What the French take for granted today- 99% of the French people are covered by national health care- started when Charles De Gaulle faced rising scial discontent in the postwar period, and accepted a demand for worker protections. During the postwar period Frenchmen are paying higher taxes, but in the first 30 years because French salaries were growing fast this was not noticeable. With slow growth and rising healthcare costs its getting harder to increase these tax deductions for overall social security, which have reached one third of apaycheck at the low end, say for ataxi driver in Marseilles. So you have the government running deficits of $15 billion in 2004, even after increasing co-payments for routine care and doctors visits. Experts say this could reach $40 billion in 2010 and $90 billion in 2020. In 2007 health care cost the government $300 billion, or 11 % of GDP, (OECD numbers) and the bureaucracy and rules are getting more complicated. This 11% is well below what Americans pay for asystem that leaves out about 50 million people. France ranked 8th on the OECD list in cost per capita, the US at the top. And the French life expectancy is higher at 80.98 vs. 78.11 for the USA, higher by about 3 years. For this cost the system is cost effective according to the OECD. And the French find the American debate abouthealthcare public option "altogether surreal", as the newspaper Le Monde put it. To keep the system in viable form the government is increasing copayments, such as the decrease in reimbursements from 80% to 65% for routine care and doctors visits in 2004. As aresult the deficit dropped to $6 billion in 2008. ut the global economic crisis and rising unemployment has made this grow to estimated $13 billion for 2009. Measures under consideration: increasing hospitalization copayments to $28 a day from $22. To fill this substantial gap for routine care and other costs the French system has private insurance companies called mutuals that offer different policies. Which is where the Fench notion for equal treatment in health care gets distorted because different people can have different coverage. The French though compare their system to the British system and say theirs is not as nationalized as it appears and the Brisih one is much more so. The French system though supervised by the government is different from government run health care as in Britain. French people are free to choose their own doctor who is often a private practitioner. ...

Teri Scultz rightly points out that the biggest surprise on May 7, 2017, was when Emmanuel Macron stepped out to give his victory speech in front of the Louvre museum- what was played was not the French anthem but "Ode to Joy" by Beethoven, the European Union's adopted anthem. It was this unabashed defense of the  European Union at the time when it most needed it, not just frequently, but at every step of the way in the last two years, and in a forceful way at the last debate with Le Pen of the National Front, that marks the way Macron has presented himself to the French people. And not just in a fuzzy way with a feel good program, but clearly outlining the steps that needed to be taken to revive the French economy, yet do it from a centre right and centre left perspective drawing in the best ideas, with the close cooperation with Germany and the European Union.

A black semi trailer used for steel pipes in Poland is stolen and used for a terrorist attack in the Kurfstendamm area of Berlin opposite the war damaged Kaiser Wilhelm church. A small tax on the $800 trillion foreign exchange industry of 0.005%- with the tax on currencies where the leaders of these countries approve like Merkel of Germany and Sarkozy of France- would generate much needed money to help the word's poorest, says Philippe Jouste-Blazy, a former foreign minister of France. For instance he says tuberculosis killed nearly 1.8 million people in 2007, and caused the GNP of some countries to fall as much as 7 %. THis would bring serious gains to economic growth in the poorest countries. Look at the $1 to $5 tax imposed on airline tickets in France and 10 other countries since 2005.It has raised $700 million and financed three quarters of the AIDS treatment now being received by the world's HIV positive children. Unitaid, is an organization Blazy leads. It manages the money from the airline tax, and has negotiated 50 to 60% reductions in the price of pediatric anti-retroviral drugs in low income countries. The reason why the banking community should support this tax. One it is tiny, 0.005% on a foreign exchange transaction, and should not affect the flow of transactions. It is done automatically by computer systems. The currency trading system right now is untaxed. More importantly the bankers says Blazy have been benficiaries of taxpayer money. Isn't it time to give back to those worst affected by the global crisis the bankers helped create? Does'nt it create more credibility for the global financial, monetary and trading systems? He says the tax money could be managed by the Global FUnd to fight AIDs Tuberculosis and Malaria, with upholds programs in 100 countries to high performance standards....

