The Economist magazine says the difficult process of Brexit is now being put by Theresa May into the hands of the pro-Brexit ministers, Liam Fox, David Davis and Boris Johnson. Just staffing the Department for Exiting the EU under Davis, and the Department for International Trade under Liam Fox is taking a lot of time. And the differences between Fox and Davis also figure into the time it will take to invoke Article 50. It says the points put forward by Brexiters that Britain could revert to WTO rules do not work so well in practice, and it takes years to negotiate new trade agreements with other countries. It sees many problems, and says it is no wonder that Theresa May has told the Brexiter ministers to come up with answers as they are the ones who have sold this idea to the country.

Theresa May, Britain's Home Secretary in the Cameron government, is a candidate for prime minister with the planned resignation of David Cameron by the fall of 2016. May was first elected to parliament in 1997 from Maidenhead, a town west of London. She was educated at Oxford University, worked in financial services and the Bank of England, before entering politics. She is known for hard work, a direct approach, and candor on policy issues. During a annual party convention she told Conservative party members that "our base is too narrow, and so occasionally are our sympathies," adding that people called Conservatives as the "nasty party." This was the period when Blair's Third Way was popular and Labor Party was in power. A daughter of a clergy man, she presents a rather austere image but reassuring in turbulent times with a down to earth and patient manner.  Her sports hero is a cricketer Geoffrey Boycott, known for taking long patient batting stands on the cricket  grounds- something Britain needs as it faces long and difficult negotiations with the European Union.  During the EU referendum she supported Cameron and the Stay campaign but quietly, so that she can be seen as the Unity candidate for the deeply divided Conservative Party. On immigration  she was as Home Secretary responsible for one of the difficult issues of the Brexit campaign- with net immigration at 330,000 in 2015 exceeding the 100,000 target set by Cameron. That she retains confidence from all segments of the party, as well as her education, experience, and resilience, may provide some of the "calm and composed" manner that German Chancellor Angela Merkel has called for in the Brexit negotiation. ...

Adam Nossiter of the NYT describes the clearly presidential nature of Macron's appearences during the first month in office. First at the Louvre during the night election results showed him winning easily, and later in appearances at the G 7 summit meeting and at Versailles with the Russian president. This is in sharp contrast to the chatty, "little jokes" and other efforts of president Hollande that left people with the impression that he was not decisive and strong. The French presidency from the time of Charles De Gaulle by its very nature compared to the prime minister's position of England, requires a strong presence and decisive personality. Macron shows every intention of fulfilling that role. Observers have traced this to Macron being a research assistant to French philosopher Paul Ricoeur. Macron acquired a training at the end of the 1990's from Ricoeur, which emphasized the need for and virtue of a middle ground- that sees even the events of the French revolution in a different light, with the death of the king Louis XVI in 1793 as unnecessary. ...

Spiegel Online provides a inside look at the leader of the Law and Justice Party which was elected to power in 2015. The liberal opposition that was in power since the fall of communism has seen its popularity decline in the rural areas of Poland, especially in the east. The urban-rural divide seen in other countries such as France is acutely present in Poland and other parts of Eastern Europe, with poor governance and a tendency for economic gains made under capitalism following the fall of communism to go to more educated people in the large cities. The party's leaders are Lech and Jaroslav Kaczynski who were president and prime minister from 2005 to 2007. At the time they were seen as outsiders lacking the sophistication and experience in government of the liberal opposition under Donald Tusk, who now is head of the EU Council since 2014. Tusk was prime minister of Poland from 2007 to 2014. Lech Kaczynski was killed in a plane crash in 2010. Jaroslav Kaczynski appoints members of his party to key positions in government including prime minister Duda. Kaczynski is strident about the manner in which the gains since Poland joined the European Union have gone only to certain groups able to benefit from capitalism. At a recent party congress near Warsaw he is quoted here as saying: "We are here to ensure that everyone in Poland has the same opportunities, regardless of where they live, in the cities or the country." Kaczynski's appeal is in offering a generous welfare state for the middle classes- small businessmen in villages and towns across Poland, common people, with subsidies to tackle the cost of living. His focus is on the "pathological" consequences of economic liberalism after the fall of the Iron Curtain, privatization that benefitted a few, including Kaczynski says former communists and dissidents. Small businessmen felt the inroads of large private retail chains, and families felt the problems of lack of investment in schools and kindergartens. The liberal opposition can only offer the hope that being a reliable EU ally will ensure prosperity, which does not go well with the eastern part of Poland. As a result the Kaczynski government is moving away from the ideas that anchor the European Union. It sees the rule of law and independence of the judiciary as something that can be changed to where the president appoints members of the Supreme Court and the judiciary. Protests in Warsaw and the large cities are taking place against these moves. Der Spiegel says this could end up the way it happened in Britain where it simply stumbled into leaving the EU just by accident. This is the situation in 2017. It could be a temporary process that is a response to the excesses of capitalism. As Kaczynski says to create a level playing field for all parts of Polish society by smoothing out some of the harsh effects of rampant capitalism. Or as Spiegel Online points out a shaky period in which the EU and Poland are at odds- ironically with Donald Tusk as the head of the EU confronting both Theresa May and Kaczynski.  ...

