The U.S. exports about $150 billion in goods to China so that China would have to impose penalties to respond at the same level. Placing restrictions on American firms on access to China's market, and imposing other penalties would have the effect of reinforcing the perception of unfair practices targeting American business and lead to hardening of U.S. response.  The U.S. sees itself as being in a better position with the U.S. economy experiencing a growth trend. China with large local government and bank debt faces a difficult situation. President Jinping's policy of reducing the risks of bad debt in the banking system involved sacrificing some growth to stabilize the system. China's GDP growth in 2017 was 6.9%, the target at 6.5%. Future targets and actual growth now look to be much lower.The trade war with the U.S. has the effect of dampening growth leading to calls for the central bank to loosen its monetary stance. In response to Trump's announcement the People's Bank of China pumped $31 billion into the nation's banks. China is studying Japan's response in the 1980's and 1990's when the U.S. took strong action against Japan's growing trade surplus. Japan responded by appreciating its currency and using stimulus to cushion the effect of lower exports on the economy. The stimulus led to the housing bubble and over time a period of low growth and stagnant economy. The large China stimulus in 2008-2009 has compounded the problems in the banking system. Not deleveraging and controlling financial risks in China's banking system because of the trade war would bring a new set of risks. ...

It took 25 years for the US to recover from the 1929 stock market disaster and the Great Depression. It took Japan 25 years to recover from the 1989 stock market collapse and the lost decades since. It is finally emerging from that period with a healthier economy and business structures. China faces a situation today of a struggling economy after years of excessively rapid growth that hurt the environment and climate and health. And the uncertainty that faced Japan after 1989 also faces China in 2024- growth is never linear over very long periods and has pull backs that could stretch for decades much too familiar for Japan. For India there are lessons to be learned from Japan's and China's experience. In environment not to risk polluting the environment as China experienced with breakneck unchecked growth, to be mindful of bringing up all sectors and parts of the population, and to manage growth so that the basic instability that resulted from excessive shift to China of manufacturing and deindustrialization in US that led to worsening trade and people to people relations between US and China is not repeated. ...

The Bank of Japan started investing in stocks during the financial crisis of 2009. It has increased its investments in Japan's stock market during the pandemic as a way to boost spirits in the stock market to $400 billion as of Sept. 30, 2020.  Of this $56 billion is a gain in the stock market after Japan's stock market gained 60% from a deep low during the early period of the pandemic. In March Governor Haruhiko Kuroda doubled the ceiling for BOJ to $115 billion for purchases of exchange traded funds.

The purpose of this activity is to encourage risk taking in the broader economy, and ensure prices are rising at a small but steady pace. The BOJ now owns 6% of the total value of the Tokyo stock market. The BOJ does not buy individual funds but invests in the market through exchange traded funds. The BOJ purchases were effective in easing uncertainty and promoting confidence as the pandemic surged in Japan and in the rest of the world.

