Greece spends 2.2% of GDP on the defense budget compared to 1.2% for Germany for 2014, according to the World Bank. Greece's Syriza government almost took Greece out of the eurozone over spending cuts for the poorest pensioners, submitted the proposed creditor terms for the cuts to a referendum in a manner reminiscent of the rejection of an ultimatum rejected by Greece from Mussolini for occupation of the country, using the term "Oxi" in Greek for "No." Greeks remember this with a postage stamp showing "Oxi," so embedded it is in the Greek memory. And about 85% of young people in Greece vote for "Oxi" in the July 5, 2015 referendum. Why is a NATO member spending so much on defense during a severe crisis, and is the EU right to insist on cuts in defense spending and some of the other reforms. Between 2000 and 2008 Greece's spending on military was about twice the euro area average- close to 3% for Greece compared to about 1.4% for Germany, and much lower in other countries in the euro area. The total Greece debt is not an issue the way it was earlier in 2010-2012, according to experts including Krugman and the former Greece finance minister in separate opeds in the NYT, as its now financed at very low rates, and the next step inevitably under any administration in Berlin and Athens would have been longer maturities and even lower rates- under any administration in Greece, including under Samaras- as the Germans, the Dutch and the French, know deep down it can never be fully repaid. The main issue of money transfer to creditors was tackled by changing the dateline for the surplus the largest issue according to experts, a similiar flexibility shown to Italy, Spain and France for their deficits as their economies suffered from spending cuts, high unemployment. This returns the focus for how Greece can manage its budget prudently including military, welfare, and other areas. The referendum did not change the way Greece will tackle spending under EU guidelines after the Syriza left government accepts the new 3 year package negotiated with the EU in Brussels July 12, 2015. The new plan will include $300 million in cuts for military spending by 2016, and shipowners will now pay taxes....

Sternberg points out that China's banking system lacks the experience in consumer credit and consumer finance products that would provide the impetus to a surge in consumer spending in China for imported products from the US or Europe. Outstanding consumer credit in China is only 13% of GDP, according to a 2009 study by McKinsey and Company, compared to 48% in Malaysia and 70% in S. Korea. China has lost a decade or more he says in allowing foreign banks to develop a consumer-finance market, and Chinese banks have little compettitive pressure to serve lower income consumer borowers. The Dutch PPF Group was allowed into this field for the first time in November 2010 to introduce in-store financing for durable goods purchases, something available to consumers in Brazil and other developing countries for many years. Large banks have an entrenched mindset to lend to businesses, and especially to state owned enterprises which have the collateral and government guarantees and support to obtain this lending. Risk averse banks in a financial system that lacks the kind of credit ratings system for consumers that the US and Europe have, prefer to lend to make loans to state owned enterprises where the government guarantees the loans. Interest rates on deposits are low and the government deliberately allows a wide spread for the banks so that they can ensure enough earnings to pay for non-performung bad loans, both from the last decade and from the binge in stimulus lending in 2009-2010. This reduces consumption by reducing the earnings on savings for consumers and households. These problems can only be solved gradually if the government and leadership want to change course, but this oddly enough is not happening. Other problems are that China's export factories are part of a global supply chain in which other countries do the product development, logistics, marketing, and retailing. Chinese firms lack the experience in these areas to shift to domestic consumers. As a result, says Sternberg, to lose a foreign customer can mean going out of business. Without government leadership and new direction through large scale re-allocation of capital and labor to the small scale businesses that serve consumers in the domestic market, all the talk of rebalancing will be just that, talk only and no real rebalancing....

