Wang Huning, who has shaped the policies of three Chinese presidents, was a professor at Fudan University in Shanghai, before beng selected by president Jiang Zemin in 1995 to join the Communist Party of China's Central Policy Research office. The Policy Research Office provides research and guidance on foreign and domestic policy to China's leadership body, the Politburo. Huning was dean of the law school at Fudan, and head of its international politics department. He studied French at a foreign languages school during the Cultural Revolution upheavals in China, before going to Fudan University in 1978. Xi Jinping, the current president, was sent like many other Chinese leaders to work on a farm in the countryside during that period. In that same year 1978, Li Keqiang, the current prime minister moved to Peking University, after taking the first university entrance exams in 1977 following the Cultural Revolution. Li studied western constitutional law, later focussing on urbanization for his postgraduate work. Huning studied in the U.S. in 1989 and is familiar with the American system, western concepts of government and economy. His specialization at the international politics department was in comparitive politics- the systems of government of different countries- and he is seen by experts as having been a key influence in defining China's path making move to build a market economy under public ownership, seeing it possible for the two to work together. In 1991 Huning published "America Against America," critiquing the American political system and pointing out that in American democracy major economic decision making powers still rested mainly in private consortiums, with this acting as a constraint on political democracy. These ideas gradually evolved into ways to manage China in a world with alternative systems and political history. For Huning the question facing China was one of of finding its own workable model based on its history and experience, and need to manage the transition to a modern economy in a stable environment. Huning is now part of the Politburo and a candidate for a seat on the Standing Committe in 2017. At 57, he is expected to be part of the leadership for the next decade, having helped three presidents shape domestic and foreign policy, setting the direction for China's transition to a modernized economy and a political system that accomodates the needs of a new generation....

A year long study by the Washington Post of all shootings by the the police in incidents of law enforcement in the U.S. shows only about 4% of the incidents involve police killing unarmed black persons. Yet a disproprotionate number of unarmed men shot are black or Hispanic- 3 of 5 people. The large majority of incidents involved people who were mentally troubled most of whom carried a weapon, persons carrying a weapon, or persons running from the police when asked to stop. The WP has compiled every police shooting in its database for analysis, something even the FBI does not have and is only now starting to put together. For police the hard part is when to know a certain behaviour such as reaching into the pocket after a police chase was harmless or risking the officer's life, as shown in a video carried by officer Lisa Mearkle in Hummelstown, Pennsylvania, for one of the shootings. Mearkle was acquitted by the jury.

A charm offensive is under way following the New York primary led by Mr. Manafort to show the Republican National Committee (RNC) Trump is just "playing a part" and has another demeanor. Wiley points out that Trump would appeal to traditionally Democratic states in the midwest that have working class Reagan Democrats. This follows a parallel effort by Trump presenting an election narrative to draw voters by saying that the system is rigged, first banking, then trade, now the way delegates are chosen, to increase voter support at a time when voters have genuine concerns. Yet the fact that Trump won 90% of the delegates with 60% of the vote in New York, provides proof that it is not, says Vince Preibus, RNC chairman. Others point to the splintered vote in the early primaries as disproportionately benefitting Trump, as well as the media coverage for sensational statements, and jingoistic talk about China, Mexico and Muslims.

President Hollande of France appoints Jean-Marc Ayrault, as the next prime minister. Hollande plans to set the priorities and direction of policies as President and work with Ayrault in getting this implemented. Ayrault, 62 years old, is a professor of German for 13 years. He was a three term mayor of Nantes, a city in western France, which is the 6th largest in the country. He is a member of the French parliament since 1986, experience that will be important to get legislation passed. Elections to the National Assembly will be held in June 2012. His German skills will be useful in reaching out to Germany to forge a common policy for the eurozone. The tone for this was set by the SPD Social Democratic party chairman, Sigmar Gabriel when he said about Ayrault: "He speaks excellent German and understands our political culture very well. This is a strong signal to Germany."

Experts say Chief Justice Roberts somehow found a path through in bridging the ideological divide and avoiding a show of partisanship in an election year. He somehow navigated and found a path through in his vote on the U.S. healthcare law letting it stand. Early on Roberts advocated "judicial modesty and humility" in jurisprudence. He compared the judge's role to that of an umpire in baseball during the 2005 confirmation hearings. The umpire would not pitch or bat, his job would be to call balls and strikes. It was seen as a determmined show of independence at a time when Justice Kennedy was seen as the swing vote. He has also earned political capital to be able to vote independently on other issues before the court instead of becoming embroiled in controversy about the role of the Court in overturning the work of Congress during the early part of the Obama administration.

