After 22 months the Brazilian government of President Lula has come up with 4 bills in Congress that willl lay out the basis of ownership of the new oil discovered offshore, called pre-sal because its deep below salt deposits in the Atlantic ocean. The oil in the new fields is made the property of the state, and not that of companies that buy concesssions. In each block half of any oil produced will go to the state. The other half will go to a production sharing agreement between Petrobras and companies that partner with it in proportion to their costs. One bill creates a company Petrosal to finance social spending, infrastructure and other projects. And this is modeled on the Norwegian Oil Fund that has saved oil revenues for the people. Petrobras will also get an injection of the monetary equivalent of 5 billion barrels of oil to strengthen it as the dominant oil company.

Northwestern University has its federal funding  frozen. $790 million federal funds are frozen by the US government for toleration of anti-semitism on campus in 2024 and 2025. Northwestern cut a deal with protesters putting out anti-semitic slogans following an encampment, that was followed by other universities, says this WSJ report. This is not in the tradition of US universities and the Nation founded with the Christian faith that includes the Catholic, Protestant and Jewish faiths as one indivisible faith. Northwestern and others fail when new drug research leads to discoveries funded by federal dollars. Yet the universities get their portion of the return from the pharmaceutical companies, which then charge the average public exorbitant prices, making the universities complicit in the huge burdens placed on the American people. Similar to a Catholic Church  working with the nobles in feudal times- placing ever higher burdens on ordinary working people. Another issue is that universities are investing in new buildings, raising their prices, and operating as if they are unaccountable to the people, as young American men are being pushed away by high prices and foreign students are taking their places.   ...

The inability to convince farmers to trade land for a fair settlement in money, new homes, schools and other benefits and to make this a win-win proposiion between farmers and companies is holding up abut $98 billion in investments in steel plants and other plants. A bill in Parliament would require companies to negotiate directly with farmers and reach a settlement that is good for farmers to resolve what is increasingly a serious problem. It is holding up an industrial revolution and the creation of manufacturing industry in India to provide the kinds of jobs that are needed badly.

Shorter growing seasons lead to declines of 6% for corn and soy, and winter wheat 3%, rice 2% relative to 1980-2010.  2 billion people face food insecurity. Costs from extreme weather events in 2020 was $278 billion. 4 million deaths attributable to air pollution in 2019.

Drought leads to migration in Africa and Asia as crops and cattle wither in the heat from lack of rain. The estimated share of global surface area affected by extreme drought for any given month in 2020 is a shocking 19% according to this FR24 report. Also shocking is that until 2010 this figure was rarely above 5%.

Absurd is a word that would apply to many aspects of New York City- the subway system, the transport infrastructure, the dilapidated sidewalks, the garbage shown here without any proper system of storage and pickup that other cities in Europe and Asia have. It all goes back to indifference from New Yorkers, as this report says New Yorkers go about their business inured by all this. The root cause is lack of investment and the capital markets of the US and of New York crowding out  investment in ,the very things that are essential for the quality and ease of living, sanitation transport infrastructure, public services, education and health. And instead a massive diversion of capital into other areas. The so called Reagan revolution's domestic side, the so called "freedom to choose" domestic side, where a few people choose to make the decisions for capital allocation away from what is in the public's interest.

Indian Navy has expanded to 140 warships and technology modernization with domestically produced ships. About another half of that 140 will be added and produced inside India in the next few years. This effort to build the Indian Navy comes with the need to ensure freedom of the seas for open navigation. Much of the world's trade happens for raw materials and manufactured goods through the shipping lanes including the seas in the Indian Ocean and adjoining region. Indian Navy is showing the results of this effort as it protects the oceans in its region in 2024 in the interest of all nations. The US is supporting India's effort with flow of new technologies. The French are also supporting India's efforts and president Macron is in India this week. He will attend the Republic Day celebration as a special guest in New Delhi on Jan 26, after an unprecedented road show in an open SUV in Jaipur today with prime minister Modi.

The story of how a shoe company Hoka One with an odd sounding name made itself known and managed its growth from $3 million to $1 billion, patiently working through each step, not rushing anything. It was started by two French men who met at a ski race in the French Alps. It means in Maori, a New Zealand language- flying over the earth.They took shoes from a minimalist approach to a maximalist one by building larger shoes with a design that would make them very comfortable to wear. They shipped 1100 pairs to the US in 2010, and in 2012 Deckers took a stake, later buying the company. It started with word of mouth in the running community and then spread during hybrid work in the pandemic. It went from running shops to REI and special retailers and only carefully to select stores at larger chains like Dick's Sporting Goods. Each step was gradual, carefully taken, an unusual approach in this business.

