Boris Johnson leads a new British government that is composed mostly of ministers who want to see Brexit happen, and giving the positions of Home Secretary and Foreign Secretary to persons who do not care what happens as long as Britain leaves the European Union. Johnson's date is October 31st for leaving the EU. Sajid Javid, a former Deutsche Bank AG executive is the new chancellor of the exchequer. Priti Patel is new Home Secretary. Dominic Raab a former lawyer who has called for parliament to be suspended if need be so that Brexit can be pushed through is the new Foreign Secretary. Dominic Cummings who headed the Leave campaign for the Brexit referendum in 2016 is the new adviser at 10 Downing Street. Johnson's strategy is to pack the cabinet with people loyal to his vision of leaving the EU October 31st regardless of what the EU does.  The EU has not changed its position and is even less likely to consider any new Irish border proposals. Three top ministers are opposed to Mr. Johnson's views and resigned. Treasury chief Philip Hammond, Deputy primeminister David Lidington, Justice Secretary David Gauke, all resigned in opposition to Mr. Johnson simply pulling Britain out of the EU. Johnson once said all he feared from Britain abruptly leaving the EU was a shortage of Mars bars. During the election in the Conservative party Mr. Johnson was mostly quiet and avoided any gaffes to sound statesman like, yet as the process unfolds Mr. Johnson is likely to face the same problems faced by his predecessor Mrs. May. Added to this is the new opposition of moderates like Mr. Hammond and Gauke in the Conservative party that could topple the government and lead to a general election with just three vote swing in the other direction doing this. Mr. Johnson has prepared for this by having Mr. Cummings as a top adviser in the event he faces a general election. Meantime the Labour party initially not favoring a second referendum with Mr. Corbyn's ambiguous views on Brexit, as shifted gradually to the leadership and the rank and file all favoring a second referendum and for Remain. As Greg Ip has pointed out in the WSJ this week the conditions have changed with protectionism, nationalism and hostility to globalization, and president Trump not planning concessions of any sort even for the UK in trade negotiations. This means to low productivity of less than 1% to support stifled wages, one would have to add a 3.5% hit to GDP from a no deal Brexit such as Mr. Johnson approves according to the IMF. With the migration issue not what it was three years ago and reduced to a trickle this new situation must be on the minds of Mr. Corbyn, Labour and Conservative moderates. ...

The Washington Post's veteran Middle East correspondent, Jim Hoagland, says there are some important lessons to take from the experience in Libya. The Arab rulers who entrenched themselves for decades wasted the bulk of their oil wealth. It was right for Palestinians to disassociate themselves from these regimes. The French took the brunt of the fight in helping Libya free itself from the Gaddafi regime. This is an understatement as without Sarkozy's initative and Cameron's unflagging support, without France and Britain's early support, Gaddafi's forces would have overrun Benghazi and ended the struggle for democracy in this part of the Arab world. U.S. President Obama and Defense Secretary Gates did little in the early days when there was dire need. Germany's chancellor Angela Merkel continuously resisted supporting France and Britain in Libya. The U.S. Obama administration and Turkey gave their support only after the perilous period- when the fate of the rebels fighting for freedom hung on a thread- was past. Hoagland calls Gates view of "feckless Europeans" shortsighted. Hoagland sees this as an opportunity for Europe to take a larger more active role. ...

Spain's prime minister Mariano Rajoy, says his government's 2012 budget will reduce its deficit to 5.8% of GDP. This is higher than the 4.4% target that the previous government of Jose Luis Zapatero had committed to. Rajoy took into account the deteriorating economic situation in Spain in setting the new target, especially how this will affect Spain's local economy. Part of the problem is also that the actual 2011 budget deficit was 8.51% of GDP compared to a target of 6%. Rajoy said Spain is still committing to the 3% of GDP target set for 2013 by the EU. In making this decision Rajoy said at a press conference: " This is a sovereign decsion made by Spain, that I am announcing now, to you." Rajoy is basing the new budget on a 4.7% reduction in spending in 2012. The assumptions in the new budget will be for a 1.7% contraction in the Spanish economy, down from the overly optimistic 2.3% forecast for growth of the previous Zapatero government. Spanish Feb. 2012 jobless claims went up to 4.7 million, and unemployment in Spain was at an high of 23.3% in Jan 2012. The 4th quarter contraction for Spain was 0.3%....

