Ruth Marcus looks at the assumptions behind Romney's tax plan and questions whether simplifying the tax system with lower rates would help create the climate for higher economic growth and lower unemployment. Much of the differences between Republicans and Democrats revolve around this assumption, a core belief on one side and skepticism on the other. An effort to obtain a bipartisan assessment was made with the Simpson-Bowles commission recommendations, which advised closing loopholes and reducing deductions. The work done by Martin Feldstein on the Romney Tax plan builds on this approach of limiting deductions, and reducing taxes across the board. An issue for Democrats is inequality. Lower wages to improve competitiveness in manufacturing industry is a trend in Republican and Democratic administrations, because of the effort to improve U.S. competitiveness against other trading nations and has played a large part in lowering incomes in manufacturing oriented midwest and eastern states. The other cause of increasing inequality is the housing crisis and the effects on the economy through foreclosures and unemployment. The housing crisis developed under a Republican administration, and the lack of effective measures to prevent foreclosures under the last 4 years of a Democratic administration worsened the economic condition of the middle class, and especially so for minorities. During the housing and foreclosure crisis the proposals put forward by Republicans Martin Feldstein, a Harvard economist, and Sheila Bair, head of the FDIC who calls herself a "populist from Kansas," for bold government help to homeowners under water would have helped the middle class financially, and especially minorities, far more than the efforts of the Democratic Obama administration, and under Feldstein's plan even turned aound the housing market and boosted a recovery. Trends in world trade and industry have large effects outside what administrations of either party can control, and a lot depends on the temperament, wisdom and leadership provided....

House Democrats in the U.S. see the Republican health care plan making the same mistakes in 2017 that the Democrats made in 2008. With the passage of the bill in the House of Representatives with a vote margin on May 4, 2017, rushed through in the way the Obama bill was also rushed through, the nation remains as divided as ever on the issue of health care. The Republicans favoring limiting subsidies and cutting Medicaid, and using some of the savings for a tax cut. The Democrats favoring mandated coverage for all and large subsidies to reduce the number of uninsured Americans, with expansion of Medicaid for very low incomes. Democrats in the House say the Republican House bill will result in Republicans losing seats in the House in midterm elections.

The first of a series of quarterly reports put out by the Federal Reserve Bank of New York, on the subject of household debt and credit. It shows that the process of unwinding consumer debt in the US is a slow and painful one. The figures tell the story, which touch every aspect of the US economy and business, with ripple effects through the world economy. Total consumer debt is $11.7 trillion as of June 30, 2010, which is down 6.5% from the crest reached in the third quarter 2008. Credit card accounts are down 23% from the high reached in second quarter 2008, and mortgage obligations down 6.4% from 2008. By mid 2010 11.4% of consumer debt was delinquent, and this was up from 11.2% in 2009. $1.3 trillion of consumer debt is delinquent, and $986 billion is seriously delinquent- that is 90 days late. Serious delinquencies are up by 3.1%. Other figures fromt he Fed report: Half million people in the USA had a foreclosure added to the credit reports for the period March 31, 2010 to June 30, 2010. This was up 8.7% above the figure for first quarter of 2010. New bankruptcies showed up in credit reports for 624,000 people during that quarter, an increase of 34%. Another major problem stacked on top of this for consumer spending- the Fed's interest rate policy according to Todd Petzel, chief investment officer of Offit Capital Advisors, burdens consumers with a tax of $350 billion in income lost from low to zero interest rates. This creates two problems of its own. Not only does it depress consumer spending. It also makes consumers reach out for riskier investments. This figure was calculated by taking $14 trillion in debt issued by Treasury, federal agencies and municipalities. Rates are near zero on short term Treasuries compared to 3% average over the years. Taking 2.5% on $14 trillion, the figure of $350 billion was arrived at. Or 2% of gross domestic product. Analysts say that it would be better not to save a few zombie banks at the expense of consumers and pension funds. It lowers the cost of the deficits through the lower interest rates the government pays on its debt, but lower consumer spending and a limping economy hurt tax revenues and increases the deficit....

A bill passed in the House and now going to the Senate in the US will put a tax on remittances of 3.5% for people who are not US citizens or nationals. It was at 5% but lowered to 3.5% just before the vote. 