In response to bellicose speeches by Republican presidential candidates Mitt Romney and Rick Santorum at the American Israel Public Affairs Committee conference on March 6, 2012, President Obama stated at a press conference: "This is not a game..The one thing we have not done is we have not launched a war.. If some of these folks think we should launch a war, let them say so, and explain to the American people." The U.S. president, advisors and intelligence officials believe that Iran has yet to acquire a nuclear weapon, that there is time for sanctions to work and make the Iranian government give up any weapons programs it is working on. Their view as stated by the U.S. President is that this time cannot be measured in two days or two months. Recent elections in Iran show divisions in the government between the Ayatollah Khamanei and premier Ahmadinejad, with the elections favoring candidates supporting Khamanei. There is also the dynamic of changing relations in the Middle East- between Iran and other countries such as Iraq, Turkey, Saudi Arabia, India- which have strong ties to the U.S., and Iran's relations with China and other countries which have close economic ties to the U.S. In addition in a country with a demographic skewed heavily towards younger people and a third of the people under 15, the democracy protests in 2011 about a flawed election in 2009 are supported largely by university and college students. That election may actually have been stolen by Ahmadinejad from Mr. Moussavi, who in an election eve television debate accused Ahmadinejad of "adventurism, illusionism, exhibitionism, extremism, and superficiality," (Nazila Fathi, NYT 6/4/2009). These factors are likely to be behind the Obama administration's sense of a "window of opportunity," to use Mr. Obama's words. Recent polls by the University of Maryland's Prof. Telhami show only 19% of Israelis favored a military strike without U.S. backing in Feb. 2012, and Israeli public opinion experts see Obama's position as reflecting a sound judgement. Research by Citigroup shows that at a price for Brent crude of $120 with an escalation in Iran, it would take 9% of the world's GDP to support the higher energy costs, hitting Europe especially hard (Liam Denning, WSJ 1/6/2012)....

Germany's social-affairs minister, Ursula von der Leyden, presents the "fourth poverty and wealth report," in March 2013. The issue of inequality is arousing public sentiment in Germany with this becoming an election issue along with the euro crisis and energy reform. The term Gerechtigkeit means "justice" in German and is associated with the idea of equality. The Social Democrats Party and the Greens talk about this in terms of "social scissors" opening wider. The Minder Initiative which passed in Switzerland enabling shareholders to restrict executive pay has led to public discussion in Germany for a similiar approach to be adopted by Germany. The ruling Christian Democratic Party (CDU) of Angela Merkel and the Bavarian Christian Social Union (CSU) party are different from other parties in Europe because of their Catholic and Lutheran roots which favor social solidarity. The FDP party in the ruling coalition supports free market principles but lacks popular support. The Economist cites the work of the German think tank DIW on inequality, which shows inequality showing sharp rise after German reunification around 1991, especially in East Germany. The situation moderates with improvements in inequality in East Germany and a slight improvement in West Germany after 2005. Both East and W. Germany have moved up overall in the Ginni coefficeint which measures inequality from about 0.4 in 1991 to about 0.5 in 2010, showing that the situation has stabilized at a higher level of inequality. Part of this could be because of the shift to temporary workers at lower wages about this time as German industry made efforts to keep wages down and improve competitiveness, even as overall conditions in the economy improved in the last decade. The Economist cites another study by the Initiative for a New Social Market Economy, a German think tank, which compares Germany with other members of the OECD. Germany ranks closer to Scandinavian countries in seventh place in this study, but does poorly in equal oportunities with 14th place. Germany lags behind other OECD and European countries in opportunities for women to work full time. Germany lacks enough daycare facilities for small children so that their mothers can work full time. There is a shortage of about 150,000 for preschool daycare openings in Germany, acccording to information cited by Deutsche Welle from government sources....