After capturing about 40% of the smartphone market Samsung still remains for the most part a hardware based company with strengths in production, cost and efficiency. Samsung still remains dependent on the Google Android software. Competitors in China are making smartphones that compete with Samsung products and cost much less. There is also the awareness of the problems faced by Motorola, Nokia, Blackberry, HTC, having only a temporary advantage in the fast paced software driven industry. Samsung's software efforts include merging its research effort in mobile operating systems with an industry effort that includes Intel Corp called Tizen operating system. In 2011 Samsung hired David Eun, who worked for AOL and Google, as one of the executives leading its software effort. The Boxee startup for television software was acquired and a partnership setup with the Flipboard news reading app company. In Feb. 2013 the Open Innovation Center was opened in S. Korea, New York and Mountain View, California, The same year the Samsung Accelerator program was setup in Palo Alto and Chelsea for tech startups to make products exclusively for Samsung. ...

At a meeting of GM engineers and Continental- which manufactured the Cobalt's diagnostic modules on May 15, 2009- the faulty ignition switch defect was confirmed by repeated verification of data from many car crashes. No evidence shows this was shared with senior managers. GM filed for bankruptcy in June 2009, two weeks later, and this could be the reason as the situation could be chaotic in managerial ranks. It was tnot until Oct 29, 2013, when GM officials met with the supplier Delphi that the issue comes up again. Records for the meeting showed clearly the defective switches were made at a Delphi plant from 2004 to late 2006. A part change had led to the defective switch. It is the period between 2009 to 2013 that GM has no answer for, as public opinion increasingly looks to GM for answers on why it took so long to make the recall. At Toyota the footdragging in managerial ranks caused the problems for the recall. At GM the problem simply disappeared at the lower levels as the company went through a bankruptcy and emerged from bankruptcy under new management....

Boris Johnson, who heads a minority government in Britain following resignation of Theresa May, will do just about anything to push Britain out of the European Union by October 31st. He has said he would "rather be dead in a ditch" than ask for an extension of the October 31st deadline. The British parliament is dead set on preventing that and has passed legislation requiring a extension of the October 31st deadline to January 2020. Johnson is even willing to go to jail for breaking the law, on the grounds that he is simply supporting the people's referendum choice over an elected parliament. This is itself a strange situation because the elected representatives in parliament decide for the people, and views in a referendum can change over time. Johnson says the reports of Britain's economy taking a blow from simply falling out of the European Union without a negotiated deal are exaggerated. He even once said all it means is that there might be "a shortage of Mars chocolate bars." Before becoming prime minister with a one vote majority in parliament which he promptly lost on the first day parliament met, Boris was a journalist who was elected Mayor of London. His only other position was for a brief period with controversy as Foreign Secretary in Theresa May's government. By taking in as chief adviser the head of the Brexit referendum Leave campaign Mr. Cummings, Mr. Johnson shows he believes he could win a general election with a carefully orchestrated campaign like that of Leave that blames the Labour Party, and the Scottish National party for stopping Brexit and halting the people's mandate.  The question is whether Cummings has gone too far or Boris Johnson has gone too far using Cumming's methods and views. Many Conservative moderates were expelled from the Conservative Party by Johnson and Cummings leaving the Conservative Party in self-destructive mode and the worst shape it has been in its history. It is not clear that after 10 years of austerity and rule by the Conservative party, and the mess from the single minded pursuit of Brexit that has overshadowed Britain's other priorities, that the British public would simply give a broken Conservative Party another mandate without thinking carefully about all the consequences. More so amid the lack of trust that is a feature of the Boris Johnson minority government.  ...

