Chinese president Xi's determination to make good on the slogan "Housing is for living, not for speculation," by imposing a property tax on homes in 30 cities, is facing resistance within the Communist party and from local governments. Mr Xi hopes to squeeze out the excesses of the adoption of capitalist market systems in China since 2000. China's government opted to get feedback on this idea and the feedback is largely negative forcing the government to scale it back and look at other alternatives such as affordable housing to make home purchases accessible.  Some reasons for the pushback are that it is becoming a social stability issue and risks alienating officials within the ruling party and homeowners. The fact is that 90% of urban Chinese families own their homes and housing related industry makes up about a third of China's output. Also significant is that 80% of China's wealth is tied up in real estate. What could happen is that if housing prices drop in China urban consumers might cut back on spending because they feel poorer. Party officlals advised against introducing property tax in 30 cities. Now it is scaled back to ten cities, and a new law could take till 2025 to introduce property taxes in the whole of China. Cities that are likely to be used for the property tax now are Shanghai, Chongqing, where an annual charge is levied on second homes since 2011. Cities added to the list would be Shenzen, Hangzhou, China has financed much of its industrialization through land sales by the Communist local governments in a country where land ownership was with the national Communist government after the revolution in 1949.  Mr. Xi wrote in Qiushi party journal that "we should actively and steadily promote the legislation and reform of real estate tax, and do a good job in the pilot work." Local communist governments get about one third of their revenues from selling land to property developers, and they are anxious that a tax on real estate would make demand and price for the land they sell to drop drastically. In a forceful speech at George Washington University, on April 14, 2011, President Obama outlined his proposal for addressing the U.S. budget deficit. His plan includes a mix of tax increases and spending cuts. His plan is for a $4 trillion deficit reduction over 12 years, with $1 trillion coming from revenue increases, $2 trillion from spending cuts, and $1 trillion from savings in interest because the U.S. would borrow less. Obama's plan would end the Bush-era tax cuts for people earning more than $250,000 a year and eliminate a number of tax breaks. Spending cuts would include cuts in Medicare costs, discretionary spending, and defense. Obama's plan would commit to automatic, across the board spending cuts and tax increases if an initial target is not reached by 2014. Obama said the Republican plan proposed by Paul Ryan presented " a vision that was less about reducing the deficit than it is about changing the basic social compact in America....The's nothing courageous about asking for sacrifice from those who can least afford it and don't have any clout on Capitol Hill."...

During the Greek debt crisis in 2011 the ECB bought Greek bonds at a discount to face value to support the price of Greek bonds. It did so under the agreement that the bonds would be worth the full amount. Now as part of the negotiations between Greece and private bondholders (mostly French and German banks) about how much losses private bondholders will take- to make Greek debt serviceable as its economy shrinks and tax revenues decline- the ECB says it will take $11 billion in losses on these bonds as its contribution. The ECB will do this on the condition that Greece comes up with an agreement with private bondholders that makes debt serviceable. This could mean increasing private bondholder losses to 70%. from 50%. The central banks of EU countries hold $12 billion of Greek bonds. The ECB says this will not apply to these bonds. Negotiations are also underway between the EU and Greece for a 20% reduction in Greece's minimum wage and an additional 3 billion euros in government spending cuts, and pension cuts for retirees. The EU is asking for a written committment from the Greek government and from Antonio Samaras of the New Democracy party to the austerity program, as the measures are highly unpopular in Greece and are leading to continued street protests in Athens. ...

Greece's economy is expected to shrink by 6% in 2012 by many private sector economists in Greece. This means Greece will have a deficit closer to 10% of GDP. Antonio Samaras, leader of the New Democracy Party, is expected to win the elections in Greece to be held by spring 2012. Opinion polls show his party getting 24% of the vote, and Papandreou's Socialists getting 15%, showing how little support any party can gather in Greece. Samaras told the Journal in an interview- the contagion is spreading rapidly, and what he fears is political and social contagion from high unemployment and austerity measures. Samaras says his government would continue with the spending cuts, but also reduce the tax burden on Greek households and businesses, which he views as having worsened the recession in Greece.

Total household debt, including mortgages and credit cards, as a percentage of disposable income, has declined from 130% in 2007 to 116% in 2010. The Federal Reserve reported this data recently. Much of the reduction in debt was done through defaulting or walking away from mortgage loans, and some of it by reducing expenses. Commercial banks wrote off $118 billion in mortgage, credit card and other consumer debt in 2010, according to the Fed data. This amounts to half of the total $209 billion in debt reduction for household debt, which includes new mortgages and credit card debt. Economists say the level of household debt is still high because household debt at a level lower than 100% of disposable income is where it should be. Many consumers are still in a weak condition because of the weak job market, which has resulted in their using up some of their retirement savings till a job at a lower pay is found. Job cuts at the state and local level are still looming as state governors reduce their deficits. Total U.S. nonfinancial debt went up by 4.8% to $36.3 trillion, with a 20% increase in federal debt. Higher gasoline and food prices also act as a tax on households in 2011....

