"Made in China 2025" is a plan by China to build competitive companies in new technology industries such as advanced microchips, driverless cars, robotics. FR24 points out that it is not that unusual to see prosecution of French former presidents and prime ministers for campaign financing irregularities or putting political party officials on public payrolls. It shows that this happened to president Chirac, president Sarkozy, and prime minister Fillon. In fact former prime minister Fillon was doing well in the elections after the presidency of Socialist president Hollande. The revelation that he had put his wife on public payroll as parliamentary assistant with little work led to Mr. Macron taking his place as the leading candidate. No jail terms were served for these charges under French law. Here it is important to note that French law limits spending on election campaigns to 22 million euros and Sarkozy exceeded that number. In the US and India there are no such strict limits. So are France's leaders that much worse than the American leaders who spend and collect money lavishly? Or in India where the campaign financing has the result of making it hard to build the infrastructure desperately needed by a young aspiring population. Framers of the Indian constitution including Gandhi and Nehru intent on getting the British out never realized that political parties would look to public funds as ways to finance their campaigns, leaving less for the intended purpose of building roads and bridges making the country a poor place to invest in and entrenching underdevelopment and poverty.  In the US tech companies in Silicon Valley or banks in New York and Silicon Valley, pharmaceutical companies and companies in other sectors, are able to gain monopoly positions or favored regulatory setups for their industries by funding election campaigns for Congress. When this results in egregious behaviour such as the 2009 financial crisis or the current banking crisis this behaviour causes severe damage to ordinary Americans much worse than what Mr Chirac or Sarkozy were prosecuted for.  South Korea has a long history of prosecuting former presidents. Three presidents have been prosecuted so far. One president served as much as five years for a jail term. ...

The public health emergency announced for the pandemic ends on May 12. Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Democrats and Mr. Biden were critical of the way people were treated at the border under the Trump administration. Yet when faced with higher numbers crossing illegally as Title 42 ends on May 12, Biden and Democrats see the need to replace Title 42 with rules that will tighten controls at the border. It is essential in several ways. It blunts the Republican message to voters that Democrats are not handling the border issue and uncontrolled immigration well. Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

India imposes a travel ban for 30 days for visitors and overseas citizens of India in an effort to control spread of the coronavirus. The rule goes into effect on March 13, Friday. The Berman Amendments are what is seen by the Biden administration as well as the previous Trump administration as preventing the US government from regulating or restricting foreign apps, including TikTok. What are these Berman Amendments? They were introduced as legislation by Mr. Berman who represented the Los Angeles District in 1988, that includes the entertainment industry, who now works for a law firm that is representing TikTok, according to this WSJ report. The Berman amendments took away the powers of the president of the US to ban the import of "informational materials" from adversarial nations, later in 1994 it was added to include "digital media." It is now seen in the US Congress as coming from another era the end of the Cold War and needing to be completely rewritten.

Treasury Secretary Janet Yellen is pushing for a large pandemic stimulus package to ensure the recovery of ordinary Americans after suffering through this pandemic. Yellensays: "We need to make sure that people aren't going hungry in America, that they can put food on the table, that they're not losing their homes and ending up out on the street because of evictions. We really need to address those forms of suffering, and I think we should'nt compromise on it." Much of this play as Shakespeare calls it, is the result of Democrats of the old tradition like Yellen trained by economists from the New Deal and Johnson era, who have not walked the talk and forgotten the suffering of American workers. Yellen held a Conference on Equality at a branch of the Federal Reserve during her time at the Fed, used strong language about the neglect of American workers but did little under the Clinton or Obama administration about the underlying structures of tech and shift of American jobs overseas that led to the destruction of America's manufacturing. Today they are faced with the picture of food insecurity in American homes once a situation that afflicted China and India. ...

DJT plans to sign an executive order making English the national language of the United States of America. It is move that the founding fathers, Lincoln, TR and FDR/Truman would consider basic to the cultural literacy of the Nation. Over the years under Republican administrations from Bush and Democratic administrations under Clinton, Obama, the US has drifted away from the national language to an extent that is incomprehensible and presents an attack on the national language by allowing the proliferation of languages to languages that people have never heard of. It is destroying the cultural literacy of the US that efforts were being made even in the 1980's to restore after it was felt that it was weakening at that time. “We have languages coming into our country. We don’t have one instructor in our entire nation that can speak that language. These are languages—it’s the craziest thing—they have languages that nobody in this country has ever heard of. It’s a very horrible thing.” JD Vance had introduced a bill with Senator Cramer of North Dakota in 2024 for the English Language Unity Act, for conducting all official business of the US government in English, and for a national testing standard for pathway to citizenship. This is parallel to and follows the effort in the 1980's to bring education in line with cultural literacy in schools and education in the Nation, that is becoming more and more relevant to today.     ...