Total remittances from the US in 2023 are  $656 billion, according to the World Bank. Total remittances to Africa from US $12 billion of $92 billion total. DW.com shows a family outside Accra, Ghana depending on these remittances for food, medicine and education.

An out of control migrant problem with tens of millions of migrants flooding the US and Europe became a major issue in the 2024 US election. Voters clearly supported strong action to control migration and human smuggling across borders.

In a forceful speech at George Washington University, on April 14, 2011, President Obama outlined his proposal for addressing the U.S. budget deficit. His plan includes a mix of tax increases and spending cuts. His plan is for a $4 trillion deficit reduction over 12 years, with $1 trillion coming from revenue increases, $2 trillion from spending cuts, and $1 trillion from savings in interest because the U.S. would borrow less. Obama's plan would end the Bush-era tax cuts for people earning more than $250,000 a year and eliminate a number of tax breaks. Spending cuts would include cuts in Medicare costs, discretionary spending, and defense. Obama's plan would commit to automatic, across the board spending cuts and tax increases if an initial target is not reached by 2014. Obama said the Republican plan proposed by Paul Ryan presented " a vision that was less about reducing the deficit than it is about changing the basic social compact in America....The's nothing courageous about asking for sacrifice from those who can least afford it and don't have any clout on Capitol Hill."...

The $369 billion Biden climate change and tax bill moves forward with renewable energy but also keeps incentives in place for oil and gas drilling for the transition period now that there is an embargo on Russian fossil fuels. US now exports LNG to Europe with the cutoff of gas supplies from Russia and gas rationing in the EU. In this new situation Senator Schumer has come up with a new approach and is preparing to take this through the US Congress. It puts president Biden within reach of his climate goals for 2030 for 50% reduction of carbon emissions by 2030. This bill could accomplish 40% of that reduction.

Erskine Bowles, a former chief of staff under President Clinton, and Alan Simpson, former senator from Wyoming, say the U.S. Supercommittee members should remember that their personal priorities and the common good are not at odds. The authors of the Bowles-Simpson Presidents Commission for deficit reduction say there is growing discontent among voters with politicians who are obsessed with gaining partisan advantage. Using issues of national importance that require a common approach from all parties as a way to score political points will only backfire on these politicians. Personal priorities of members of Congress are now no longer at odds with the common good, they are converging. It is upto the Congress, members of both parties, to push back against the special interests and partisan politics, and show leadership on the deficit. The eurozone crisis has shown the dire consequences of any sluggishness or procrastination. The failure of the political class and leadership in Italy and Greece, and in other nations of the EU, has put the fate of these countries in the hands of markets, which have relentlessly pushed up the borrowing rates of Greece, Italy, Spain and other countries, and taken future direction out of the hands of politicians. Erskine and Bowles say don't wait for a fiscal crisis to take action because it will be disastrous economically and politically, with everyone as losers and no winners. Timidity is not an option, leadership is required to take action that is big and broad, tackling tax expenditures, entitlement expenditures, defense, across the board....

This NYT editorial says the Pfizer bid to acquire Astra Zeneca is an inversion, a tax maneouvre using openings in U.S. and British tax laws that allows an American company to incorporate in London by acquiring a British company. In effect Pfizer beomes a subsidiary of the British company. This reduces taxes owed even though business takes place at Pfizer as before. NYT says 25 companies have adopted inversions since 2008. The top corporate tax rate in Britain at 20% is lower thant the top rate of 35% in the U.S. Additional tax maoeuvres could make it easier for income shifting to tax havens, and make it possible to free up cash held in foreign countries without the need to first repatriate it to the U.S. The problem is that such maneouvres are taking place at a time of large U.S. deficits, and deep cuts in public services and government investment in R&D, infrastructure, education, that would lead to future economic growth.