The Biden administration makes its decision- it will continue the tariffs president Trump placed on about half of Chinese imports into the US. It also seeks new talks with China on trade. US is also pursuing other policies on trade that were not pursued by the Trump administration. Longer term it is about alliance building in trade with the European Union, Britain, Japan, South Korea, Taiwan and India. These alliances would jointly approach China on trade, economic and security matters.  Another approach is for the US to build at home. Congress is asked to approve $52 billion in subsidies that the Biden administration wants to give to companies so that they build the semiconductor plants of the future right here in the USA. The Biden administration is also aware that China is doubling down on technology purchases within China from Chinese firms to support its own high tech industries. In response it is laying down a policy of its own for the future step by step. The Chinese market now takes less priority than maintaining technological leadership of the US in all advanced technologies. Next five year plan for China calls for more concentration on industry, dominance in key sectors identified by China such as rare earths, and more exports- not less in each of these areas. Chinese Communist Party is very conservative and once this has worked for China it is not going to change its reliance on exports even at the risk of leaving goods unsold in China or oversupply. The result is that the US effort to reduce the trade deficit, trying every tool in the book does not work, leading to an effort to resort to tariffs as a last resort to cut the unhealthy and risky $1 trillion trade deficit China has with the world. Has it worked? WSJ and other reports show that large companies are diversifying their supply channels, only smaller companies without the resources are sticking with China dependence for supplies. The tariffs themselves make headlines yet the US has made careful calculations not to upset relationships with key partners Britain, European Union, and Japan, keeping tariffs low at 10% with EU, and 15% with Japan which exports automobiles to the US to recover some of the years US made concessions to Japan. There are also loopholes on certain products where it is in the US interest to do so. As a result the effective tariff is 10-12.5% not 17-20% shown in reports. Of this 10% what is passed on to consumers is small- as in autos 80% of tariffs are not passed on by auto importers such as Toyota and Subaru because of the higher margins postpandemic. In retail only 30% is passed on again because of the post pandemic higher margins. The administration of DJT has also carefully worked with world oil suppliers to keep oil prices low, lower than in 2023-2024. The result is that inflation is at about 3% in September 2025. The idea that a capricious DJT is doing the tariffs is a myth as careful economic planners including Bessent, Jamieson, Lighthizer, and Luttnick, economic advisors in the Republican party, are carefully articulating the policy with room for DJT's political talk and appeal to public sentiment. ...

William Galston in the WSJ says outright for the first time in the WSJ that the years from the last term of Clinton, through the Bush, and Obama administrations were an outright failure for the American people. He documents the losses- 5.7 million job losses in 2000-2010 as Clinton opened China's entry into the World Trade Organization without any precautions taken to prevent abuse of world trading rules after the experience with Japan. Worse no help to the displaced workers which fed into the resentment of workers. Sex scandals weakened the presidency and acted as the major distraction during the last years of Bill Clinton. Over the administrations of Bush and Obama almost the entire US manufacturing base was dismantled and shipped to China. Pharmaceutical companies were allowed to charge recklessly when Bush disallowed Medicare to negotiate prices for pharmacueticals placing additional burdens on the American people. Bush started long wars in Afghanistan and Iraq that cost the US dearly in lives and resources wasted with no vital US interests at stake as in Europe. This distracted attention from problems simmering at home. Obama continued these wars preferring to focus on reelection. The migration crisis, the neglect of infrastructure worsened during this period. The Bush deregulation of banks led to the 2009 world banking crisis that led to large layoffs worsening a bad situation from outshoring and creating a class of unemployed, and shrinking household wealth and savings. The Biden administration, the first Trump administration and now the second have started the process of revival of the US. And yet Biden, DJT are relative outsiders who came to the presidency and were not favored in the established order of the 1990-2016 period. One can say about Blair, Cameron, Boris Johnson in Britain, about Clinton, Bush, Obama in the US, and Schroeder, Merkel in Germany that the leadership was mediocre and failed the people of Europe and the people of America.     ...

Both the EU and US see another wake up call from China's position of on again off again diplomacy using rare earth as a bargaining chip. US and China separately and in coordination work to develop policy and actions to secure access to rare earth and technologies that is independent of China. China sees it's action on rare earth diplomacy as robust diplomacy in response to DJT tariffs, yet this is getting the US to move quickly to develop its own rare earth access including working with Australia, and taking action to support US industry. The European Union is not far behind in doing the same. This and the action taken by the US to restructure world trade for a level playing field, and getting Asian partners to acknowledge their abuse of the international trading system for two decades and accept some level of temporary tariffs is changing world trade. U.S. Commerce Secretary, Wilbur Ross, has balanced the rhetoric of president Trump on trade in the NAFTA debate by saying the U.S. is looking for win-win solutions in trade relations with Mexico. After renegotiating the trade deal with Mexico and Canada, and the Phase 1 trade deal with China, the U.S. is now setting its sights on a trade agreement with the European Union. To do this the U.S. is looking at the use of economic pressure including tariffs on the European automobile industry. One goal is to get the EU to do more to end state subsidies to aircraft maker Airbus SE.  The U.S. is also working with Europe and Japan to ban 4 types of subsidies under World Trade Organization rules under a new proposal. Mr. Phil Hogan is the new EU trade commissioner who backs this proposal that is aimed at restricting Chinese subsidies to state enterprises. The U.S. also wants to see agricultural issues, including tariffs discussed in future negotiations with Europe. As part of efforts to change the way World Trade Organization rules are set the U.S. has blocked the appointment of judges at the top court of the WTO so that it lacks the quorum to operate. Mr. Vaughan who works under Mr. Lighthizer in the trade negotiations with Europe, says the Europeans should take U.S. concerns seriously, and accept the possibility that Mr. Trump could take aggressive action if the facts show he is justified in acting in that manner.  ...