California's economy is going through tough times during the coronavirus. Unemployment is up to over 20% which compares to 14.7% for the U.S., closer to that of New York. The state depends on the tourism industry, agriculture in the San Joaquin Valley, and entertainment industry around Los Angeles for jobs. Tech in the San Jose area does not account for as many jobs. The state also has a public university system and foreign students mostly from China bringing in $7 billion.   Its port system around Long Beach and Los Angeles connects with the Asian economies and China, for goods mainly transported to the rest of the U.S.  All these sectors are the ones most badly hit during the coronavirus.  California now has a deficit of $54 billion and was the first state to borrow from the federal government to pay $13 billion in unemployment claims. Undocumented Californians are not able to collect unemployment because of their immigration status, creating an American version of the informal economy that is found in India and Italy or Spain. California has 83 million people taking plane trips to the state for a tourism industry that normally brings in $145 billion. 600,000 travel industry jobs were lost in the state. Taxes related to travel are a significant source of revenue for cities in California bringing in $12 billion. The only sector that is less affected is the tech industry, yet this makes up only about 10% of the jobs or 1.7 million higher paid but fewer jobs. This tech sector at about just 15% of the California economy GDP, is of a precarious nature with a boom bust pattern, the last boom one that happened since the 2009 financial crisis. It in no way forms a significant support for employment or income for people in California or the U.S., and may even be responsible for distortions in the allocation of capital away from infrastructure and public services, through its disproportionate influence on how the nation's capital is allocated. The broader changes underway during coronavirus are likely to affect the state over many years, as supply chains shift away from China, and as infrastructure and public services investment assume their rightful role again in the nation rebuilding effort, agriculture and rural America become a part of the American renewal story.   ...

Russia experts Robert Nurick of the Atlantic Council, and Graham Allison of the Belfer Center of International Affairs at Harvard, see a sea change in attitudes to Russia following the interventionist policies of president Putin. The Obama administration will now focus on limiting Russian influence for the remaining two years of Obama's second term. There is a loss of faith in Putin on the part of Obama and close advisors. Russia is seen as a regional power, and the Ukraine crisis is seen as having a serious impact on the Russian economy through decline in trade, foreign investment and capital outflows. Russia is a regional power because it is not the same as the old Soviet Union, it is much smaller, with a declining population, and dependent on oil revenues, and in this sense not the Russia U,S, president Truman and Kennan faced during the Cold War. Obama advisors see Putin's actions as counterproductive for Russia, as the economy is now seen as contracting in 2014, making its actions in Syria, and in Ukraine, unwise foreign policy moves that hurts Russia's economy and future prosperity. Democratically elected leaders in Turkey and Russia with control over the media and shutting down the opposition using control of the judicial process, have shortchanged democratic ideals, and in the process concentrated powers in one leader. This creates risks of arbitrary exercize of power without the checks and balances that are built into a truly functioning democracy, with foreign policy errors eventually leading to a resolution of the conflicts created as these policies are increasingly called into question. Putin and Erdogan were reelected because of economic growth- a contractionary economy or steep declines in growth put everything at risk. A footnote on Kennan, American diplomat and linguist, is appropriate. A quick reading of Wikipedia's excellent account of Kennan will show that Kennan was in favor of a nuanced approach to Russia based on changing conditions. He observed that policies that were seen as anti-Russian actually helped Russian leaders throughout history solidify autocratic type rule, which actually hurts Russia's normal evolution and development. Normal development and evolution similiar to ways Germany and other nations left behind Prussian history and traditions for a open, free society, and in the ways even the U.S. left behind older practices such as slavery in the south and limited representation democracy. In fairness to Kennan it should be said that containment of the Cold War was more a Truman-Acheson doctrine- continued under Eisenhower by Dulles-Nitze, and under Kennedy by Rusk-McNamara- which has roots in Soviet intentions of destabilizing war ravaged western Europe starting with Greece, following similiar efforts in Eastern Europe. Truman was right in aiding Greece, but the U.S. needed to be aware of changing conditions and not take a rigid stance, and get locked into supporting client states just because they were "our guys," a lesson Kennan emphasized throughout his life. Putin and Erdogan use appeals to Russian and Turkish nationalism to improve electoral support and stifle free expression of ideas necessary for growth in any society. This also provides a way to have a discussion with our German friends on engagement and economic relationships, without the rigid outlook of a Wilsonian or Acheson-Dulles kind. ...

