The effort to shift China's economc growth away from the rampant overbuilding in housing and industrial capacity of the past to domestic consumption, and focus on meeting the demand for better medical care, quality of food, education and other quality of life products. China's leaders met at the Central Economic Work Conference in Beijing in Dec. 2015 to work out ways to make this shift so that growth rate of 6.5% and other goals can be met. Plans include reducing industrial overcapacity, dealing with overinvestment and unused inventory in housing, reducing financial risks from high corporate debt to GDP ratio approaching 160% estimated by Standard and Poors Ratings Services. By comparison the U.S. debt to GDP ratio is 70%. A steep rise resulted from the huge China stimulus program of 2008-2009, when the ratio was 98% for China. Experts such as Derek Scissors of the American Enterprise Institute are pessimistic about the prospects of successfully implementing reforms, saying reducing industrial overcapacity was a goal of the new Jinping Li-Keqiang leadership in 2013, but not much progress has been made in 2 years....

Karishma Vaswani of the BBC points out that most of China's economic growth came with the shift to a market economy made by Deng Xiaoping in 1979, when he announced that China would follow a program of "socialism with Chinese characteristics." By comparison the 19th Party Congress is more about stabilization, preserving the gains made so far after Deng's opening up of the economy to foreign investment and technological collaboration. The placing of thought of Xi Jinping into the Chinese Constitution is more about setting a path of stable direction by the Communist Party than of major changes. The gains in the economy have come with some costs that will have to be addressed by an aging society. Particularly the problems of air and water pollution that other economies in Asia and Latin America following their own development paths would now strive to avoid. An anti-corruption drive was part of this effort for stable direction as the problems of debt to GDP ratio of close to 270% with an aging society remain to be tackled. There is still a large gap between the upper middle class and the rest of China as a result of the rapid growth. In this sense Jinping's effort at the 19th Party Congress is more about restoring the credibility of the Chinese Communist Party as China tackles the next stage of growth needed to catch up with Japan or South Korea. ...

As a Sunday school teacher Jimmy Carter brought evangelical Christians in the South into the political process. And it encouraged the emergence of other southerners such as Bill Clinton of Arkansas from small towns into Democratic politics. In doing so it distanced the Democratic party from it's roots as a party of the working man, of the working class and labor, of farmers and small business owners, that it had been from 1902 with TR taking up this stance and followed by FDR, Truman, Kennedy-Johnson. Leading to the situation today after Clinton brought China into the WTO and changed world trade, exchanging places with China as a leader in manufacturing, integrating Silicon Valley into the Democratic party under Obama and distancing from working class concerns. Gerald Seib in his tribute to Cater says in WSJ that he was a good man who was president at a bad time. The problems of inflation and cost of living at 10.4% and mortgage rates at 13%, oil prices with the Iran crisis under Carter were problems that were a result of actions taken by the US in the period going back to the 1950's for Iran and embargoes on oil from lack of conservation in oil use in the US. What Carter accomplished is to open the door to new faces out of nowhere- a small town in Georgia was not a place where a presidential hopeful cold be found in previous eras. Washington, Adams, Jefferson, Adams, TR, Wilson, Harding, Hoover, FDR were all from well known families in the East Coast and Northeast. Only Abraham Lincoln emerged from a small town in Illinois. It opened the door for other southerners Clinton from Arkansas and new faces Reagan and Trump.   ...

Australian prime minister Scott Morrison says "global health trumps everything else," that " we need to have the information, and we need to have the transparency." Australia is seeking support from other countries in an effort to launch an investigation into missteps early in the crisis that have led to the epidemic spreading to millions of people around the world. China has rejected such an investigation. It has threatened retaliation with a consumer boycott of Australian beef and wine, and tariffs on barley. Proof that this is not an ordinary deep recession like those in the post war period comes in the way foreign trade is reacting in this downturn. Already evidence of this has been seen in the way Germany has been affected because of slowing exports from China to the US. German exports to China have declined as the Chinese export model comes under severe stress. A similiar situation is playing out for Japan. Now new proof of the drop in foreign trade is emerging in Commerce Department figures. Combined exports and imports of the USA dropped 18% in 4 months July to November, to $326 billion from $398 billion. Two thirds of this drop was in imports. So China and Japan's exports to the USA are severely affected. Japan showed a 27% decline in exports in November, according to the Japanese Ministry of Finance, and imports dived 14%. According to calculations by the WSJ, Germany had 11.8% decline in foreign trade in November, and similiar numbers for France and Britain. Chief US Economist at IHS Global Insight, Nigel Gault, says this is going to be the worst global recession since World War II. Combined with what is happening to inventories, (see links) and what is happening in housing, banking, the auto industry, and other industries, the complications of non-transparent packaged financial products clogging the American financial system, the hugely indebted consumer (see links), and the $2.1 trillion and rising cost of the stimulus and bailouts needed by one estimate, suggest that the recovery forecast for 2009-2010 does not take into account all these simultaneously occurring patterns and developments working together. ...