Much of the cost of the Common Prosperity campaign of president Xi to increase access to healthcare, education and housing will fall on heavily indebted local governments in China, says WSJ. Today in 2022 these three education, healthcare and housing are moving beyond reach of ordinary Chinese because of rising costs and referred to as the "three big mountains." In education and housing the government has moved to improve access. Today parents like Ding Jianxiong in Beijing can give their children two extra hours of classes in school for not cost. It saves money and time compared to tutoring classes that the government is discouraging. Teachers have to work longer hours for this to happen and the cost is borne by local governments. Governments at provincial, municipal and county level finance 80%, 70%, and 60% of China's fiscal expenditures on education, healthcare and housing projects. Data from China's Finance Ministry shows local governments have built up $4 trillion in debt at end of 2020, up 20% from a year earlier, much of it to finance infrastructure projects in the last 20 years. This experts say is an underestimate with additional debt buried and camouflaged in financing vehicles, other forms of debt. In 2020 the central government restricted sales of land that were creating an overinflated housing market and driving cost of housing ever higher, depriving local governments of a principal source of revenues. Land sales are now down about 15% and falling. Experts say a new property tax could only bring in one fifth of what was derived through land sales by local governments. The result is a fundamental mismatch today between revenues and costs for local governments that has not been addressed. ...

 U.S. Trade Representative Robert Lighthizer, views China's response in trade negotiations as one of conducting extended negotiations that lead to little change. This has continued says Lighthizer for over a decade putting the U.S. at a serious disadvantage in trade. At a White House meeting in August 2017 Lighthizer convinced president Trump that China was in his words "tap, tap, tapping us along."  This confirmed president Trump's own instincts about the U.S. trading relationship with China. Lighthizer is a veteran of trade negotiations, having experience in the Reagan administration as the Deputy Trade Representative in 1983 in negotiations with Japan, when Japan was in a similar situation that China is today. At the time trade negotiations with Japan were getting nowhere. Lighthizer is said to have turned one Japanese response in negotiations into a paper plane and sent it flying right back. Lighthizer does not seek the limelight but is serious about his role having published op-eds in the NYT and WSJ since 2000 about how U.S. trading relationships were putting the U.S. and U.S. workers at an unfair advantage. Many of these op-eds are in the Lyrarc archive and a Search with the term "Lighthizer" would bring up these articles. This report in NYT shows how the role of Lighthizer was not anticipated by China when it sent Liu He to Washington in November 2017 to negotiate with the U.S. President Trump made certain Liu He and other Chinese leaders would have to talk to Lighthizer first. In a session with president Jinping laid out U.S. views that the past negotiations had accomplished little and new negotiations had to be undertaken very differently from negotiations in the past. Earlier in July trade negotiations conducted by Commerce Secretary Wilbur Ross were "shut down" by president Trump because China continued to repackage earleir offers which meant little to the U.S. As a lawyer at Skadden, Arps, Slate, Meagher LLP Lighhizer represented steel industry clients hurt by subsidized Chinese steel industry imports. Mr. Trump and Lighhizer have bonded well because their instincts have been the same- that the U.S. had not been well represented in earlier negotiations by lawyers who saw themselves as speaking for American exporters.  Lighthizer is also a seasoned trade negotiator and has waited for the right time and situation to tackle the unbalanced trading relationship with China. For 30 years Lighhizer represented American manufacturers as he practiced trade law at the Skadden law firm. His strategy has been to get the administration to unite behind a clear trade strategy. He says "I try to be friendly in trade negotiations. I am not the theatrical type. The art of persuasion is about knowing where the leverage is." At this time the leverage lies in the huge trade surplus of about $300 billion China has with the U.S. The U.S. goal is to bring this down by $100 billion through this new negotiating strategy as earlier negotiations have failed. ...