As the August 1 deadline approached first the Japanese and then the Europeans who held out till the end sometimes treating the US with disdain and ridicule, realized that the US was dead serious about tariffs. Even the US business community tended to treat DJT tariffs with disdain not realizing that the tariff battles were first fought against Japan by Deputy USTR Robert Lighthizer under Reagan in the 1980's always to get a fair deal for the US. The recalcitrance of the Europeans and the Japanese can be understood by the non tariff barriers Japan placed on US products and the 10% tariff on US autos the European Union had in place for decades when the US only had a 2.5% tariff on German car imports.  The media in the US and Europe has utterly failed to tell the US side of the story. Here at Lyrarc we remain committed to bring out all the facts so that readers can better understand both sides. Initially the EU adopted an adversarial approach as shown in this report in WSJ by Kim Mackrael and Brian Schwartz. How is it that the Europeans and the Japanese took such a position when since 1980 there was no level playing field for the US on world trade clear for all to see? Not till late May as negotiations dragged on did Japan and the EU take stock of their own positions, DJT having to say US would impose a 50% tariff to get the EU to understand, saying "our discussions with them are going nowhere." In the end in Scotland Leyen and Sefovic for the EU accepted 15% tariff on EU imports to US. Akazawa of Japan had accepted this the week before. ...

Proof that this is not an ordinary deep recession like those in the post war period comes in the way foreign trade is reacting in this downturn. Already evidence of this has been seen in the way Germany has been affected because of slowing exports from China to the US. German exports to China have declined as the Chinese export model comes under severe stress. A similiar situation is playing out for Japan. Now new proof of the drop in foreign trade is emerging in Commerce Department figures. Combined exports and imports of the USA dropped 18% in 4 months July to November, to $326 billion from $398 billion. Two thirds of this drop was in imports. So China and Japan's exports to the USA are severely affected. Japan showed a 27% decline in exports in November, according to the Japanese Ministry of Finance, and imports dived 14%. According to calculations by the WSJ, Germany had 11.8% decline in foreign trade in November, and similiar numbers for France and Britain. Chief US Economist at IHS Global Insight, Nigel Gault, says this is going to be the worst global recession since World War II. Combined with what is happening to inventories, (see links) and what is happening in housing, banking, the auto industry, and other industries, the complications of non-transparent packaged financial products clogging the American financial system, the hugely indebted consumer (see links), and the $2.1 trillion and rising cost of the stimulus and bailouts needed by one estimate, suggest that the recovery forecast for 2009-2010 does not take into account all these simultaneously occurring patterns and developments working together. ...