After suffering a deep depression Greece's economy is in 2019 24% smaller than in 2007. It may not be till 2033 that Greece recovers to its precrisis level GDP, says Oxford Economics, a consulting firm. With the creditors of Greece maintaining a tight control and requiring high taxes and high budget surpluses of 3.5% of GDP excluding interest payments, there is very little financial leeway to reduce taxes as the newly elected government of Mr. Mitsotakis of the New Democracy party has stated. Greece spent 8 years till 2018 under an austerity regime set by the European Union overseen by the IMF with eurozone authorites in return for a financial bailout loan package. Spending cuts and tax increases of 40% of GDP led to drop in GDP of 25%. Greece had misrepresented its official spending numbers to eurozone authorites in the years leading upto the crisis, leading to a lack of sympathy from ordinary German taxpayers for the country's situation. Unlike Portugal which was able to increase exports and find ways to reduce the austerity regime with sympathy from Germany, Greece lags behind in foreign investment and is 72nd in the ease of doing business ranking of the World Bank.  Unemployment is falling very slowly and is at 18%. Greece has returned to bond markets with 10 year bond yields of 10%. Growth is stuck at 2%. Pension spending takes up most of the budget, with little left for investment, education and other needs. No parties talk about cutting pensions anymore as a grandparents pension supports many families. The high taxes have hurt the private sector with the most productive people emigrating to other countries in northern Europe and to other parts of the world. About 500,000 left from 2010 to 2017, most are college graduates, and 64% have postgraduate degrees, a survey shows. Most of them will never return as it  is difficult to live and plan a life on a Greek salary. During the financial crises affecting Latin American countries such as Mexico, Brazil and Argentina for decades, the expression lost decade became common. Some like Argentina had repeat situations of lost decade before recovering. Even the U.S. suffered badly suffering close to a lost decade with faulty mortgages causing a crisis in 2009. Only Greece has proved that this can happen for nearly three decades. Greece's experience also sullied the euro currency's image, that was further damaged by the austerity policies across the eurozone's financially weaker countries. Lack of transparency and insider groups unable to take up the national interest and pursuing narrow interests left Greece in a bad position with little sympathy from stronger northern European countries such as Netherlands, Sweden, Germany. Today's political crisis for the centre right and centre left parties in Germany and other Northern European countries such as Scandinavia, Netherlands, also stems from this flawed entry of countries such as Greece into the eurozone with poorly managed finances. A combination of Tech creating low wage jobs, erosion of working class, failure of centrist parties free market policies to protect the working class, shift of jobs to low wage countries such as China, had already eroded the situation. The humanitarian response to what was both a economic and war related migration from North Africa  to Europe only worsened the image of these parties with working class people alienating them further. The eurozone countries and the European Union are only gradually recovering from these errors.     ...

The 2017 Budget presented by the Trump administration has a serious problem in that it assumes 3% growth, and 2% inflation, low interest rates, to generate $2.1 trillion in additional tax revenues over 10 years. Hilsenrath in the WSJ has questioned whether 3% growth is a safe assumption. Then the Trump 2017 budget resorts to double counting which analysts called egregious and wrong by using the unsupported $2.1 trillion in extra revenues to fill holes in the deficit. By doing this it comes up with debt to GDP ratio dropping from about 75% to 65%, whereas the Congressional Budget Office does the math and says it would jump from 75% to about 85%. Such a mistake is called the "most egregious accounting error" by Lawrence Summers, a former Treasury Secretary, from what he has seen over 40 years. The irony is that the budget is called "The New Foundation for American Greatness," because of the lack of a firm foundation in the numbers. Deep cuts in social programs makes the math riskier politically and socially.   ...

This article in the Economist says the bad loans in the financial system threaten to derail India's rapid growth. It points out that about 17 percent of all loans are estimated to be non-performing. Government plans to set up a bad bank and have bad loans transferred at steep discounted rate to the bad bank are still at an early stage. India weathered the 2008 financial crisis with a financial system in better shape. Since then a surge in lending has led to an increase in the bad loans. Today both banks and corporate firms are facing this problem. The political system and dysfunctional governance with frequent changes for management at state controlled banks are part of the problem.