Republican Senators Corker and Blount are confident that a solution can be devised for the sticking points on a deal between the Republicans and the Democrats. The Republicans consider the savings in the Reid plan from the wars in Afghanistan and Iraq a "gimmick," but essentially the Reid and Boehner plans say analysts are similiar in the inital cuts in spending. The sticking point for Democrats is on the whole process of the debt ceiling extension having to be redone in early 2012. For Republicans the sticking point is in in tax increases which the Reid plan leaves out in the initial period for debt limit extension into 2013 when a new president takes office. House majority leader Boehner is facing opposition within his party and this restricts his leeway for striking a deal- the Boehner plan passed in the House by a vote of 218 to 210 on July 29, 2011, with 20 Republicans voting no. It was voted down in the Senate that same evening with a vote of 59 to 41, with 6 Republican senators joining all 53 Democratic senators. As it stands now, the weekend before the August 2 deadline, President Obama concedes that there is "rough agreement" about the size of the first round of spending cuts, and the "next step" to rein in borrowing. He went on to say that "if we need to put in place some kind of enforcement mechanism to hold us all accountable for making these reforms, I'll support that too, if it is done in a smart and balanced way." Its the design of this enforcement mechanism that is the main point in the remaining negotiation. The nature of the committee selected from both parties for the next phase of savings, its powers and the trigger in the sense of what it can ensure happening if no decisions are taken by both parties. ...

The Bush tax plan simplifies the tax code and cuts the highest rate from the current 39.6% to 28%. It reduces the corporate tax rate to 20% and favors business investment. The tax on income earned by companies overseas is gradually phased out in the plan. It is designed to jumpstart growth. Jeb Bush balances his plan by creating some element of fairness by doubling the standard deduction, expanding earned income credit, limiting itemized deductions to 2%, and ending loopholes for hedge funds such as "carried interest." Jeb Bush has lamented the loss of income and economic mobility for the working class and lower middle class in the U.S., more than most of the Republican candidates, and this tax plan takes this into account, by betting that working class and lower income people benefit most from higher growth, better job mobility, and wage growth, as well as an element of fairness in taxes.

For the former president the choice was natural because his style fitted that of Vance of saying directly with candor what he thought. This editorial page opinion in The Economist says the increasing concentration in business is a real problem today. It says tech companies like Apple, Google, Facebook, Amazon are entrenching through acquisitions of smaller companies and startups leading to an unhealthy level of concentration, and control of entire markets. More competition is needed so that startups and smaller companies can grow, and new ideas or ways of doing things get a chance. A big problem is tax avoidance with individuals paying taxes like everybody else, and large tech companies like Google and Apple having the option to not have to pay just like everybody else. It calls for a "tough-but-considered" approach to tax avoidance. Its not that the money saved in taxes goes back to support millions of people hired by the industry through workers wages and future investment that builds a future for workers and the company. It cites figures showing 1.2 million employed in the top 3 carmakers in the U.S. auto industry in 1990, and only 137,000 employed by the top 3 companies in Silicon Valley including Apple and Google with capitalization of about $1 trillion.This contributes to a sense of unfairness that is being expressed in voter sentiment in the 2016 elections, especially with the wide divergence in the way that the top 45 percent has done in net worth of over $400,000 in 2013, after the 5% which is in the millions, and the bottom 50 percent at average overall net worth of $25,000 in 2013. A huge disparity that  U.S. Federal Reserve chairwoman Yellen, who cited these figures at a Boston Fed conference in Oct. 2014, says is "near their highest levels in the last one hundred years and probably much higher than for much of American history before then."  ...

Was Merkel right in setting an amendment to the German Constitution to limit the structural budget deficit to 0.35% of GDP. It is called the Schuldenbremse Amendment. It means there is no money to invest in the country's future, no money for infrastructure even when it is old and crumbling for roads, bridges rail stations and airports, no money for digitization of the economy in which Germany has fallen behind, not enough for defense, and no money to fund needs in education, healthcare, childcare. And not enough money to invest in climate change action. Absent this investment the German economy falls behind, jobs become precarious and public dissatisfaction leads to volatile political situation. This article in Zeit Online emphasizes that the deep sense of unease and anxiety about the future among working class white people is behind the shift in American politics. This shift has a lot to do with the basic identity of the U.S., the borders, and  the ability to generate decent jobs at decent wages. The populous states of the midwest in Pennsylvania, Michigan and Wisconsin helped tilt the outcome to Trump. It is pointed out that this shift is not simply a result of tax breaks for wealthy people and corporations. It goes a lot deeper than that- a growing anxiety about identity, borders and decent wages with decent jobs is what worries non college educated people who make up a larger proportion of voters in some midwestern and eastern states. Democrats also put themselves in an unsustainable position by pushing trade agreements such as TPP as an Obama legacy- even in the face of strong evidence that core working class Democratic voters, unions, and other working class groups had fervently opposed it. It is not that there are fewer liberals today- about 21% in 2012 and the same in 2016. Simply that the anxiety was too high about issues such as borders, identity, and manufacturing jobs that Democrats lost sight of. ...

