's  interview with USTR Jamieson Greer.  He says about India- Jamieson USTR calls India "an outlier" and says "I'm confident we will get a deal with India in the near future." India he says has largely corrected its imports of Russian oil and negotiations are underway for a deal.  ON USMCA Greer says of the $31 trillion in trade with Canada and Mexico $29 trillion is us right. trade between Canda and Mexico is small. So he says it makes sense to negotiate separately with Canada and separately with Mexico. This suggests that there doesnt need to be a USMCA- separate deals are just fine says Greer. Mexico has gained much in automobiles under USMCA- US wants to make more in the US including auto parts which it can do by negotiating this with Mexico. It does not make a ton of economic sense to marry the three economies together, says Greer, as the import export profiles, lab,or situations are all different. Are Tariffs good for the economy and do they lead to higher prices? Greer says inflation was down in the first DJT term in trade with China and tariffs. Greer says there is never a 1 to 1 with tariffs. It tariffs become a kind of leveage in getting agreements. That is the style of these tariffs. You tell Ecuador or Brazil we don't make these here so there will be no tariffs on bananas and on coffee. Says Greer- we have seen inflation in check, imported goods relatively low priced. We have seen that we can have growth and higher wages with tariffs at the same time. The growth in 2025 third quarter at 3.8% annual growth, and Atlanta Fed predicting 4.2% growth in 2026. And tariff money can be used for paying down the debt and financing America's reindustrialization, Greer says members of Congress are asking about this.When a new administration comes tariffs will still be part of the playbook. ...

German chancellor Merkel imposes a partial lockdown in Germany starting November 2. This is followed by an announcement of a lockdown across France by president Macron. On October 28 German daily cases went above 14,000. Only 25% of intensive care beds are now available, creating a very serious situation. Meetings in public will be restricted to just two households of up to 10 people total. No crowds at sports events. Restaurants and bars will close except for take away. Schools and kindergartens will remain open. Church services and protests will be allowed to continue. Shops will remain open with one customer for every 10 square meters or 108 square feet. Merkel called it a "very serious situation," and said "we must act now to avoid an acute national health emergency." She told Germans the number of people in intensive care units has doubled in last 10 days, and in many areas it was no longer possible to track and trace infection chains. In 75% of the cases the source of infection is unknown. People are encouraged to work from home and companies encouraged to make this happen. Companies with less than 50 employees and self-employed will get support from the government with  about 75%% of the income. Companies, institutions and clubs will also get federal aid. Ashwini Vaishnaw from the IAS is the new Minister of Railways. The main idea of these changes is to bring in younger ministers and give them 3 years of experience before the next parliamentary elections, and to replace ministers who have not accomplished much. Some appointments such as the civil aviation ministry went to persons who supported the state government in Madhya Pradesh, and similar appointments for Bihar. Uber built up about $30 billion in operating losses and burnt up huge amounts of capital with its access to capital from from financial markets in the US, according to S&P Global Market Intelligence. 2023 is the first year for profits of $1.43 billon of which the larger part of it $1 billion is from equity investments. It went public in 2019. Lyft a competitor of Uber has not yet turned a profit. Contrary to the general impression these kinds of startups have burnt enormous amounts of capital, and diverted capital from essential needs such as education, healthcare services, and public transportation. Consider the case of lack of investment in the New York subway system that lags so far behind that in other cities such as Tokyo to make it incomprehensible. The New York Port Bus Terminal  needed to be replaced- the planning took 10 years and the new terminal building will not be completed till 2032. Essential investments that improve the lives of millions of people in our cities are neglected or delayed. The real crowding out of capital from essential public needs is a feature of the Reagan era economics that have created many of the problems we face today of underfunding where it really counts. The capital allocation system is distorted so that capital does not generate proper returns or benefit the largest part of the population. ...

Ryan served as vice presidential nominee and became Speaker in October 2015 eight years before Mike Johnson in a similar situation where his job depended on different factions. Mike Johnson's view is that he wants to be seen as listening to all members to kind of decentralizing things. Yet as more experienced members of Congress say the only way to get things done is for the Speaker to take action on his own accord and let the situation rest there having done his best. This situation is happening today in the House as about half of all Congressmen in the House of Representatives have not served in Congress before January 2019, says The Washington Post. ...

Kishida is taking a proactive approach as the ideological positions have failed and talking directly to North Korea as Junichiro Koizumi had done in 2004 (with a visit to Pyongyang when Kim's father was president) is now the right course. It is now twenty years that this was not tried. Former president Trump met Kim of North Korea at the Demilitarized Zone DMZ near Seoul in 2019. Not much changed after that meeting. North Korea has increased missile testing with ICBM missiles and increased its nuclear missiles with improvement in technology since then. One aspect of the Reagan/Weinberger era policy was its sense that America would keep investing in defense and at some point everyone else would fall behind. This has not happened. After a slowdown in its economy in the early 1990's opportunities to build Russia relations were left to business interests and opportunities were lost. The memory of that period of Russia's economic collapse lingers and feeds a sense that somehow Russia was diminsished by waht happened after the abrupt collapse of the Russian position in Eastern Europe.  In fact the only nuclear missile tests conducted in this 21st century were conducted by North Korea.  ...

