The Spanish government said on May 23, 2012 that it will provide 9 billion euros to help Bankia cover capital provisions for bad loan losses. The government took control of Bankia in early May 2012. Bankia was formed by merging 7 troubled cajas savings banks. It has about 10% of Spain's loans and deposits. Bankia has the largest exposure of financial institutions in Spain to real estate loans. Of 37.52 billion euros in loans for real estate, about half or 17.85 billion euros are troubled loans. Spain's approach to the banking crisis from the real estate bubble was to merge failing banks with smaller amounts of government money as aid, and having the new entities raise cash through initial public offerings. For Bankia most of the nonperforming loans were separated and placed in BFA, the parent company. Bankia did an IPO in July 2011 raising 3 billion euros. Since the IPO Bankia has lost half the value in its share price for large losses to investors. Under new capital provisioning rules set by the government for banks to adequately cover nonperforming real estate loans, Bankia needs 7.1 billion euros. An additional 1.9 billion euros is needed for capital requirements for a total of 9 billion euros, which is the amount of the capital injection by the Spanish government. After Mohandas Gandhi one of the main leaders of modern India is one who came from the untouchable castes, the lowest caste in India's caste system which had declined over centuries. Babasaheb Ambedkar comes from Ratnagiri district in Maharashtra from a family that had gained its way out of the caste constraints by working for the British East India Company. He later studied at Elphinstone College in Bombay, and went to Columbia University on a scholarship. He finished Masters degrees at Columbia University and later at the London School of Economics, in economics and political science.  Returning to India he wrote "Annhilation of Caste" in 1936. Mohandas Gandhi was at this time working on his own movement to get rid of the untouchability that over centuries made its way into the original caste system and weakened the foundations of Indian society. To understand this one has to know that in many upper castes it was seen as becoming an outcaste even to travel overseas, which by itself may have led to the decline that India experienced in the period 1500-1950, and which Gandhi personally experienced and fought his way out of. By 1942 even the British recognized Ambedkar's efforts and he was Minister of Law and Justice in the war cabinet. In 1947 Ambedkar was chosen to lead the team that would write India's Constitution. In his latter years Ambedkar became a Buddhist and has written several books on Buddhism. By 2015 Ambedkar day was recognized as a public holiday by the new government and his memory is enshrined in the efforts now underway in India's largest state of Uttar Pradesh to bring modern ideas, and modernization through next generation infrastructure, and opportunity for Dalits of which caste Ambedkar was one, and the same for all of the 250 million people of Uttar Pradesh, almost the size of America. ...

Peter Coy, Economics editor of Business Week, agrees with Paul Krugman's point made in a recent NYT op-ed column favoring staying on the course the Bernanke Fed has set, which is to continue its policy of monetary expansion as long as credit is tight and the economy is weak. The Fed has expanded monetary reserves Coy says by 114% over this year through May. The biggest increase since 1960 has been 16%. Coy says there is good reason for this. As other experts have pointed out, see links, most of the extra money the Fed has introduced into the economy has piled up in the reserves of banks. Consumers who who have debt at about 100% of USA GDP are not borrowing, businesses are not borrowing to invest, banks are not lending as before, and consumers are in a long period of debt reduction that will take years. This is why it is not inflationary. Consumer frugality, see links, is another factor that makes this situation a long term change in consumer behaviour, and a force for deflation. All this is happening in the background of a huge slack in the system as manufacturing capacity utilization is low at 68% and unemployment is increasing. Which is why informed experts looking at the situation on the ground see staying the course as the right action plan....