Butt has 4 months as atransfer worker at full pay, which can be as long as 1 year, then he has till May 2010 at 80% of his pay when employed full time of 2700 euros amonth. The transfer company gives job training and job hunting advice. He continues getting his medical insurance benefits which are provided by the state. Roberts loses his health insurance with his job, and hopes to pay his expenses for a2 bedroom apartment with his girlfriend who makes close to $1500 as an elementary school teacher. He will take a2 year electronic engineering course with a local college using $6000 from Obama's Dislocated Worker's Program. But he isn't sure if he can do his studies after one year when his unemployment benefits expire. Butt can afford to take a vacation to Cyprus and his lifestyle is not much affected he says. His wife works as a nurse at a rheumatism clinic. Butt is like the 64% of Germans who say the crisis is not affecting them personally. Roberts is like the 87% of Americans who say this crisis id hurting them in their persdonal lives. To pay for the state funded benefits the total wage tax burdenas a percentage of labor costs for Butt is 52% in Germany. FOr Roberts it is 30% in the USA. France is at 49% Spain at 39% and the UK at 34%. Germany's public expenditures for these labor benefits are 2.97% of GDP in 2006, the USA's are 0.38%. Spain and France are at 2.32% and the UK at 0.61%. This also explains why the impact in countries like Germany and Spain is not felt so badly as in the USA. In SPain there is also the lower mobility and the safety net of family support helping people cope making it possible to cope with 20% unemployment without serious distress and hardships. Laffer says that starting in September 2008, the Bernanke Fed has radically increased the monetary base, comprised of currency in circulation, member bank reserves held at the Fed, and vault cash, by almost $1 trillion. See graph. The percent increase in the monetary base is the largest increase in the last 50 years by a factor of 10, he says, and its outside of anything we have ever experienced. The currency in circulation component which previously comprised 95% of the monetary base, has risen by a little less than 10% while bank reserves have increased 20 fold. With such large reserves banks are lending more money. The 12 month growth rate of M1 is now in the 15% range. But he sees reduced demand for money as confidence is restored in the banking system. He sees the drop in output and manufacturing and employment leading to further reduction in the demand for money. His view is that the reduced demand for money, and the rapid growth in the money supply, will lead to higher interest rates and inflation, unlike anything experienced in th 1970's. The backdrop to this is the huge liabilities taken on by the federal government in the auto and banking bailouts, and through the stimulus and other programs, with a deficit he projects at 13% of GDP. Steps the Fed could take such as issuing $1 trillion in new bonds to contract the monetary base, become difficult, considering that the Treasury plans issuance of $2 trillion in new bonds in the next 12 months. The alternative is to increase the reserve requirements of banks to restrain the growth in the money supply. A too rapid contraction of the money supply would cause the economy to go back into a recession. See Paul Krugman in the NYT, June 15, 2009, who cautions against reversing course. Krugman says the Fed increased reserve requirements in 1937, leading to putting the economy back into a slump. Krugman responds to Laffer by saying that the economy faces deflationary trends, and is in a liquidity trap where policymakers cannot cut interest rates further, making inflation less of a threat at this time. Krugman says overcrowding of private investment is not happening, as government is only stepping in where private investors have retreated....

How the French health care system works. France comes in first and the USA 37th in aWHO health care ranking. THe difference in deaths from respiratory disease is half that in the USA, and lower rates of death from heart disease and diabetes. IT has more hospital beds and doctors per capita than the USA. 65% of French people are satisfied with their health system compared to 40% in the USA, and yet France spends 10.7% of GDP on health care and the USA spends 16% for poorer results. THe French system is more generous to its seniors. Unlike Medicare there are no deductibles, just modest co-payments that are often dismissed for chronically ill. And diabetes and critical surgeries are covered 100%. French also buy supplemental insurance like Medigap for extra expenses like dental and eyglasses. Cancer patients are treated free of charge. Avastin treatments costing $48,000 a year are provided at no charge. France's PMI or Protection Maternelle et Infantile, is rated highly. It is anetwork of thousands of healthcare facilities, that ensure that every mother and child in the country receives basic preventive care. Mothers even receive afinancial incentive for attending their pre and post natal visits. France makes this care affordable by reibursing doctors at a much lower rate. The average yearly net income for doctors is around $55,000, about athird of what doctors in the USA make. But French doctors don't have to pay back huge student loans as medical school is paid for by the state and malpractice insurance premiums are only a tiny fraction of that in the USA. And again the French government pays two thirds of the social security tax for most French physicians- which is typically 40% of income. So the $55,000, is more like $92,000 taking that into account and more like $110,000 when student loans and malpractice is taken into account at US levels. Specialists who have 4 or more years experience can charge what they want, but as one gastroenterologist says, there in an unspoken and undefined limit to what you can cahrge or what is socially acceptable. Yet even in France there is inflation in health care costs that the government deals with through price controls and more spending. The French national insurance system is running increased deficits each year and this is now $13.5 billion, and it has led to higher taxes for employers and workers. ...