Readers of the NYT reflect on the Syria-Iraq conflict and the experience in Vietnam. Stuart Gottlieb, who teaches American foreign policy and international security at Columbia University, describes Logevall and Goldstein's Vietnam analogy for Syria as a situation on how one can go wrong by relying on historical reference when new thinking is required based on existing challenges. Others point to the situation in Vietnam as Kennedy's war with 16,000 advisors already on the ground. Kennedy's words "let every country know whether it wishes us well or ill, that we will support any friend, oppose any foe...," were part of the Cold War in the early sixties that Kennedy inherited from Eisenhower and Truman starting with a Communist Iron Curtain falling over Eastern Europe and threatening Western Europe. The situation today is quite different in a Middle East with little to do with Russia and China, at the same time sectarian with Sunni and Shia, and aspirations of Arab people for freedom from dictatorships....

The Hispanic vote counts for crucial vote margins not only in the southwest but in places like Pennsylvania and Virginia where they are 5% of the voting population. About 10 million Hispanics voted up from 7.8 million in 2004 accounting for 8% of the voting population. That is an increase of 2.2 million voters and abig part of grass roots efforts to get them to register both by Hillary Clinton, and Obama. This grass roots effort was crucial. And mobilized by immigration policies of the Republicans and by the economic downturn and by a new generation of younger latino voters they voted nationally 66% to 32% for Obama over McCain. In Florida the older generation of Cuban Americans were eclipsed by new younger Cuban American voters and South and Central American immigrants giving Obama 57% to 42% edge over McCain. In Colorado the Latino vote was 17% of the vote with 73% of Hispanics voting Obama. Newly registered voters were 35% in Colorado, 34% in Florida.

The strategy to reach Catholics and other Christians was crafted by Mara Vanderslice and Alexia Kelley two Democratic advisers who were avangelical Christian and Catholic respectively. In a white paper they circulated they blamed Kerry's loss among religious voters on his unwillingness to talk about their faith and address their moral concerns.They suggested talking about their faith, going on Christian radio, granting interviews to reporters for Catholic media and discussing issues that Republicans were not addressing, namely poverty, immigration and the environment. In a 2006 speech "A Call to Renewal" Obama addressed these issues and his faith, and this was mailed to 40,000 pastors by his staff. Obama strategy was to grasp this aspect of the culture of life and to minimize the abortion issue by putting in the Democratic platform measures and aid programs to reduce the one million operations that occur annually. In the end Obama carried Catholic voters by 54% to 45%, and eroded but not much of evangelicals support for Republicans from 78% to 74%, and eroded Republican share of regular churchgoers to 55% from 61%. Ofcourse some of that Catholic vote was also from voters anxious about the economy and possibly some anxious about Palin's inexperience at such a criticial juncture with the financial crisis....

