Pollution in the Indian capital as 963 new vehicles are added to the city's streets everyday. After the shift to CNG (Compressed natural Gas) a cleaner fuel by the city's buses and public transportation the air quality improved somewhat, now there is renewed fear that New Delhi will be as polluted as before and be in a toxic haze with hazardous air quality. With the introduction of a $2500 car by Tata Motors next year cars will be more affordable and with more cars on the streets pollution is likely to get worse unless something is done about it.

Rachel Reeves is Shadow Chancellor in Britain, that is a way of saying Finance Minister when Labor currently in the Opposition forms a new government. Speaking at the Peterson Institute for International Economics in Washington DC she says how Labour will bring about a transformation of Britain's economy with ambitions that borrows from and matches what Biden is doing in the US, and Scholz in Germany. This is very different from anything Britain has seen in its history. The Labour government of Clement Attlee made some institutional changes such as setting up the Bank of England as Britain's central bank in 1946, creating the structures that would help workers and families and the British economy recover from the war, and declaring in parliament that Britain would leave India by June 1948. Blair's response to the Thatcher government did not rival the changes brought by Attlee by any comparison. What Britain following the US is facing today is an FDR or Attlee moment because of the scale of changes needed to create an American or British economy that matches the aspirations of the people, and creating a meaningful role in the world economy and supply chains. Investments have to be made in public goods such as renewable energy, health, education and transportation infrastructure that have no parallel in history including that of FDR or Attlee. Biden is investing on a scale that is designed to overcome two decades of neglect of infrastructure and public goods such as education, health care, and public services. The same is true for Britain. U.S. states face their biggest cash crisis since the Great Depression as a result of rapidly declining tax revenues with a state budget shortfall of $434 billion, says this report in the WSJ. This is larger than the 2019 K-12 education budget for every state combined, or more than twice the amount spent that year on state roads and transportation infrastructure. Rainy day funds will be exhausted by the loss in tax revenues after the pandemic closures of business. Nevada, Louisiana, New Jersey and Florida are the worst hit states. The result will be cutbacks in the future and more pressure on the retirement benefits for police, firefighters, teachers, government workers. Over 60% of the revenues of states come from sales and income taxes to meet the general operating funds. Drops in consumer spending and large job losses from the pandemic affect these revenues. Local government workforces were cut by 1 million people. In Michigan 31,000 state workers were furloughed 2 days per pay period for 10 weeks, and others were laid off. Rainy day funds set up after the 2008 crisis are exhausted. Only federal funds are keeping states afloat with a lot of uncertainty about 2021. The state budget director in Michigan calculated that even if the state got rid of 12 state departments including education environment and treasury, all reserves would be gone, and there would still be $1 billion budget shortfall. The rainy day funds set up after 2008 crisis accumulated $50 billion in U.S. states which have helped somewhat, with federal funds helping tackle shortfalls. The Indian prime minister's choice for heading Indian Railways and the IT Ministry is similar to his choice of Mr. Jaishankar for the Ministry of External Affairs. He selected a person with the drive and conviction as well as the experience to tackle the important job of modernizing Indian Railways so that it provides the convenience and access that is seen in Europe with new investment and advances in technology. The 50 year old Vaishnaw is from Orissa, yet grew up in Jodhpur where he attended engineering school, before doing M Tech from IIT Kanpur. He had an all India rank of 27 in the Indian Civil Services exam. In 2003 he worked as Deputy Secretary in the prime minister's office when Atal Bihari Vajpayee was prime minister. He was private secretary to Mr. Vajpayee in 2004. He then studied for a Masters degree at the Wharton School of Business, University of Pennsylvania, and worked for General Electric and Siemens in India in transportation related projects. By 2019 Ashwini Vaishnaw had caught the attention of the Indian prime minister as a capable administrator with a can do attitude in India's modernization efforts. He was nominated for the upper house of parliament. In 2021 July he was appointed to lead 2 important ministries - railways and IT. His first action in the first 48 hours was to ask senior officers in the rail ministry and IT ministry to work two shifts alternately from 7am to 3pm, and 3 pm to 12 midnight so that work can be pushed forward that needed to be done in great speed for modernization. Delivering on the vision of the prime minister for modernizing the country is now the task of this ministry and Mr. Vaishnaw. ...

How the promise of free or low cost transportation for the 584,000 students who have a free or a half-fare card has helped bring a diverse group of students to New York city schools as students can commte distances to reach their desired school without having to worry about the cost. This can be $700 for a school year for a typical student. Now with budget cuts at New York city's MTA starting in Sept 2011 these students will lose this benefit. Its asymptom of cuts going on across the nation, from fee raises in the University of California system to student fares on the New York City MTA.

