The intelligence community in the U.S. and the defense department supported strong action on the Russia spy issue, overcoming president Trump's early reluctance to take action. Three options were presented to the president and he chose the middle option, which offered flexibility yet also sent a strong message. The action taken expelled 60 Russian spies and closed the Russian consulate in Seattle. Russia responded by closing the U.S. consulate in St Petersburg. This is the first time that the U.S. and its allies Germay and Britain, France have acted decisively and in coordination in response to Russian moves. Germany is also moving towards stronger action.

Weber was critical of the ECB's bond buying program for Greece and other countries facing a deficit crisis, to which he alluded when he said at the handover ceremony- "at times we struggled with one another in light of difficult and far reaching decisions- not over the common goal, but how to reach it." Weidmann was an advisor to Chancellor Merkel. He is a student of Weber and the youngest President of the Bundesbank. He brings a measure of flexibility and trust for Merkel, as he was part of her inner circle of advisors.

A new generation of younger leaders takes over at the European Central Bank under Mario Draghi. Belgian economist Peter Praet succeeds Peter Stark of Germany in the Economics Department. Portugal's Vitor Constancio is vice president. Jorg Asmussen, 45, from Germany is on the ECB executive board, so is Benoit Coeure, 42, from France, and Klaas Knot, 44, from the Netherlands. Asmussen will head the ECB's International Division. Jens Weidmann,43, is the new head of the Bundesbank. The result experts say could be a reorientation of the ECB's outlook away from the rigid anti-inflation stance of Draghi's predecessor, Claude Trichet, and a willingness to try new approaches to help Europe tackle this recession.

US president DJT speaks at the Economic Club of Detroit, looking back at a year of rapid action on the US Border, Big Beautiful Bill, Tariffs action, Cutting Cost of Living action on several fronts, and action against drug/people trafficking by Venezuela, Mexico. Highlights of the speech which comes to a state that decided the 2016 election for DJT and which is the center of America's automobile industry started by Henry Ford in Dearborn, Michigan. He had restored the automobile industry to the days when it was the leader in the world and when names such as Henry Ford, Alfred Sloan of General Motors, were the envy of the world, by bringing auto manufacturing back from places like Mexico, Japan and Germany. Back to America after years of reckless outshoring by American business under the Bush, Clinton, Bush and Obama administrations, on the advice of equally reckless economists and advisors to these administrations. The president did not say this but this restoration continued in a different way for labor under the Biden administration that followed DJT policies but focused on the other side of the coin for the auto industry - protecting worker's wages by Biden standing on a picket line for the strike by unions for higher wages. After these wages were restored from years of outshoring and pressure on wages, the need to do the work of bringing companies back through tariffs on imports as leverage in tough negotiations with Japan, South Korea and Germany was left to DJT and his administration. The president stated clearly that the economists and predictions were proved wrong on tariffs as none of these predictions of tariffs passed on to American buyers have come true. As DJT made certain the companies not to lose their business in the US decided to avoid taking that road and acted to reduce their profit margins and costs. As Scott Bessent, a veteran of Wall Street and now Treasury Secretary who conducted these negotiations for DJT, has repeatedly pointed out the tariffs were a way to get these tough negotiators and their governments from Japan, S. Korea and Germany to cooperate. It is nowhere written in the code of fair conduct of nations that the US should helplessly after decades of letting these countries benefit put its workers out of work and its industries get destroyed, when the US was taking on the additional burden of protecting these nations from hostile neighbors. ...