There is a sense of cognitive dissonance in the states of former East Germany, known as the GDR or German Democratic Republic in the Soviet Union period from 1950's to 1990. The 5 states that formed the GDR continued to build close ties with Russia after the fall of the Berlin Wall, in the perception that this would build good long term relations. The crisis in Ukraine with border states of the Soviet Union opting in favor of close ties with the European Union and not Russia have disrupted the economic relations between the Federal Republic of Germany and Russia. As long as Russia needed the economic ties to build its economy and standard of living the political issues posed by NATO expansion and EU expansion were set aside by Putin and political parties within Russia. The very ties that were supposed to usher in an era of peace in Europe helped strengthen the Russian and Chinese economies. Leading to a point where these two economies were strong enough by 2021 in the midst of the waning pandemic to  assert themselves on political issues where serious differences existed such as expansion of NATO and Taiwan. When the economic relations such as making China a manufacturing powerhouse  was the path taken by American and European business in 1990's, business interests were focused on the declining quality and high wages demanded by unions and workers in the US and Germany. This could be personally witnessed at Apple's factory in Colorado Springs where quality was failing badly in the 1990's. Apple when Steve Jobs returned in 1997 adopted a China manufacturing strategy when its manufacturing operations in the US failed to deliver the quality and cost structure needed for it to expand. The high margins with low costs of manufacturing in China was the strategy adopted by Steve Jobs to compete with Microsoft and turbocharge its expansion. Soon other companies followed. A similar process happened in economic ties with Russia on a smaller scale. Two decades of such expansion whittled down American manufacturing, hurt American workers, hurt European manufacturing and European workers.  This process could not continue- yellow vest protests in France, the protest vote in US midwestern states in recent elections, the protest votes in German elections and fragmentation of parties, made this clear. The US imposed trade tariffs on Chinese products and moved to restrict flow of technologies to China under the Trump administration, accelerated by the Biden administration. President Xi was once of the view that China's ties with the US were important "thousand fold" in the period as late as 2010. Yet this lopsided trade relationship was not beneficial to American workers or American interests as a technologically advanced leader. It is true that American workers and engineers at Apple had failed to ensure American quality competitiveness in the 1980's into 1990's, yet no advanced country or its business can come up with a false narrative that cedes its manufacturing leadership and jobs for the working class of its country. That false narrative is being challenged today by Mr. Biden, Mr. Scholz, and all American and German political parties, and by Mr. Modi with Atman Nirbhar Bharat for local manufacturing. The integration one sees of the port of Hamburg as Chinese export hub with China's economy is one aspect of what has happened. A new leadership is taking its place in Europe and in America that sees clearly the false narrative. The visit of the new Danish prime minister to India is the beginning of the effort to set up a new logistics relationship with South and South East Asia, as Denmark's Maersk is a world leader in shipping logistics for exports and manufacturing. The planned Noida logistics center outside of New Delhi under Gati Shakti integrated development is part of the change happening today as a new supply chain is being built. The unwinding of the one sided trade relationship with China, and its related relationship on energy with Russia, led to the changing perception in Russia and China of the value of the relationship. Political relations superseded economic and cultural relations during Putin's second phase and Xi's second phase with assertive attitudes on NATO, and on Hong Kong, Taiwan under Xi and Putin 2.0. As could be expected Germany and the US were caught flat footed as leaders who were cast in the mold of Putin as a Soviet representative in Dresden, and Xi with his father leading the Communist struggle in the 1930's and 1940's against Chiangkaishek, acted in ways that reflected the Soviet period. Chiang left for Taiwan in 1948 when Mao-tse-tung setup the People's Republic of China. Taiwan and Hong Kong remained important in the perceptions of Xi 2.0, in the effort to build "China Dream" and erase last vestiges of what in Soviet times were seen as western colonialism. US and EU particularly Business and the new IT telecom Business failed to grasp these matters, and historical events such as the opium wars of the 1850's. Business and cultural interests lacked both the inclination to learn and the knowledge of these events in Chinese history and its relations with colonial powers Britain and Japan, and also Russia. In 1900 the Boxer rebellion against ceding Chinese ports to colonial powers Britain, Japan, Russia, ended with permanent colonial settlements in Hong Kong, Shanghai, Tsingtao, other Chinese ports. Chinese rejuvenation in the mind of leaders such as Xi from the second generation of Communist leadership, means putting this behind, leading to the action taken in Hong Kong. In some ways as some observers have commented it is as much a problem of the sluggishness of American and European thinking, particularly business interests including in Taiwan, post British Hong Kong, and ignorance of recent Chinese history which was mistakenly thought not to exist or forgotten. This is as much of a problem as the action taken by Putin and moves by Xi Jinping. The great democracies such as India, Indonesia, Bangladesh, were ignored as American and European business interests integrated the American and German economies with China's. In terms of population the population of these regions and related parts of South East Asia such as Malaysia and Vietnam which have a shared cultural history is about 1.5 times the population of China. Travelling through the parts of India's largest state Uttar Pradesh, an Madhya Pradesh one finds how much American and European business interests have failed both their own interests, their own workers and failed the great democracies of the world, by not only not investing in the democracies of Asia, and also of Africa and Latin America and bought into a narrative of China which no longer holds true and may never have been true all along. This is starkly evident in a once in a century pandemic in these great democracies of the world. These democracies have been left to fend for themselves during the pandemic and their leaders facing false narratives in the media such as the BBC and American media outlets even on issues such as vaccination of the largest part of the world's people.           ...

China, India, Brazil, Mexico, South Africa, Argentina, Saudi Arabia, countries that are part of the G-20 are not part of the G-8. Without the developing countries no real progress can be made on climate change or on emissions control. Climate change was a key focus of this summit in Itlay for the G-8 but with India and China only on the sidelines and acting more as an opposition excluded from the main deliberations the whole climate change agenda had to be shelved. The European countries lose influence in an enlarged summit so the G-8 keeps going along. Sweden holds the rotating Presidency of the EU, so the Swedes are there also. And so is Portugal in away with Manuel Barroso representing the European Commisssion. Except Japan, Asia is not represented, and no country from Africa or Latin America is represented. The European club looks like an anachronism and it is. Merkel and Sarkozy say they know this, but there is too much resistance in Europe to giving up this privilege. When the Guardian reported that Italy may be left out in future meetings of an expanded summit. the Italian press and the Italian prime minister Berlusconi denounced the report. Other countries that lose influence in an expanded arrangement are Canada and Japan. ...