U.S. states face their biggest cash crisis since the Great Depression as a result of rapidly declining tax revenues with a state budget shortfall of $434 billion, says this report in the WSJ. This is larger than the 2019 K-12 education budget for every state combined, or more than twice the amount spent that year on state roads and transportation infrastructure. Rainy day funds will be exhausted by the loss in tax revenues after the pandemic closures of business. Nevada, Louisiana, New Jersey and Florida are the worst hit states. The result will be cutbacks in the future and more pressure on the retirement benefits for police, firefighters, teachers, government workers. Over 60% of the revenues of states come from sales and income taxes to meet the general operating funds. Drops in consumer spending and large job losses from the pandemic affect these revenues. Local government workforces were cut by 1 million people. In Michigan 31,000 state workers were furloughed 2 days per pay period for 10 weeks, and others were laid off. Rainy day funds set up after the 2008 crisis are exhausted. Only federal funds are keeping states afloat with a lot of uncertainty about 2021. The state budget director in Michigan calculated that even if the state got rid of 12 state departments including education environment and treasury, all reserves would be gone, and there would still be $1 billion budget shortfall. The rainy day funds set up after 2008 crisis accumulated $50 billion in U.S. states which have helped somewhat, with federal funds helping tackle shortfalls. Yet 2021 looms with huge shortfalls and expected cutbacks across the U.S. ...

The House passes the $819 billion tax and spending bill. Every Republican in the House voted against the bill in the 244-188 vote. Most of the money to be spent of about $526 billion will be spent in 2009 and 2010, though some spending on student loan programs, clean water projects and housing assistance will carry over into future years. To help workers with the downturn $27 billion will go to continue unemployment insurance benefits till December 31, 2009. $9 billion will go to increase the current benefit from $300 to $325 per week. This is money that will be spent as workers lose jobs. The bill also lets former employees to get COBRA coverage, It funds 65% of individual's premiums for upto 12 months. And workers over 55 or with more than 10 years service will get to keep their COBRA coverage until they get a new job or get Medicare. A big departure is allowing those who are unemployed enroll in Medicaid, and Medicaid will temporarily expand to include millions of unemployed workers. Instead of a jinx much to the contrary the US economy outlook for 2030 in Feb 2026- a surge in investment spending in 2026-2030, new manufacturing investments and lower energy costs, moderating inflation, are likely to propel the US economy ahead to 2030.The effect of tariffs as a policy making tool has been muted because of exemptions, reversal of tariff rates once key objectives were secure for tariffs as a way to get action on foreign policy as with Indian purchases of Russian oil, deals with Japan, South Korea and China, India, UK and the EU. Some sources such as the Philadelphia Fed see price rises reaching 3% in some inflation guages more than the moderate 2.5% in the consumer price index for January 2026. These sources see the hiring slowing down just as layoffs begin to happen in the latter part of the year which is a possibility but less likely. At this point in Feb 2026 there is a tendency not to layoff and to hang onto employees, and hiring has been slow in 2025. January's report of 130,000 jobs added is the first sign of strengthening of the jobs market. Overall a cautious view would be to call it a soft landing after the inflation surge of the covid period. Another way of looking at is is more in line with the strategic direction of the US economy- freeing up the economy with investments in energy,  reducing the key costs of production, tax policy of Bessent's complete one shot depreciation of equipment increasing business investment, tariff policy making the world trading system fairer and now more attuned to US interests, all creating an investment and jobs surge in 2026-2027. There is an added benefit from US efforts to free up the world trading system from the stranglehold placed on it by China with its control over world manufacturing. A dominance and unwise concentration gained from the serious mistakes of the Bush-Clinton period of not putting in safeguards for US factories and jobs (that form the backbone for families in neighborhoods towns and regions across the US), and US business interests growing indifference to the very communities they were based in by outshoring to China destroying whole regions in America. Even where it is criticized or seen as negative there are huge benefits when the US acted. Tariff increase on India is a clear example- it built Indian resilient attitude in June-Feb 2026, and during this period it cut funding Russia's war in Ukraine by sourcing energy from other sources, the US policy led to India and EU+ Germany signing trade agreements to double their effort and double trade and scientific cooperation ( a goal secured for the US as it reduces concentration in China), was followed by US signing its own trade agreement with India within days, and increases world trade of US and EU and Germany in ways that will bring 2.5 billion people into a strong partnership that overshadows anything that happened in China in the Clinton-Bush-Obama years of failure. ...

