It may come as a shock to the Egyptian people and freedom loving Arabs and Americans everywhere that Secretary of State Hillary Clinton called the Mubarak government "stable" and "responding to the legitmate interests of the Egyptian people," on Tuesday January 25, 2011. Vice President Biden said on Jan 27, in a night interview on PBS, that he would not call Mubarak a dictator and did not think he should step down. This Washinton Post editorial is strongly critical of the Obama administration for its statements implying that the 30 year Mubarak regime would continue. It says Mr Obama spoke with Mubarak on Friday night and after speaking to Mubarak stated that he would continue working with Mubarak, and not once mentioning elections. The Washington Post says it is dangerous to assume that the energized and enraged people of Egypt protesting on the streets of Cairo and other cities will back down and carry a dialogue with a regime that has repressed every form of assembly and free expression for three decades. It supports the moderate and democratic platform of leaders of the protests and of Mr El-Baradei. This includes lifting of a hated emergency law that bans peaceful assembly, the right to freely organize political parties, and allowing free democratic elections. The Post calls on the Obama administration to prepare for the peaceful implementation of the opposition platform, and telling the Egyptian army without qualification, that violent repression would rupture the rellationship with the United States....

India's Commerce and Industry Minister Piyush Goyal sets out the new Foreign Trade Policy. It moves away from giving incentives to exporters to remission of taxes and lower costs for smaller medium sized enterprises. The new export target is for goods and services exports to reach 2 trillion dollars by 2030 from $760 billion in 2023. The new policy will go into effect in April 2023. India's exports have grown 75% from $435 billion in 2015 to $760  billion in 2023. Under the new policy Indian exporters can source goods in one country and send them to a third country without touching Indian shores. Wider engagement will take place with States and Districts to promote exports at grassroots level. DGFT, Director General of Foreign Trade offices of DGFT will interact with district collectors to push exports. India's Commerce Ministry will also conduct a massive global outreach sectorally and country wise in tandem with the External Affiars Ministry  over the next 4-5 months. E commerce hubs will be established to generate $200-$400 billion in e-commerce exports. India's share of world trade is very low and needs to be pushed up to 7-10% says Commerce Secretary Sunil Barthwal. ...

U.S. president Trump has a meeting with the Pope at the Vatican in which both were seated at a wooden desk in the pope's private study, and both listened carefully. Trump told the pope, "Thank you, thank you, I won't forget what you said." The pope gave Trump an encyclical on the environment, in which he said that capitalism had contributed to degrading the environment and this hurt the poor. Trump said he would read the encyclical. The U.S. president was critical of the Paris climate change accord on the campaign trail in 2016. Now as he decides whether the U.S. should withdraw, aides at the White House in favor of it see this as an opportunity for Trump to get a better understanding of the issue before deciding. Mr. Trump gave the pope a first edition copy of Martin Luther King's writings, and Francis gave Trump a medal bearing an olive branch. A women's rights advocate, and mayor of Seoul, South Korea, and one who as a lawyer was active in defending women's rights against harassment, is found dead. This happened 2 days after a former secretary who joined his office in 2017 filed a complaint at a police precinct about sexual harassment. Park Won-Soon was mayor of Seoul since 2011 and led the fight against the coronavirus. He had also fought for civil rights with the ruling party leaders in the struggle against the dictatorship in the 1980's.  The city of Seoul was in shock after it became apparent that Park had killed himself. South Korean president Roh Moo-hyun took his life in 2009 after the state prosecutors began investigating corruption allegations against his family. Culture in South Korea and Japan is changing from a long history and tradition of male dominant society as women assert rights to equality under the law and fair treatment at work. This is an unusual twist to the story as Park was actually one of the people initiating and supporting constructive change, and is the reason it has led to mourning in South Korea for the loss of Park Won-Soon.  ...

