This self portrait by Vladimir Putin about his growing up years in Leningrad and the life of his father and mother during the siege of Leningrad by Germans may offer a better sense of the mind and thinking of the Russian president than the Dresden years when he was a junior Russian official in Communist East Germany (the GDR). It is an interview of the Russian president in 2000 by Nataliya Gevorkyan, Natalya Timakova, and Andrei Kolesnikov over twenty years back. Putin's father suffered severe injuries during the war in the fighting around Leningrad, twice being given up for dead and being dragged wounded across the frozen Neva river to a hospital by a neighbor. His mother was half dead from starvation and his father passed on his food given to him at the hospital. Having gone through the memories of this period affected Vladimir Putin's view of the world and no amount of US or German assurance about NATO's intentions may have erased these memories from childhood. The long period in power and the Covid isolation may have led to  perceptions that were less likely to change so that Putin did his own research and wrote a long paper on Ukraine in 2021 that reflected Russia and Ukraine's long history but did not reflect the changing national aspirations of Ukraine's people in 2022. This may have led to the miscalculation and the errors by both Putin and the leaders Merkel-Bush-Obama that the detailed WSJ report of 20 years of events show to have happened. The WSJ report of April 1, 2022, was titled "Vladimir Putin's 20 Year March to War in Ukraine and How the West Mishandled It." The Social Democrats in Germany under Schroeder and Steinmeier mishandled it by deepening economic integration with Russia as a way to make up for what had happened in the German invasion of Russia, and the Christian Democrats under Merkel with business interests never really grasped the different thinking of the Russian president relying solely on deep economic integration of the EU and Germany with Russia as well as China as an answer. Mr. Bush and Mr. Obama from a distance even less so.  This has led to the miscalculation by Russia under Putin leading to invasion of Ukraine, and the US and Germany being unprepared about taking action to prevent it.  Beyond the key participants and the war damage, there is the enormous damage that is taking place in the mental health around the world after Covid with constant barrage of images of war and refugees streaming into Poland. There is the problem of food imports, of food scarcity in the Middle East, and inflation in food prices for Africa and the Middle East. As Brendan Simms, a Cambridge historian has shown in his book "Europe The Struggle of Supremacy 1453 to the Present," which is now being read by German chancellor Scholz, this has happened before with the UK, Netherlands, Spain, Germany, Sweden, Denmark and Russia engaging in these conflicts that led to prolonged wars and eventually to only small shifts in power. Yet with huge effects for ordinary people caught in the wars such as today's refugees and people struggling to feed their families in Africa and Asia after the effects of Covid on income. Food prices have gone up by 50% to almost double in these countries.   ...

To ignore that remark someone made or comment which if reacted to would only make one feel worse. Who knows it was not meant that way, and maybe did not reflect the whole way that person felt, or even was transitory, This advice she got from her mother in law. Another piece of advice was from her father in law, to stop worrying and find a way to manage, find a way to do it, for something you want to do but are not sure you can. Something she learned from her colleagues in the court including Justice Scalia, was to get over it, not to spend time thinking about comments that are made or some things that happen in the course of one's daily life that one thinks shouldn't have happened.

This is by the rather delicate route that brings together the moderates of both parties and leaves a win win for both sides with nothing that president Biden considers burdensome to ordinary Americans Biden seeks to defend. Lawrence Downes makes a road trip with singer Linda Ronstadt to her Sonoran roots in Southern Arizona and northern Mexico. They go to Tucson where Linda grew up and visit Naco, Canelo, and Banamichi. Her great grand father was a German immigrant in the 1950's who settled in Banamichi, as a mining engineer and a colonel in the Mexican army. The group including Ronstadt's friends spends several nights in the midst of cactus, agave and open blue desert skies. Beginning with a visit to the mission San Javier del Bac, Linda's spiritual center, Downes attends mass with Linda at the Church of our Lady Loreto. A colorful description of the journey, Ronstadt and friends, which shows Linda's early inspirational roots, and where her 1987 album Canciones de mi Padre comes from. The anguish bordering on tears in her Sonoran voice held back and then the release, has a deep Mexican quality abut it.

