A unanimous vote of the Chinese Communist Party Congress now puts "Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era" into the Chinese Constitution. As the 19th Party Congress ends Xi Jinping joins two other leaders of the Communist Party Mao  Zedong and Deng Xiaoping, who were so honored. It also appears that unlike previous leaders Jiang Zemin and Hu Jintao, Xi Jinping is concentrating authority and direction for China. This Congress marks the end of Xi's second five year term as party general secretary.  Under Hu Jintao there were efforts by some Communist leaders to create new power bases. This period ended with Xi Jinping bringing a clear direction and authority under the Communist Party. This has led to China taking on a leadership role in the world economy and global political affairs after the election of Trump in the U.S. in 2017. The CDU party selects Annegret Kramp-Karrenbauer as its next leader. Chancellor Merkel favored the state premier of Saarland, a small German state, as the next leader. Kozo Yamamoto joined the Finance Ministry in 1971, and is serving his sixth term as member of Japan's parliament. Since 2011 Yamamoto has convinced Abe, a colleague in parliament, about the need for reflationist policies now called Abenomics. This helped Abe make a comeback win for the prime minister's position for a second time. Yamamoto led the study group that convinced Abe of the need to delay the second increase in the consumption tax to 2017, and a 3 trillion yen stimulus package to encourage household spending, following the economy's fallback into a recession in Nov. 2014. He says it was important to not add to the headwinds the economy is facing. Yamamoto does not fall into the conservative mold of people from the Finance Ministry, as he takes tango lessons, is interested in fine pottery, and in Italian cooking. He has called bureaucrats in the ministry and central bankers "feckless" and "defiant," after years of questioning them in parliament and demanding reflationist policies. With the snap election in December 2014 the Abe led LDP is taking on the conservative Finance Ministry officials, who have insisted on sticking with the old timetable for the tax increase, regardless of the headwinds and slowing exports....

The Public Private Investment Program announced by Treasury Secretary Geithner finally gets underway in October 2009. Black Rock, a group led by the Wellington Company and a group led by Alliance Bernstein are private participants in the effort to get private participation to rid banks of bad loan assets. Five of nine money management firms selected by Treasury to buy toxic mortgage related securities have raised the minimum of $500 million from investors each, to qualify for matching government loans. In total the program will allow money management firms to buy up $12 billion in bad assets. THe IMF estimated last week that financial institutions around the world have still on their books $2.8 trillion in troubled mortgages and securities. Only half of that amount has been booked in losses, which leaves $1.4 trillion still to be resolved. $12 billion is less than 1% of this, which begs the question how will this make a difference? Treasury only hopes that this will restart trading in bad assets and help establish market prices for these assets. If unemployment worsens and the economy sees a sudden relapse in the near future this $1.4 trillion in bad assets will continue to create serious problems for financial instituions and the international financial system....

It shows what we can do when we pursue what our mind tells us and what comes from inside. Nakamura had to work very hard to do this. In a small company he says he had to do everything himself. This account describes the events that preceded the raid on the compound in Abbottabad that housed Osam bin Laden. The first information came years earlier during interrogation of Al Quaeda suspects in Iraq, who referred to a courier carrying messages from senior leaders. One suspect Hasan Gul referred to an important courier in 1994, and tried to disclose as little as possible. Over several years the information was pieced together leading to the courier's location at the Abbotabad compound. There was another individual living there who rarely ventured out and a seven foot wall protected the terrace in that part of the compound, making it impossible for outsiders to see who he was. Garbage was burned at the compound, and the nature of the compound with high walls and security led the CIA to believe there was a high probability that senior Al Quaeda leaders were inside. In December the CIA asked Congressional lawmakers at a secret meeting for additional funds to finance the operation. Adm. McRaven was placed in charge of the operation. A mock compound was built in Afghanistan and the attack on the compound was practiced by Special Forces. In April, Leon Panetta, who had tracked the information about the compound as head of the CIA, held daily meetings. He told his team "we've got to find out what the hell is in that compound." On April 19, Panetta informed Mr Obama that the CIA believed Osama Bin Laden was there. The same day Obama gave the go ahead for a helicopter assault....

One of the problems facing the Republican People's Party, the CHP, is how to connect with religious voters. CHP is the party that is most closely associated with modern Turkey's founder, Kemal Ataturk. CHP was the main party in Turkey till the recent dominance of the AKP Party in elections. AKP drew support from the more religious and rural population in the parts of Turkey outside cities such as Ankara and Istanbul. CHP rarely identified itself with street protest and remained aloof from ordinary people making it hard for it to contest elections against the AKP - winning Ankara and Istanbul but losing the elections in the last decade. The AKP also allied itself with Turkey's Ottoman heritage and appealed to nationalist sentiment against a conservative aloof CHP leading to a split in Turkey between the secular urban and the religious minded more rural people. CHP also did not work with minorities such as the Kurds to build a broader coalition. This is changing with the march from Ankara to Istanbul led by CHP leader Kilicdaroglu. The march came after the justice system appeared to be allied with president Erdogan, and a 25 year sentence was given to one of Kilicdaroglu's deputies. Erdogan now appoints the judges in the judiciary and the crackdown on the opposition since the failed coup of 2016, has led to a sense that Turkey is now run as a one party state. An estimated 1.5 million Turks participated in the rally in Istanbul, according to DW, showing that the opposition is forming to the arbitrary rule since the emergency powers assumed by the president. For the last decade Erdogan and the AKP Party formed the government. What changed since 2016 is the new constitution that gives new powers to the president and the arbitrary rule since the crackdown on the opposition that intensified after 2014, and which has increased since the failed coup in 2016.  ...