Prince Felipe uses Catalan in a visit to Girona. He praised the Catalan language saying Catalan "is in a permanent, sincere and enriching dialogue and co-existence with Spanish." Under the Spanish constitution following the Franco period divisions, the king is thrust into the role of "arbitrating and moderating" between institutions. The Partido Popular of former premier Anzar and current premier Rajoy, is seen as performing poorly in interaction with regions such as Basque and Catalonia. During the civil war the Libyan government of Gaddafi used mercenaries from Mali and the Shaharan region region to suppress the young people fighting for democracy. After the fall of Gaddafi, these troops with arms returned to Mali and the Sahel region and formed militias that now control the northern part of Mali. These mercenaries who linked up with Al Quaeda are suspected of the attack on the U.S. consulate in Benghazi. The U.S. with French support is only now focussing on this problem. During much of the Libyan struggle for democracy the Obama administration let France take the lead in Libya, and may have missed the volatile situation developing in the Saharan region of Niger and Mali as a result of the flow of arms into the region from people of Mali and Niger returning to their countries from Libya.

Schmidt understands that the Web runs a serious risk of becoming a wasteland as reporting declines. Only a few brave reporters take up the immense burden of keeping the U.S. public informed in international crises, at important international events, and as major changes take place in different parts of Asia and Europe. Reporters in the U.S. perform similiar tasks, with fewer reporters assuming bigger responsibilities for informing the public. Mike Clancy of The Prospect writes in The Times of London that he has found that two thirds of remote workers working from home would like to have the right to unplug from work and not be expected to connect with the office at some point in the day, and that this would have a hugely beneficial impact on mental health.   The biggest problem that workers working from home have found during this pandemic for one year now is that it blurs the line between work and life outside of work having a negative impact on one's mental health. Surveys have found that about half of remote workers like the idea of working from home, having time from commute and being able to be have more freedom from being tied down to the office space. Companies are looking at cutting about 25 to 50% of office space but have not looked at the problems workers have and not set new rules about when the line for work is set and workers can cut off from work and not be expected to be reachable by the office. Clancy even goes on to say that companies have looked at the problems of the last century not this one and largely stayed away from tackling the real problems of workplace- stress, burnout and surveillance. Lyrarc recommends readers look at the way Germans approach this idea of blurred distinctions between work and life outside of work in the idea of "Feierabend" that literally means breaking away from work at some point say 4.00 pm or 5.00 pm to take a bike ride or walk or do something else. ...

An internal IMF document that estimates Europe's banks are short of capital by $273 billion. IMF managing director, Christine Lagarde, tries to downplay the report by saying this is not from a stress test that the IMF conducts. In August, Lagarde, called for an "urgent recapitalization" of European banks. As France's finance minister, Lagarde, steadfastly insisted French banks were well capitalized. France worked hard to prevent requirements for significant capital reserves under the Basel III rules. The higher capital requirements were supported by the U.S.. Simon Johnson said in his blog, that as long as European banks had inadequate capital to act as a buffer against losses, European countries had no safe route for restructuring their debts.

To really understand American history from its founding with the Mayflower voyage read the two volumes of Francis Parkman of the period between 1600-1756 that is rarely read and understood about how the American Indians and the French, the British, lived and built new settlements on the American continent. It is told in a very readable and authentic way by the greatest history and story book teller of this period. Library of America published Francis Parkman's France and England in North America. The Washington Post said that a thousand years from now, if their are still Americans here, Parkman will be their Homer. Too much of the American story told by only one person and PBS documentaries. One can learn about it simply by reading about it through different books, asking one's own questions,  and coming up with one's own understanding of American history which would be more authentic. This would include excellent biographies written by authors such as David McCullough whose range and vision combined with other authors including Barbara Tuchman for the 19th century, and many British authors such as Roger Knight covering the Napoleonic period offer a better picture of European and American history intermingled, a better perspective than the monopoly business venture that history becomes with these PBS documentaries by one person.           ...