Scott Bessent, DJT's senior most economic executive says-“There’s nothing that tells me that Powell should step down right now. He’s been a good public servant." The media is making much out of DJT criticism of US central bank Fed chairman Powell. Yet Powell is one of the original appointments by DJT in 2018 and has done his job carefully and methodically, explaining to the public each step of the way. He correctly pointed out the role of supply chain in inflation during covid and was careful to calibrate his moves so that the Fed is ready to respond but does not overreact. His explanations were direct and his manner humble enough to get him respect. In fact DJT may have made one of his best appointments in Jay Powell who was nominated in the Senate by a vote 84-13 in 2018. Compared to his predecessors his style and work carefully monitoring inflation and unemployment to strike the right balance is far better than any of his predecessors going back to the 1980's, and complements the work done on trade for a level playing field by DJT.     ...

The recent appointment of fast food executive Andrew Puzder as Labor Secretary has caused great concern among union leaders. Puzder supports a $9 minimum wage compared to $15 supported by Democrats. Unions now represent 7% of the labor force, down from a high of 20% during Reagan's time when Reagan appointed a construction company executive as Labor Secretary and cut regulations.  Globalization has thinned the ranks of workers in unions. And the failure of Democratic administrations to stem the shift of factories overseas to China, Mexico and other places, as part of global supply chains focussed on cost, has weakened Democratic support among workers since the period of Bill Clinton. It eroded to the point where Obama won 65% of support among unions and Hillary Clinton won 56% in 2016. Interestingly the Republican Romney gained 33% versus 37% for Trump, showing voters were more inclined to move away from Democrats and only a smaller number willing to support Republicans, but the shift enough to give Republicans a win in 2016 for the presidency. The figures are from a Election Day survey of trade union AFL-CIO, and a larger proportion in midwestern states showed disaffection with policies from Clinton to Obama. In fact Obama spent years promoting another free trade agreement TPP that favored tech more than auto and older industries, just as Bill Clinton had promoted NAFTA, without giving thought to what this was doing to its worker base of support. A similar situation happened with Social Democrats in Germany as a SPD administration moved to the centre and handed Christian Democrats led by Merkel a win in parliamentary elections. As Democrats such as former Labor Secretary Reich, a professor at UC Berkeley who served under Bill Clinton, describe the problems of working class people their is less reflection on the impact of the changes from globalization and how Democrats handled or mishandled it, and more on the politics between the two parties.   ...

Jim Tankersley of the Washington Post looks at the myths and realities of trade following incorrect statements made by Donald Trump about international trade. For example Trump suggests that Japanese automobiles imports are a big problem, though the imports have been cut by over 50% since the 1980's with Japanese companies Toyota and Honda making cars in the U.S. in Kentucky and Ohio. Detroit faces competition from foreign manufacturers based in southern states, including Alabama for Mercedes Benz and Tennessee for Nissan. Mismanagement including lagging in fuel efficiency and quality, and higher health costs for older workers were problems facing Detroit in the past decade. The Obama administration provided support to the auto companies to make the recovery following two bankruptcies in the U.S. auto industry, showing the U.S. has intervened as needed and the auto companies have made transformational changes. A big problem says Trump is the trade agreement with China which he promises to renegotiate. Tankersley points out that no such treaty exists. The U.S. agreed to China's entry into the WTO. This is not something the U.S. can renegotiate as the WTO sets rules for trade for all countries. The likely result of a shift away from Chinese imports would be more imports from countries such as India and Vietnam which are lower cost producers than China. Trump says some of the 2 million jobs lost in the past 2 decades will come back, yet the shift may be towards lower cost countries from China, with fewer jobs coming back to the U.S. High tariffs would not lead to the growth Trump predicts. A study made by Moody's Analytics at the request of the WP shows a Trump move for high tariffs would lead to a recession and lead to mass layoffs as other countries imposed their own tariffs, leading to large loss in U.S. exports. Trump has made claims such as telling the Post that $19 trillion in federal debt could be paid off in 8 years without raising taxes by fixing trade. No grounding on facts is provided by Trump. One of the failures of the media in the 2016 election campaign is the failure of the media to provide scrutiny for candidates claims and wild exaggerations, which have gone uncontested or unquestioned, or without the persistence till satisfactory answers are given by the candidates making them. Especially when the stakes are so high, for the U.S. and for the global economy. ...