Agriculture Secretary Tom Vilsack of Iowa is one of the key people pushing for reviving Rural America. He has served as Agricultrue Secretary under a previous Democratic administration but lacked the resources for programs to keep young, aspiring and new would be farmers attracted to rural America and to farming. He sees the loss of 544,000 farms including small family farms in America since 1981 as a loss for rural America. He is now in a position to make a difference with $60 billion in funding in the Inflation Reduction Act. A former two term governor of Iowa 1999-2007 he is familiar with rural conditions in America's heartland and in agricultural states from Wisconsin and Minnesota to Nebraska and Colorado, from North and South Dakota to Missouri. Vilsack who has the ear of president Joe Biden says the loss of small farms has weakened rural America and wants to stop the bleeding. Lydia Phillips of NYT shows how billions of dollars of spending is now targeted at helping small farms plant a variety of crops that have more cash value than soyabeans and getting these to the market. A lot of the $60 billion goes to large farms for conservation and renewable energy. Vilsack is working hard to make it work for small farms and people in rural America, including generating many sources of income that includes money for renewable energy generated on small farms. ...

Now that congestion pricing plan is halted, the New York Subway system that has suffered from decades of neglect and disinvestment languishes in crisis. Ana Ley tells us what a difficult time it is for New Yorkers. After decades of neglect new subways are going up even in places such as Mumbai, India. How much longer must New Yorkers wait for government to partner with private industry for the NY subway system to be rebuilt, in the state that is where the Erie Canal was built in the nineteenth century in the first wave of the Industrial Revolution? The Erie Canal was built in 7 years for $7 million as navigable waterway with locks for elevation of 350 miles from the Hudson River at Albany to Buffalo and Lake Erie. Few questions asked on the real issue -what went wrong in Ann Selzer's poll showing Harris ahead of DJT in Iowa by 3 percentage points, with error of plus or minus 3.4%. 3 days before the US presidential election. The actual result was DJT winning by 13 percentage points- how did Selzer get it so wrong? Selzer hints at the answer when she says "the reality is that more people supporting DJT turned out." That is what happened. One should know also that the polling methodology Ann Selzer uses does not look at the previous election turnout because it is not science says Selzer to think that the electorate has not changed in 4 years. She defends this by saying Obama won in 2012 yet DJT won in 2016 because the electorate had changed. Polling has to take into account the zeal or lack of zeal for vote turnout- and ways to measure it. It appears that the Republicans were more zealous than Democrats for their candidate on issues such as transgender and anxiety it causes parents, and about the millions of illegal migrants crossing the Border and the illegal flow of fentanyl across the Border, and working class Americans did not see infrastructure spending in their grocery store just prices soaring and lack of affordability of everything. ...

EV sales worldwide in March 2024 went up by 30%. New battery technologies are making EV cost competitive with combustion engine cars. This transition is nearer than we thought. Kurt Kelty of GM who worked on Tesla battery technology for 11 years says “When we reach cost parity with internal combustion engine vehicles, I think that’s one big milestone. When you get there, then you’re really going to see the transition happen very quickly—and we’re not that far away from it.” The EV industry continues to make progress even as the industry has slowed with the new government not behind it with incentives. GM is setting its sight on 2028 and is investing in bringing costs down with new battery technology. It is new battery technology that enabled BYD in China to increase production and sales. In 2024 GM hired a Tesla engineer Kurt Kelty with 11 years experience to lead the effort to reduce cost and increase the power and duration of batteries. Kelty really believes in the EV revolution.“I’m a firm believer. Switching to an electric powertrain means better performance, less maintenance, more space inside the vehicle, a lower center of gravity and a higher crash rating. Evolution away from fossil fuels is unstoppable.”   ...

The alliance between the PRD on the left and the PAN party on the right in Mexico on an anti-corruption platform creates a third option in Mexico after the PRI under president Nieto, and the party of Lopez Obrador. Obrador and the candidate of the PAN/PRD Ricardo Anaya, 38 years, now are level in polls with 32 percent support and the PRI candidate Antonio Meade at 25%. The Nieto administration is tainted with several corruption scandals and about 75% of Mexicans want a change in government, in a Reforma poll. Obrador contested for the PRD in 2006 in a close election, and in 2012 formed his own party. If successful this would be the first time three parties form together to form a coalition government in Mexico, with the Citizens Party joining the PRD/PAN coalition. This is similar to the way in which the left and the right are getting together to topple the old politicians with new younger faces in other countries- including in France, and in Italy in upcoming elections with the left and the right represented in the En Marche movement in France, and in the Five Star Movement in Italy. In Germany a left -right coalition is being put together with the CDU and the Social Democrats coming together on social issues. After state elections in 2016 the opposition winning 3 governorships from ruling PRI, and the election in the state of Mexico where a divided field made it possible for the ruling PRI to hold onto power even after losing 1 million votes, both the PRD and the PAN parties realized the need to come together on an anti-corruption platform. Corruption and rejection of the old politicians bringing in a younger generation into politics is a major issue in many countries. ...