Of the approximately 411,000 deportation cases at the U.S. immigration courts for deportation of children of illegal immigrants only 593 illegal immigrant students had received relief by halting their deportation by June 2012. This came as a big surprise showing how little the Obama administration had done to help children of illegal immigrants. In its response to the administration the Republican party hoped to reach out to the Latino community and Hispanic immigrants with its own initiative. Senator Marc Rubio of Florida was ready to introduce a bill helping illegal immigrant students by giving them temporary status. At this point President Obama issued his executive order ending deportations for about 800,000 immigrants who came to the U.S. illegally as children.

U.S. Secretary of State Hillary Clinton, says Russia's entry into the World Trade Organization in the summer of 2012 will be good for the global economy and for the U.S. It will increase U.S. exports to Russia from the low level of 1% of U.S. global exports. It will also set the right tone for improving U.S.-Russia relations and improving cooperation on global issues. She calls for Congress to change the Jackson-Vanik amendment and setting up normal trading relations between the U.S. and Russia. Goggle's Eric Schmidt speaks at the annual meeting of the Newspaper Association of America on the issues raised by Google News use of newspaper content. He says it is unlikely that Google would buy the content behind a pay wall for a subscription and make it available to users for free. Under the current arrangement only AP is paid for content. Newspapers can choose not to be part of the Google Search but choose to get traffic from Google Search to their websites, and from Google News to their websites, which they monetize through advertising. Germany's investment in defense and infrastructure will see major increases under Merz/Kingsbiel CDU/SPD coalition government, borrowing in 2029 are 4 time levels in 2024 to finance a massive wave of investment. These investments were held off under Merkels government of the CDU from 2005 to 2021 and under the four year term of SPD's Scholz. A lot of damage is done by such disinvestment in the German economy from childcare and housing to transportation and internet infrastructure, to defense. It was part of the program of the Greens and Social Democrats under Scholz's government 2021-2024 but was stalled by finance minister Christian Lindner of the Free Democrats who was not fired until 2024 and who lost his seat and the FDP's presence in parliament in the 2025 elections for his role. Lindner's support of the constitutional debt brake set up by Merkel is seen as depriving Germany of the modernization of its infrastructure and the economy.  Germany's defense budget is set to more than double by 2029, increasing to €152.8 billion ($177 billion). Net borrowing will  significantly increase in the draft budget.  €81.8 billion in 2025, up from €33.3 billion in 2024. €89.3 billion in 2026, €87.5 billion in 2027, €115.7 billion in 2028 and €126.1 billion in 2029 or 4 times the level of 2024. The principal achievement in 2025 by Merz was to remove the constitutional debt brake of Merkel/Lindner and make modernization of infrastructure and defense a top priority of the Merz/Kingbeil CDU/SPD government. ...

Jens Stoltenberg, Secretary General of NATO, says European nations are spending 2% of their combined GDP on defense spending in 2024. There are variations between EU and NATO members yet Europeans are already at 2% of combined GDP on defense spending. There is more defense spending that is happening beyond the 2% as the Ukraine war continues into 2024. Stoltenberg also said two thirds of this defense spending is going to US manufacturers and for manufacturing in the US as there was great demand for  American made Himars rocket launchers, Patriot missile systems, and for F35 jet fighters. The statements that the Europeans are not taking their defense seriously and that American jobs and American factories as part of defense infrastructure rebuilding are not part of the story no longer hold true.

Indian rating agency Crisil says expeditious settlement of stressed assets in India's banking system is needed for the private sector to play its part in the country's infrastructure development. In the last 4 years much of the effort in infrastructure was undertaken by the government. Crisil CEO Ashu Suyash, says Rupees 50 lakh crore needs to be allocated for capital investment in infrastructure for the 5 year period 2018- 2022. About Rupees 3000 crore investment per day is required. In addition to improving the banking system, other actions needed are new private-public partnership efforts, front ending of projects, and a deepening of the infrastructure financing system. Infrastructure investments have suffered from lack of investment in India and this should be a top priority for the government, say experts. This includes tapping into pension and insurance funds under new arrangements. The central government has announced a 7 lakh crore investment plan to build 83,000 kilometres of highways by 2022. Crisil has developed an "investability index" to track and measure the attractiveness of such projects.   ...