DW.com's Becker looks at how much an iPhone would cost if made in the USA. Jason Dedrick of Syracuse University says it would add $20-$30 if final assembly was done in the U.S.. If components and parts were also made in the U.S. this would go up to $80-$90. Other factors are that the production clusters set up by Foxconn have taken three decades to set up and would take time to replicate. President Trump has said Apple should make the iPhones in the U.S. to create jobs. As Foxconn is rapidly adding robots and automation the number of jobs are shrinking in the production process.

Kristof of the NYT says the narrative about Hillary Clinton being dishonest is clearly overdone and inaccurate. He says the gaffes about the use of personal email server have unfairly created a distorted narrative. On changing positions on trade and minimum wage- this happens frequently with all the candidates. Some are glib enough for not being noticed, Clinton not a natural politician drawing attention. On Libya, and on Syria, Clinton is blamed for the President's errors and not given credit for pushback in league with Panetta, Gen. Kean and Gen. Jones, that has influenced changes made in 2016, and the president accepting blame for errors. In this instance Clinton has been far from shifty by publicly allying herself with Leon Panetta's position in "Worthy Fights," and Gen. Jones's remarks. Far from having erred on Libya and Syria policy, Hillary Clinton, like Chuck Hagel and others in the administration including Joe Biden, showed exceptional patience in dealing with the president, national security advisor, and McDonough in policy matters- when they were right but the country was weary of what were seen as futile global engagements in remote areas setting too high a bar for any action. Clinton rightly described this as a pendulum swinging too far in the opposite direction after the Bush/Cheney years. On young women and being "progressive" Hillary Clinton is from a older generation that experienced the kind of discrimination that young women fail to grasp, according to a recent analysis of University of Massachusetts polling survey results cited in the Washingon Post. A PolitiFact Pulitzer winning fact checking site shows 50% of the Clinton statments are either true or mostly true, compared to 49% for Bernie Sanders, 9 percent for Trump, 22% for Ted Cruz, and 52% for John Kasich. ...

When you remove the 7 Californians and 4 Independents  only about 9% of 264 Congressional Democrats, or 26 Democrats have reservations about the president running, 91% covering every part of the country, the vast majority of American states and congressional state delegations, have confidence in the president to make the best decision. The chances of California going Republican or Trump Republican are  very, very small. Wash. Post shows 37 members of Congress on July 19, 3 weeks after June 27 debate issues, saying don't run. This is of 264 Congressional Democrats. Aug 1 is only 11 days away for planned Aug1 roll call of delegates committed to Biden. Of this 37 only 1 each from Michigan and Wisconsin, and 2  from Arizona from swing states, none so far from Georgia or Nevada or Pennsylvania. What does this tell us? It says that 264 minus 37 or 227 Congressional Democrats think Biden should run only about 15% of Congressional Democrats vs 85% of Congressional Democrats. And of the swing states only 4 Democrats. Polls- 4 months before elections polls are not really useful and not meaningful, a lot can change. Congressmen in swing districts are likely to have questions, and it is not uncommon for this to happen before the election say people who follow Congressional history. The fact that 7 are from Republican states like Texas or Ohio and could be impacted may give some idea for their reasoning. Of the others 7 are from California and 3 from New York. Which suggests the largest group is from California, remove the 7 and take out the 4 Independents and 34 goes down to 23 or about 9% vs 91% of the rest of the country having faith in president Biden. In any case California is unlikely to go Republican or Trump Republican by a long shot. ...

President Trump says before a summit meeting with Kim Jong Un of North Korea that the U.S. will not make the mistakes of the past where sanctions relief did not stop the North Korean nuclear weapons program. North Korea will be required to substantially give up and dismantle its nuclear program for serious sanctions relief. The North Koreans favor a phased approach.