Studies at the University of Padova in Italy and by France's research agency INSERM show higher risks of dementia from retiring early. The INSERM study shows that for every additional year worked we reduce the risk of dementia by 3.2 percent. Retiring at age 50 is considered very, very poor decision, and before 60 very poor decision, as cognitive development, mood, and active engagement with work offering complexity, all relate to good mental health. Countries like U.S. and Denmark where people tend to work for longer than in France and Austria are shown to be doing significantly better in cognitive performance in a 2010 study published in the Journal of Economic Perspectives. The Italian study shows the longer you spend in retirement the higher the risks of cognitive decline.

About 75% of French women oppose the pension changes in France planned by president Macron. Women get 40% lower pension than men, yet they work longer and harder in roles taking care of children, and helping elderly, and face age discrimination at work. Women are structurally underpaid and their pensions are lower as a result. And they work long exhausting hours, says this report. It says women stand to lose the most from a reform in pensions. It also disproportionately affects lower skilled workers who start work early and women says FR24, who would be required to work for longer years.

Pope Francis makes atonement for the treatment of 150,000 tribal children from Canada's Indian tribes in Quebec and Ontario. These children were separated from their families in a program of forced assimilation that failed. Indian tribal people and the regions of Quebec and Ontario are only now coming to terms with the treatment of tribal people who inhabited this land for centuries before the first European settlers from Britain and France arrived in North America through the Atlantic ocean voyages. This scene is relevant as India's leaders including Mr. Modi select a tribal woman from Odisha (Orissa) Ms Murmu a school teacher in India's northeast to the position of president of the Republic of India. It was never thought of this way yet tribal people exist in Indonesia, Philippines and many parts of Asia. In India tribe population is 106 million and makes up anywhere between 8 to 30% of population mostly in the northeast and tribes are the dominant population in the border regions facing China in its occupation of Tibetan region. This shows there is a lot to learn in how to respect the dignity of the people in these regions especially now when with climate change  sustainable living is the first priority.  ...

The Biden administration has announced a 100 day review of strategic vulnerabilities in America's supply chain. President Biden has said he supports funding of incentives for production in the US, to become independent of China and Taiwan. From 1990 onwards chip production in the US went from 37% to about 12% today. It will now go back up. Biden's National Security Adviser noted in an article in Foreign Policy that advancing industrial policy like Japan and France once considered out of tune is now essential, "something close to obvious."  At one point in the post war period America's most advanced jet engines were made in West Berlin, surrounded by the army of Russia and its ally the GDR. There is new realization that dependence on Taiwan which makes 22% of semiconductors worldwide and 50% of advanced designs cannot go on the way it is exposing a critical vulnerability for American industry. A 40% tax credit for the cost of new semiconductor fabrication plants and other incentives are now supported in the Biden administration. The whole idea is to turn this around quickly where US no longer depends on uncertain supplies from overseas. Four critical areas of strategic vulnerability will be reviewed- pharmaceuticals, semiconductors, batteries, and strategic materials. ...

A look at countries in Europe shows different strategies for tackling coronavirus Delta variant as schools reopen in September 2021. Italy requires all teachers to carry a covid digital certificate that shows vaccination or PCR test results. France, Germany and Spain do not require vaccination for teachers to go to schools, and rely mostly on social distancing and mask requirements in schools. Britain not only does not require vaccination digital certificate, but also has not made masks and social distancing mandatory. Health experts say there are serious risks in this approach with mass return to schools and offices after August 2021, and the fall weather with more time indoors. This could lead to a surge in coronavirus as in the US where the reopening of schools and Delta variant has led to surge particularly in states such as Texas, Florida, California. In UK 65% of total population is now fully vaccinated, in Italy 62%. Teachers in Italy fully support the new rules. In Lombardy region with Milan as the capital, only 300 out of 300,000 workers returned to schools without the green pass, according to regional officials. Britain remains an outlier says this report in the WSJ, taking more risks than is proper at this time, and simply hoping for the best. Not the best strategy in this situation.   ...