Norway's oil and gas industry companies like Statoil buried carbon dioxide deep in the seabed for natural gas extracted offshore. Sttoil's carbon dioxide emissions per ton of oil and gas extracted is 39% of the industry average as a result of technology and tax saving measures after Norway enacted laws taxing at the rate of $65 per ton of carbon emitted by the oil and gas industry. But overall because of the growth in Norway, more offshore production of oil and gas, and use in the transportation sector, Norway's emissions have gone up by 15% compared to 1991, when Norway was the first to put a tax on carbon dioxide emissions.

Mines sending trainloads of northern white sand are now sitting  idle in Wisconsin , hurting jobs and local revenues to finance budgets of local government. Mines have closed in Wisconsin for this sand that is blasted into silica and used for shale oil production. This has cost jobs in a rural area near the Mississippi river which borders Wisconsin, Minnesota, Iowa and Illinois. Even though these areas do not produce any oil and gas. Companies supplying trucks, lubricants and drilling tools are also affected all the way into Youngstown, Ohio, which provides pipe to the oil fracking areas in West Texas. Frackers blast a mix of sand, water and chemicals into fossil fuel bearing rocky areas. Sand called northern white was considered very good for crush strength to prevent plugs and there is a lot of it beneath western Wisconsin topsoil. Once used by glassmakers and cranberry this became a useful source of supplies from 2015 onwards. Demand surged till 2018 when new supplies were found in West Texas which would reduce costs of transportation. Wages in these mining jobs were about $8 higher than other jobs for people with less education. After 2011 financial crisis and the loss of manufacturing jobs to China this provided a new source of higher paying jobs for less educated workers and paid for local government to provide services including in one town a new swimming pool for the recreation complex. This has proved to be temporary with many mines closing in 2019 and in 2020 after the pandemic. ...

Indonesia's airport passenger traffic increased to 60 million in 2011, up 15% from 2010, according to the Ministry of Transportation. About 8 million were international passengers, up 23% from 2010. After the Asian financial crisis in 1997 the government relaxed restrictions on setting up an airline to stimulate the economy. There are now 18 airlines offering scheduled flights, up from 13 in 2001. Garuda spun off a low cost carrier, Citilink, and Lion Air is starting premium carrier Batik Air in 2012. The middle class in Indonesia has grown from 80 million to 130 million since 2003 creating more passenger traffic. Existing infrastructure is struggling to cope with the demand for air travel and is falling behind.

A poll released by Datafolha on June 29, 2013, shows a sharp drop in popularity of Brazil's president Dilma Rousseff from 57% to 30%. In northeastern Brazil, an area where the ruling Workers Party enjoyed strong support, Rousseff's popularity fell sharply from 64% to 40%. Over 80% of respondents in the poll expressed support for the street protests in Brazilian cities over poor infrastructure, transportation and public services, and overspending on soccer stadiums at the expense of basic services. A protest over bus fare increases set off the street protests. Rousseff's response to the protests have come under criticism- the president offered to conduct a referendum for improving the political system, and channel oil royalties to education.