US trade policy in 2026 is about bringing investment and jobs back to the US to rebuild communities and towns across 51 states- once destroyed by the foolish trade policies of the Bush-Clinton-Bush-Obama 3 destructive policy decades. Supplementing this with the investment favorable policy of instant depreciation for investments in plant and equipment in the Big Beautiful Bill of 2025. Using tariffs to level the playing field and ensure fairness in business practices by industries and nations towards America after over 3 decades all else has failed. All the time protecting Rural America, and communities and towns across the US devastated by outshoring. Using Tariffs to make certain that drug and migrant trafficking, and hostile unelected governments in the western Hemisphere cannot take place with direct and  indirect intervention in the western hemisphere by foreign powers. To do this with the Monroe Doctrine Corollary set by Teddy Rooosevelt in his Annual Message to Congress of 1905- "A great free people owes it to itself and to all mankind not to sink into helplessness before the powers of evil." Under such a policy Canada can pursue trade deals with China as the US has done. The clear rationale for the US policy is nowhere evident in the press today, how trade and domestic policy and foreign policy converge to protect all Americans, even though this was something that was pursued under the Biden administration with mistakes made in handing the Border management to Mayorkas and Harris incompetence. In the use of Tariffs doing this in such a way that US economic interest, investments, capital and stock markets are protected by carving out areas of exemptions in the policy. This has given the US an highly advantageous use of Tariff policy in ways not reflected in the press version of Tariffs. As TR pointed out, as Lincoln pointed out over a century ago, the interests of both Labor and of Capital are both legitimate and vital for the Nation. It is time to see this as one whole and not separate to rebuild America.   ...

Air pollution over New Delhi, India, and Lahore, Pakistan, is at "hazardous" levels, with a large surge in respiratory illness for people in the region.Some hospitals in the region are seeing triple the number of patients with breathing problems. The problem is aggravated by burning of stubble from the paddy crops by farmers in the nearby region of Punjab and Haryana. The levels of fine particulate matter PM 2.5 that are bad for lungs are hovering at dangerous levels of 300.  World Health Organization guidelines say 25 is the maximum level of exposure over a 24 hour period. Delhi administration responded by increasing parking charges in the city, and banning entry of commercial trucks, banning construction activity. This is a constant part of the news with many commentators critical of the way the central government, the Punjab government, and the Delhi government are tackling the situation, unable to enforce the ban on farm burning of stubble in the fields. Lancet medical journal points out that about 2.5 million lives in India were claimed in 2015 from air pollution. WHO puts 12 Indian cities in the top 20 for air pollution worldwide. ...

The 2017 Budget presented by the Trump administration has a serious problem in that it assumes 3% growth, and 2% inflation, low interest rates, to generate $2.1 trillion in additional tax revenues over 10 years. Hilsenrath in the WSJ has questioned whether 3% growth is a safe assumption. Then the Trump 2017 budget resorts to double counting which analysts called egregious and wrong by using the unsupported $2.1 trillion in extra revenues to fill holes in the deficit. By doing this it comes up with debt to GDP ratio dropping from about 75% to 65%, whereas the Congressional Budget Office does the math and says it would jump from 75% to about 85%. Such a mistake is called the "most egregious accounting error" by Lawrence Summers, a former Treasury Secretary, from what he has seen over 40 years. The irony is that the budget is called "The New Foundation for American Greatness," because of the lack of a firm foundation in the numbers. Deep cuts in social programs makes the math riskier politically and socially.   ...

Parmeswaran Iyer takes over India's development planning body Niti Aayog from Amitabh Kant on June 30. Iyer joined the Indian Administrative Service in 1981. He led the Swachh Bharat or Clean India Mission in 2016, and headed the national drinking water and sanitation department. India UK trade has been neglected over the years. In 2021 India accounts for less than 2% of total UK trade. During the period before the pandemic 2010 to 2019 UK exports declined by 3%. During that time the US increased exports to India by 79%, Canada by 62%, and France by 58%, says this report in The Guardian. This happened even though India is the leading country in the British Commonwealth and one would expect much stronger trade ties. This is one reason UK prime minister Boris Johnson is putting a high priority on building up trade with India during his visit to India. German chancellor Merkel announces steps for a new lockdown to tackle the second wave and infections daily of over 30,000 in Germany, critical levels for ICU beds in parts of the country. Stores, schools and daycare centers will close till January 10, to prevent spread of the virus during the Christmas period. The action was taken in consultation with 16 state leaders.