The $2.3 billion pounds (2.6 billion euros) the UK paid to the EU for not collecting legitimate customs duties for imports from China, could finance a UK travel pass like the popular 9 euro travel pass in Germany. That 9 euro pass was a sixth of the cost to travel in Berlin, one way the German government helped people face the cost of living crisis. It cost the German government 2.5 billion euros. One more missed opportunity in Britain by the Tory government to help people with the cost of living crisis. The UK gets hit first with a loss of the customs duties revenue that would have been collected as well as any penalties for fraud from importers. Add to this the $2.3 billion pounds in settlement with the European Union for not collecting legitimate customs duties from imported textiles and shoes into Britain from China. Blunders and missed opportunities to help people  with cost of living crisis is a mark of the Conservative government in Britain. The Guardian reports that the case goes back to 2017 when the EU anti-fraud office said British authorites had allowed criminals to evade customs duties by making false claims about imports of clothes and shoes from China. It says that the EU found over half of all textiles and footwear imported from China were below the lowest acceptable prices.  ...

The former president says something that has never happened in the last hundred years- policy will be decided after the election depending on what he decides to do. Cost of Living action is No 1 on voter priorities. "Drill, Baby Drill," is the whole Republican party platform for cost of living action. What is the Harris Democrats policy plan for cost of living action? WSJ says it is spending blowouts that caused inflation, the Green New Deal, entitlement expansions and student loan forgiveness.The real reason for the increase in cost of living comes from the overconcentration of supply chain by American business in China, on which every president Bush, Obama, Trump, did little or nothing. The lack of an effective vaccination program and ineffective vaccines in China by 2021 and 2022 led to the loss of the supplies from China leading to shortages for automobiles parts and other supplies and surge in prices in 2021-2023. Powell and the US central bank correctly raised rates but cautiously and waited for this to correct, president Biden brought manufacturing home through huge investments called the "spending blowout" that brought down the inflation from 9% to 3%. Some of that "spending blowout" went to chips and science to correct the errors of American Business and Reagan-Friedman theory of the Republican party that created this problem with a culture of utter  indifference to the ultimate costs of who makes what and where. The Inflation Reduction Act also tackled higher health and other costs paid by American workers and families, and invested in public services and in repairing the dilapidated crumbling American infrastructure. Are Republicans saying let the roads, bridges, airports, built in the 1940-1960's heyday of American industrialization as China and India's is now, let them crumble? What do the educated minds of the WSJ Board say about coal in China and India and their effects on their massive use multiple times that of US and EU in history, is it not damaging to the environment and why the Chinese realized the health in North China with coal winter use was worse than in South China cut their coal use. Are they saying lets burn fossil fuels and ignore, and if investment has to be made in solar who is going to do it? Is it Ok for Republicans thet we just import from China all our solar panels indefinitely into the future. "Green New Deal" is just a perjorative term, policy has to be made thoughtfully and without prejudice or bias of any sort for the best that we can do for the American people, ignoring so called "right" or "left." China and India as rooted today in the original scientific mind of the Buddha and the Rishis are capable modern science based societies that can not only coexist with Christian Europe and Americas but also inspire other societies. About 33% or one third of the 1.2 billion Chinese people believe in Buddhism or a Bodhisattva, and 18% believe in Taoist deities. 47% believe in feng-shui arranging objects in space for environment and harmony. This is shown in a Pew Research survey. Buddhism is a religion that is not practiced officially with hierarchy and churches as in Catholicism. As a result faith and prayer happens in visits to small shrines in the home or in the neighborhood. Only 4% of people will say that they identify with a religion as religious beliefs are seen as close to superstition and backwardness that held China back from adopting science and modern technology from 1400 to 1900. This makes surveys difficult to trust in a Communist society.   A close observation from a Buddhist perspective in Asia would show that the vast majority of Chinese have a faith in Buddha or Taoism. Buddha's writings show a modern mind asking scientific questions about the mind and about life which can be consistent with science and technology and being modern. As in the original Upanishads and Vedic writings of Rishis what is called Hinduism in western language also ask questions with a scientific mind which were obscured by myth and superstition over 1000-1900. Both the original Vedic and Buddhist writings are not only not going to hold India and China back, when correctly presented they are capable of becoming a new force for advancing science and technology in society while retaining the roots of civilization in Four Forms of Mindfulness of the Buddha that give societies hope for the future. This offers hope for the future of China and India as a modern, scientific civilization with roots in the writings of the Buddha. ...