US Trade Representative Lighthizer in the Report on China's Entry into WTO sees this as a mistake in the policy of president Clinton. Clinton has said that was a mistake. David Sacks raised this issue in a podcast with Larry Summers, an economist who was deputy to Robert Rubin and Deputy Treasury Secretary, then Treasury Secretary succeeding Rubin in 1999. Clinton on the advice of Rubin and Summers set up the framework for China to join the World Trade Organization without the safeguards and the setup that would prevent it using state capitalism and subisidies to build its own economy with exports, to ally with American corporations to support the outshoring of almost the entire industrial base of the US. Shocking as it sounds this has happened, had happened by 2016, when Donald Trump with the advice of USTR Lighthizer took the first steps to reverse this with Tariff policy, which was supported by president Biden, and continues in its new phase under DJT in 2025. Rubin and Summers had supported deregulation of financial markets and removal of the Glass Steagall Act by 1999. This was to led to the financial crisis of 2009 that was to be one of three body blows to the American working and middle class. The others China entering WTO without safeguards that led to deindustrializing US and loss of its manufacturing base, loss of 5 million jobs, tens of thousands of factories. A dozen Conservative lawmakers including Nicky Morgan support a new customs union with the European Union. The bipartisan motion had the support  of the majority in Britain's parliament. Conservative lawmaker Nicky Morgan stated in parliament that "this country is being asked to experiment at other people's pleasure with a free trade policy where we do not know what the costs will be for constituents and businesses in this country." This means climate change issues remain no matter what the US does. The centrist candidate Macron stands in front of a statue of Alexandre Dumas in Picardy, an hour northeast of Paris, and says he is for an "open patriotism" that embraces people of different origins and embraces refugees. Cohen attends a Le Pen rally in Metz, Lorraine, talks to a National Front mayor in Picardy and left party supporters in the town, talks to foreigners in the banlieu of Sevran. Cohen says a National Front victory is possible if enough voters who support the far left party of Melenchon do not vote for centrist candidate Macron, and enough voters of centre right Fillon supporting French culture and nationalism drift to Le Pen. As in the Dutch election with Moroccans derided by the far right the immigrant issue is a factor. Against this background is how events play out in the last weeks of the election. In March and April the events in the U.S. show a Trump administration moving to the centre, adopting a quieter and more constructive tone towards Mexico and immigrants. Relations with Russia have worsened after the U.S. response to the chemical attack in Syria, and the French public may now see this as a common threat to NATO and the European Union. As in the Dutch election a lot depends on the last weeks of the election and how well the centrist parties, the centre right and the centre left get their message across about what is to be gained by building anew on the foundations of the past without risking a lot on an uncertain path of referendums and exit from the European Union.   ...

Gene Sperling is adviser to president Biden, coordinator of the America Rescue Plan, and had 8 years as adviser in 2000 and 2011 after the financial crisis to previous presidents. Here he says the arguments made that the trillion dollars investment spending Biden and a bipartisan group of senators have supported with legislation in Congress were causing inflation have proved not to be true. Inflation caused by bottlenecks in the supply chain, the pandemic shifts, and the Ukraine war, has come down to 3.4% in Dec 2023. By investing in the US economy, in US manufacturing and US jobs, the US under Biden now has the best economy of the 7 advanced economies with higher growth and unemployment below 4% for 24 straight months, lower inflation apples to apples. Sperling says there were 4 lessons learned during his work with the White House. The first to avoid harm to workers whose lives get scarred by loss of jobs. This happened in 1982 and again in 2008 after the financial crisis. Unemployment took 6 years to recover after 2008. And he says the unemployment rate was 15% for younger workers. For the first time economists like Sperling and Treasury Secretary Yellen have grasped what workers feel and have gone through. Sperling cites the devastation to people's lives - the mental health, the divorce, the loss of earnings and depression. The new policy after 2020 resulted in the fastest drop in longterm unemployment ever with black and hispanic unemployment reaching record lows by 2023. A first ever national eviction prevention policy led to 20% less evictions than prepandemic. Second Sperling says 650,000 jobs were lost by state and local governments in the three years after 2008 financial crisis. State and local budget cuts and mass layoffs seriously hit the economy. This time in after 2020 1.2 million jobs were added with the money in the Rescue Plan and lost jobs recovered in one third the time it took in 2008. Third state and local governments need to deal with the harm coming from the downturn and after 2008 the cupboard was empty. Whereas after 2008 only 154 cities and counties got help to tackle commericial blight, effects on communities, foreclosure and long term joblessness in 2020 Biden was able to send direct funding to all 20,000 local governments and 15,000 school districts. This helped tackle learning loss, crime, and address mental health needs. What a difference it made. Lastly one needed to anticipate something unexpected to happen that flattened projections of recovery. In 2011 3.7% growth projected was flattened when Sperling was senior adviser, and this was flattened by Fukushima nuclear disaster, Arab Spring spike in oil prices, and debt default negotiations. This time there was cushion in the plan so that when covid variants and unexpected Ukraine war happened the rescue could withstand and deliver with resilience. Growth was 3.4% average for the first 3 years of Biden's term and unemployment went down from 8% to 4% for 24 months. Coming from someone who had seen mistakes happen and corrected them, who had served three presidents and the last Biden ,this is a story of how Sperling, Yellen, with the help of Powell at the Federal Reserve, and the bipartisan support put together by a US president in Congress , one who has served the country in the Senate more than any other recent Senator and led the nation with courage, patience and determination. ...