Here Vladimir Putin offers his assessment of how the pandemic calls for a fresh approach to reviving De Gaulle and other postwar European leaders vision of Europe that spanned the entire continent culturally including Russia. He accepts mistakes have been made by all sides and the title of the article by Putin is "Be Open, Despite the Past." The Russian Embassy in Germany contacted De Zeit for publication of an article by Putin, and it can be seen as part of the Russian response to president Biden's effort to build a new cooperative relationship with Russia that is in the best interests of the US, Russia, Germany, the European Union and also of India which has a cooperative relationship with Russia. There is the danger that it could be seen as reported in The Times of London and comments posted seeing it against distrust built around Ukraine and Eastern Europe. The 670 Comments in Germany on De Zeit site on the article reflect a more German perspective of being a close neighbor that suffered so much from the war that left millions dead on both sides. One German commenter says his father and grandfather were forcibly recruited to fight in France and Russia and suffered much in wartime. The occasion is the 80th anniversary of the German invasion of Russia in World War II. Some of what Putin has to say- "We hoped that the end of the Cold War would mean victory for all of Europe. It would not be long before Charles De Gaulle's vision of a unified continent would become a reality, more culturally and civilizationally from Lisbon to Vladivostock." Russia has changed, Russians see themselves as European, as part of the larger European Union, culturally and civilizationally. This is not the old Russia of the Cold War or of the Soviet period. "NATO itself a relic of the Cold War, created out of a confrontation from that time." Not objecting to NATO but to the expansion of NATO to Russia's borders. But saying this has not got us anywhere where our heart not our brain says we ought to go. Lets try again to draw different conclusions from what we have seen. Its important to think anew because "we are all confronted with the common challenges of the pandemic and its extremely serious social and economic consequences." "The entire prosperity and security of our common continent are only possible through the combined efforts of all our countries, including Russia because Russia is one of the largest European states. Wed feel our inseparable cultural and economic ties to Europe." "We simply cannot afford to carry around the burden of previous misunderstandings, hurts, conflicts and mistakes. A burden that prevents us from solving current problems. We are convinced that we all have to admit and correct these mistakes. Our common and undisputed goal is to ensure the security of the continent without dividing lines. And to create a unified space for equal cooperation and collective development in the interests of the prosperity of Europe and of the whole world." The European Union plans to rebuild its solar panel industry by manufacturing in the home country. This means shifting away from supply channels where China controls 80% of production. Chancellor Merkel failed to see the risks of letting German companies be decimated by China's subsidy program supporting solar panel makers in China. A system of customs duties failed when China threatened to retaliate with duties on German car exports. In the end Germany like the US under president Obama and Trump after 2010 failed to support domestic solar panel makers.  Now subsidies are accepted way of competing with China for both the US and the EU. The US under the Biden administration is fully committed to compete with China by developing its own solar panel manufacturing industry with the kind of help China is giving to its own solar panel makers. The EU is following the same path. From 200 gigawatts in 2023 the EU's target is 600 gigawatts from solar by 2030. The 400 gigawatts will come from through a policy of make at home in the EU, including raw materials, polysilicon, wafers, and assembly. Subsidies are now the way the US and the EU plan to get back what they lost to China, their critical manufacturing advantage through errors in policy. The European Commission is also changing the rules to accomodate the move. A story of one more critical advantage surrendered through the orthodoxy of free markets without policymakers understanding what they were doing. ...

German chancellor Angela Merkel took a lot of criticism during the height of the euro crisis in 2010-2012, but maintained her composure, sense of direction, and flexibility to a changing environment. She emerges from the leadership test more confident than ever during the 2013 elections for chancellor. Relations with Greece under president Samaras are also being mended after the riots in Athens during 2011-2012. She has also shown flexibility coupled with firmness in the setting of deficit targets for eurozone countries, and the courage to address issues of equity and fairness by calling for setting minimum wages industry by industry. On social and womens issues members of her cabinet have pushed for fairness. She will be remembered for her leadership, ability to learn from mistakes as time progressed during the eurozone crisis and taking firm action when needed, as the eurozone recovers from its financial crisis.

President Hollande of France appoints Jean-Marc Ayrault, as the next prime minister. Hollande plans to set the priorities and direction of policies as President and work with Ayrault in getting this implemented. Ayrault, 62 years old, is a professor of German for 13 years. He was a three term mayor of Nantes, a city in western France, which is the 6th largest in the country. He is a member of the French parliament since 1986, experience that will be important to get legislation passed. Elections to the National Assembly will be held in June 2012. His German skills will be useful in reaching out to Germany to forge a common policy for the eurozone. The tone for this was set by the SPD Social Democratic party chairman, Sigmar Gabriel when he said about Ayrault: "He speaks excellent German and understands our political culture very well. This is a strong signal to Germany."