Stores now include hairdressers. Parents are given paid holidays to look after children as day care centers are closed. Communal singing in churches is not allowed.During December 24-26 a slight relaxation allows families to invite 4 adults and any number of children under 14 years. One survey in 2021 shows that about 73% of workers in all age groups are feeling burnout since the pandemic started says this BBC report on Work Life. The situation is the worst for young workers in their twenties who have the least work capital and the most work. For these Generation Z workers the burnout rate is higher at 80%. This presents a huge problem for mental health. Across all age groups volume of work is up over 50% with the highest for young inexperienced workers who are pushed to the limit, working late hours and not able to say no. 

This situation shows that so much has happened during the pandemic that mental health is a major priority in 2022 and beyond.

This was a change at first as she had to learn to interact with girls. She says we had worse general conditions in life simply for being girls and even more in football. These were years when there was no professional women's soccer. She thought she wold play for a few years and then go to the US for studies, considering the University of Oregon. This is when she gets called to the women's first team. Bonmati talks about her mentality, not just the talent and hard work, but the mentality of sacrifice, resilience, fight and want to be better every day. To every young girl trying out a new sport, she describes this- it is a journey that is not pretty at times, there are bad moments, but these bad moments are what make you better as you learn to keep improving and know how to keep getting better. And to take on difficulties as opportunities. When she was goinghome from training with her father, they would use public transport and get home at 1 am. Looking back to where she is now idolized by young girls , what she has been able to accomplish she says it was not down to luck but all the hard work throughout the years. ...

Weiner calls Franklin the "Least Dead" of the Founding Fathers of America. "Least Dead" for whom? Of pop cultures, TikTok, Facebook, social media and the rest? Benjamin Franklin is one of the founding fathers who was most revered, and who with his diplomatic activity secured French support for George Washington, Thomas Jefferson and the American cause in 1776. It was the French cannon, and the French Navy that made it possible for Washington to move his armies north and surround the British at Yorktown, Virginia ending the War of Independence. Weiner writes that Franklin is the most approachable one of the founding fathers, one you can talk with, one you would most likely want to have a beer with. Franklin is also the most interesting. Franklin's experiments with electricity are the earliest pioneering efforts of the scientific revolution of the 19th century that set Europe apart from Asia, and the scientific revolution of the 20th century that set America apart from the rest of the world. Franklin is not just a founding father, he is the founder of the US Post Office which was the radio and internet of its period making communication possible over long distances. Franklin was the first Postmaster General in 1775 and set up the US postal system. Franklin set up the first circulating library in 1731 and the University of Pennsylvania- the first fire department in Philadelphia. He was president of the state of Pennsylvania after Independence. There is a great deal of ignorance about the founding fathers no less in places like the entrance to the Smithsonian institution in Washington DC of all places, where no mention is made of Franklin as an Abolitionist, quite the reverse- Franklin's scientific mind and his modern thinking had no place for the European institution of slavery in the 1500-1800 period. Franklin was the president of the Pennsylvania Society for the Abolition of Slavery. Eric Weiner, is author of  "Ben and Me- In Search of a Founder's Formula for a Long and Useful Life." This is the second article in a series by NYT on America's 250th Anniversary for the Declaration of Independence. Weiner travels from Boston to London, and from Philadelphia to Paris along the sea route taken by Franklin to the Brittany coast in December 1776 with his 2 grandchildren, one of 7 voyages crossing the Atlantic. By 1781 Franklin had his first meeting with French King Louis XVI at Versailles. The US Mission and Franklin's home was located in the hillside village of Passy a few hours from Paris, where the clean country air and water helped revive him. He crosses the Atlantic again in 1783 when the Peace Treaty is signed by Franklin. Weiner is 70 in 2026 and writes that Franklin grew more serene with age even with some ailments, was loved in France, and returned to America for his final voyage home with his 2 grand children in 1785. A life well lived something for all Americans to aspire and emulate, and loved by his country. ...

