The Bank of Italy, is conducting central bank examinations of Italian banks in July 2013. The loan portfolios of the 8 largest banks are being examined, and on-site inspections are being conducted for 20 other banks. This could lead to Italian banks having to sell assets or take other steps to improve capital positions. During the last central bank examinations in the fall of 2012 Italian banks were required to set aside 3.4 billion euros to protect against bad loan losses. Bad loan losses are increasing at Italian banks as businesses and individuals fall behind on payments with the worsening economy in 2013, and into 2014. Non-performing loans are up to 249 billion euros, or 14.2% of the banking industry's total loans, according to the Bank of Italy. This is up from 157 billion euros, or 8.9% of total loans in 2010.

That the IMF has returned to anew relevance is very much due to the leadership of DOminique Strauss Kahn, a former French finance minister who took the top post at the IMF in November 2007. It has committed $160 billion in ahost of credit lines and new loans to emerging countries and its lending capacity was boosted to $750 billion. Its ahuge turnaround in which the IMF went through alarge metamorphosis to deal with the global financial crisis. Still the Economist says not all is well, as the emrging countries China and India have paltry share in votes the IMF'S governance, Brazil's is less than Belgium's. This and the resistance of Europeans to change their disproportionate say in the IMF governance is shortsighted and shamefully so says the Economist. Fixing this should be a top priority at the G-20 Pittsburgh summit.

Compatibility between Swedish forces has been improved to the point that a Swedish squadron can easily be integrated into a NATO led operation. This improves NATO capabilities in the Baltic region as Russia expands its military presence. It shows to what lengths key members in the Trump administration will go to achieve American objectives in preserving the NATO alliance. Particularly now that Russia is taking an aggressive stance to NATO near its borders.  General Mattis at Defense Department pushed for the 4 30's initiative which is about preparing a rapid deployment force to be ready by 2020. This is in the communique. Also in the communique is the setup of a command post in Norfolk, Virginia, ready to act to deploy forces in Europe. U.S. ambassador to NATO, Kailey Hutchinson, received the demand from National Security Adviser Bolton to have ambassadors from all countries work overtime to get the declaration done by July 6. Jens Stoltenberg, Secretary General supported this effort. All were concerned that there should be no repeat of the mess that happened for the G-7 communique when at the last minute president Trump refused to sign on, leading to derisive comments about Canada's Justin Trudeau. It was seen as critical to preserve the sense of unity in the U.S. alliance with Europe. This time there was no disruption even though Mr. Trump acted unpredictably in Brussels. ...

This article by Lithuanian president Dalia Grysbauskaite, on the 75th anniversary of the Welles declaration points to a path for other Eastern European countries seeking membership in the new Europe. The declaration by Sumner Welles, acting Secretary of State, on July 23, 1940, stated that the U.S. did not recognize the Soviet occupation of Lithuania, Latvia, Estonia. It says the other Eastern European states such as Ukraine need to follow Lithuania's example to fight corruption, transform their economies, and create a foundation for the future, for integration into the European Union.