So much for political campaigning and talk of inflation, inflation comes in lower in September after DJT tariffs of 10-15% on EU, Japan and other trading partners. The higher tariffs on China are action needed to reduce trillion dollar trade deficits the world has with China, deficits that are economically destabilizing for the world economy, with supply chain concentration a serious problem. US inflation in September came in at 3.0 percent lower than expected.  One reason is that the headline numbers are high but in actual practice the tariffs are on average at 12.5% not 17% or 25% as headlines show. The tariffs vary by country and the US was careful to keep them at 10% for the EU and Britain and 15% for Japan, the key trading partners. China is an exception at 47% because it is US policy to reduce the world's 1 trillion trade deficit with China and cutting this is a major goal. For decades the US tried every possible way to bring it down to no avail till this effort with tariffs. Another is exceptions in products- for India this includes semiconductors, smartphones and pharmaceuticals. Another factor is that postpandemic inflation in 2021-2022 created higher profit margins in auto, retail and other sectors of the economy. As a result only 30-40% of the tariff gets passed onn to consumers. In autos only about 20% because buyers cannot afford the high prices. Some tariffs are still being negotiated and are a foreign policy tool to get India to stop funding Russia in the Ukraine war knowing that India was importing most of its oil from non-Russian sources till 2019. China is also funding Russia, that is true but the US can insist on exercising its leverage with Asian partners not China. With China the tariff on fentanyl and the overall 47% tariff- down from 57% after meetings in Busan, South Korea between Xi and DJT last month- shows the US takes the Chinese role in distorting world trade to its benefit seriously.  ...

US president's sweeping powers to use tariffs as a tool for policy when American people's jobs, communities, health, is threatened by fentanyl and concentration of manufacturing jobs in China, unfair trade by EU and Japan, is the issue presented to the US Supreme Court. The US president presented it in this way- tariffs as a foreign policy tool, not a way to impose economic policy in the form of a tax on American importers or buyers which is the power allocated to Congress by the US Constitution. Justices who mentioned these powers called them sweeping powers but would not say the word fentanyl or look back at the recalcitrant behaviour of Asian nations Japan and China when it comes to unfari trading practices, where the US could literally negotiate forever and get no result, or to the enormous concentration of manufacturing power and supply channels in China that not only ships out American jobs but leaves Americans at the mercy of foreign powers for cost of living. Nowhere was this more evident as during covid years and now in rare earths export restrictions from China. The Justices assumed it was just alright to ignore this or leave it unsaid.  The cost to American buyers is small because most of the tariffs are borne by foreign suppliers in China, Japan and Germany, who as in the case of automobiles unfairly benefitted for decades and are now bearing most of the cost of tariffs. The large business in the US have increased their margins so much in the 2020-2024 period that they are now bearing some of the cost of the tariffs, as reported in WSJ. So that inflation in the US is at 3.0 % in the US less than anticipated, when average tariffs are at about 10% overall, not what the headlines say of 15-20% because of the product exceptions made in the tariffs for each nation. Justice Roberts may be right when he says more care should be exercized in the placing of a tariff, but even Roberts and Justices Barrett, Gorsuch, Kavanaugh and others know that the US has used this as a last resort, as a policy tool to protect the American people. Sweeping powers need care and caution as Justice Roberts stated- “power to impose tariffs on any product from any country in any amount for any length of time. It does seem like that’s a major authority."   ...