Francois Hollande, Socialist candidate for president in France, has led the Socialist party for many years. He started his career as a junior politician in the Mitterand government, and regards Mitterand his mentor. Another mentor is Jacques Delours, who was president of the European Commission. He has many years of training, and has persevered thorughout with a certain sense of humility in the midst of colleagues and politicians in France with larger egos. That inner strength and courage has emerged in the recent campaign appearances and the final debate with Sarkozy in April 2012. He has shown this in the recent campaign by not overstating expectations as he looks at the long term, and at the same time not understating when courage demanded a stronger statement. He has taken timely and effective positions in the current debate of austerity vs growth, or growth coupled with restraint in fiscal spending vs austerity, that is raging in Europe. He was quick to call the situation in Greece, a failure of governance in Europe, as well as a failure of governance in Greece. With the new voices of Premier Monti in Italy and ECB president Draghi from Italy, pushing for growth coupled with fiscal responsibility, a president Hollande in France, would add another voice to European aspirations for growth in the debate with Angela Merkel's Christian Democrats in Germany. ...

Blackston and Karnitschnig describe the European Central Bank's role in the current crisis and buying of bonds of troubled eurozone countries. And the resistance in Germany to the ECB's purchase of bonds of eurozone countries to prevent contagion effects in the eurozone. ECB President Trichet only reluctantly pushed the ECB into bond purchases in the recurring crises, and saw the ECB's role as strictly limited to controlling inflation and maintaining a stable euro currency. There is resistance in Germany to the ECB printing money to cover eurozone debt of Greece, Ireland, Italy and Spain. This comes from the searing experience with hyperinflation, an economic crisis similiar to that of the U.S. with the Great Depression, when the Reichsbank printed money in the 1920's to buy large quantities of government bonds. The Bundesbank that ensured Germany's postwar recovery focussed on a single mandate to control inflation, and this is a key part of the ECB's charter. The first president of the ECB when it was founded in 1998, was Dutchman Wim Duisenberg, who would tell politicians: "I hear you, but I don't listen." When Frenchman Trichet became the second ECB president, he focussed on inflation fighting efforts. He warned against the extravagant spending and fiscal irresponsibility of some eurozone countries saying "we are dancing on a volcano."...

The 28 Point Peace Plan offers a basis for further work to arrive at an agreement acceptable to Ukraine and to the European Union, is the view emerging at the G20 talks in Johannesburg, South Africa. The leaders of Finland, Ireland, Netherlands, Norway, Italy and Spain met on Saturday, November 22 2025. Separately Leyen and the EU council president Costa meet with Meloni of Italy and Macron of France on Saturday after conversations with Zelensky on Friday.  British prime minister Starmer has this view of the 28 Point US plan negotiated with Russia-  “There is only one country around the G20 table that is not calling for a cease-fire, and one country that is deploying a barrage of drones and missiles to destroy livelihoods and murder innocent civilians.” Ms. Von der Leyen, president of the European Commission, says-  “Ukraine can count on us because this is not only an aggression against Ukraine, but it is an aggression against the principles of the U.N. charter." “It’s on European soil. Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...

Scholz for his part said "it is right and good that I am in Beijing today," that in times of change bilateral meetings were all the more important. Jean Claude Juncker, the newly elected president of the European Commission, was prime minister of Luxembourg for 18 years. During that period Luxembourg pursued policies that enabled large corporations to evade taxes by setting up in Luxembourg and paying taxes below 1%. A prominent British MP says it is outrageous that Juncker should be looking after tax issues in Europe with such a dismal record on taxes. He was elected with the support of Germany over Britsh objections, because he was supported by the largest elected bloc in the 2014 EU elections. But a new study by London based Open Europe shows the centre right parties supporting Juncker's candidacy won only 9.7% of the vote. The candidacy also did not receive the close scrutiny that should go with a position of such importance. The result is that the European Commission will suffer from a lack of credibility during his tenure at a time when the Commission was criticized for its bureaucratic structures, and back room deals. The criticism from Britain is especially strong. Ironically German chancellor Merkel supported Juncker to bring some element of democratic support from the EU parliament into the process of selection, which now appears to be weak....