Details of the $825 billion stimulus plan. Renewable energy does well under the plan including production tax credit for renewables, with $32 billion for a "smart" electrical grid for which GE makes components and lobbied for. Renewable energy producers win an extension of production tax credits now convertible into cash for companies whose losses leave them unable to use the credits. Transportation infrastructure green projects did not do so well, with $32 billion for transportation projects and only $10 billion for mass transit projects.The Natural Resources Defense Council had compiled a list of more than 80 environmentally friendly infrastructure and transportation projects worth about $405 billion. Only a small number of these projects made it. What is in the stimulus to create jobs and stimulate capital investment? Businesses get bonus depreciation, which speeds up depreciation deductions for companies that invest in plant and equipment. The stimulus doubles the amount small businesses can immediately write off for capital investments and purchasing new eqipment, and gives incentives for businesses to invest in renewable energy. States get help with $90 billion going to increase the federal share of Medicaid payments, and an additional $79 billion to help states avoid cutbacks in education and other services. And there is a "Make Work Pay" tax credit for $500 per worer and $1000 per couple. Experts say the effects of the stimulus will be felt in the latter part of 2009 and into 2010. Which is one reason the view of economists that there would be a second half recovery does not reflect conditions on the ground. Goldman has revised its view to 2010 and even that may be optimistic. One example of what has happened in the stimulus in this respect is that the earlier optimistic view of largeinvestments in science and technology, broadband networks, and transportation projects for fast rail and transit have all been trimmed down. Part of the reason may be that the bill for the nation's banking system revival may be larger than realized as an additional amount of $15-20 billion is being negotiated for Bank of America and more money will go to Citigroup. $6 billion is shown for highspeed internet access for rural and underserved areas. Science facilities get $10 billion. Repair of public infrastructure (read roads and bridges) gets $31 billion. School modernization gets $21 billion. And modernization of health information technology systems gets $20 billion which its hoped will provide equivalent or higher returns to pay for some of the universal health care costs, and preventative care gets $4 billion. There is a tax credit for R&D work on energy innovations and renewable energy production of $20 billion, and $32 billion for a "smart electricity grid." These are the proactive parts of the stimulus that create something new and make improvements. They add up to $144 billion. So much money goes to shore up the existing services and supplement incomes, and to relieve stresses on the banking system, and other ways to shore up the system, that the proactive expenditures are only a small fraction or 17% of the $825 billion stimulus. And all the time the federal deficit and debt increases with these huge outlays just to shore up the system. The Heritage Foundation Data Analysis Director Mr. Beach told Congressmen at a discussion chaired by Congressman Cantor (R), on January 16, 2009, that the federal debt would reach 92% of the nation's GDP in 2009 from 58 billion or 70% in 2008, with the $825 billion for stimulus. A new report on American driving habits by Samantha Gross and Aaron Brady of Cambridge Energy Associates shows that finally the gasoline price increases are beginning to bite the consumer and American drivers are changing their habits. After increasing from about2.5 trillion miles of total vehicle miles travelled by Americans in 1998 to about 3.0 trillion miles in 2007 the last 6 months are showing a downward trend for the first time. In the late 1970's and early 1980's something similar happened with a deep recession, rising gasoline prices and improved fuel efficiency standards, during this period gasoline consumption declined by 12 % accordingt o CEA. What is different now? For one thing the environmental issues are a big factor now and they take a new meaning as developing countries like India China Brazil and Rusia as well as other countries with much larger numbers of people than the US and Europe are now part of the car buying and electricity using peoples of the world. Its impossible both for the environment and for resource supplies to meet the needs of billions of new people joining the global economy and western ways of living without doing something radically different. And he problem is immediate as China becomes the second largest car buying country and India is not far behind with an explosion in Nano sales expected in the next few years, and the huge demands on electricity in these countries meaning burning huge amounts of coal to generate this electricity and create global environmental problems. All this makes the 70's and early eighties period remotely relevant. We are looking at something hugely different and 21st century defining now as its clear fuel has to be conserved and resources shared between the western world and the developing world, and technology moved forward quickly to meet the needs of a new world of Asia, Africa, Europe and the Americas all bundled into one both by the global ecoomy and the way business operates and by the needs of people everywhere. And the media and public perceptions may be just catching up to these changes which are already taking place on the lands and under the feet of millions of people around the world. Some clues to what might have happened. Americans spent 4.5% of their after tax income on transportation fuels in 1981 according to Global Insight, a forecasting firm, and this went down to 1.9% in 1998, and is back up to 4% now in 2008. In California and more affluent areas of the country where the incomes are higher and gasoline prices are higher over 4% is spent on transportation fuels, whereas in areas of Alabama and Mississippi in the poorest areas where gasoline is less expensive this is over 16% according to the New York Times interactive graphic. During this period 1998 to 2008 demand increased for gasoline, in terms of the number of miles driven went up by 25% from 2.5 trillion miles driven to 3.0 trillion miles driven, and the sales of large pickup trucks and SUV's soared to make them the largest number of vehicles sold each year. At 1.9% of after tax income nationally, transportation fuels were cheap and consumers reacted rationally by splurging on gasoline in the USA. As a sobering note to all this sign of improvement in conservation of fuel the miles driven are still at about 3.0 trillion miles the high reached last year 2007. It will take a lag of a couple of years before a changing fleet to smaller vehicles and more fuel efficient vehicles and better driving habits and conserving fuel habits to make itself felt in transportation fuel usage across the USA and this requires prices at least at these levels to make the change seen as necessary to meet global needs and global environment....