Felipe Caldron, Mexico's new President, addressed one of Mexico's biggest problems low tax revenue by getting passed through the legislature a tax bill that will increase tax revenues from 11% of gross domestic product to 13.5 % of GDP. This will be done by a corporate tax that taxes sales rather than profits starting at 16.5% in 2008 and rising to 17.5% in 2010. The original proposal Calderon requested would have taken this to 19%. The bill cuts taxes on Pemex which will give it an additional $3 billion a year as it is falling behind in new reserves added from exploration and drilling that would replace ones being depleted leading to a decline in output. And the tax bill imposes a tax of 2.5% on cash deposits above $2200 to attempt to collect some taxes from the underground economy which employs about a quarter of the workforce. In addition it imposes a gasoline tax of 5.5% that will go to the state governors for local spending needs. The deal was negotiated by giving the opposition reforms in the electoral process including replacing all commissioners of the Federal Election Institute, and bans radio and television advertising for candidates. Calderon wanted to increase the taxe revenue to 14% of GDP, this would increase it to 13.5%. Considering the previous administrations failure to get any legislation through Congress while Pemex production slipped, and tax revenues were some of the lowest in the world due to widespread evasion (see a similiar problem and tax reforms in the Philippines recently), this is a breakthrough. But Pemex has to turn the corner, and lags way behind Petrobras in Brazil in terms of progress in exploration and new reserves. Revenues from the oil company largely help fund state spending in Mexico. However reforms that free up the state energy sector as Brazil has done (see the recent article on Petrobras in wsj ) some years back are still for the future. How much will this help. Its a modest beginning from a low point under the Vicent Fox administration. The additional $10 billion it generates next year will go to fill the gap in declining tax revenues from state oil company Pemex, and rising health and pension committments of the state....

India and China subsidize the cost of fuel to their people. In India kerosene is the urban poor's cooking fuel. It sell around Delhi at Rs 9 a litre compared to a market rate of about Rs. 25. Inida subsidizes kerosene and liqueefied petroleum gas directly and subsidizes diesel and gasoline indirectly by preventing the state oil companies from increasing prices, instead issuing bonds that help compensate the oil companies for their increased costs of crude. In October the Government announced it would issue bonds worth 235 billion rupees this fiscal year to compensate the oil companies for 43% of their losses, according to Lombard Street Research, a British firm. The fuel subsidies amount to a total of $17.5 billion or about 2% of GDP. The government which is a shaky coalition facing elections in the near fuure is unlikely to hurt election prospects by increasing oil prices, in addition to the facts that the country's poor depend on these subsidies to carry on their daily lives.