Jan Corzine, Governor of New Jersey has talked to governors from the states of Ohio, Michigan, Wisconsin, New York, and Massachusetts about how best to execute an effective economic recovery stimulus program with the federal government. Here are the ideas they have come up with. The stimulus should cover five areas, infrastructure, countercyclical programs, housing, education, and middle class tax cuts. The principle to keep in mind is to take advantage of the strengths of the federal government and of the state and local governments. Infrastructure investment should be intelligent ones to modernize the capabilities of the country for the next phase of development and competition in the global economy and in making far reaching changes in transportation and energy for sustainable development in a global economy. A key point of Corzine's here is that safety net social programs will need to be shored up or the stimulus effects will be lost. Over the 2 years 2009 and 2010 he suugests the federal government boost its countercyclical spending by at least $250 billion. And it should do this by increasing the federal medical assistance percentages, federal share of Medicaid costs and other health care related programs such as reimbursement to hospitals for treating the uninsured, Temporary Asistance for Needy families, and child care grants. He proposes doubling the federal funding of unemployment trust funds under the Unemployment Insurance Modernization Act, with incentives to cover vulnerable low-wage and part-time workers who are often denied unemployment benefits. Corzine emphasizes this. That even if the Obama administration puts large sums into infrastructure spending, cutbacks in state and local safety net programs would cancel out much of the effect of the stimulus. The reason is simple while the federal government is adding to jobs on one hand, the states without the money would be cutting back jobs and services. This point will be critical in making the stimulus work. The other point Corzine appears to emphasize by quoting Roosevelt at Oglethorpe University in 1932, is that bold experimientation not clinging to rooftops in the flood, will be needed....

This exceptional account by Ginger Thompson and Sara Cohen shows the Obama administration's strategy of creating credibility for its immigration enforcement by setting a target of 400,000 deportations a year, and focussing on the border states such as California, Texas, Arizona. The deportations were kept away from the midwestern states and states in the interior of the country. Under the Bush administration raids were made on businesses hiring illegal immigrants and the policy implemented all over the country, not selectively targeting the border. Local police were given authority to check immigration status of suspected foreigners. Deportations reached a peak of 383,000 under Bush in 2008. In 2008 Congress supported the Bush administration by doubling the immigration agency budget to $5.5 billion and imposed a mandate requiring detaining a daily average of 34,000 immigrants. Under the Obama administration the pilot project for state and local police to check immigration status of people fingerprinted in an arrest was expanded. Under project Secure Communities police could hand over illegal immigrants to immigration authorites, and new implementation criteria in a June 2010 memo easily covered a third of the 11.5 million illegal immigrants, according to immigration officials cited by NYT. Removal process was expedited so that expedited removals doubled under the Obama administration. Under Bush about 75% of those deported were sent home with criminal charges if they had no criminal record. Under Obama this increased to 90%. The NYT analysis suggests the immigration enforcement and grasp of the immigrant story looking for a better life, was better for "good" immigrants under presidents from border states such as Reagan from California and the elder Bush from Texas, than under a midwesterner of minority background. It shakes up the image of Hispanic Americans as part of a political affiliation to a particular party. ...

Azimji Premji of Wipro is one of the few Indian business leaders with a strong bonding with Gandhi's ideas of personal responsibility for India's betterment and the betterment of millions of ordinary people in India. He says Gandhi influenced him only next to his mother who ran an orthopaedic hospital for disabled children for 50 years, and learned what it took to do this as well as the difference it made in people's lives. He quotes Gandhi as his own personal philosophy-  "Supposing I have come by a fair amount of wealth- either by way of legacy, or by means of trade and industry- I must know that all that wealth does not belong to me; what belongs to me is the right to an honorable livelihood, no better than that enjoyed by millions of others,. The rest of my wealth belongs to the community and must be used for the welfare of the community." He cites a saying of Gandhi to be seen at Sabarmati Ashram and Gandhi Smriti- "I will give you a talisman. Whenever you are in doubt or when the self becomes too much with you, apply the following test. Recall the face of the poorest and the weakest man (woman) whom you may have seen, and ask yourself of the step you contemplate is going tobe of any use to him or her. Will he or she gain anything by it? Will it restore him (her) to control over his (her) own life and destiny? In other words will it lead to swaraj for the hungry and spiritually starving millions? Then you will find your doubts and your self melt away." ...