Jerome Boateng was 2016 Footballer of the Year in Germany. Here he talks about his own experience playing for teams after growing up in Berlin. He was born  in Berlin in 1988 of a Ghanian father and German mother, and practiced on Berlin streets before joining Hertha Berlin, Hamburg and then Bayern Munich. He has been an important part of the German team. 

Here he says education is important, most important, no child is born a racist. Boateng says " What we really need is to get stuck in and do something, be that working with children and doing integration projects. Everybody can help." The US Federal Reserve, America's central bank, would rather see a recession than for inflation to get a hold in the US. Another way of saying this is that the Fed sees the American economy fundamentally strong under the Biden administration as it strengthens protections for workers and families, corrects flaws in policies for rural America and in other areas, moves to attract foreign investment and gets US companies to invest in America. This makes the danger of inflation greater than a recession, so that a policy of aggressive action with interest rates is justified.

Real tariffs are less than 12% of imports much lower than expected because of exemptions and tariffs announced and later dropped, CEO's have said that the impact of tariffs is much less than expected, and some say the worst is behind us. The administration of DJT and Treasury Secretary Bessent has shown much more flexibility and responded to the stock market declines in its tariffs posture. Bessent says the purpose of tariffs was not the revenues itself but getting other nations to play by the rules for fair play in world trade, rather than try to take the largest share of trade for their nations in the case of China, EU, Canada, Mexico and Japan which have all profited from unfair trade practices. The perception of tariffs is now changed.

NY Times analysis shows upper and middle income groups support 33 year old Zohran Mamdani,  black and Hispanic residents support Cuomo for NYC Mayor. Mamdani has a good ground presence with 50,000 volunteers knocking on 1.6 million doors in an unprecedented effort in one American city as it became less and less affordable (WSJ). Paradoxically large numbers of higher income resident and middle income residents favored Mamdani over Cuomo, and Cuomo did better in black and minority neighborhoods. Mamdani promised better housing, freezing stabilized housing rents and going after landlords who do not fix rental properties, free buses, and city run lower cost grocery stores, free child care. For the funding Mamdani says $5 billion by making corporate tax 11.5% similar to New Jersey, and by a wealth tax of 2% on incomes over $1 million (which at $20,000 would not affect their standard of living), as the property owners supported Mamdani. Mamdani is a immigrant who came to America from Kampala, Uganda at the age of 7 with Indian parents. His father taught at Columbia University, Mamdani attended Bowdoin College in Maine. ...

Kim Kyung-jae, aide to former president Kim Dae Jung, and reconciliation with the daughter of military backed president Park Chung Hee who ruled in the 1970's and suppressed dissent. Presidential candidate, Ms. Park Geun-hye, is reaching out to dissenters who suffered during her father's military regime. Much of the industrialized part of S. Korea is in the southeastern provinces, and Ms. Park's father pushed development in this region. There is a development gap with the southwestern provinces where much of the dissent to the military regime took place. The gap is still being healed many years later. Ms. Park's conservative party hopes to get 20% of the vote from the southwestern provinces with her efforts at reconciliation, up from the current conservative party president Lee Myung-bak who won 9% of the vote there. Moon Jae-in, the liberal candidate for president, is from the city of Busan in the southeastern provinces and hopes to increase his vote in the southeast to 40%.

He calls it a great school of life for him being the goalie and having to take all the shots taken at him. Some of the influences in his life come from his father, an accountant from Asti in northwest Italy, who loved reading to the children and had a library.

Phased retirement is getting greater acceptance from management in the US. In 2021 23% of employers had these arrangements up from 16% in 2016, according to the Society for Human Resources Management. Of this 8% have phased retirement on a formal basis, and 15% have this on an informal ad hoc basis. Human resource experts say that companies should leverage the voice of experience rather than lose this valuable resource with shift from full time to 100% retirement in one move.

A survey by Mercer LLC of executives worldwide show 38% of executives saying they offer phased retirement, which show a definite trend in favor of phased retirement in 2022.

President Biden has asked for $18 billion for child care stabilization, the children's infrastructure of today. Republican controlled Congress is not responding. Nationwide 16000 childcare providers closed their doors across 37 states in 15 months of 2020 through March 2021. Childcare givers in the US make less than parking attendants, says this story in The Washington Post. Federal grants provided help in Wisconsin and other states, but this money dried up and more childcare centers have closed. This is the soft infrastructure that America needs and is so crucial- for its children and for mothers and fathers. The losses reverberate through local economies. And it disrupts parents, especially mothers ability to work.