WSJ committed to orthodox economic theory thinks of tariffs as tariffs such as Smoot Hawley from the 30's. This is why it is not true- It is about fentanyl flows that have led to 490,000 deaths over 12 years in the US and few in the US like to talk about it. Smoot Hawley had nothing to do with fentanyl, drugs trafficking and migrant trafficking that every nation not only has a right but a No.1 responsibility to its citizens to keep its neighborhoods and its children in neighborhoods safe. Smoot and Hawley were US Senators and US Congress was isolationist in mood. Their grasp of the world trading system was meager and they stepped in at a time when the world had economically not recovered from World War I, and the French against US General Pershing's advice had set the most punitive arrangement in Germany that crushed Germany after an armistice Pershing opposed that left the Kaiser's political structures intact. Tariffs is not DJT's idea. It is the solid experience of Deputy US Trade Representative, Robert Lighthizer under Reagan who conducted negotiations with the Japanese who stalled and stalled Lighthizer says, let negotiations drag on into endless nights, and Lighthizer and his team stood firm. The relentless Japanese relented and Lighthizer secured the agreements that ended this phase of trade relations in the 1980's. Lighthizer was Trade Representative in the DJT first term 2016-2020 and launched the negotiations with China. This is now 8 years since 2016 and 2016 itself was 35 years after Lighthizer negotiated with the Japanese. Today's US Trade Representative is Jamieson who was Deputy Trade Representative under Lighthizer in 2016. Each detail is carefully thought through to bring it to a fair conclusion in the interests of the world and the US. Information traveled slowly GM could not tell at any time how many cars were in inventory on its lots in 1920's. US lacked basic infrastructure for government that FDR and Labor Secretary added firt in New York in the 1930's and which was transferred to 50 states by 1940's. Today information is quickly at fingertips and consultation processes are built in between industry and government at all levels. A lot of information is carefully evaluated. USTR as DJT showed, the major study of USTR Office in the Rose Garden on April 2, 2025, has all trade barriers carefully analyzed in minute details for every country. And is working on this for 40 years. There isn't even a slightest  comparison between this and the Smoot Hawley crowd in the 1920's.  The goal not to beat anybody. Just to set the goal of a level playing field for world trade. That is the foundation of trade that is fair and respected, and is a win-win for all. WTO's basic foundation No. 1 principle is a level playing field. It is just that this was a kind of Marshall Plan for Asia of the US to let poor countries such as Japan war wrecked in 1950, and China colonial power wrecked by first Britain then Japan struggling and poor in 1990's, giving them some time to rebuild by ignoring unfair barriers to trade for 10-15 years 2005 for China. Barriers that never got dismantled and technology that leaked from the US 2005-2016 under the Obama administration. Smoot Hawley was not about the US Navy building its own ships and US shipyards in the 1920's. In 2025 US shipbuilding industry is stolen, this is why the words used "pillaged" "looted" were used in the Rose Garden. Little by little American private enterprise capitalism was superseded by a new form of capitalism in Japan then in China that combined state capitalism with private enterprise capitalism. This then was the threat America faced, and needed to redouble its energies and seek fair play.   ...

The U.S. and China sign Phase 1 of the trade agreement in a sign of reduction of trade tensions between the two countries. Difficult issues of state subsidies under China's state enterprise model of development, and technological competition were put off for the future. China made the deal possible by agreeing to double its purchases of agricultural products, and offering to purchase about $200 billion in American goods and services over the next two years. This gives relief to farmers, a key part of Mr.Trump's support base. This also helps achieve a key Trump and U.S. goal of cutting the U.S. trade deficit with China quickly, just as happened decades ago with Japan.  See the related article and link on how for the first time in decades China's trade surplus with the U.S. is now set on a path for permanent decline. It dropped significantly in 2019 by 12.5% even though China's imports from the U.S. dropped by 21%, based on Chinese customs data released for 2019. With China increasing these imports significantly and the U.S. holding on to tariffs of 25% on $250 billon of China's exports to the U.S. which are outside the Phase 1 agreement, the downward course is set for the next few years for correction of a dangerous trade imbalance. That imbalance was allowed to develop over successive Republican and Democratic administrations. China already has the European Union as its first leading trading partner and south east Asia as its second. China plans to not be so closely intertwined with the U.S. in trade, and yet preserve its state sponsored development model and drive to compete in technology. China's increased purchases from the U.S. of $200 billon are broken down in terms of farm products- $32 billion, manufactured goods- $80 billion, energy products- $50 billion, services $35 billion. In effect the U.S. gets its goal of cutting the unsustainable China trade surplus quickly and with certainty in 3-5 years. China uses the period to transition for less trade linkage with the U.S. yet preserving its state sponsored model of development and drive for technological advancement.   ...

The US president has invoked emergency powers that relate to national security based on the fight against fentanyl -with 490,000 American lives lost over 12 years, 5 times that in the Vietnam and Korean Wars combined. And based on enormous trade imbalances that relate to national security with China having $1 trillion trade surplus 12 times the next highest trade surplus of $81 billion of Japan in 2007.

Note that appellate courts upheld the Nixon 10% trade tariffs based on invoking emergency powers also based on trade imbalances that time in the 1980's with Japan. The SCOTUS would be overreaching its judicial power to strike down the president on his main platform in the election, says one expert.