Krugman sees Germany's Chancellor Angela Merkel and her Finance Minister Peer Steinbruck stalling an overall stimulus plan for the whole of the EU. Merkel told a political party meeting that Germany "wasn't going to participate in this senseless race for billions." And Steinbruck said Britian was engaging in "crass Keynesianism". True Germany has not been on the debt financed consumption binge that the UK has been in and does not have a housing bubble bursting like the UK, but says Krugman Germany is also facing a crisis like the rest of Europe. Ifo, German Research Insttitute points to the worsening crisis in Germany as the worst since the 1940's. Part of the reason is that Germany is abig exporter and its medium sized companies are big exporters and a large part of the economy. With the slowdown in China and the rest of Asia these exports have been hit hard. See the links to this. What happens without acoordinated response in the EU? Krugman warns that it would lead to leakages in which the advantages of the stimulus by the rest of the EU would not be as effective as with a coordinated response including Germany the biggest EU nation. William Booth provides a must read insight into why poorly educated young people attempt to cross the border into the U.S. looking for work and opportunity, and why Mexico fails to provide the elementary and high school educational system it needs to increase growth to create opportunity. Mexico's education system is failing when compared with other countries in the Group of 20. Sixth graders get 562 hours of instructional learning compared to 1,195 in S. Korea, according to Mexicans First, a group working to change the way the educational system works. In recent international exams half of Mexican 15 year old students scores ranked them at lower levels in math and only a little better in reading and reasoning. "De Panzazo" is a popular documentary prepared by Mexicanos Primero on the dire situation in the school system. One of the most striking measures of this failure is that only a quarter of the children graduate from high school. This only pushes more poorly educated people to attempt to cross the border into the U.S. looking for work. It means the Mexican economy is deprived of a highly educated workforce to increase productivity and growth. The middle class tries to get their children educated in private academies. And the nation's employers use special training to improve skills for workers to be able to compete in a global economy. Part of the reason rests, say experts, on the ability of the powerful teachers union with 1.4 million members to block change for teacher selection based on merits and competency, and exams for teachers. Instead teacher positions are sold, with an elementary school position tenured for life selling for $20,000 in Cancun, and a rural village position for $2000, according to Mexicanos Primeros. Even president Calderon owed his election to the support of the teachers union. And the current PAN presidential candidate Vazquez Mota, who was Education Secretary for two and half years could only go part of the way. She got the union to agree to have new teachers selected by having them take exams, made public standardized test scores, and pushed state governors to show employment rolls and whether teachers actually taught in classrooms or worked at union offices. Calderon failed to make changes because he agreed with the union that the union would take the lead on changes not the education ministry, and had the union president's son-in-law, Fernando Gonzalez, as deputy secretary of education. Jorge Castenada, a former foreign minister, says Mota was fired because of union demands. In July 250,000 teachers are required to take competency exams, but the union has asked its members to ignore the exams, and the education ministry will not do much beyond using the exam for diagnostic purposes for teachers who take the exam. The problems at the elementary and high school levels are evident also in other countries such as India and Brazil leaving the real potential of the labor force untapped....

Changes at USAID headed by Rajiv Shah as it makes more room for private initiative of local groups and funding of local groups in countries being helped, and shifting away from handing whole projects to U.S. government contractors. Another change is the harnessing of the efforts of U.S. corporations interested in emerging market countries for introducing their products as part of an aid effort. An example is GE for medical equipment at Nelson Mandela Children's Hospital opening in South Africa in 2016. In countries where corruption is widespread such as Afghanistan, giving money to government ministry creates risks of waste and corruption, a problem which is however part of larger problem of wasted resources in that country. The basic concept of using private initiative and getting the involvement of local groups, U.S. corporations interested in emerging markets at the aid level for their products, taken up by Shah is sound and was overdue. It is already the practice as the Bill and Melinda Gates Foundation is doing much of the heavy lifting and large scale aid effort in poor countries of Africa and Asia. Shah worked at that the Gates Foundation before USAID. An example is the Grand Challenges for Development program to get innovators to help tackle problems in poor countries- the Pratt Pouch a small pouch with anti-AIDS drugs not requiring refrigeration was developed at Duke University and could potentially prevent transmission of HIV to 400,000 babies a year. Shah's own background of immigrant parents coming from India gives him a unique insight into how to combine the involvement of the creative abilities of well intentioned Americans at universities and private companies and local groups in poor countries, to leverage the results. He has a medical degree from the University of Pennsylvania....

