The situation in California on December 12 is dire as its daily cases for coronavirus increase to over 25,000. For Los Angeles county the figure is over 10,000. California coped well with the first wave. As the summer arrived fatigue with lockdown restrictions had increased, social distancing and mask wearing were not followed. When bars and restaurants opened in Los Angeles county huge numbers of people gathered in close proximity. Beaches were crowded.  A further spike in cases is expected from the Thanksgiving period. LA officials are saying one person is dying every 20 minutes. ICU capacity is shrinking. In southern California it has dwindled to less than 10%.  In Santa Clara county in Bay area only 31 ICU beds remain for 2 million residents. San Francisco is expected to run out of ICU beds on December 27, 2020. A patchwork of restrictions varying by county means there is no uniform effort. Fatigue with restrictions means compliance is patchy with social distancing and mask wearing even at the height of this pandemic. Public officials have failed to convince the public to do their part including the governor of the state and the mayor of San Francisco, because of inconsistent messages. ...

Greg Jaffe and Patrick Marley tell the story of how the mask mandate in Michigan had the unintended effect of splitting the administration of a historically conservative Republican county in Western Michigan. Ottawa county in western Michigan is close to Grand Rapids and includes the cities of Grand Haven and Holland, with Dutch Calvinist roots. The mask mandate led to Mr. Moss getting into politics after it led to the closure of a Christian school that did not adhere to the mandate where his daughters studied. He founded a political organization Ottawa Impact with private donated funds that won the local election with eight of 11 seats in the County Board of  Commissioners. And decided the only way forward was to replace the entire civil administration in Ottawa County. Courts have prevented the firing of Ms. Hamble running the environmental division of the Health Department.  Ms. Hamble has many years of experience in her field and says she is acting professionally to protect health sanitation for the local community. The result is an impasse and much acrimony in a traditionally Republican county with unique Dutch Christian roots. The B.1.1.7 coronavirus variant from UK has changed the level of vaccination needed to where life returns to normal, says the Pasteur Institute in France. The level of vaccination has to be higher than the 70% or 80% earlier thought  to be needed for people over age of 18, in the range of 90% now that more infectious variant spread is happening. Bessent told the IMF and World Bank - "Instead, the IMF has suffered from mission creep. The IMF was once unwavering in its mission of promoting global monetary cooperation and financial stability. Now it devotes disproportionate time and resources to work on climate change, gender, and social issues.   These issues are not the IMF’s mission. And the IMF’s focus in these areas is crowding out its work on critical macroeconomic issues. The IMF must be a brutal truth-teller, and not just to some members. Instead, today’s IMF has been whistling past the graveyard. This WSJ report shows how the Twitter account of Barack Obama and Elon Musk and other prominent individuals were hacked by a 17 year old Florida teenager who was into online gaming and bitcoin currency. The teenager acted as a co-worker from the IT department to convince a Twitter employee to provide access to company internal information. After doing work fo taking over and selling online accounts the teenager started an effort to penetrate Twitter's internal systems. The teenager Mr. Clark setup several fake phishing pages, including one for the internal Twitter Okata login portal. Okta is used for securely logging into to Twitter's internal company systems.

The hourslong hack of Twitter accounts happened on July 15 with A message put on Mr. Obama's Twitter account by  saying-"All Bitcoin sent to the address below will be sent back doubled. If you send $1000 I will send back $2000."

US District Judge O'Toole of Massachusetts allows DJT Musk DOGE buyout offer to go ahead on Feb 12, after freezing it to have enough time to study it. The buyout offer originally expired Feb 6. The National Labor Relations Board issues a ruling saying that nonconfidentiality agreements of employers violate the National Labor Relations Act. It ruled that to exercize rights of employees  under Section 7 of the National Labor Relations Act which guarantees employees the "right to self-organization, to form, join or assist labor organizations, to bargain collectively, or engage in other concerted activities," employees must be able to share information about their workplace. This includes right to talk to co-workers and former employees, says the NLRB.

Trade Agreement talks will begin in December between India and Sri Lanka as Sri Lanka looks for ways to bring back growth following a 9.2% contraction in the economy in 2022 and estimated 4.2% in 2023. Mr. Weerasinghe at the International Trade Office setup under the presidential secretariat will represent Sri Lanka. Engaging in trade with India and China and regional countries is part of the plan to restore growth. Sri Lanka's exports to India were about $980 million in 2021 and imports $4.74 billion. The European Union response to Britain's decision to begin negotiations to leave the EU is a tough one that presents serious problems for Britain. EU Council president, Donald Tusk said that no talks on Britain's future trading relationship with the EU could take place till all the issues relating to Britain leaving have been resolved. Included is a bill of 60 billion euros, according to European authorites, for settling British committments in the EU. Tusk also said the EU wanted to see the rights of the 3 million EU citizens living in the EU, and the 1 million British citizens in the EU protected as a priority in negotiations. Without negotiations on a future trading relationship Britain faces tariffs and duties putting it at a disadvantage after the exit. Talks also cannot extend beyond March 2019 or new approval is needed from 27 EU states. The European parliament also has veto rights if the agreement is not seen as strong enough for the EU. Tusk says that Brexit has made the EU more united. Chancellor Merkel of Gemany has also separated exit from future trading relationship negotiations, the second only being discussed after the first is complete. The issue of Scottish independence also hangs in the balance, as the Scottish parliamentary leader Jack Salmond refused to accept prime minister May's point that her own constituency Islington had voted against Brexit yet she was negotiating for the whole of UK- Salmond responded in parliament that not taking Scotland's interests into account after it had voted against Brexit made "Scottish independence inevitable." The EU leaders are taking a calmer approach, in contrast to the more nationalist appeal in parliament to Tory back benches of prime minister May with promises she may have difficulty keeping.   ...

Early warnings that the cost cutting of Musk DOGE was a lot of PR and controversy, where instead Republicans are disciplined and persevering. Could Musk and DOGE controversies have done more harm than good by not having disciplined cost cutting that people respect as needed. One should remember that it is not on party lines- all parties should be disciplined about federal spending to preserve the strength of the US dollar and the economy. Democrat Jimmy Carter in 1976 proposed Planning Programming Budgeting Systems where every year last year's budget is irrelevant, the budget for the new year is built from scratch and offers discipline to avoid unnecessary costs in the budget, items from previous years simply pushing up deficits. PPBS courses were taught at Northwestern Business School and I took it at the time- not offered now. Once a bureaucrat has a budget no matter what his politics he wants to keep it. Democrat Harry Truman in 1940 went on the shipyards and into factories to supervise firsthand the federal spending in the war making hime known for the first time in Congress.