Full time workers in Sweden have the right to take leave for 6 months to do something they want to do, including starting a new business. This includes taking care of a relative or study leave. Workers can come back after 6 months to resume their old job. Employers cannot say no except for special reasons.  This leave has the support of employers, unions and the government. In Sweden's unique culture which emphasizes work-life balance workers taking 6 month leave of absence can get back to their old jobs smoothly.  In Sweden it is very hard to fire an employee who is permanent. So that once an employee has permanent status there is very little incentive to leave to do something else. The 6 month leave option lets workers try out something different or start a business without incurring career risk in addition to financial risk. Workers are more comfortable venturing out when they know they can come back to their old job and are not risking their careers. This BBC report shows profiles several new business owners who took 6 month leave to start a new venture they were passionate about. The way this happens is that an employee first tries out an idea in his spare time while he works full time. When he is comfortable making the move he can take the 6 month leave to devote time to it full time. Experts say Sweden is the only country in the world to give this right to leave to start a new business. In 2017 175,000 people took this leave compared to 163,000 in 2007, according to Statistics Sweden. During this period registration of new companies shot up from 27,000 to 48,000. ...

The $369 billion climate and tax package that is coming out of a deal arranged by Schumer in the US Senate could be a path breaking action. It would enable president Biden to get close to the climate goals he promised last year of cutting US carbon emissions by 50% by 2030 over 2005 levels to combat effects of climate change. The $369 billion package would get the US to reduce carbon emissions by 40% in 2030 over 2005 levels.  Severe effects of climate change with fires and floods in the US, Europe, and Asia have brought a new spotlight to the issues facing the world and the fact that something needs to be done quickly with the US leading the way. Senator Manchin a holdout because he comes from a coal mining state was a holdout. He was persuaded to join as the new legislation provides for support for transmission lines and other investment during a transition period so that it does not affect the economy in his state. The transition period is now accepted as Europe now looks at gas and coal as a temporary resource following the cutoff of Russian supplies and the US will be shipping more LNG to Europe during this period. The vote for this legislation is planned under reconciliation so that the vice president MS. Harris can cast the deciding vote for Democrats in a 50-50 split Senate. Republicans oppose the legislation. Manchin now says it will reduce inflation. Briefly it will give $7500 to every buyer of an electric vehicle EV, and $4000 for a used EV. It would give rebates for heat pumps that increase home energy efficiency. Billions of dollars would be spent for clean energy industries, and for solar, wind, geothermal, other renewable energy projects. Democrats want to get the legislation through the Senate quickly by next week, and so secret were Schumer's negotiations that most Democrats did not know about it. Coming on the heels of the $280 billion CHIPS and Science bill for $280 billion investment in US semiconductor industry, this will be a big win for president Biden and shows the persistence and patience of Mr. Biden is paying off.   ...

As with so much in life too much of anything is bad. Obsession for dealing with inequality without grasping the potential of new technology and people with skills, has hurt both China and India, with both moving to correct this in the last 20 years. Allowing too much inequality disturbs the balance in society damaging democratic processes and creating new dangers for democratic processes.  Today Piketty, and other Western and Asian leaders are presenting the argument for fairer societies principally because this is the only way to generate the kind of cycle for growth seen after the second  world war in the 1940's, 1950's and 1960's  following FDR and Truman, De Gaulle and Adenauer. At some point the curve for growth simply drops with extreme disparities in society- something that happened with disastrous consequences in the history of China and India in the 1500's and the long descent into colonial or semi-colonial rule. That pattern is documented in Adam Smith's Wealth of Nations. And it is a drop no nation or society would want to repeat because of the immense suffering, and the decline of Asian societies in a social and cultural sense, leading to a closed outlook to science in general and knowledge accumulation behaviours based on scientific observation of Nature over the course of the 17th to 19th century.  Some traces of this in the early stages are evident in the US and Europe which is why all well meaning people and people of goodwill for their countries seek a way out of this endless fracturing, the rural-urban divide, the society blind and morally neutral views of tech, and the starving of resources which benefit the broad segments of society for infrastructure, health and education through the misallocation of resources to other places. In the long run what is important is not the long theories which can fail, but to "Just Do," follow good common sense, do the right thing as Modi has done for women in essentials such as water, toilets, cooking gas, digital bank accounts, dignity, safety, access to education. And what Xi is attempting to do for Common Prosperity in China. And what Biden and Scholz are setting out to do in the US and Germany. ...