This BBC report shows the staggering sum of $44 billion taken out of Saigon Commercial Bank. The report says 93% of loans  given by the bank went to Truong My Lan who set up the bank by merging 3 smaller banks, and shows the brazenness and the scale of the corruption. My Lan started with a market stall during Vietnam's shift to a state driven market economy in 1986 like China, and gradually acquired hotels and other property. Nguyen Phu Trong is the General Secretary of the Communist Party since 2011 and president 2018-2021. The risks to the Communist Party of such corruption have become evident and Nguyen Phu Trong as leader of the Communist Party in Vietnam started his campaign against corruption in 2016 after pro business prime ministers of the past had led to Saigon's economy being left unregulated after 1986 in then Doi Moi reforms. It is Vietnam- and China's- lack of familiarity or experience with the market system that has led to tolerance of outright corruption in the past. In no way does a market system need any corruption of any sort to function that damages the credibility of the system with the people. As it is insidious and can affect the whole economy it requires vigilance, oversight and regulatory checks. ...

Ashraf Ghani and Abdullah Abdullah sign a powersharing agreement brokered by the U.S Secretary of State Kerry and president Karzai after Afghanistan elections in 2014. The question is whether the two can set aside their differences and make it work, and can they negotiate some form of peace agreement with the Taliban to give Afghanistan and the region years of peace after so much conflict. Pakistan and India's elites and military need to step up to the plate to set aside differences by looking to the long term future of the region and the aspirations of the people for better infrastructure, services, education and healthcare, so long denied to the region. The Kashmir floods, and the floods in Pakistan before that, recent elections in India and Pakistan showing the clear aspirations for development of the people, are a reminder of so much that remains to be done and so much that was never done.

Panetta says Obama lacks fire and too often does not take the lead as a president should. A similiar complaint is made by Washington Post journalist Bob Woodward, who covered Nixon and Watergate, after observing Obama's dealings with the Republicans and Congress up close in the first term....

Jennifer Steinhauer of the NYT says the U.S. Congress is acting as a counter balance to  president Trump to maintain America's postwar policies common to both Republican and Democratic presidents and seen as part of core values- support for NATO and the mutual defense enshrined in Article 5 of NATO, support for the trans-Atlantic alliance. Senators in Congress are now voting overwhelmingly to support these values. This is seen in the manner the leading Republican on the Senate Foreign Relations Committee sees his job- to retake the important role Congress and the Senate Foreign Relations Committee has historically played in making foreign policy. His view is that the committee he chairs had become a kind of debating society. It is also seen in the way Corker handled a Russia sanctions bill giving Secretary of State Tillerson time to seek improvement of relations, and when time had run out pulling together all members of the Senate to pass the Russia sanctions bill. That bill passed the Senate by 97 for and 2 against in an overwhelming show of support for Congress to make its own foreign policy moves.  ...