Credit Agricole says 4th quarter 2011 losses will be 3.07 billion euros. It is one of three French banks hit hard by the eurozone financial crisis, especially the crisis in Greece, because of investments in Greece. Conditions at the bank reflect the overall restructuring process underway at French banks, as part of an overall restructuring in the eurozone financial crisis. The delaying of aggressive action in reducing Greece's debt to a manageable level by the EU and the ECB, was part of an effort to give French and other European banks time to absorb losses on investments in Greece. Credit Agricole has now increased its provision for losses from Greece to 74% from 60% of nominal value. It has also increased the cover rate for bad loans at Emporiki Bank Greece to 54%. Emporiki was acquired in 2006, only 2 years before the financial crisis. Its total losses in Greece for 2011 add up to 2.4 billion euros, according to the bank. Credit Agricole also made writedowns on its stake in Spain's Bankinter SA for 617 million euros and Portugal's Banco Espirito Santo S/A by 364 million euros. Overall debt reduction planned for the 18 months ending in Dec 2012 is for 50 billion euros, to reduce financing needs and improve capital buffers. The bank's core Tier 1 ratio of good quality capital including equity and retained profit is at 8.6% as of Dec 2011. Job cuts of 2,350 are planned for global operations, including 1,750 at the corporate investment bank, and dscontinuing of equity derivatives and commodities trading. Shares of Credit Agricole lost about half their value in the last 12 months. It is 55% owned by 39 French cooperative regional banks, and it owns 25% of these banks....

Steve Lee Myers reporting from Moscow and St. Petersburg, Jo Becker from Washington and London, and Jim Yardley from Nicosia, Cyprus, provide this extraordinary and exceptional report on the rise of a small group of friends, mostly from Mr. Putin's time in St. Petersburg, into a new sort of oligarchy replacing the old one under Mr. Yeltsin. This includes more familiar names such as Sechin at Rosneft, but also less familiar names such as Mr. Kovalchuk, chairman of Bank Rossiya, which owns major television and radio stations and newspapers in Russia. M. Kovalchuk is described as having acquired many of these media properties at a fraction of their real value. Bank Rossiya assumed management of assets of Gazprombank, and Gazprom bank purchased Gazprom Media with five television and a number of radio stations for $166 million, when Medvedev, a Putin associate put the value at $7.5 billion 2 years following the acquisition, according to this report. Other assets acquired in this manner include Channel 5 and Ren TV, giving Putin's inner circle control of the media and reducing any critical or different views on issues facing Russia. Many of Gazprom's assets were transferred to Bank Rossiya, say critics, including insurer Sogaz which was acquired for $100 million, later valued at $2 billion, says the report. Names on the this inner circle also include Yakunin, head of Russian Railways, also include names like Fursenko and Timchenko. Most of the people in this inner circle are now targets of western sanctions. Missing in this report is mention that that this inner circle of the second term as president replaces the larger circle of the first terms as president and prime minister, with Putin benefitting from experts and advisors in the first terms. That circle included Finance minister Kudrin known for his successful management of the economy, and others who left the administration after flawed parliamentary elections. Even prime minister Medvedev is not mentioned as part of this inner circle, suggesting a degree of isolation which could be perilous for the Russian economy as it deprives the Russian president of different opinion and useful advice. This is a pattern seen in many emerging market countries which experience corruption during the period of industrial development. A pattern seen also in China under the Communist Party. And in Venezuela where a new Bolivarist class was created. In emerging market democracies such as India and Turkey the problem is also present, except that in India the recent open election led to the ouster of the Congress led government with many cases of corruption in its second term. A similiar election led to a new government in Indonesia, showing that there is another way beyond the Putin Way. Behind the protests in Hong Kong and in Russia, as well as in India, were the huge gaps in wealth and the growing inequality, corruption, lack of responsiveness of ruling governments. In Russia this takes another dimension with efforts to control the internet and media, and efforts to spread this style of democracy. This has created problems in the Putin government's relations with western nations having open societies and free media, and unwilling to accept a distorted model of democracy. Another less noticed aspect of the evolution of these emerging markets is that upto a point development proceeds even accelerates even in the presence of corruption, and then reaches a point where development and growth slows with problems of corruption, mismanagement of resources, declining productivity, economic and political errors, or unfavorable external environment. India faced this problem in 2012-2013, Russia is likely to face this in 2015, and China faces the prospect of growth slowdown by 2016. This feature of emerging markets also reminds one of the frequently quoted old English saying by Lord Acton- "Power tends to corrupt, and absolute power corrupts absolutely."
