Bringing together all ministries and parts of government into an integrated planning and execution sought under the Indian prime minister's Gati Shakti Master plan for infrastructure is likely to bring a change in the culture of ministries and government at every level in India. Before for the years since independence in 1947 no attention was given to this idea of one team of many teams all working under one master plan at every level of government, much of the activity was conducted for development in separate silos. This massive culture change will accelerate development and ensure every rupee or dollar is spent to get the most out of infrastructure building efforts that benefit the public in India.

The US spends astonishingly only $500 per toddler, about 4% of what advanced countries in Europe spend.The Biden plan is to change that. Matt Miller, a former Clinton aide, says both U.S. parties have failed to do serious problem solving. The reason is that both are looking primarily for election advantage and are not interested in blending the best of liberal and conservative thinking. He even goes so far as to say both parties don't trust the public enough to lay out all the facts openly and explain what action needs to be taken. This is clearly true in one of many examples- the way Clinton advisor Bowles and Republican Senator Simpson took up the job of coming up with a deficit reduction plan looking at things from all angles, and laying out all the facts. Contrast that with the way a Democratic president Obama shied away from openly discussing Bowles-Simpson's closing of most tax expenditures as a key a part of a new action plan. Republican leaders Boehner, Cantor, McConnell, instead of seriously challenging the Democrats to take up the Bowles-Simpson or Rivlin-Domenici proposals, focussed their attention on defunding the government unless certain conditions were met. Serious debates and discussion that should have taken place to arrive at a consensus never took place, eroding the credibility of politicians of both parties, as Miller points out. The failure of leadership brings America back to its roots in community organizing through independent intitiative at all levels for crucial problem-solving discussion. This is the way to arrive at a consensus of what needs to be done for renewing America....

Karl Rove points to major distortions in the Obama election ads on the Romney tax plan raising taxes on the middle class and increasing the deficit, issues which are shown to be important to independent or undecided voters. Romney left an opening to Democrats by not announcing more details on his tax plans, something he started to correct on the campaign trail in Ohio on Sept. 25, when he provided more details and said his plan would reduce taxes on the middle class. He said his tax cuts would not be large and would be designed around the objective of keeping the deficit under control. Earlier Democrats had seized on the vagueness of his tax plan to state that the Republicans would make a huge increase in the deficit with their tax cuts. David Segal takes a detailed look inside Apple's retail stores in the U.S. and talks with employees at different stores to find out what its like working as an hourly employee at an Apple store. World wide Apple's 327 global stores sold $16 billion in Apple products. Per employee the sales are about $473,000, but at an hourly rate of about $12 the average employee makes about $25,000 per year. After recent wage raises this could be up to about $36,000. The National Retail Federation says electronics stores have about an average of $206,000 in sales per employee. Contrary to what most people may think most of Apple's employees are not engineers and other professionals, about 30,000 of the 43,000 Apple employees in the U.S. work as hourly employees in the retail stores. Most are young people in the early 20's, single, with health insurance provided by Apple not costing as much for that age group. There is no career path and most leave after a couple of years. Because of the Apple mystique and the drive to create new user friendly products there are many young people looking for this kind of temporary work, especially now with high unemployment. ...

Fannie Mae will make a payment of $59.4 billion to the U.S.Treasury as a result of improvement of conditions in the housing markets that enable Fannie to writeup the value of devalued assets on its balance sheet. Fannie showed a profit of $8.1 billion for the first quarter of 2013 from its activities of guaranteeing and investing in home loans in the U.S. In 2008 the U.S. government bailed out Fannie Mae and Freddie Mac and the agencies received $117 billion in government assistance since then. With this $59.4 billion about $95 billion has been paid back to the U.S. Treasury. This also delays the debt ceiling deadline to Oct. 1, 2013 by generating more revenues for the U.S. Treasury in addition to higher tax revenues.

HSBC settled with the Justice Department on money laundering charges for $1.92 billion. The Justice Department's criminal division in a statement said about the charges and HSBC's acceptance of the charges and a five year period in which HSBC agrees to follow the terms of the agreement: "HSBC is being held accountable for stunning failures of oversight- and worse- that led the bank to permit narcotics traffickers and others to launder hundreds of millions of dollars through HSBC subsidiaries, and to facilitate hundreds of millions more in transactions with sanctioned countries." Lanny Breuer said the decision to go for a settlement instead of seeking an indictment of HSBC was because this was "a very just, very real and very powerful result."

Senator Manchin is elected from a state West Virginia, that is the second largest producer of coal in America after Wyoming. This matters with a 50-50 vote US Senate. Manchin is not in favor of a part of the Biden $3.5 trillion families and workers plan which calls for meeting challenge of climate change by speeding the conversion from fossil fuels to clean energy. The clean Energy Performance Program with $150 billion in spending would provide federal funds to energy companies to speed up the conversion. With yields on ten year Greek bonds reaching new highs, the Economist says it is time to go to Plan B. The German government wants to see something different from a continuation of the 2010 plan and merely loaning more funds to Greece. One option is for Greece to pledge privatization proceeds as collateral for new loans. Another option is the restructuring of Greece's debt, even though the German government is reluctant to impose losses on holders of Greek bonds. But Trichet and the ECB are opposed to any restructuring. ECB officials fear this could cause a crisis like that caused by the collapse of Lehman Brothers in 2008. And privately ECB officials say they could go so far as to refuse to accept Greek bonds as collateral for ECB loans if a restructuring goes through. The contagion from a Greece default could affect Ireland, Portugal, and impact the European banking system and the ECB's own balance sheet. Yet a sounder plan would be for European governments to come up with the funds to recapitalize hard hit banks, knowing that Greece will never be able to pay back its loans under the current plan. The IMF and the German government should push for an orderly restructuring of Greece's debt as the only workable solution, says the Economist....

A long transport strike and street protests have not affected the pension overhaul of president Macron in France. The French parliament will review the changes to the pension system that consolidate 42 different pension plans into one universal pension plan that seeks to be fair, reflect current conditions including longer life expectancy, and to make the plan financially viable. Other benefits are that it would be more transparent and enable workers to change jobs or careers, says Health Minister Ms. Buzyn.

Macron's new system for pensions calculates pension payments based on the entire salary history of an employee. Previously pension payments were calculated based on 25 highest paying years for private sector employees, and for civil servants on the last 6 months of salary before retirement.

Parliament will debate the new rules in February and the plan is likely to be passed by this summer because Macron has a large majority.

Wang Yi, a senior adviser for China's decarbonization strategy and 5 year plan has this to say about China's approach to climate change. Yi says it is more important to focus on what actions are to be taken between now and 2030. Here he says China has outlined concrete steps that it will take that the world media has not covered in its coverage of COP26 Glasgow. Yi says China is making changes to its entire system not only its energy sector, across the whole society and the economy. Yet he says "nobody knows this." The working guidance document for carbon control China has put out says it will peak coal consumption by 2025.  Yi says it is unfair to ask China to close all coal powered plants, saying that if these plants with a life of 10 years were closed now who will pay for stranded assets and who will hire the laid off workers. He called attention to western nations failure to provide climate finance to China, India and developing countries. And he called attention to the the plans that by 2030 Chinese investment is to have 1200 gigawatts of installed solar and wind energy, more than the entire installed electricity capacity of the US. He says we are all in the same boat yet in different cabins, with some living in bigger space and consuming too much. ...
