The new Rapid Response Force with a spearhead of 5000 troops deployable in 48 hours is intended to counter Russia's new aggressive position in Eastern Europe. Command centers will be established in the Baltic states Lithuania, Estonia, Lativia, and in Poland. Romania, Bulgaria. Leadership will rotate for this force between Spain in 2016, Britain in 2017, followed by Italy, France and Poland. Germany currently leads a temporary version of the new force. A civic group plans to continue showing a woman's statue representing 'comfort women' in front of the Japanese embassy in Seoul. South Korean media is critical about the lack of merit in generating goodwill of the agreement between prime minister Abe and prime minister Lee on 'comfort women.' Some South Koreans see an uncomfortable association between history showing Ms. Lee's father being an officer in the Japanese Imperial Army, and the agreement that does not do much to put the issue behind by offering $8.3 million. An exception might open up claims from other survivors of the war in other situations, Japan fears. Russian planes fly very close to a U.S. destroyer in the Baltic Sea in 2016, sources say about 30 feet. The. U.S. protests the incident and this is discussed at a NATO-Russia Council meeting to avoid accidental flareup of tensions. Russia sees higher U.S. military presence near its borders as a threat. Russian response is to upgrade its nuclear submarine fleet and operate in the Baltic Sea, North Sea, Atlantic and Mediterranean. Russian intervention in Ukraine led to increased U.S. presence to protect the Baltic Republics and Poland, members of the NATO alliance. The U.S. and NATO is conducting Operation Atlantic Resolve to deter any Russian action. Chancellor Merkel called for a "persistent NATO presence in the Baltic States" during the Ukraine war in 2014, in a visit to Latvia. Germany led an early version of a Rapid Response Force of 5000 troops deployable in 48 hours setup in 2015.

It is hard to imagine that one is even writing about this, as shocking as it is- the 4 or 5 minutes between a decision to launch nuclear weapons and the end of life on this planet earth as we know it. Here Sam Nunn, a U.S. senator who was part of the negotiations for arms control and who is the leading American in this field talks about the unimaginable danger. He says the strategy from the Cold War where Russia and the U.S. put their nuclear forces in a position to be launched within minutes, 4 to 5 minutes, is outdated and needs to be changed. Hillary Clinton described the issue in the television debate. Yet this was not discussed because of the nature of the 2016 presidential election with lack of serious discussion.  And both Nunn and Clinton emphasize that once the missiles are in the air they cannot be ordered to go back. Accidental error, judgemental error, informational error in which one side thinks the other has launched a missile, a firing by mistake, are possible. In this situation Nunn says Trump is temperamentally unfit, and Clinton is fit to take on the responsibility. Yet the question this raises is as Nunn signals- is anyone but God fit to make this decision to launch nuclear weapons. Nunn says it is outdated and wrong to have only a few minutes, as such a decision cannot be made in a few hours or days, much less in 5 minutes. Nunn brings up a discussion he had in Moscow when he brought this up with Russians and president Putin. Russian president Putin told Nunn that he was fully aware of this. Putin's response was- "Senator Nunn, at some point it becomes automatic."  Nunn does not clarify what this means, or what Putin means to say. For people on the planet it is not enough to have Reagan, Gorbachev, Clinton, as Nunn mentions being responsible people for a nuclear decision. The current state of affairs is simply shocking and the lack of attention to this is also shocking. Equally dangerous is that 20 countries have weapons usable nuclear material, and sophisticated hacking of command and control processes is another danger.       ...

WSJ's Jeremy Page looks at Admiral Wu's efforts to build U.S.-China naval ties through relations with Admiral Jonathan Greenert, head of U.S. Naval Operations. Admiral Wu has the backing of Chinese president Jinping to expand the influence and capabilities of China's Navy. A skeptical Senate Armed Services Committee led by Senator John McCain sees the effort to enroll Chinese officers at U.S. naval colleges, and offers of visits to Chinese ports by U.S. aircraft carriers, as a ways to increase the capabilities of China's Navy. McCain and members of Congress are alarmed by the effort to build China's naval power on the Spratly islands to extend control over the South China Sea and beyond. Wu is the only naval leader on the 11 man China Central Military Commission, headed by president Jinping, which commands China's armed forces. He joined the People's Liberation Army in 1964 and in 1988 has commanded a group of destroyers. Wu as an advocate for a greatly expanded mission for the Chinese Navy following what is called the "century of humiliation" with the Opium War in 1842, is seen with wariness with close neighbors Taiwan, the Philippines, Vietnam, Japan, Australia and India....

Japan's Foreign Minister tells Martin Fackler of the NYT in an interview that the Abe government will follow previous governments in the postwar period that apologized for colonial policies that caused suffering in other parts of Asia. He repeatedly calls for Japanese to be humble about the past. Previous statements by persons seen to be close to the government, including the head of NHK broadcaster, were interpreted negatively in S. Korea, China and the U.S. as needlessly escalating tensions in the region. China and S. Korea responded with a public relations campaign of their own to present what happened in the prewar period. S. Korean president Park refused to meet Japan's premier Abe. Kishida used NYT and Fackler to send a message to a global audience about Japan taking a path of peace since 1945.