An inherent division between the two sides about the merits of a large scale involvement- as advocated by a tactical military man McChrystal and the limited involvement advocated by Vice President Biden considering the lack of a reliable Afghan partner - have now spilled out into the open after a compromise was patched together about a year ago. That compromise involved sending more troops but with a deadline for withdrawal set for July 2011. Only 27 of 249 Republicans in the House of Representatives have accepted that Mr. Biden won the presidential election, the rest refused to answer. And only 32 of these Republicans in the House say they will accept if this is certified by the Electoral College. The Senate is split 50 Republicans to 48 Democrats with 2 runoff elections in Georgia. In one Senate seat a Libertarian candidate too a slice of the vote denying a clear victory to the Republican Perdue for that seat. In the other election for Senate seat with  about 20 candidates running no one could secure a clear win. Mr. Biden with a very thin margin of 13,000 votes in Georgia over Mr. Trump. Mr. Trump contested the election because of the unprecedented nature of the 2020 election with mail in votes allowed in a way and in huge numbers that was not always well organized to be fault proof. With federal elections being run by state officials in 51 states and not by a national election commission as in India, and each state improvising its way of handling mail in ballots there was not a fault proof way of knowing if everything was 100% unquestionably correctly done. A national federal election commission not belonging to any party and unrelated to state or federal authority can ensure an election is free and fair better than the way it is organized in the U.S. Use of electronic machines for over 1 billion voters also ensures consistent way of doing it in India compared to the haphazard nature of the American process of vote ballots and separate counting in each state. This is the second election in which both parties differed on the election and disputed the result. The earlier one was Bush vs. Gore when Mr. Clinton was outgoing president following 2 terms in office. Yet surprisingly there are no calls for setting up a structure like that in India that would organize the vote collection under the authority of a national election commission and the use of modern technology consistently across the nation. ...

Experts say Chief Justice Roberts somehow found a path through in bridging the ideological divide and avoiding a show of partisanship in an election year. He somehow navigated and found a path through in his vote on the U.S. healthcare law letting it stand. Early on Roberts advocated "judicial modesty and humility" in jurisprudence. He compared the judge's role to that of an umpire in baseball during the 2005 confirmation hearings. The umpire would not pitch or bat, his job would be to call balls and strikes. It was seen as a determmined show of independence at a time when Justice Kennedy was seen as the swing vote. He has also earned political capital to be able to vote independently on other issues before the court instead of becoming embroiled in controversy about the role of the Court in overturning the work of Congress during the early part of the Obama administration.

US naval blockade of Iran in Arabian Sea starts April 13 2026. US destroyed Iran's larger ships 158 of them, yet Iran also has a fleet of smaller attack boats which it plans to use in Hormuz. These are harder to detect and can be hidden in coves along the Iranian coast and used against ships. The US with its naval blockade is now prepared to do what it has done also in Venezuela, stop and interdict fast drug boats on the Venezuelan side in the Atlantic ocean. By blockading Venezuela in the ocean US is using its strengths, and stopping drug boats its ability to pinpoint traffic on the ocean. Similar capabilities are well suited to Arabian Sea and Red Sea on the open oceans and away from narrow Hormuz playing to US strengths and capabilities. Aircraft carriers and destroyers and the US Air Force is in a position to do what it does best control open seas like the British did in their heyday of the Royal Navy for most of 1750-1920. This avoids options of Hormuz itself with its narrow 15 mile gap of water between Oman and Iran too close to mountainous terrain on either side, and of the Kharg Island option which would require special forces to be backed up with more ground forces. This is the most viable option and the interlude of couple of weeks has given the president an opportunity to make a better choice for positioning the US forces where the US has its strongest points. What is lacking is the individual powers of Britain and France whose leaders Starmer and Macron have popularity below 20%. Yet the US is better off making good choices and not having these nations alongside. The posturing by European nations is limited to France and UK, as Germany and Italy are in sync with the US position. Much of the media operates as if the goal of preventing the spread of nuclear weapons to the Middle East is not important for long term peace for nations such as China and India with about 3 billion people and the billions of people of Asia, Latin America and Africa. For the first time in 400 years since 1600 as Asian civilizations began a long decline China and India have emerged in 2000-2030 into the kind of modern economies and societies that exist in Europe and the US. The last thing they need is the risk of destroying the Modern World with nuclear proliferation when it took centuries to get to the right opportunity after 1950 to modernize China and India. Xi's and Modi's generation are the first to experience modernization in Asia after Japan's experience. ...