The new price of the Leaf is $35,200 for the 2012 model year as more features were made standard by Nissan. The Leaf will now cost $27,700 after a $7,500 federal tax credit in the U.S. The higher price also reflects the stronger yen as the Leaf is made in Japan. Every Leaf is sold from a waiting list, with sales in only some states- including Arizona, California, Hawaii, Oregon, Tennessee, Texas and Washington. Nissan's marketing chief, Brian Carolin, says about 1000 vehicles a month will be sold for the remainder of 2011. The average customer of the Leaf drives the car with an all electric range of 75 miles, for 30 miles each day and charges it for 3 hours a day. Average household income is $140,000. The 2012 standard model comes with a cold weather package, heated seats, battery warmer and steering wheel, and a fast charging arrangement that gets it recharged in 30 minutes, instead of the 8 hours.

Maine's shift from heating oil to heat pumps. Maine is the state with the largest use of heating oil in winter, 50% of homes use heating oil. It was because utilities found it hard to set up transmission pipelines in a sparsely populated state that this happened. Now heat pumps which have no carbon emissions and take heat from outside and transfer it to the inside of homes are effective in the coldest weather and far, far better for Maine than heating oil. About 100,000 homes have heat pumps installed in recent years, and another 175,000 will have heat pumps installed by 2027.  State rebates cut the cost of $12000 for heat pumps to half that and there is another $2000 tax rebate. Users like the even distribution of heat and had problems with the cold parts of the house when using heating oil. Some rave about it. If all homes in America use heat pumps it would be like taking 32 million cars off the road, according to one estimate.

What changed asks the Economist between the summer when the stimulus was petering out and analysts sniffed deflation for 2011, and today with the euphoria for stock markets and estimates of 4% growth for 2011? Much of the reason for the change is a second round of quantitiative easing for $600 billon announced by the Fed- buying bonds with newly created money to push down rates and stimulate lending. And the December 2010 compromise for across the board extension of the Bush tax cuts. But even though this improves the prospects for 2011, the situation after that is still in the medium term as treacherous as ever, even more so, says the Economist. High interest rates and shaky business confidence can be fixed with strong stimulus, but households and banks have to work off the excessive debt taken on in the last decade. And this deveraging has years to go. So expect more difficult patches where investor euphoria quickly turns to gloom. One other aspect of the current situation is worrisome. The bipartisan deal for the Bush tax cuts was not real bipartisanship, as each side agreed to the others huge giveaways. Real bipartisanship must mean more painful decisions in spending and taxes. The US government's failure to sort out its finances will continue to cast a shadow over the future of the economy....

 President Trump says China is backing off in negotiations to address U.S. demands for a fair relationship on trade. He says the U.S. will increase tariffs from 10% imposed in September 2018 to 25% on $200 billion of Chinese goods starting May 10, 2019. China has put tariffs of 10% on $60 billion of American goods exported to China responding to the American tariffs in last September.  The U.S. says since China joined the World Trade Organization in 2001 with the approval of president Clinton it has unfairly benefited in trade with the U.S., leading to closure of factories and loss of jobs in the U.S. with state subsidized Chinese exports to the U.S. contrary to the spirit of the WTO and its rules. China has made promises to correct this and not kept them says the U.S. side in negotiations led by Robert Lighthizer. The tariffs moves are a tactic of president Trump to get China to relent and make fundamental changes in the way it exports to the U.S.  So far the Chinese response has been tit for tat. But this can change. As this report points out what is already known that China benefits far more and exports far more to the U.S. than the U.S. does to China. The $60 billion of American goods exports on which China placed tariffs represent two fifths of China's imports from U.S. With smaller exports from the U.S. to China, China has not much leverage in trade negotiations in this kind of tit for tat retaliation. It hurts China's exporters and economy much more than it does U.S. consumers. The increase in prices for U.S. consumers are also not expected to be significant, according to this report in the NYT, if China increase tariffs further. Aware of this and China's belief that past administrations have not responded is a guide to what the Trump administration can or will do, has convinced president Trump that there is no other way to get a fair trading relationship that respects U.S. interests, its jobs and workers. As Robert Lighthizer who leads the U.S. negotiating team faced this type of response from the Japanese when he negotiated with them (shoving off U.S. demands to reduce Japan's trade surplus in the eighties before accepting them), the U.S. thinks this strategy will work again. In any case it sees no alternatives to achieve its goal of a fair and balanced trading relationship. The U.S. international trade deficit in goods was up to $891 billion in February 2019 even after the tariffs on Chinese goods in September, showing that it will take a lot more to turn this as well as other trading relationships around.   ...