This report in WSJ says 4 months before becoming China's president in 2012 Xi Jinping issued a Communist party directive as head of the party committee overseeing the former British colony. The directive cautioned officials about a growing separatist sentiment in Hong Kong. It said "we must dare to struggle and be good at fighting," a retired official describes as Xi's approach. Another facet of Xi's views on Hong Kong are that his father as a party leader for the southern province of Guangdong in 1978 to 1980 near Hong Kong was the first after the Cultural Revolution to set up ties between the mainland and the British colony of Hong Kong. China was experimenting with a different model for the economy and Xi's father set up the early links with Hong Kong so that the flow of economic refugees from mainland China to Hong Kong could be reduced and the gap in living standards could be narrowed. He set up the first "Special Economic Zone" and met delegations to start the Sino-British talks on Hong Kong's future. Xi Jinping grew up in the turmoil of the Cultural Revolution. His father Xi Zhongzun, was jailed in 1962 in internal party struggles, and his family was persecuted during the Cultural Revolution that started in 1966. The Cultural Revolution that went on till 1976 ironically was an attempt to stamp out possible capitalist or imperialist influences from the colonial period and the opium wars with Britain. He was later rehabilitated under premier Deng. During the turmoil Xi with some difficulty was admitted to University after spending some years in the countryside. His father remained loyal to the ideals of the Chinese Revolution even though he had suffered from the internal party struggles, an experience remains a strong memory for Xi Jinping. It is as if the period is seen as a period of experimentation and failure for the party not for its ideals of China rising from the colonial period after its failure to engage with the world before the colonial period leading to backwardness. The unity of the country had to be maintained bringing Hong Kong and possibly Taiwan together with the mainland. Rejuvenation was happening and stability was essential for Chia to grow and emerge into the "China Dream" a word coined by Xi for its emergence in the community of nations as an equal to western powers after the colonial period of oppression and cultural backwardness. In this way he is different than other leaders before him who followed premier Deng who started the experimentation with markets and economic structures. The leader preceding him was party secretary in Tibet with a prime minister who was an engineer working on public projects, in sharp contrast to Xi who had the the sense of authority from seeing different phases of Communist party experimentation in his early years. The Bo Xi Lai incident during the transition before 2012 also influenced Xi. This was an attempt similar possibly to the attempt by Lin Piao under Mao to subvert Communist Party leadership into a new direction bringing China under Soviet influence after the break by Mao. Bo Xi Lai, a party secretary for an interior less developed region Chongqing, who rose from being Mayor of Dalien to governor of Liaoning province. Bo Xi Lai attempted to subvert the process operating since the Cultural Revolution of leadership by consensus within the party ensuring stability and continuity needed for development and pushing the trauma of the Cultural Revolution out of memory. He did this by seeking high party office for his own ambitions not for the party and China's interests that guided leaders after the Cultural Revolution. This incident and the period of two decades of growth of market economy had led to growing corruption and Xi was convinced that "corruption would doom the Communist Party and the State" and the resulting instability was bad for China. During this period in 2012 Xi Jinping said that it was necessary to remove "tigers and flies" who could endanger the party's ideals and the future growth and stability of the country.  About 10,000 party officials were removed for corruption, and the rule of Politburo Standing Committee immunity (PSC) of the party operating after the Cultural Revolution was removed. The PSC is the body that at the top of the organization structure that runs China. On Hong Kong Xi now believes that the problem is best tackled by the Hong Kong government not by intervening from Beijing. There is increasing perception in Beijing and Hong Kong that the local government, business leaders have messed things up, by getting into the habit of telling Beijing planners what they wanted to hear, and failing to communicate with the 7 million people of Hong Kong. These leaders are also in a bind because Xi believes that Beijing exercized "overall governance authority" over Hong Kong. A 2014 government white paper warns against "confused or lopsided perceptions" of Hong Kong's status, saying that its partial autonomy comes "solely from the authorization of the central leadership."     ...