Inflation is over 2% in Japan for the 22nd month. Decline in working age population by the 1990's, the shift of jobs and factories overseas, and the banking crisis all led to deflation in the Japanese economy. By 1998 inflation was setting in and has continued for two decades to 2022. This could happen in China as it's economy faces similar problems which is why linear projections from the last 10 years for China are misleading and erroneous, just as linear projections for India from the previous decade's growth were misleading and erroneous after 2014. The second decade after 2024 is likely to lead to major investments in infrastructure leading to India joining the developed nations.

Electricity production and consumption data from the provinces has been overstated say experts making the decline in economic growth in China look less severe than it really is. Coal stockpiles at one key storage location in Qinhuangdao port reached 9.5 million tons in June, says an analyst for Wood Mackenzie, global energy consulting firm, a level not seen since the level of 9.3 million tons in November 2008 during the height of the 2008 financial crisis.

To reduce its reliance on China for nickel supplies and secure the supply chain LG Energy Solution has signed a $9 billion deal in Indonesia that sources nickel supplies in Indonesia and produces the EV batteries in Indonesia. The deal was signed with Indonesia's mining company Antam and Indonesia Battery Corporation. Indonesia is the largest producer of nickel with 21 million tonnes of reserves according to US Geological Survey data. The entire process will now be done in Indonesia- smelting and refining nickel, manufacturing precursors, cathode materials and cells, and assembling finished products. LG Energy Solutions is also working with Hyundai Group to build a $1.1 billion battery manufacturing plant 65 kilometres southeast of Jakarta. At this time most of the materials for EV batteries are processed in China and about 11% of the world's production of Nickel comes from Russia.  China's Amperex the world's top battery maker also has signed up with Indonesia's Antam mining company for a similar $6 billion project. For LG Energy Solutions the second largest battery maker the stable supply of raw materials and reduced dependence on China and Russia is becoming important with the situation in Ukraine.     ...

Spain's central bank was lauded for macroprudential supervision before the housing bubble burst. Will China's central bank and financial authorites which have managed the housing bubble upto this point face similiar problems? Can China be the sole exception even as housing bubbles burst with wide repercussions in the U.S., UK and Spain? Nicholas Lardy, of the Peterson Institute of international Economics, says urban housing stock makes up 41% of Chinese household wealth in 2011. The same figure for the U.S. is 26%. Chinese buyers invest in homes because low interest rates on savings accounts cannot keep up with inflation. Real estate investment was 13% of GDP in 2011. Home ownership is a recent development in China, only since 1990, Chinese have never experienced large price declines. Household debt as a percentage of disposable income has increased significantly in recent years, up to 53.6% in 2011 from 31.3% in 2008, according to Lardy.

China Investment Corporation, China's sovereign wealth fund is expected to issue upto 28 billion in bonds to help recapitalize China's state owned banks. These banks face the prospect of increasing bad loans as a result of the hectic pace of bank lending in 2009-2010. Loans guaranteed by muncipal governments are estimated at 7.7 trillion yuan, or 17% of overall lending, about 50% of these loans face uncertainty in the event of falling housing prices, and 25% are bad loans. The recent IPO of Agricultural Bank of China raised funds, but the environment for raising money in this way does not look good, as information is spreading that these banks face large loan losses. The bonds from CIC would be picked up by state controlled companies. Yet these state controlled companies are engaging in the real estate speculation, as reported by David Barboza of the New York Times and Peter Coy of Business Week. In a down cycle things could get much worse as a state sovereign fund is selling bonds, state controlled companies would buy these bonds, and state controlled banks are expected to be recapitalized making a complete circle....

A look at the views expressed in the blogs following the appointment of Jeffrey Immelt to head the President's Council on Jobs and Competitiveness shows considerable skepticism. Questions were raised about the deal signed by GE with China that involves sharing jet technology with China, shutting US plants to move work to China, the need for $16 billion in bailout funds for its finance unit, in one blog. Another blog points to the negligible amount paid by GE in corporate income taxes, paying no taxes in 2009 and paying 3.6% in 2010. And another blog pointed to the lack of a position by Immelt on the trade distortions created by America's trading partners, such as China's currency and other policies. One blog refers to the Obama election campaign's need to raise something near the record $700 million raised for the 2008 campaign, and the need to get business lined up for that effort.

Germany Economy Minister Peter Altmaier says Germany expects a shallower recession. GDP in 2020  is expected to be down by 5.8% much lower than the 10-15% in other countries. Exports in June were up by 15% to China and down by 20% to the U.S. Economies of Spain and the UK are expected to see twice the decline in GDP in 2020. Italy and Germany are seeing a increase in manufacturing output, Spain and France a decline. 