U.S. president Trump approved tariffs on $50 billion of Chinese goods. The U.S. Trade representative is expected to announce the goods subject to a tariff of 25% on June 15, 2018, and publish them in the Federal Register next week. China's Foreign Minister Wang met with U.S. Secretary of State Mike Pompeo in Beijing, saying at a joint news conference that  if the U.S. went ahead with the tariffs on $50 billion of Chinese goods China has made preparations for tariffs of its own on American goods. The biggest targets for China are aircraft and soyabeans. Separately the Tax Foundation shows the tariffs on Chinese imports, coming on top of tariffs on steel and aluminium imports, would lower GDP in U.S. over long run by 0.06% and reduce employment by 45,000 positions. Other reports also confirm the impact is not significant enough and the U.S. sees its strategy as one of reversing the trade imbalance in the way it acted in negotiations with the Japanese after a similar trade imbalance with Japan. In some ways the trade imbalance with China is more severe in its impact on manufacturing in the U.S., hollowing out some sectors, and the size of the imbalance at about $ 1 billion a day much larger. This is also the position taken by U.S. Trade Representative Lighthizer, an experienced negotiator who negotiated with Japan during the Reagan administration. There is also the added issue today of intellectual property losses for the U.S. that the U.S. is seeking to address in the negotiations. ...

The U.S. Federal Reserve announced on Dec. 13, 2016, that it would increase its benchmark short term interest rate by 0.25 percentage point, to between 0.50% and 0.75%. The increase will also be reflected in business and household borrowing costs. The Fed also announced its intention to make 0.75% percentage point increase in 2017, possibly in 3 quarter percentage point moves. The Fed's forecast is for the fed-funds rate to reach 2.1% at the end of 2018, and 2.9% at the end of 2019. The Fed's policy is based on a sense of strong labor market with unemployment falling, and says it is based on discussion at a 2 day meeting, and "in view of realized and expected labor-market conditions and inflation." This reflects a view that there is now not that much slack in the labor market, that further improvements could trigger higher inflation. Fed forecasts for inflation are for it to increase from 1.5% in 2016 to 1.9% in 2017 and to the target of 2% in 2018. The unemployment rate of 4.6% in 2016 is forecast to go to 4.5% in 2017 and remain at that level till 2019. Economic growth is forecast at a median annual rate of 1.9% in 2016, 2.1% in 2017, only a slight improvement from last forecast in Sept. 2016. Support for chairwoman Yellen's policy decision was unanimous. These views also are in line with the Fed's forecasts and policy decision as they reflect the concerns of the Fed about inflation, and also reflect the Fed's view that growth will be close to 2% in 2017-2019, and not the 3-4% stated by Trump and Treasury Secretary Mnuchin. Fed rate policies to keep inflation at about 2% tend to counter stimulus spending by the Trump administration and effect of tax cuts. The size of the stimulus and the tax cuts are also likely to be much smaller than stated because of Republican concerns about the deficit in the U.S. Congress, according to these views. The stronger dollar also has the paradoxical effect of making trade gains more difficult while increasing trade friction in tougher bargaining supported by Trump, making the higher growth targets harder to reach.   ...