Julia Paternain of Uruguay wins Bronze at Tokyo World Athletics Championships coming out of nowhere, she was clueless where she was as she entered the stadium.  "I was in shock. This is my second marathon and I was just trying to get from A to B and get to the finish line without my legs giving way," said Paternain. Her whole family is from Uruguay, her father is a professor at Cambridge University. "At halfway I realised I was in the top 12, maybe, and from then I was kind of picking people off. Usually in races you have people yelling at you that you are in this position, but everything was in Japanese so I had no idea where I was." Yuen Yuen Ang presents the view that China is an autocracy with democracy characteristics. Her view of Xi is conventional reflecting contemporary ideas. Yet Xi was profoundly influenced by his father Xi Zhongxun and mother Qi Xin, revolutionary heroes in the fight against the British, Japanese and Chiang Nationalists which shape his view of the world. Zhongxun also shaped the response to the struggle for modernization after failures of the Maoist period, in efforts he made under Deng. In this sense he adapted to different conditions. This view of China's leaders is that they are intuitive and human, that China is simply responding intuitively under Xi to the conditions it faces and perceptions about these conditions to maintain the wellbeing of the vast majority of the Chinese people after the century of struggles 1850-1950 and later missteps. The experiment with capitalism and a new generation with no memories of the past meant to Xi and other Chinese leaders that everything that an earlier generation (his own parents) had fought for in the struggle against the British and Japanese invasions could be lost quickly, if China was allowed to fall into the kind of corruption and self-seeking leaders that marked the Chiang regime of the 1930's. This led to the effort to consolidate the gains of the Chinese nation made over 2 centuries since the rise of the British in Asia in 1800, with Xi seeing no choice but to take responsibility and the initiative as his father Zhongxun had done in the 1930's and 1940's to breakout of isolated regions in the north of China. The sudden shift to adapt to open covid policy is also apparent from Zhongxun's ability to adapt to and lead the changes after Deng's experiment with a market economy. A report by Rohan Premkumar in the Hindu on Jan 25 on a British sub-jail in the Nilgiri hills of Tamilnadu shows prisoners from the Opium wars with China sent to this jail by the British. These events still shape Chinese perceptions of the world- the backwardness in faceoffs with the west and the cost to the mainland Asian nations India and China. Inland river based civilizations on the Ganges and the Yangtze that failed, as Adam Smith says in The Wealth of Nations, to change in ways that the Renaissance  and the Industrial Revolution changed Europe. ...

Most countries in Europe and North America are observing a locked down Easter. In France 160,000 police officers and gendarmes are on duty to make sure people respect the lockdown. Fear that people will gather in parks and transmit the virus leads to officials in Germany, France and Britain to keep tight restrictions. The virus transmission has not abated in these countries. Religious services in Germany will be held online. Police in London patrolled parks and green spaces to prevent people going outside on sunny Spring days.

The evolution of the Murdoch newspaper and television business from a small Adelaide newspaper News of Adelaide circulation 75,000 inherited from his father Keith Murdoch in the 1950's, is shown in this NYT report. It comes as a new generation is taking the place of the old. Rupert was then a student of 23 years at Oxford University in the 1950's. In the 1980's he acquired New York Post and The Times of London. By 1988 Rupert Murdoch shifted to use technology in the newspaper business. He followed this by acquiring other newspapers and setting up a television business Sky Television in the UK by 1989, and Fox News television channel in 1996. These television channels along with CNN and NBC, ABC now appeal to an older demographic in the mid to late sixties age. Much of the younger audience gets its information from the internet. Murdoch failed to develop the internet side of the business appealing to younger audiences. In this sense much of the influence of these older television channels is in a fluid shape likely to diminish in the future. ...

Pusing aggressive bank lending with a steep rise in bank lending of 34% in 2009 can lead to an asset price bubble in China. Factors the Economist cites mitigating this are the follwing: only about 25% of middle class Chinese have mortgages and loan to value is less than 50%. Also Chinese regulators are more alert to the dangers than were American regulators. At the same time the pegging of theyuan to the dollar means the instrument of raising rates to cool the bubble is not existent. And the US is likely to keep rates low for alonger period which may be adverse for China and prop up a bubble there. These dangers mean China had better take firm action in letting the yuan rise now rather than later because heavy inflows from currrency appreciation can only make the bubble worse later on. This will need to be watched carefully as so much of the global economy is dependent on China maintaining growth, Germany in particular. And with the US consumer cutting back China has to manage this carefully....
