In a video interview the Indian army chief says the tensions at the India China border in the mountainous Himalayan region arise from different perceptions of where the border is, with each side patrolling the area based on its perception of the border. In random situations both sides are patrolling the same area leading to tensions. This has happened before and is likely to happen again. Cross border discussion mechanisms between the two sides have been setup to tackle the situation of patrols.

The Indian border is defined by the McMahon line for India, and set during British times. China has its own perceptions of the border and China was further away from the Indian border till it moved into Tibet in 1950.

With China's economy contracting China is now reviving the sidewalk trade with hawker stalls, food trucks, and other types of sidewalk retailers. Chinese premier Li Keqiang says small entrepreneurs at the micro level are as important as larger business to keep unemployment low. Li says these small traders are as important "as vital to China as bigger and more high end businesses." He is now promoting these smaller business enterprises and individual business owners saying "we will support you," and praising food stalls for their contributions in the past before China industrialized to "human culinary culture."  Only when the economy took off and large companies emerged were these small businesses forgotten. This reverses the Communist party's instructions to close street vendors. Li says that in Chengdu, population 14 million, 100,000 jobs were created in a few weeks by allowing 36,000 street vendors back on the streets.  In fact the informal economy plays a big role in India and other countries in Asia and Latin America, Africa. ...

China's tariff of 25% on cars imported from the U.S. is a  poor target says this report in WSJ, as most of the cars China imports from the U.S. are made by BMW, Mercedes and Tesla. China already has a 25% tariff on U.S. made cars.

The German cars are made at the Spartanburg plant and other plants of BMW and Mercedes in the southern U.S.

Tesla cars would also be hurt yet Tesla has supported the Trump administration tariffs as the existing 25% tariff makes it harder for Tesla to compete in the Chinese market. U.S. and European carmakers cannot hold more than 50% foreign ownership under China's rules in its auto market. As a result U.S. carmakers already have joint ventures in China and make most of the cars they sell inside China.

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

China's government takes the first steps to create a market where credits can be traded on rights to emit carbon, burn fossil fuel and create emissions harmful to the environment and health. Big emissions come from chemical plants, steel and cement factories, and burning of coal by power plants. China is the world's largest user of coal for energy. The credits are a way for this sector of the economy to participate in cutting emissions. The provincial level program run on a pilot basis with only $400 million in credits will now transition to a larger program covering entire sectors of the Chinese economy that are responsible for carbon emissions. Experts say this program takes time to structure and the Chinese government is moving forward even though this takes time.

China's new prime minister Li Keqiang makes his first foreign trip with a trade delegation for talks with Indian representatives and business leaders, showing the importance he places on India. India offers China's companies access to large opportunties in infrastructure development, and China can benefit from India in the area of information technology and pharmaceuticals. Trade is envisioned as expanding from $70 billion in 2012 to $100 billion by 2015, and expanding rapidly as the two economies grow. Economic contacts also would provide an anchor for future relations as China faces difficulties in its relations with Japan, and S. E. Asian countries, and a U.S. wary of China's capabilities. This was pointed out in the joint statement. Li Keqiang also emphasized this in an editorial page article in India's daily newspaper, the Hindu, saying India and China have "to work hand in hand," to promote Asia as "an anchor for world peace." A peaceful India-China trade and economic relationship opens the way for investment and participation in development by China alongside Japan, Germany, France, UK and the U.S. in India, as the next major source for global economic growth. This also serves to defuse Asian tensions as both economies grow, and increased contacts between cities in India and China with the twining of cities program launched in the meetings. India can use China's capabilities in infrastructure development, the two countries share the need for information sharing on lowcost solutions in healthcare, in managing urbanization, and solutions for clean water in rural areas, and use of IT solutions in development, where much remains to be accomplished through cooperation. India is an attractive place for foreign investors with the country moving up 23 places in the ease of doing business rankings of the World Bank. Growth is faster than China since 2015, and GDP is expected to double to $5 trillion by 2030, according to government think tank NITI Aayog. Corporate deal making from foreign investors exceeds that in China. Mergers and acquisitions targeting Indian companies reaching a total of $93.7 billion in 2018, up 52% from last year, according to Dealogic. Overseas purchases were $39.5 billion for India in 2018 compared to $32.8 billion for China. In the consumer sector Unilever NV made purchase of a malted drink brand Horlicks from GlaxoSmithKline PLC as part of a $3.75 billion deal. Softbank led a $1 billion investment in OYO Hotels. In infrastructure Tata Steel made a $8.3 billion acquisition of steelmaker Bhushan Steel. Reliance Jio's aggressive push in mobile with low prices is leaving the telecom industry ripe for mergers and consolidation- Bharti Infratel acquired Indus Towers for $6.5 billion. Ian Buruma sheds light on the efforts of prime minister Hatoyama of the DPJ party to create a East Asian Community and bring Japan and China closer in economic and political ties. This failed because of the tensions with N. Korea and the Obama administration's opposition to this move- which did not give the young Japanese prime minister the same opportunity to exercize his electoral mandate that was given to the young American president. The result says Buruma is to block the development of new closer ties between Japan and China which reflect the new dynamics in Asia. Buruma says Japan looked to China during the centuries before the modern period, with both countries sharing a Buddhist civilization and culture, and depending on how one sees it the conflict in the period between the two wars would be the pattern or the aberration in the relations between Japan and China. Many Japanese are wary of further tensions between the two countries. Buruma provides an alternative look at how relations between China, Japan and the U.S. could evolve in Asia which would provide a basis for constructive cooperation. ...

In China's state banking system larger banks will get more state support than the smaller banks. Smaller banks such as Everbright Bank and Bank of Nanjing have 20% of loans made to local government financing vehicles, this compares with 6-7% for larger banks such as ICBC, Bank of China, China Construction Bank, and Agricultural Bank of China. Because of the poor asset quality and high risk of such loans the smaller banks are likely to be the first to face trouble in a financial crisis.

China plans to retaliate against the Chinese operations of Ericsson and Nokia if Huawei is banned in 5G networks in Europe, following the U.S. ban. Planned by China are export controls on Ericsson and Nokia in China banning export of its products made in China. The German decision is to be made by September. Britain has already banned Huawei participation in its 5G networks.

Experts say this effort by China would lead to European companies redrawing their supply chains which they are already doing after the pandemic.  Nokia is doing this and Ericsson is also planning to shift production to other parts of Asia, or back to Europe or North America.

Robert Reich, a former Labor Secretary, says that instead of "rebalancing" with Chinese consumers buying more American goods and China exporting less to the USA, things are headed in the opposite direction. Why? Because at the macroeconomic level China is devoting more of its country's resources to production capacity. Chinese consumers are taking home a smaller proportion of the total economy. In 2008 personal consumption amounted to 35% of the total economy, whereas in 1998 it was 50%. Capital investment in the same 10 years went up 35% to 44%. Chinese continue to save and these savings are going into infrastructure and manufacturing capacity. There is even a social twist to the savings, with fewer young Chinese women than men parents with boys have to compete in the marraige market and save assets for this. Households are also saving to support more elderly people as population is aging quickly with population policies. All this means that with all the talk (see links to Niall Ferguson and Krugman), the situation will likely roll on in this manner till things reach an impasse, or there is a strong political backlash in the USA which leads to stronger trade actions by the government, or there is a crisis. Meanwhile the trade deficit is headed higher and Chinese foreign reserves will go far above the current $2.3 trillion. And the Europeans will also be getting restless with their trade imbalance, as the euro edges higher and the yuan remians pegged to the dollar, leading to trade distortions. ...