The failures in Argentina's management of the economy recurring decade after decade for the last 50 years and with an historical trend, relate to the breakdown in the political process in the country, the failure of society to come to grips with the problems as one community with common interests when fighting inflation as we see in most nations including in the US, Europe and modernizing nations of Asia. As well as countries such as Brazil that have overcome their issues with inflation since the 1970's. The lack of industrialization in Argentina and Chile leaves the countries vulnerable to commodity exports. A bad harvest year can ruin the economy as no rainy day fund exists as was done in Russia after economic crises. Borrowing from the IMF leads to a cycle of repeat crises followed by IMF borrowings, austerity budgets such as Milei's when budgets can be corruption free, disciplined and efficient to begin with for a startand kept that way by the whole of society acting together under responsible political leaders. Asian nations learned from Europe and drafted their economic path, Latin America which is largely populated by emigrants from Europe has failed to do this. The differences are stark. Much of Asia experienced war and strife since the 1930's and the suffering created a dire need for good leadership and programs for modernization and infrastructure by all of society pulling together. In Latin America the failures of political parties across the spectrum has led to drugs entering the economic framework, leading to failed states in other ways, and large parts of Latin America are now affected by this problem. The results are that this affects the people of Europe and the US with illegal flows, a problem unprecedented in the history of the US since 1787.  ...

Grim warning from chief scientific and medical advisors to the British government that we are not through this yet, there is more ahead. Without strong action there could be 200 deaths a day and 50,000 cases a day, says Sir Patrick Valance, chief scientific adviser. Tens of thousands of deaths could happen in the winter and there is little prospect that restrictions can be lifted for the next 6 months. The chief medical officer to the government says if we do too little the virus is going to take off. Sir Patrick Valance said at a joint appearance with Whitty in Downing Street that if the virus doubles in 7 days, then if we have 5000 cases a day, it would be 10,000 the next week, 20,000 the next week and 40,000 a day the week after. In a month we could be near 50,000 a day. The vaccine the advisors said may be available to small groups by the end of 2020, only in the first half of 2021 will it be a likely scenario of it being available in widespread way. On protection they say most of us are not protected only about 6-8% may be protected in the hope that immunity is gained by having been infected and developing antibodies. We have to deal with it collectively for the next 6 months as it is now growing across the whole country, not just in some places or environments. Doing too little is dangerous and could let it take off speedily and affect hospitals again, doing too much so that unemployment is affected and poverty social deprivation happens is also to be kept in mind. ...

Workers can come back after 6 months to resume their old job. Employers cannot say no except for special reasons.  This leave has the support of employers, unions and the government. In Sweden's unique culture which emphasizes work-life balance workers taking 6 month leave of absence can get back to their old jobs smoothly.  In Sweden it is very hard to fire an employee who is permanent. So that once an employee has permanent status there is very little incentive to leave to do something else. The 6 month leave option lets workers try out something different or start a business without incurring career risk in addition to financial risk. Workers are more comfortable venturing out when they know they can come back to their old job and are not risking their careers. This BBC report shows profiles several new business owners who took 6 month leave to start a new venture they were passionate about. The way this happens is that an employee first tries out an idea in his spare time while he works full time. When he is comfortable making the move he can take the 6 month leave to devote time to it full time. Experts say Sweden is the only country in the world to give this right to leave to start a new business. In 2017 175,000 people took this leave compared to 163,000 in 2007, according to Statistics Sweden. During this period registration of new companies shot up from 27,000 to 48,000. ...

The overall tone of the report is that regulators must be vigilant for ways in which banks may try to evade the rule. The shift to aluminium cuts weight by 700 pounds and enables Ford to use smaller V-6 engines on the F-150 to improve fuel efficiency. The faulty ignition switch could partially turn off the vehicles while driving, disabling airbags and making it hard to steer leading to accidents. And Intel has signed up Nokia, Samsung, Sprint and other key players to its effort to develop and promote wi-max technology for wireless. About 1.38 million emails were handled by 4 staffers, showing horrendous understaffing. In a written response SEC enforcement staff played down the likelihood of naked short selling abuses. It noted that alarge number of cases settle over time. The SEC staff said that the agency needed to "intelligently leverage" its resources and alarge number of complaints provide "no support for the allegations". Morgan Stanley, Citigroup and other frims came under extreme pressure from short selling, and short selling has led to near collapse of many firms during the crisis since the middle of 2008, so its strange that the SEC takes this position. But it is not surprising as in recent years enfocement has been lax, regulation has been neglected almost by design, and resources and staffing are severely short of needs for the SEC's mission to be performed with some degree of confidence....