Interest for loans has ranged from 4 to 6.4%, higher than World Bank loans but lower than loans from western commercial banks. Sri Lanka has $54 billion in debt, with large debt payments for a nation of 20 million. For years Peter Bernstein has watched the US markets, from the postwar recession of 1958 till today. He is now 89 years old. He sees 2 culprits one is oversecuritization and the second is years of overborrowing by financial institutions and consumers alike. He rules out a V shaped business cycle. he sees an L shaped business cycle or a a flat U. It would be a flat U because it will take a long time for the memory to recover from the excesses of recent years and the consequences. He remembers the early years after World War II, it took a very long time to get the depression out of business and banking decisions. And he says one of the things that helped people take risks was the feeling that the central bank had got things right and knew what it was doing but he says the Fed too now is going to feel what it should do now is less clear. So the feeling going forward will be to be very careful. He thinks this will take a long time to clear up, much longer than people think. Not 2009, he is sure they are wrong, there has to be a respite along the way is how he puts it. He says until credit is going up instead of down you can't have growth. And he thinks housing has to be a part of this. And then there is the uncertainty. What if, what if China goes into a recession? His point that " nothing can go in one direction forever." And China has been growing like this for twenty years since the 1990's. It just does'nt go on forever. and there has to be a respite. Again here him speak: first he goes to housing, he says somehow housing has to flatten out. Then he shifts to say "we have to underpin the consumer" and with that he shifts to saying this is why its different, and to saying this is why its like nothing we have had before. And then he turns to investment, saying its investment that made the V at the bottom of the cycle but he doesn't see the consumer in the USA coming up with a positive till he has worked out the excesses of overspending. Exports or consumer overseas? He thinks they maybe too infected by us to do it. Though Asian growth will help....

As the Obama administration plans a large stimulus spending plan that may approach $1 trillion over several years, considering also the second phase of the $800 billion first phase stimulus, there is a concern that there may be wasteful spending and social costs of borrowing and spending by the government of such proportions. In economics jargon this hinges on whether there is amultiplier effect of spending, higher if its efficiently and well spent with less impact on private consumption and investment, and lower if the opposite were true. The assumption behind amultiplier of 1.0 for an additional bridge or road is that resources like manpower and capital that would be otherwise idle are deployed to produce something useful. An increase in one unit of government purchases increases by one unit the real gross domestic product. The government has effectively created the additional bridge or road without a cut in anybody's consumption or a businesses investment. The other contrasting approaches are to say there is a multiplier of zero, meaning there is a social cost in two ways. One the reduction of consumption and the crowding out of businesses investing in new products and technologies for example, and second in the inefficent use of resources if a government bureaucracy is put to work allocating money and the additional dangers of favoritism and corruption. To say that there is a multipier of 1.5 would mean that the government figures out a way to get private investment through conversion of plants for automotive parts say to make wind turbine blades by giving incentives, tax benefits and grants, spends on a dilapidated road and public transportation infrastructure that may provide benefits in increased growth capacity over future years. The limits of a government bureaucracy and inefficiency of government would in this case be addressed by transparency rules adopted and measures that track progress that are freely available to all citizens say on a website on the internet, and by bringing in fresh management talent from the private sector. There appears to be no generalization that can be applied for one multiplier for all projects. It may be that the multiplier will vary with the project. Some projects like the conversion of a factory making unneeded auto parts to a badly needed wind energy part, to change the dynamics of energy market pricing, to meet energy needs and cut emissions, may end up having a multiplier much above 1.0. A redundant or less needed bridge has a lower multiplier than a bridge rebuilt before it leads to breakdown. And also the complication that too large a movement in one direction say of stimulus spending, might result in a shift of the curve towards a smaller multiplier and diminishing returns, as the resources to track such a large expenditure and the talent to adminster are overextended. The social cost of private investment not making that investment in new technology, new product or improved product has to be figured into all this, both at the conceptual level as all costs and benefits may not be picked up in the analysis, and at the macro level keeping in mind that the animal spirits, as they were once described, may just not be there to absorb the huge outlays which a government can make. These do not come without an opportunity cost and borrowing costs. All this leads one to to conclude that spending has to be carefully evaluated and projects assessed on a case by case basis for costs and benefits. The spending has to be balanced to provide just as many incentives for private investment to invest in new products and technologies. One way the Obama team is attempting to address this is to include a $300 billion tax cut for businesses and individuals. The business tax cuts are aimed at helping small business with losses, and for future investments and making hires and forgoing layoffs. Most people are not aware that EU had 10% tariff on US car imports into the European Union over many decades. US tariff was only 2.5%. The US tariff of 15% on EU car imports into the US in 2025 comes after EU recalcitrance for decades in lowering its tariffs on US car imports.  German carmakers have prepared for the higher tariff and EU car stocks were up as this is a lower tariff than the initial tariff of 25%. German car makers export luxury cars with higher margins which offers some offset as well as increasing efficiency in car making so that only a small part of this will be passed on to the US car buyer. An offset to the US car buyer is in the One Big Beautiful Act of 2025 which lets car buyers deduct the interest costs of leasing a car. The result is that US car industry will have the advantage it has long been deprived of and American car buyers will not be affected in the way the media has presented, or not at all. Over time German car industry will also do well with its access to the growing American market. Germany will lower its tariff on US car imports to 2.5% from 10% which makes it profitable for BMW and Mercedes to make SUV's in the US to export to Germany and EU, making this a win-win for US and EU. ...