FDR rejected Churchill's ideas of retaining the British Empire's colonies while fighting the German Nazis in the name of freedom. FDR said- " India should be made a commonwealth at once. This is also what Europeans in France and Germany, and Britain, are seeing on news, video and on television.  The last peace initiative stalled after the hopes raised from the Alaska meeting of Putin and the US president. Efforts to get the Russians on board with US envoys in Moscow fail when the European leaders are absent in the talks, and when Russia insists on the 20% of the Donbass and eastern regions it does not control, and limits on Ukraine defense. Ukraine modifies the proposals and Russia insists on territorial concessions. A report in Germany's DW.com from Ukraine calls this "absurd." A new element emerges in this conflict in December 2025 when one sees this in the context of European history where such struggles between European powers happened repeatedly since 1500, with some of them in the period after 1700 involving Russia, Sweden, Denmark, Britain, France, Spain, Prussia and rest of Germany split into many states. That pattern has relevance today because when one power whether France, Austria-Hungary or Russia became dominant the other European powers acted together to keep the balance in Europe.  ...

He visited a Samsung semiconductor plant with the president of Samsung. Samsung is investing billions of dollars $10 billion for a new electric vehicle plant in Savannah, Georgia. By getting American semiconductor and electric car manufacturers to invest heavily in the US president Biden is changing how America invests for regaining technological leadership by 2030. In an effort to get plants to support unions president Biden called for the plants to hire union workers. Biden called by name two Senate contestants in upcoming Georgia elections for their efforts in getting the Hyundai plant that will hire 8000 workers. In contrast to Mr. Trump who lacked a plan or vision for the future Mr. Biden is keenly focused on getting South Korea, Japan and Germany to invest heavily in the US and help restructure the whole supply chain. Where Mr. Trump called for South Korea and other partners to share the defense burden, Mr. Biden is focused on getting American allies to have their large companies invest in American plants and jobs and a new supply chain. ...

After 3 decades the US is finally offering the scale and scope of infrastructure investment overseas that is needed. President Biden says $200 billion will be invested in infrastructure overseas over 5 years at meetings of the G-7 in the Alps south of Munich in Germany. Along with its partners and with government and private investments the size of the investment will reach $600 billion over 5 years to 2027. This will include projects such as $2 billion for solar energy in Angola, and a $600 million submarine telecommunications cable connecting France to Singapore.

It is a combination of direct government aid and private investment. President Biden sees Build Back Better World as the overseas version of his Build Back Better America for workers and families in the US for which Congress has authorized $1 trillion in infrastructure and climate change initiatives in the US.

Steinhauser, Walker and Stevis provide an exceptionally good account of the events leading to the March 25, 2013 EU 10 billion euro bailout of Cyprus, with the closing of one bank and the downsizing of another bank. The Cyprus government of president Anastasiades bluffed and lost. That Anastasiades and the Cyprus government would do this in serious negotiations with the finance ministers of Netherlands, Germany, France, the EU, ECB and the IMF at the headquarters in Brussels, in negotiations that ran to midnight on Sunday March 24, 2013, is simply astounding. Charles Dallara representing European bankers tried to do this with German chancellor Merkel at EU headquarters in Brussels during negotiations on Oct. 27, 2011, on an earlier confrontation over bondholder haircuts, bluffed to the last minute and lost. The way Cyprus handled the negotiations surpassed that. Right down to the last hours the Cyprus president waffled- backtracking on earlier agreement to close Cyprus Popular Bank. Calls were made by German finance minister Schauble to Merkel and by French finance minister Muscovici to French president Hollande to give a joint Franco-German response. Finally Anastasiades was told to pack up and leave on Sunday, March 24. The Cyprus government was not defending small depositors as its earlier plan was to tax all deposits at the two largest Cypriot banks 6.875%. Merkel saw this as an error as this would hurt small savers. The final agreement shut down Cyprus Popular Bank but protected insured deposits under 100,000 euros. Another disturbing sign for the ECB and the EU was Cyprus allowing several hundred million dollars to be wired out of the country even though banks were closed and an offical freeze on ouflows existed. A serious mistake in negotiations was when Cyprus finance minister kept EU finance ministers, the IMF and the ECB officials in the dark by not returning calls for 16 hours on Thursday March 25, 2013, while he tried to negotiate a deal in Moscow with Russia's Putin. This destroyed Cyprus's credibility leading to the ECB's warning to cut off liquidity to Cypriot banks which would put the banks into instant bankruptcy. By Friday morning, March 22, 2013, Merkel was angrily briefing her CDU party lawmakers on the negotiations, telling them the Cyprus government and Anastasiades did not get it, that the whole Cyprus model of outsized offshore banking sector- catering mainly to Russian investors - had collapsed. Cyprus unlike any other member of the EU was trying to face down Europe. Negotiations with Greece had been tough and street protests everpresent, yet negotiations went on in a responsible manner and in good faith, something missing here....