In commenting on Rishi Sunak, a former hedge fund manager's sudden rise from anonymity three years ago when Boris Johnson became prime minister to leadership of the Tory party and prime minister, The Hindu cautions that it is of limited symbolic value, this kind of connection between India and the UK. The Tories are a house divided against itself, with many factions. Truss was brought down by Gove and others on the backbench who were not included in the government. Other Conservatives on the backbenches today, and Johnson, Jacob Rees Mogg, represent factions that are not represented in this government as was evident in questioning by Opposition leader Starmer in QA in the House of Commons. Other problems remain also evident in Starmer's questioning for Labour in parliament, including questioning about non domicile status in the family for tax purposes. Privileged Tories with connections to free markets such as Jacob Rees Mogg or Sunak without an awareness of the pain of ordinary working families, are not what a country with a cost of living crisis sees as leaders who can point to the way forward for Britain. As The Hindu points out he faces the same difficulty that Johnson with his style and personality was able to sidestep, that Truss naively tackled with quick unraveling of tax cuts for the upper incomes, and which Sunak with his experience with financial hedge funds may appear to have grasped but find escaping his grasp. This is the difficulty of matching traditional Tory policy of tax cuts and austerity, at a time when all major countries of Europe and the US are providing significant cost of living assistance to working families. Even small bits of austerity policy, or lack of conviction to help working families may now be seen by the Opposition, Labour, and even within some part of the Tory party and the vast majority of working families as oppressive.  Starmer is keen to remind working people of where Sunak stands as he did with the question in parliament Q&A about the comments made by Sunak at a small gathering that he had transferred money from poor districts to more affluent Tory districts. Would Sunak correct these erroneous funding formulas, Starmer asked. The Hindu also mentions Suella Braverman's appointment as Home Secretary only weeks after her resignation. It was poor judgement shown by Johnson in an appointment that cost him Tory support a few weeks before his resignation. Starmer brought this up from the beginning of parliament Q&A- asking whether a deal was made for her appointment to get far right wing Tory support from Braverman's faction in the party. For India and the Indian people there are so many genuine connections with Britain and the British people, some set when Mohandas Gandhi won the hearts of English working families during his visit for negotiations with the British that are are a better basis  and that will be remembered forever in the hearts and minds of the British people. ...

The most recent U.S Congressional Budget Office projections make assumptions of an higher U.S. unemployment rate for the next 10 years. This worsens the outlook for the U.S. deficit. The CBO projections assume unemployment of 8.5% by the end of 2012, remaining over 8% till 2014. The deficit for fiscal 2012 is projected to be $973 billion, or 6.2% of GDP. This is down from $1.3 trillion, or 8.5% of GDP in the fiscal year ending Sept 30, 2011, after spending cuts. Over the coming ten years CBO projects cumulative deficits of $8.5 trillion and U.S. debt at 82% of GDP in 2021, under a scenario where Congress renews the Bush tax cuts and payroll tax cuts, and is unable to reduce fees paid to doctors under Medicare. The gap between revenue and spending is widening- revenues are at 15.3% of GDP in 2011 and spending is 23.8% of GDP.

The U.S. government sold its last remaining shares in auto company GM booking a loss of $10.5 billion- a recovery of $39 billion dollars of the $49.5 billon dollars given to GM. The Center for Automotive Research in Ann Arbor, Mich., points out that the cost of bailing out GM and Chrysler was about $13.7 billion. The benefits were 1.2 million jobs protected in 2009 during the depths of the financial crisis. It also preserved $39.4 billion in personal and social insurance tax collections in 2009 and 2010. The Treasury Department estimate of the cost is about $15 billon, including money invested in GM's former finance arm Ally Financial Inc. President Obama says the effort helped create 372,000 new jobs in five years. Treasury Secretary Lew summed it up by saying "it helped stabilize the auto industry and prevent another Great Depression." Other intangible but larger benefits in the long run were building up the companies anew with new pay structures the auto companies could support in a globalized economy, bringing in new management and discarding of old mindsets and culture, new relationships with unions and customers, committment to achieving fuel efficiency targets with new technologies in cooperation with the U.S. government guidelines, and renewed confidence of millions of employees in the U.S. auto sector. It is also the one area in which the Obama administration scores a clear win, and in which president Obama took the greatest interest as senator. That the public did not fully appreciate the significance of the step is more a reflecion of public frustration with how the companies were run by the old management, and a continual reminder of the importance of good management for the U.S. industry and economy....