Opinion polls in France show a drop of 20 points in popularity for president Hollande after just 6 months in office, from 60% to 40%. Hollande is seen in France as slow to make decisions compared to his predecessor Sarkozy. Hollande has suffered in popularity over the decision to increase value added taxes to give tax rebates of $26 billion to companies hiring new workers starting in 2014. The opinion to the left is that this hurts the working class which has to pay more in taxes. Jean-Luc Melenchon of the Leftist Front, which asked voters to vote for Hollande, went so far as to cal the program "a shame." And the Greens with two ministers in the government have discussed withdrawing from the government. The conservative supporters of Sarkozy question the need to wait till 2014 considering the 10% unemployment and closing factories. They also cite the $39 billion figure recommended for payroll tax cuts, not tax rebates, by the commission setup by Hollande to look at ways to revive the economy. Centrist parties say the bloated government which takes up half of the economy is a cause of the problems. Hollande's Socialist supporters question the wisdom of moving this quickly to reduce the budget deficit to 3% of GDP by 2013, as required by committments to the EU, especially now that the downturn is seen by the EU, the IMF and the Bank of France as prolonged....

Medtronic pursues tax avoidance strategies as it merges with Covidien, which is based in Ireland. Ireland's corporate tax rate is 12.5% compared to 35% in the U.S. Medronic had $14 billion in cash in 2014, much of it overseas. The merger helps Medtronic use some of the overseas cash to finance the deal, and will help Medtronic distribute half of free cash flow to shareholders.

Ford's efforts in the Asian markets, boosting capacity by 50% in China and 100% in India since 2007. Capacity is 450,000 cars in China in 2010 and 200,000 cars in India. In China Ford is tied for No 11 with Geely and FAW, 2 local companies, VW, GM, Suzuki and others are way ahead of Ford. Suzuki dominates the Indian market with 53% share. To keep up with demand Ford is sourcing heavily locally with 85% of Figo components sourced locally in india and 90% of parts purchased locally in China. The lack of early focussed effort in China is evident from the lack of choices- only Fiesta, Focus, Mondeo and S Max Minivan are available as choices. And one new model choice is to be added each year from now till 2013. Ford is betting heavily on the $7600 Figo for motorbike users who shift to autos, but GM has the Chevy Beat and VW has the Polo in this small car segment. And VW plans to launch seven locally produced models in 2010 and GM plans 10 new models this year. In fact GM now sells more cars in China than in the USA....

Who is Nandalal Weerasinghe? This report in The Daily News gives some idea about the man chosen to help Sri Lanka negotiate a deal with the IMF.  Dr. Nandalal Weerasinghe was an alternate executive director at the International Monetary Fund before being appointed deputy governor of the Ceylon Central Bank in 2012. Before this he managed several macroeconomic departments at the central bank and was assistant governor of the central bank from 2007 to 2009, He has spent the large part of his career in economic positions at the Central Bank of Ceylon after getting his PhD in economics from the Australian National University. Weerasinghe is the leading expert in macroeconomics from Sri Lanka who has IMF experience. He says "things will get worse before they get better." He retired early from the central bank with a change in government in 2019. He was reappointed as Sri Lanka faced a debt crisis in March 2022 following the two year long pandemic, and the Ukraine war in 2022 that was bad for emerging market economies. Weerasinghe says about the crisis facing Sri Lanka- Recent decisons followed Modern Monetary Theory. This has dire consequences. In recent times the savings brought about by the low tax and interest rate regime passed savings on to the corporate sector and took away spending power from savers and pensioners. Surging inflation made things even worse for the lower income middle class and older parts of society. Years of accumulated debt have brought Ceylon to this point. In Ceylon one is seeing the effects of savings being passed on to the corporate sector in an economy dependent on tourism and remittances from overseas workers, both hit by the two year long pandemic. This is part of  a trend that has hurt emerging market economies from Argentina and Pakistan which also turned to the IMF to Turkey.  In other countries in the European Union savings also passed on to the corporate sector with low tax and low interest rate regime. With high inflation resulting in the cost of living crisis seen today in France and Germany. This type of policy that Weerasinghe calls 'Modern Monetary Theory' is not healthy for the European Union and the US, as these policies led to the neglect of much needed and vital investments in infrastructure, health and education. Only now are these effects being corrected by new administrations of Biden in the US and Scholz in Germany, with Biden's 2 trillion plan for workers and families, and a similar plan from chancellor Scholz. With this come needed investments to tackle climate change, all of which was neglected before. India has taken a different approach. By following good governance, managing vaccination effectively during the pandemic, social emphasis for food, water, electricity, cooking gas, medicine for the vast population of 1.2 billion, and a Master plan for building Made in India manufacturing,  India has avoided such crises and maintained strong economic growth. In this sense it is a model for South Asian, South East Asian, African, and Latin American emerging market economies that face a difficult situation today. Good governance is critical.   ...