The federal government in the US is providing internet connections to rural part of America through its Internet for All program. The Biden administration has committed $60 billion to this program. At what point is satellite service that is less reliable but more cost efficient an alternative, asks this report in WSJ if service in Montana can cost $300,000 per location, or in a Indian reservation in Nebraska at $54,000 per household. These are remote locations and require drilling in mountainous areas and under the Missouri river. For the majority of locations the  average FCC Rural Digital Opportunity Fund location cost is $1753, the Treasury Capital Project Fund $3313, and the tribal projects are outliers for isolated spots. The government prefers fiber optic cables because this is good for generations to come for upgrading, and the benefits of this service will make rural areas of America attractive to live in for decades to come, say officials.

Tax changes for autombiles as part of a"fiscal correction" were announced by the Finance Minister, Pranab Mukherjee. The base excise tax on most goods manufactured in India was raised from 10% to 12%. The excise tax on larger cars with gasoline engines above 1.2 litres or diesel engines above 1.5 litres was raised to 24% from 22%. The customs tax on imported cars and SUV's over $40,000 and gasoline engine over 3000 cubic centimetres, or diesel engine over 2500 cubic centimetres was increased to 75% from 60%.

Shiller says the underlying problems in the economy such as the sociological factors that led to overoptimism about real estate prices and the dot com stocks play out over many years. They are lost in the headlines about the Fed or some short term developments that get cited along with the bad economic news about unemployment. Yet these underlying factors such as the bubble phenomena in housing are what makes these problems so intractable. The bubble in home prices caused a 131 percent rise in home prices in the period 1997-2005, 85% in inflation adjusted terms, according to the Case-Shiller National Home Price Index. The long term expectations of price increases well into the indefinite future lag the price decreases as the bubble bursts, even as the expectations decrease. For 2012 the Case-Shiller survey shows expectations are for a 1% increase in prices. With the increase in the personal savings rate from about 1% in 2005 to about 5% today, Shiller says consumer spending will not support a strong recovery....

The shift from non-conventional polluting single cylinder engine contraptions used by poorer Chinese called "Inkfish" to conventional fuel efficient engines will reduce oil consumption in China even as more cars are on the road. This explains the paradox of Chinese vehicle sales being up by 77% year over year in the first quarter of 2010, and still gasoline demand went up by only 3%. Kack Perkowski, founder of Chinese auto-parts manufacturer Asimco Technologies, says the shift from the low tech "inkfish" type vehicles to fuel efficient small cars popular with the Chinese and encouraged by government policies to reduce oil consumption is a big factor in this development. Perkowski says 50 million engines are manufactured in China each year and if you subtract the 13.6 million cars, trucks and buses sold in China last year, another 36 million low tech highly fuel inefficient engines including "inkfish" engines were sold. China's car buyers are very price conscious and prefer smaller cars. Smaller cars are also well suited to the crowded roads in the coastal cities. And the Chinese government wants to keep oil consumption down so it is pushing buyers in the direction of smaller engines with tax breaks. The Chinese governmet is expected to announce subsidies for plug-in hybrids worth about one third of the sticker price. The motives are environmental and energy security related, but also have the intent of enabling China's car manufacturers to gain experience and leadership in newer electric car technologies. Bottom line: some experts including Deutsche Bank's Sankey view China's oil demand growing much slower, at about 2.6% a year over the next 15 years. This would mean oil demand tapering off at 13-14 million barrels of oil per day by 2025, much higher than the 9.1 million bpd in 2010, but growth curbed by fuel efficient engines and increasing fuel efficency of the Chinese vehicle population....

Automakers had U.S. sales of 1.2 million cars and light trucks in December, 2011, an increase of 8.7% over Dec. 2010, acccording to Autodata Corp. Total light vehicle sales for 2011 were 12.8 millon, an increase of 10.3% over 2010. Chrysler showed a 37% increase in Dec. 2011 over Dec. 2010, Ford 10%, and GM 4.6%. For 2011 Chrysler showed the biggest increase in sales over 2010 of 26%, followed by Ford at 11% and GM at 13%. Toyota's sales declined in 2011 by 6.7% to 1.64 million. Honda's sales for 2011 declined by 7.1% to 1.15 million. American manufacturers introduced new models in the small and midsize segments to take market share from the Japanese. Ford plans a new version of the Fusion and Chrysler will introduce the Dart in the small car segment. GM and Ford are forecasting auto sales above 13.5 million for 2012 in the U.S. market.