At this point in May (May 22, 2026) a glimmer of hope appears for settling both the crisis in Hormuz and the Ukraine war. Pakistan, Turkey and China following DJT visit to China may be pushing Iran to lower the scale of the conflict. China's first priority was to be accepted by the US at the Beijing meeting as an equal power with the US, and keen to show its willingness to bear responsibility for peaceful resolution in conflict zones as a sign of its maturity as a world power. Much of this is not shown in the media as it is mostly done behind the scenes in communications that the media knows nothing about. Note that even in the depths of the Cold War during the Hungarian revolution of 1956 and Soviet action in Budapest, the US and the Soviets when their economies were not intertwined as the US and China are today, were still talking to each other to limit the conflicts to low level conflict. Hong Kong takeover, China's actions near Taiwan, China's presence in Latin America, Chinese cooperation with Iran, and Russia on Ukraine, China's economic competition in rare earths, are relatively smaller levels of friction considering 1950's Soviet's and the US. At the same time China and the Us are aware of a new bloc emerging in Oslo in May, where India is merging its economy with the Nordic economies of Sweden, Denmark and Norway, and of the European Union and Germany, creating a new bloc of 2 billion people that can only grow rapidly with India's potential to exceed growth rates of 20% in the 600 million Eastern region for a decade. EU would make the shift to strategic partnership with India displacing the vital role the European Union has played in China's growth and economy. This would create new pressures for Russian president Putin to decide it is time to listen to a friend India and de-escalate lower the level of conflict with an initial peace deal that would lead to more talks on a final settlement. NYT shows on the same day May 22 a report on Russia and a report by the Swedish Foreign Minister Maria Sonegard that say the elites in Russia and Putin were by January 2026 having very serious discussion to change the administration, bring Igor Sechin as negotiaor to end the Ukraine conflict before serious, possibly irreversible damage, to the Russian economy. Sweden's Sonegard says that between 2020 and 2024 Russian economy declined by 8%, not grew by 13% as official figures show, inflation is much higher than 5% as official figures show, and credit is tightening, bankruptcies expected, growth even with oil prices up down to 0.4% for 2026. During 20 years running Russia Putin's No. 1 priority, his life's mission was to restore, then exceed by a large margin the living standards of the Russian people. Having at such great cost accomplished the goal of gaining recognition as a Northern Power in Europe, having gained much of Russian speaking eastern Ukraine, Putin could wisely with self respect wind down Ukraine conflict for good. The US gains something similar to Northern Power status for Russia in its recommitment to the Monroe Doctrine, with Russia withdrawing from any involvement- and China tacitly doing the same-  in the western hemisphere. With that the US can tackle its own losses that match Russian losses in lives- loss of more American lives than in the Korean and Vietnam and WWI combined to drug smuggling from Mexico, Venezuela, Colombia, and restoring rule of law in Cuba, Venezuela, and through drug cartel free Mexico good governance in Mexico.  ...

FR24 gives this slideshow of pictures showing the trip by train of Scholz, Macron and Draghi, leaders of Germany, France and Italy to Kviv, Ukraine on June 15-16. The Romanian president also joined them at the meetings. This was a show of solidarity with Ukraine and the leaders also visited Irpin outside Kviv. Macron said there was heroism from the Ukrainian people and also traces of barbarism during the invasion as he looked at the damage around him from the bombings and artillery shells.