Still Germany remains exposed to other trading partners than China, such as the U.S. and Britain, total exports are expected to be down 12% in 2020. About 11% of workers are using short term work subsidies to stay at home. Cases of the virus are surging in France and Spain. In Germany there is a surge but it is slowing since last week. Mr. Altmaier thinks Germany can avoid a second lockdown.

This briefing in the Economist says China now faces a difficult transition to its next phase of development, in which the government is trying to change the model used by Deng Xiaoping of export led development to a consumption based economy. That model produced spectacular results between 2000 and 2015 when the middle class went up from 5% of the population to 25% of the population, as measured by people living on more than $20 a day in 2011 $ purchasing parity, as reported by IMF, EIU. The problem China faces is can this development stall if it fails to tackle problems in the next phase, with an aspiring group behind the new middle class left behind. Recent jump in the stock markets volatility, devaluing of the currency, and confusing signals sent by the government have hurt its credibility. Demographic issues with an aging population, the destruction of the environment with rampant development, and how to manage this next phase of development with respect for the constitution and the rule of law replacing the high corruption levels, are serious challenges. Experts say it will be difficult to manage a transition to the next phase of development without some degree of democratization. The rise of the internet and the social media have created more avenues for expression, which gives the government some guage of public opinion, especially in tackling pollution, mismanagement, and other problems. The government sees the need to manage things carefully, with rising unemployment posing a problem as growth slows and the government closes down inefficient manufacturing facilities. ...

The WSJ's Latour, Browne, Tejada and Wei interview Lou Jiwei, chief executive of the China Investment Corporation (CIC), China's sovereign wealth fund. He says it is too early to talk about eurobonds as the financial arrangements necessary have still to be put in place. CIC is reducing its exposure to Europe. CIC is interested in infrastructure investments and sees infrastructure investment as the way out of the economic crisis for the U.S. and Europe. He has the most confidence in investing in China. Other locations are in emerging markets Brazil, S. Africa, Latin America. CIC's target is to have 50% of the assets in long term investments in infrastructure investments, commodities, real estate and direct investment and private equity, etc. and the other half in public securities. But this will pose challenges and CIC has not reached this level. It is learning from ATP, the Danish pension fund, Calpers, TRS, and CPP, the Canada pension fund. The portfolio is mark to market which creates pressures to reduce short term volatilities....

" Worst hit are countries in Asia and Africa with food security threatened. Under that trade deal the China agreed to buy $250 billion in additional goods and service for 2 years in an effort to correct a huge trade imbalance - built up on the advice of American economic theorists and experts who advised American presidents for three decades that it was of no consequence - in exchange for a roll back of American tariffs in stages of part of the tariffs.

China bans smoking in public places in June 2015. The authorites say unlike previous bans before the Olympics this one will be enforced. The damage to public health is immense, with about one third of smokers in the world in China. Public spaces include restaurants, offices, bars, nightclubs, airports and trains. Included also are areas around schools and hospitals. There are 301 million smokers in China, according to the World Health Organization. About 53% of men and 2.4% of women smoke regularly, and this contributes to 1 million deaths from heart disease, cancer and other diseases. WHO estimates about 100,000 deaths from second hand smoke. About 28.1% of the population are smokers, based on the 2010 survey. The survey was organized by the WHO and China's Center for Disease Prevention and Control. The figure of 2.4% shows women are less affected than men by the damage done to public health. Women also are leading the way to fight smoking and effects of second hand smoke. People in Beijing already have to deal with the effects of pollution in the air they breathe, and are keen on eliminating the additional harmful effects of secondhand smoke added to this....

Zelensky is going to Hiroshima to make his own case for support directly to all G7 leaders. The fact that G7 leaders are meeting in Japan also has significance as Japan unlike Europe with NATO faces Russian presence in its northern islands and China in the South China Sea and around Taiwan, North Korea, with only the American defense agreement in any conflict. Japan, Australia and India would want to see a clear end to the conflict in Eastern Europe that also sends a message that the status quo will be preserved on Taiwan and other issues in Asia.

Biden says at Hiroshima G7 Question time with media organizations, that a thaw in relations with China will happen soon. Responding to a question about communications in a crisis he said he and Xi had agree that this would be done and then Biden says there is "this silly balloon" with intelligence equipment that passed over the US that delayed this decision being implemented. He says the US and its European allies are restricting high tech equipment from being exported to China not because it is a hostile act but we just want to maintain the status quo.

Developed from scratch on vast stretches of land in the Gulf of Khambat 100 kilometres from Ahmedabad it is expected to be India's best manufacturing zone,  comparable or better than any manufacturing zone in China. It is part of the industrial effort to build world class manufacturing zones in India that fit in with the shift of manufacturing from China as part of the redesign of world supply chains to avoid overconcentration in any one part of the world.