Many economists from elite universities ignored for a long time the distortions in world trade arising from state subsidies as they used textbook economics without looking at what was happening in practice. Auto tariffs of China are 10 times that of the U.S. Other barriers are intrusive licensing requirements and foreign ownership restrictions. With subsidized land and capital, export subsidies, and tax preferences, unfair trade advantages can be gaine d in many industries leaving the U.S. in a disadvantaged position. Greece prime minister Mitsotakis in this interview tells Reuters on May 15, that he hope the next four years will be years of rapid growth for Greece, but also one that will limit inequalities and make sure that Greece supports its most vulnerable. Greece was hit hard with higher energy costs after the war in Ukraine. It was not long ago in 2010 that Greece was daily in the news with reports of the eurozone debt crisis that affected Greece, Ireland, Spain. That crisis wiped out more than 25% of its GDP. He is credited with having managed the economy through the period after Syriza a rival party almost put Greece out of the eurozone. Lack of eurozone controls on debt of its members, lack of transparency in Greece's financial affairs were severe handicaps.  Today after a decade of austerity that it took to get its financial affairs in order including tackling over hiring in the government burreaucracy, lax financial controls, ordinary Greeks face high inflation and low incomes. Mitsotakis has raised the pensions and raised the minimum wage by 20% to 780 euros to help Greeks with the cost of living crisis. He has spent $50 billion euros in relief measures since 2020. Economic growth after reaching 5.9% in 2022 will slow to 2.3% in 2023. Mitsotakis addressed both Houses of the US Congress last year when Speaker Pelosi was in office. His image is dimmed somewhat by a surveillance of the Opposition ranks that was discovered recently and is covered in an accompanying article in the WSJ on May 19, 2023 shown on this page. The WSJ looks at Elizabeth Warren's Medicare for All plan that marks a major shift for the U.S. economy.  Households would see their costs go down by $11 trillion, boosting their ability to spend on other goods and services. Because income and wealth was highly skewed in the past three decades in one direction, the spending capacity of lower and middle income households was pushed down. This and other similar plans would help restore a higher level of spending and with it an essential element of inflation of 2-3% to the U.S. economy which was missing in the last decade. This sets the tone for the kind of broad based recovery that happened after 1950 that strengthened America's middle class and made it the core of the economy, the core of the post World War II recovery in America and Europe. The plan would be paid for by higher taxes on corporations, tax rate of 21% for corporations going back up to 35%, and reverse depreciation schedules in the 2017 Republican tax law. The argument that this would reduce business investment does not hold that much says the WSJ because amid new trade tensions business investment has declined over the last 2 quarters, and has been sluggish overall. The other source for the estimated $13 to $20 trillion cost of Medicare for All plan of Elizabeth Warren is a 6% annual wealth tax on billionaires, in an attempt to have all pay their fair share and reduce wide disparities in wealth. Mark Zandl, chief economist of Moody's Analytics, says his sense is at the end of the day from a macroeconomic view- because $11 trillion in the hands of 80% of households who could boost spending after lagging behind in the last decade- the negative effect on business investment will be cancelled out by the higher consumer spending. The overall effect and today's context is infused in this analysis. Private insurance, premiums for insurance, and out of pocket cost that the public pays would disappear in this new system where all health payments pass through the government. Health insurance premiums paid by employers would convert into a new employer Medicare contribution to the government starting at an amount employers pay now and adjusting gradually toward national averages over time. Smallest businesses are exempted. Mr. Zandl says the most important aspect of this now is that Mrs Warren has shown that her plan's revenue sources match the cost so that the plan would not lead to deficits increasing and pushing interest rates higher, leading to negative effects on the economy. Republicans under Mr. Trump have paid little attention to expanded deficits caused by their tax law, and economists across the landscape have also shown less concern. Still attacks are made if the plans don't add up. For this reason a sound assessment in today's context of depressed consumers and an overall impact becomes essential. The WSJ quotes from a pre- assessment of Warren's plan by Simon Johnson, a Massachusetts Institute of Technology economist who co-wrote it with Mr. Zandl and Betsey Stevenson of the University of Michigan. What they point out is that putting cash in the pockets of the lower and middle class for spending makes a lot of sense today, and taking money out of the pockets at the way upper wealthy end,  does not contract the economy at all. Other effects they say are constructive by letting all workers get health coverage from the government instead of employers, this makes it easier to change jobs increasing labor mobility and productivity. A worker getting a better job and better utilization of skills could then shift without looking at the employer health care plan. Warren says there would be a five year transition so that workers in health care insurance industry can work in other insurance fields and in Medicare, no one would be left behind.