Theresa May, prime minister of Britain, faced a difficult situation by Jan. 2017- the European Union was not going to budge on the free movement of people and services within the EU. With no prospects for negotiations on the migration issue and a decision to retake control of migration, May announced on Jan. 17, 2017, that she would pull Britain out of the single market. By Jan 2017 Theresa May was perceived in the media facing tough challenges and having no clear path, and no clear plan, and little support from the civil service, business, and within a divided Conservative party, to implement Brexit. This has not changed much even with this decision, as the additional hurdle of getting Scotland, Ireland and Wales, and the close to 50% of the people who voted against Brexit to support this move remains as large as ever, the situation of ample uncertainty, for May and for Britain.

The British parliament votes 321 to 278 on a motion that rules out leaving the UK specifically on March 29 without a deal negotiated with the European Union on future relations. The margin of votes was 43. Thirteen government ministers abstained from the vote. The repeated votes in parliament are a tactic used by the prime minister Theresa May to get her party members to back the deal she has negotiated with the European Union. The ruling Conservative party is split on whether to leave the European union and if so what the relations should be between Ireland and Northern Ireland, whether Britain should remain in the customs union of the EU.   The repeated votes have only exacerbated and made worse than before the divisions in the Conservative Party, leading to a view that only a second referendum can break the deadlock. The indifference shown in France and Germany by business and the public to Britain's membership, and the manner of handling of the immigration crisis by Chancellor Merkel with large numbers of African and Arab immigrants entering Germany, have contributed to the dissension in Europe over Britain's right to control the flow of immigrants across its borders. The deeper Merkel positioned the ruling CDU party to welcome migrants in 2016-2017, the more skeptical the British public became on the free flow of people in the EU leading to the large bill boards on open immigration in Europe during the referendum on EU membership and the small margin in favor of leaving the EU. Austerity policies of Cameron and Osborne over two terms only increased the divisions of British society. The lack of good leaders in the Conservative Party has worsened the crisis. Theresa May comes from a London constituency which voted against leaving the EU, yet has taken up the leadership of the different Leave factions in the Conservative Party as she sought the position of prime minister after Mr. Cameron. Prime Minister Cameron promised the referendum on EU membership in a ploy to win votes in a closely contested general election and called the referendum not anticipating the result, and resigned as  prime minister. By being against Britain leaving the European Union, yet willing to use the issue for opportunistic vote getting in a close election Cameron and other politicians in the Conservative Party split the country in what some have called an act of recklessness. The votes in parliament and possible fesh elections, a second referendum, are a way to find a solution to this mess.   ...

A new poll from YouGov shows the Conservative Party getting 310 seats and Labor Party at 257 seats. Labor would gain 30 seats and Conservatives lose 20 seats under this prediction. Conservatives would fall short of the majority of 326 seats needed. Support for Theresa May is slipping especially after announcing older people would have to take on more burden for care, dubbed the dementia tax by media. A coalition of Labor party with the Scottish National party (SNP) with 50 seats and the Liberal Democrats with 10 seats is now a possibility.

Early opinion polls show Macron the more convincing candidate in the first television debate held in March with 29 percent in an Elabe poll, with Le Pen at 19 percent. An OpinionWay poll shows Macron more convincing at 24 percent and Le Pen at 19 percent. Polls show Le Pen winning 27 percent of the vote in the first round with candidate Fillon on the right and Melenchon, Hamon on the left splitting the vote. In the second round with two candidates the vote shift of other right and left candidates determines the outcome. The second round then hinges on whether French middle and working class voters see risks to their economic future in leaving the EU, and whether appeals to nationalism and anti-immigrant rhetoric works enough to draw support from a centrist candidate.