Gordon Brown, Britain's prime minister and the finance minister Alistair Darling have lifted their reputations with their decisive plan and execution of it to inject capital and take majority ownership of British banks RBS and HBOS/Lloyds. This comes after earlier missteps which led to a bank run on Northern Rock bank. Their plan is now held up as a model plan around the globe and is being followed in the US and in other countries. It could not have come at a better time, as in the US Fed chairman Bernanke and Treasury Secretary Paulson were having some missteps of their own with their plan to buy up troubled assets. That turned out to be difficult to carry out and may take months- very costly missteps leading to freezing up of global credit markets and criticism from most economists and experts. It was a model of multilateral coordinaton wih many nations represented. Before the war the supplies, spare parts and some of the aircraft for the heavy duty Antonov cargo carrying planes were shifted to Leipzig, Germany from Ukraine. Some of the other aircraft were damaged in the early days of the war near Hostomel. Ukraine was the location of a  significant part of manufacturing capability in the old Soviet Union. The very first helicopter that was mass produced in the world Sikorsky R-4 was made in the US in 1942 and designed by Sikorsky, who is from Kviv , Ukraine. After winning a competition in St Petersburg in 1912 for an early design Sikorsky immigrated to the US in 1919 to form the Sikorsky aircraft company in 1923. 

Sikorsky's story including his early education in aviation in St Petersburg reflects the strong ties that Ukraine has with Russia, yet with the Bolsheviks and the Russian Civil War he chose the opportunities the US offered, and chose to leave for the US.

During the election efforts were made to get Mr. Trump to disclose more about his finances as a real estate businessman- most of these efforts failed and not much is known about president Trump's finances. The president says he never said he would order the Justice Department to fire Mr. Mueller, yet he left open this possiblility, according to the NYT, as the president feels it has affected the first 6 months of the Trump presidency. This interview with president Trump was published on July 20, 2017, the day after an editorial in the WSJ by the Editorial Board of the Journal on July 19, 2017, calling for transparency from president Trump on the Russia investigation. This was an exceptional and powerful editorial by its editorial board telling president Trump that he must tell everything he knows now or face the risk of losing public confidence, and risk his presidency. It said that president Trump was wrong to think that his larger than life personality and social media role could insulate him from the effects of this lack of transparency. ...