Building extensive subway systems in large cities is the next focus for China's infrastructure building effort. China's prime minister, Li Keqiang supports "new urbanization, with people at the center." Building convenient mass transit for cities with subways and light rail is seen as a way to improve living in urban environments. Other related priorities are water supply, garbage disposal and more sidewalks. Subway lines reaching further into the fringes of cities helps push population out further and lead to less overcrowding and pressures on limited space in core areas of cities This also takes pressure off increasing automobile use inside the centre of cities, reduces overall automobile use in urban areas, and frees up money for consumers to spend on products other than automobiles. This fits in with the plan to urbanize China, by taking pressure off property prices, reducing air pollution from automobile use, and improving quality of life. It is also seen as a way to stimulate economic activity in the fringe areas as subways extend further to outlying urban areas. An example is the $300 million three station line to Kunshan, an extension above ground to Shanghai's subway, which is expected to connect with a line to Suzhou. China's cities have spent about 22% of the total debt of $1.76 trillion in 2010 on transportation infrastructure, according to national audit. The subway and light rail effort is taking place in 26 cities with new or expanding lines, according to the Transportation Technology Development and Planning Research Center. Subways charge much less in China compared to New York- 2 yuan or 30 cents compared to $2.50 base fare in New York city, and will need local government and state subsidies. ...

China is exceptional in the speed with which it is moving on infrastructure projects. And this bodes well for American exporters like Caterpillar which is seein g big jump in excavator sales, and for China which may see thre fourths of the 6.5% increase in GDP in 2009 coming from infrastructure building. Fortunately there is still a need for alot of infrastructure development in China. Typical is the approval and start of work on the $930 million Xiangshan Island Bridge which will extend over the East China Sea and through mountain tunnels. Caterpillar CEO James Owen says of approval and start of construction as fast, "its something like nine months in the USA versus 9 weeks " in China. China has agood pipeline of projects and alot of planning work has been done for many years. For Xiangshan Island Bridge this goes back to1994. Liu Cijun completed a PhD dissertation in 1999 on bridge wind resistance, and the Ningbo native is now Chief Engineer for the project. Preparatory work on the bridge goes back to 2004 and the stone cutting ceremony in 2006. In August the bridge's feasibility report won approval from aplanning agency in Beijing, and in December approval by the Ministry of Transportation. Construction started in just 11 days after the Chinese government approved the project. China's investment in infrastructure has jumped by 102% in the 1st quarter of 2009 from a year earlier, according tho the National Bureau of Statistics. By comparison Washington has distributed $69 billion of its $787 billion in stimulus fundsto states and localities, which have spent $14 billion according to the WSJ....

The University of Michigan Transportation Research Institute said the average fuel economy of all new passenger vehicles purchased in January 2012 was 23 miles per gallon, up 0.8 or 4% from December 2011. This includes cars, light trucks, minivans, and SUV's. Professors Sivak and Schoettle of the Institute also released a U.S. Eco-Driving Index, or EDI, which estimates average monthly emissions of individual U.S. drivers for Nov. 2011 at 0.86- this is down 14% from October 2007. The need to reduce reliance on imported oil for the U.S., Europe, China and India, the high price of oil, and the need to reduce automobile emissions to improve air quality, make improvements in average fuel economy and emissions per driver absolutely critical.

Six cities have rejected the Olympics, with Calgary in Canada being the last one. The problem with hosting the Olympics is how much it costs. Cost overruns are common. 20141 Sochi WInter Olympics estimated budget was $10 billion, in the end it cost $51 billion. 

Brazil is the latest example of the problem. With huge needs in sanitation, epidemic prevention, infrastructure and public services, the country did badly by spending money on new soccer stadiums in the northeast which were not used after the World Cup soccer championship, and in the summer Olympics. 

Learning from these lessons voters in Calgary, Canada, rejected hosting  the Winter Olympics. Voters or local councils in Innsbruck, Austria, Rome, Italy, Bern, Switzerland, Hamburg, Germany, Oslo and Stockholm have rejected the idea of hosting the Olympics. Other problems are the environmental impact with deforestation to create Olympic sites.

Natural gas production starts 90 miles off the northern coast of Norway near Hammerfest, on the Artic Ocean area. A most difficult area to operate in, Statoil Hydro, the Norwegian oil company has addressed this challenge with natural gas production to feed the eastern coast of the USA using liquefied natural gas ships for transportation. Costs for such production are much higher and higher oil and natural gas prices and increasing global demand are expected to support such difficult discovery and exploration in the years to come.

Neelman, who founded airline Jet Blue, is now starting an airline in the country where he grew up as achild of Mormon missionaries. The country Brazil is vast with a rickety transportation network, and he feels ideally suited to alow cost airline. At this time 85% of traffic in the air is controlled by 2 airlines which have no incentive to reduce prices. With 12 Embraer planes and the name Azul, Neelman is off to a start, and prices on some routes are lower than acomparable bus fare. The same approach worked to link up cities with low fares in India by pioneer Jet Airlines, though some of those fares in India are up from where they used to be with the losses in the Indian airline industry.

