President trump accepted the package of spending bills passed in Congress which provide a fourth of the border wall funding he is looking for. The package includes $1.38 billion in funding for 55 mile border fence on the border with Mexico. Mr. Trump sought $5.7 billion for a longer fence to fulfill a key 2016 campaign pledge. Following the Wisconsin primary Ted Cruz plans his campaign to prepare for a contested convention. How third party candidates in 2016 put Trump in the White House is shown in graphs in the WSJ. Since 2000 about 2% of the vote goes to third party candidates such as Greens, Libertarian, and others, in 2016 this reached 6%. It hurt Clinton the most as the Trump lead in Michigan, Pennsylvania and Wisconsin was merely 5-10% of 200,000-300,000 votes for independent candidates in Wisconsin,  in Michigan and in Pennsylvania. Hillary Clinton lacked clear focus in her campaign and her years as overseas traveling foreign minister left her out of touch with the alienation of the working class and fragmentation as Silicon valley tech and financial interests intruded into the Democratic party. This had the effect of muddying the focus on the Democrats FDR/Truman working class base and also with America's rural voters suffering from a toxic mix of problems. In 2024 the Kennedy candidacy takes as many or more votes from Mr. Trump says the WSJ. The Biden focus on workers and families gives the Democrats a clear direction along with wage gains by union labor and a resilient economy with low unemployment. This suggests that the independent candidates may not find more traction than the 2% of previous elections since 2000. ...

About 105,000 airings of ads on immigration making up 42% of all Republican ads in battleground states are on the Immigration issue since Harris became candidate July 22, according to WSJ analysis. WSJ polling shows 59% of respondents favored the bipartisan Senate deal negotiated by Republican Senator Lankford with Biden which Trump rejected in February. This deal would have effectively closed the Border, added Border Patrol resources, and would have passed says Lankford in NYT if it came only 3 months earlier in December 2024 before Mr. Trump won the primaries. Instead the Trump-Vance Republican campaign is using the figure over 4 times that for illegal migration of 20 million without saying why and makes less distinction between legal and illegal entry, says WSJ. And makes statements that economists say is not the case that this will solve the housing supply and cost crisis, and other cost of living pressures. ...

That is only slightly above the $16 minimum wage in California. Ryan told the Ethics and Public Policy Center on April 19, 2016- "A lot of people don't like conservatism as they know it. For too many people Republicans seem to be caught in a time warp. They're thinking, 'We don't control our borders. Wages are going nowhere. College and healthcare keep getting expensive. ISIS continues to spread. And what are Republicans going to do about it?' So we need to adapt our policies to meet the challenges of the 21st century."...

Nate Cohn of the NYT points out that based on the way in which moderate voters shifted to vote for Cruz in Wisconsin, especially in the eastern part of the state, this could be a turning point in the Cruz campaign. Cohn cites exit polls showing 29% of moderate voters went for Cruz in Wisconsin compared to 12% in Michigan and 15% in Illinois. In Madison's Dane County, a moderate area, Cruz had 38% of the vote. Pew Research Center analysis of Biden's 2020 victory shows which groups played the big part in Biden's win. First time voters in 2018, 6% of total voters, mostly younger voters gave Biden a 26% margin over Trump. Other parts of the electorate that shifted in 2020 are Independents and Moderates who shifted to Biden. Catholics also shifted to Biden. Substantial leads in these voting blocs made the difference for Biden. In Arizona with Latinos, and Pennsylvania with the black population Biden did better than in the overall US electorate. In 2024 these same blocs are likely to play a key part. President Biden's visit to Ireland was well planned, his appeal to Irish roots genuinely felt and the connection made. His appeal to manufacturing workers is now based on accomplished results in fighting for worker's rights from teachers to railroad workers. Biden launched his campaign in front of a union audience, saying he saw things from the perspective of Scranton, and the working people he grew up with. In 2016 third party candidates got 6% of the vote, in 2020 only 2%. Of these voters Biden gained a 25% margin over Trump. Biden split the men's vote with Trump in 2020, compared to Trump's 11 point lead in 2016. Biden also maintained the share of women's votes of 54%  in the 2020 election. In 2024 the abortion issue is a significant factor for women. ...

Senate Majority leader Mitch McConnell says Mueller "should be allowed to finish his job." After months of uncertainty and waiting for concessions, offering temporary exemptions, the Trump administration announced tariffs will go into effect on steel and aluminium imported from the European Union, Canada and Mexico. A tariff of 10% on aluminium and 25% on steel goes into effect on May 31st, 2018. The tariffs affect about half of the imports of steel and aluminium into the U.S. and are intended to keep promises to protect American industry made by president Trump during his election campaign.

When it comes to governing Trump has made an effort to learn and adapt and show resilience in the face of early setbacks on the travel ban and the health care bill, the Flynn episode. After this early period Trump took on a more disciplined approach, gave more room to and listened to more respected advisors- Tillerson on foreign affairs in shaping policy with Russia leading to Tillerson's presence at Lucca massacre memorial in Italy sending a clear signal about U.S. policies in line with its role in the past century in world affairs, Gary Cohn and Ross on economic policy and seeking Cohn's advice on tax plan, Ross's on NAFTA negotiations with Mexico. As a result the NAFTA fears were calmed down with statements by Wilbur Ross, the Commerce Secretary, that the goal was a win-win relationship with Mexico. Trump worked with his party in Congress to have the Supreme Court nomination of Gorsuch approved. Meetings with Merkel of Germany and Jinping of China were carefully planned and new relationships established as Seib points out, without ruffling trade relations. The appointment of Robert Lighthizer, as Trade Representative, also shows that efforts to give the U.S. a more level playing field in trade will be resolutely pursued in the win-win context. Lyrarc has profiled Lighthizer earlier in this decade after his op-eds in the media as he correctly anticipated the changing public mood on the need for fairness in trade relations. On relations with China and South Korea, Jim Mattis has taken the lead, and Pence's visit to South Korea also show deftness in handling what is one of the most difficult issues in foreign affairs. Mattis and Tillerson also have helped reinforce the Republican party policies on NATO and Europe, with the visit of NATO secretary general Stoltenberg to the White House. In the end it is how much you can learn in the first year, how much you listen, and the courage to act in difficult situations, the willingness to act contrary to one's instincts and self interest where necessary, that matters. This is especially true in an environment where as Seib points out the Democratic Party stands opposed to the Trump administration following a bitter election campaign.   ...

Mr. Trump will sign a $3 billion defense deal with India for supplying helicopters and other equipment to India. Indian policy on trade is to ensure local content and transfer of technology to build capabilities of local companies. The goodwill generated by the visit by Mr. Trump to India, and deals on defense could lead to agreement on other trade issues, as India and the U.S. balance other considerations such as the rise of China into the picture. This will take time and is likely to be done after the elections. Differences on tariffs will continue in the same way that differences with China led only to a partial deal, with contentious trade issues on technology left for the future.

Elise Stefanik is the youngest person elected to the US Congress. She was elected for the 21st District of New York in 2014.