Petraeus of the CIA, supported U.S. taking a strong stand in Syria by supporting Syrian opposition forces in the summer of 2011 and were overruled by president Obama and his election advisers because of the approaching 2012 election. Here Mark Landler provides more insights into Hillary Clinton's deeply held belief shared with Panetta that the U.S. had to take strong action where necessary to deter foes, to get into the ring to use Panetta's expression. The U.S. support for action in Libya to support Britain and France comes from the efforts of Clinton, and any lack of followup one of president Obama's errors in foreign policy. In April 2016 president Obama said that he considered his failure to followup in Libya to help the new Libyan government his biggest mistake in his presidency. Here Mark Landler looks at Hillary Clinton's entire career as showing a conviction and belief on the need for action where necessary in the U.S. global engagement. In fact many have forgotten that Yugoslavia is what it is today after the Milosevic years and the ethnic wars with Slovenia, Croatia, Montenegro, members of the EU and Serbia negotiating to enter EU, because of the bombing campaign taken by Bill Clinton through NATO in 1999 to prevent ethnic cleansing in Kosovo, and peacemaking following the Bosnian War using diplomat Holbrooke to negotiate the 1995 Dayton Accords. Here Landler describes the meetings with Gen. Keane who pushed for the troop surge that worked in Iraq under president George W. Bush. Clinton supported Keane's proposal made in April 2015, for a no-fly-zone in Syria that would help opposition forces till a settlement could be negotiated. Keane pointed out to Clinton that there was a flaw in Obama's policies- that negotiation would work only if the no-fly-zone was used to support opposition forces. By the end of 2015 Hillary Clinton publicly adopted this position. During a period when Americans are weary of foreign entanglements but understand the need to provide leadership where needed, Hillary Clinton, provides a balance between the pendulum swinging too sharply in one direction in the Bush years and in another direction in the Obama years, says Landler. A view also articulated by Leon Panetta, who was chief of staff for President Clinton during the Bosnian conflict and the Dayton Accords, where the U.S. showed strength of purpose in war and also in negotiating the peace without major entanglements....

Closest to president Biden in 2024 is Ted Kaufman who sat next to Biden on these trips from the US Senate to his home in Delaware over three decades in Amtrak trains. Ted Kaufman 82, was Biden's Senate chief of staff from the early days when the youngest senator at 32 years started his 5 term Senate run in 1970. He is described by Biden's sister as Biden's alter ego. Kaufman was with the president during the 2020 run for president. In 2009 as Biden assumed the role of vice president Kaufman was made junior senator for Delaware in Biden's place. The other two who are in their late sixties are Ron Klain who was Biden's chief of staff at the White House till 2023. And Mike Donilon 69 years, who is the closest to the president today in his day to day work. He decamped from the White House in January 2024 to get a view from the outside so essential as the mood of the country changes and failures are not so clear from the inside, and  which must be addressed.  The younger group includes Jake Sullivan who the president has used with Tony Blinken to get his domestic policy reflected in foreign policy and economic policy. The resignation of U.S. Defense Secretary Mattis comes as a result of Mattis being unable to change plans by president Trump for a withdrawal from both Afghanistan and Syria. WSJ discloses that at a meeting on December 18 at the Pentagon, with John Bolton, White House National Security Advisor, Mike Pompeo, Secretary of State, and John Dunford, chairman Jt. Chiefs of Staff, Mattis could not temper the president's plans. On Thursday December 20th Mr. Mattis decided to resign. He then met Mr. Pompeo and onto the White House to meet president Trump. He and Mr. Trump discussed their contrasting world views in a 45 minute meeting, and Mr. Mattis handed over his resignation letter to Mr. Trump. Military officials were particularrly blindsided by the withdrawal from Syria. U.S. policy has vacillated back and forth in the intervention in Syria with president Obama also hesitant to commit troops in Syria. In the meeting Mattis understood that even a minimal presence in Syria was unacceptable to president Trump who ordered the removal of the 2000 troops there. The withdrawal from Afghanistan was also a result of limited patience with the war there in the 18th year and no sign that the Taliban influence had diminished since the war began- after Trump added 3000 troops to the 14,000 stationed in Afghanistan.