Mexico replaces China as the U.S. top trading partner in the first half of 2019. U.S. imports from China fell by 12% and exports fell by 19% in first half 2019, according to Commerce Department. The total value of trade with China of $271 billion was less than the trade with either Canada or Mexico.

Mr. Trump said yesterday to China- "If they don't want to trade with us anymore, that would be fine with me. Until such time as there is a deal we will be taxing them." He went on to say he would place 25% tariff on additional $300 billion of Chinese goods on Sept. 1, 2019.

Meanwhile in first half 2019 the U.S. imports increased to 34% from Vietnam. Some of this could be Chinese goods transhipment through Vietnam. Japan, South Korea, India, Europe, all increased exports to the U.S.

After a weeks long standoff both sides disengage expeditiously in the India's border dispute with China over construction of a road in the Doklam plateau region of Bhutan. In this NYT report experts in Hong Kong point out that it is not in China's economic interest with an aging population and debt crisis, tense economic relations with the U.S., and for India struggling with modernization issues, to turn a remote border issue into an open conflict. It would also complicate relations in the Asian region with Japan and economic relations with the U.S, countries with whom China's economy is intertwined through supply chains and other ways. Disputes with China and South Korea have in the past affected the Chinese economy, and China has developed trade with India as its companies look for growing markets. India's Modi administration is focussed on the economy. In this context of broader relations the road construction in Doklam appears to be an aberration that is hard to explain except as a miscalculation and poor understanding of the best interests of the region and of the world.   ...

This WSJ editorial board article points out that legal enforcement under new formal rules agreed to by China is essential to replace former Chinese promises on trade.

U.S. companies need to be able to report abuses particularly in relation to handing over technology and have rule based action taken immediately as a response, says the WSJ. Better still the U.S. needs to coordinate its action with the European Union and Japan.

The Lewinsky scandal broke out in January 1998. Bill Clinton admitted "an imprpper relationship" in August 1998. The vote to impeach Clinton was in December 1998. The acquittal took place in Jan-Feb 1999 with the lack of a two thirds majority of 67 votes in the Senate. The damage is not just in reputations. It is in distraction sufficient to lead to flawed legislation that lacked key provisions for the China US Relations Act of 2000 that was taken up by the Senate in May 2000. Could such a major step be taken in the last year of a lame duck administration? Republicans returned to the White House in December of 2000 with George Bush. There were no provisions in the China Relations Act for abuse of the status after joining WTO through unfair trad practices. The result is millions of jobs lost and the entire manufacturing base of the US and Europe shipped to China by 2019. Under Xi Jinping China returned to an adversarial relationship with the US on the issues of Hong Kong and Taiwan. It could have done serious damage to the 1.4 billion people of India as the gap between China and India opened up dangerous security implications for South Asia, a time when governance model of the Nehru era had failed by 2014 leading to fragmentation of the kind that happened in China when Japan had surged ahead in the 1920's and 1930's leading to the devastating war and Japanese invasion of China in the 1930's by provoked incidents. It shows the grave consequences of poor governance including the periods under Bush and Obama that led to decisions to get into wars in remote mountainous and desert regions. A series of such events can as shown by Joel Mokyr of Northwestern University, that can lead to permanent decline for regions and nations. Under both Biden and DJT an effort is underway to respond to these challenges. ...

In a speech to 3000 party officials Xi Jinping says it is the "central and united leadership of the party that made possible this historic transition." He was speaking at the 40th anniversary of the Deng reforms to open up China's economy. He said China was right to have "lofty aspirations." Yet he said China "would not sacrifice the interests of other countries," while preserving its own interests. The speech comes as China is trying to find a way out of the trade tensions with the U.S. through negotiations. The U.S. sees China in the same way that it saw Japan's rise as an industrial power in the 1980's. and seeks to preserve U.S. economic strength and balanced trade relations that give no unfair advantages to Asian competitors. The U.S. negotiating team is led by the same negotiator who led the team that negotiated for the Reagan administration with Japan-Robert Lighthizer.