The protests in Hong Kong could end up as a failure because of the lack of any leadership in the movement for Hong Kong rights. In the early stage the lack of leadership helped build up mass support. As the movement grew it also had weakness in the form of a lack of a coherent program for negotiations with the central government in Beijing. The risks inherent in internet mass media communication are apparent as it brings out people in large numbers nd amplifies all grievances, but fails to produce tangible or concrete results as time passes and lack of coherent leadership weakens the mass movement or makes it overreach.  The lack of communication between the Hong Kong government and protesters with Carrie Lam Hong Kong's CEO not meeting them also led to a lack of a negotiated way out.  This overreach is what Friedman talks about in the NYT saying that the limited universal suffrage offered by China in 2014, with Beijing crossing off candidates openly critical of it, should have been accepted by Hong Kong protesters in negotiated settlement with some protections. The 1200 electoral body would vote for which candidates should stand for election in the Beijing formula. This was not such a bad thing as it offered limited suffrage where there was none in China, says Friedman. By rejecting that formula the protesters gained little because the "perfect" is not always the best option or a practical option when all the realities are taken into account. This is happening again in 2019 with the protesters and Beijing moving further apart and creating a bigger gap with very little constructive communication between the two sides. The efforts to bring the U.S. into protecting Hong Kongers rights by protestors marching to the U.S. consulate also could be seen as going too far by the rest of the people of mainland China, as the U.S. has its own problems including growing inequalities and confrontation between different socio-economic groups. The gradual shift to more disruptive tactics and confrontation with police led to damage to public structures that affected the image of the protesters. The overall lack of a coherent leadership that could negotiate some form of agreement for the future is now seen as a problem for the protest movement. It could lead to a failure to secure the Hong Kong rights protestors seek, says Friedman in the NYT, creating a story of missed opportunities with missing communication, missing negotiation around a "do-able" agenda that builds on common ground between the opposite parties. ...

The cost to France of Greece's exit from the euro would be 66 billion euros, and for Germany 90 billion euros, according to the director of research at the IESEG School of Management in Lille, France. Greece would pay back some of its debt with the devalued currency, so the actual cost might be lower. This is closer to the estimate of 50 billion euros for France by the departing French finance minister, and the estimate of 125 billion euros for Germany by a German bank. IIF estimates are much higher but the IIF and Mr. Dallara will find the bonds issued by Greece under the restructuring of little value in the event of exit from the euro, which is why it would not favor an exit and present it in a different light.

China takes another step to curb inflation. Effective May 18, 2011, China's largest banks will have a 21% reserve requirement. Food prices were up 11.5% in April. There were a larger number of bank loans in April 2011, of $112 billion, and a larger trade surplus of $11.4 billion. This may cause banks to lend in ways that go around these requirements, say experts. It may also ration capital to the entrepreneurial sectors of the economy.

A steady decline in the price of Brent crude from $115 to $92 in the period from June to October 2014. Slow or no economic growth in Europe, and declining growth in China was the main reason. A cut in oil price by Saudi Arabia in September with lack of coordination in OPEC to control supplies when prices are declining, and increasing supplies from the U.S., provided additional basis for price declines. This price decline comes as large energy companies invested heavily in mega-projects to bring more oil supplies when prices were up to $128 by mid-2012. Consulting company EY estimate is that there are 163 such mega projects worth $1.1 trillion underway, most behind schedule and over budget. The projects were based on oil prices being over $100. Oil field development costs are increasing rapidly. Douglas Westwood, a consulting firm, estimate is that productivity of upstream capital spending has fallen by a factor of 5 since 2000, declining by 5% a year, as oilfield equipment and services demand exceeds supply. Greater technological sophistication also adds to cost such as Shell's Nobel Bully platform for deep sea drilling. See link- Noble Bully. Oil majors are now cutting spending, and some planned big projects are on hold. About $300 billion in assets may be up for sale. Shell plans to cut spending by 20% in 2014, Exxon and Chevron 5-6%. Shale oil projects in America need about $57 to be profitable with an internal rate of return of 10%, by one estimate. Yet this is an average and does not reflect differing producer costs. This estimate does not reflect the high cost producers, some of whom need closer to $110....

Brazilians turn to pawn shops lending by government owned bank Caixa, in a regulated portion of the lending industry, as credit card rates increase. Brazil experienced a huge surge in credit card debt in the years when consumer loans were freely made in the last decade. Between 2004 and 2014, consumer credit in Brazil increased 658% to $297 bilion, according to the National Association of Executives in Finance, Administration and Accounting. Central bank figures show 6.7% of personal bank loans and 26.3% of credit card accounts being in default. As in Turkey much of the country's growth was fueled by increased spending and consumer credit. The credit binge and the lower revenues from a decline in commodity prices is leading to slow growth and a stagnant economy.