The U.S. Senate's Commerce Committee report on Takata airbags failures says the company stopped safety audits between 2009-2011 for financial reasons. At least 8 deaths and 100 injuries have been reported from faulty airbags which rupture and spray shrapnel when they fail in vehicles as a result of propellants degrading over time. The report cites problems on the manufacturing lines revealed in emails inside the company. This has led automobile companies to fix the problem in 34 million automobiles, in the largest ever recall in the U.S. The Senate report also says the regulators at the National Highway Traffic Safety Administration (NHTSA) were slow to respond. The Transportation Department inspector general's report is critical of regulators at the NHTSA. Takata and 10 automakers are conducting separate investigations for root causes.

Whirlpool shifts 80-100 jobs from its Monterrey plant to an Ohio factory producing machines for laundromats. The Monterrey plant will not lose jobs because it is making more washing machines for the expanding Mexican market. Electricity is cheaper in the U.S. than in Mexico which provides some of the savings. Transportation from Mexico also offsets the higher wage costs in the U.S. of $18-19 at Whirlpool plants. According to Reshoring Initiative- which supports shift back of offshored jobs, the loss of jobs to offshore locations continues but is now being offset by job inflows to the U.S. Some of these inflows that receive less attention are manufacuring facilities being setup by foreign corporations in the U.S. as costs of energy decline and labor become more competitive.

The Saudi have convened a one day meeting in which European and American government and Chinese government representatives, major oil companies and others will participate. But not much is expected as all participants have no clear idea on what direction to take and who gets to take the blame. Brazil held the Olympics and the World Soccer Cup, building new stadiums and living off the boom in oil and metals prices under previous governments. Today not only is there a lack of funding for infrastructure, healthcare, education and transportation.   This is now leading to lack of investment in healthcare services in a shocking way. The first full blown epidemic of yellow fever is hitting Brazil's cities of Rio de Janeiro and Sao Paulo. Officials fear that it will spread in an area that has 23 million people if it hits the slums where A.aegyoti mosquitoes are to be found in swarms. Rio and Sao Paulo are trying to tackle it by vaccinating 23 million people. Yellow fever kills about 3-8% of people affected. The economic crisis with lack of funds, and the political crisis that has affected Brazil with corruption scandals has led to a delayed response, according to experts at UCLA infectious disease center.  The disease is traced to loggers and monkeys in the Amazon region which usually remains contained in that region. SInce 2016 the lack of a strong official response has led to the crisis where monkeys carry it a mile a day all the way south to the Rio and Sao Paulo region. A effective government response would have included the use of media to educate people on the need for vaccination for all except newborns and pregnant mothers. Instead social media Facebook and You Tube spread the idea that the vaccination was dangerous, anti vaccine persons who normally got no audience trashed the vaccine. So that today public health authorites have to deal with this problem. The vaccination is highly effective and invented in the 1930's, was not started till November 2016, even though the spread southward from the Amazon region started in 2016. In fact says Dr Marquez, an expert at the University of Pittsburgh, only one in 100,000 gets a reaction and one in a million dies. He says compared to this 6% of 30 million people in the region affected could lose their lives, or  2 million deaths. ...

This is Southwest flight 2294, June 13, 2009, on a 30 minute 737 Boeing airplane flight from Nashville to Baltimore. outhwest inspected all of its 181 737 planes and found no problems. The National Transportation Safey Board, the FAA, and Boeing are investigating what caused it to happen. In March, the FAA ordered Southwest to pay a$7.5 million fine for aseries of safety violations in which its jets were flying with undetected fatigue cracks. The investigation also uncovered efforts by managers to cover up reports of maintenance problems at Southwest. Two inspectors filed whistleblower complaints aginst the FAA claiming that they were threatened by the superiors after warning that Southwest was flying planes too long between inspections.

The number of supercommuters is up significantly as a result of the drop in home prices and high unemployment. It is up 60% in Manhattan since 2002, up to 59,000 or 3% of the workforce. In the Philadelphia- New Jersey corridor- it is 7.3% according to NYU. Houston saw a large increase between 2002 and 2009. In Maricopa County near Phoenix, 131,000 people or 8.6% of the labor force supercommutes. About 13% of the workforce or 427,000 people supercommute in Texas. Prof. Mitchell Moss of New York University, defines a 100 mile plus commute to get to work as a supercommute.