Piketty was trained at the London School of Economics, where Greens leader Annalena Baerbock of Germany was also a student, and today he is professor at LSE. His research has shown that for economic growth to happen after the pandemic European societies need to take the lead and build fairer societies where everyone has a decent living and a fair share of the pool of resources in each country. Piketty is respected by leaders that range from Biden and Scholz in US and Germany to president Xi in China. Biden's Families and Workers plan and Scholz's plan for dignity of workers and working class, and the Common Prosperity campaign of president Xi for greater investments in education, healthcare and housing are all inspired by Piketty and by the socially conscious background of these leaders. Prime minister Modi's plans for Jal Jeevan, cooking gas, to ease the burden on hundreds of millions of Indian women, for farmers with small land holdings in agriculture to improve output and use less chemicals, and for investments in infrastructure projects, housing, are also coming from similar concerns for growth and fairness. ...

The U.S. makes its first interest rate cut since 2008. The U.S. central bank, the Federal Reserve cut interest rates by a quarter percentage point on July 30 2019. For seven years after the financial crisis of 2009 the U.S. central bank cut rates to generate business investment confidence and initially to prevent a deep crash in stock markets. In making this cut the U.S. is now a follower of the European central bank which is cutting rates to stimulate the economy. The U.S. does not want to see too much divergence with European interest rates which are showing negative yields and the U.S. at about 2.25% putting the U.S. with a disadvantage in trade from a stronger currency that results from higher rates. That crisis was a result of poor lending by banks in an irrational search for profits that never materialized. It ended up hurting the savings of ordinary Americans who earned close to zero on savings accounts. A similar pattern was seen in Britain and the European Union, resulting in a loss of confidence of working class voters in the established political parties and the emergence of Trump in the U.S., UKIP in Britain, AfD in Germany and the National Front in France.  ...

Pew Research looks at Inequality as an issue. It also looks at whether people see that their children will be better off financially when they grow up. The Better off Financially is not the same as the inequality issue, on inequality issue progress can be inadequate but perceived differently among different income groups in industrialized nations to be inconclusive as in this recent Pew Research in 2024.  On whether children will be Better off financially there is a decisive result in Pew Research in 2024. With France and Canada at the top 81% and 78%,  Italy and UK at 79%, the US at 74%, Japan 77%, Australia 79%, Spain 75%. Almost across all the European Union countries and the US this is decisive, a clear unequivocal result. Both the Trump first term and the Biden first term felt effects of Covid pandemic.  Reviving Manufacturing in the US and  Europe is the only way, and with it infrastructure investment, to bring back a sense of optimism to the US and Europe. For this levelling the playing field and tariffs that do that selectively are the plan in the second term, getting industry to take up the challenge is the second goal in this decade to 2030.    ...

EU foreign policy is process driven and requires the agreement of 27 countries in the EU, which is called the coalition of the unwilling. British foreign policy is ideologically driven. After the Brexit deal was reached in the last week of December 2020, no mention was made of coordination in foreign policy. The Boris Johnson government has quietly dropped the whole idea of cooperation with the EU in foreign affairs that the government of Theresa May supported. May supported deep cooperation between Britain and the Eu at the Munich security conference in 2018.  Today most cooperation is absent and Britain sees itself freed from the constraint of coordinating its foreign policy. Britain is now free to act independently in foreign policy they very reason for Brexit. It means Britain will negotiate its own relationships with other countries based on what is good for  Britain. British euroskeptics were always critical of the French way of saying France would act independently in making foreign policy and at the same time saying it was working within the EU. ...
