It is not clear what this bazooka is. China's leaders are studying the economy carefully. Recent actions for stimulus were designed to offset weak performance of stock markets which have rebounded with Shanghai index up 11% into positive territory. Consumption spending is weak with worries about the safety net and propensity to save so that lower mortgage rates will mean households will pay of their mortgage first before increasing spending. Real estate construction is weak after bankruptcies in this sector. Some suggestions are for China to improve its safety net as in the US for working class people, low income families- to give them better medical insurance. And increase pensions of farmers, migrant workers, and low income families. They may still be inclined to save yet it is a move in the right direction as is happening in the US, and the trend worldwide is to reduce stark social divisions. China just lacks the resources for the kind of revival in the US that Harris has planned. As long as the US was frittering away its resources in foreign wars it had one hand tied behind it's back, as long as it did not invest these dollars going to wars overseas in the domestic economy it would languish and fall behind. It was in this sense Joe Biden who did the hard work that Trump after raising the alarm signals failed to do for lack of focus, and now it is Harris who is building the game plan for the kind of US that led the US into the twentieth century once before- optimism, imagination and hard work. ...

About 75% of French women oppose the pension changes in France planned by president Macron. Women get 40% lower pension than men, yet they work longer and harder in roles taking care of children, and helping elderly, and face age discrimination at work. Women are structurally underpaid and their pensions are lower as a result. And they work long exhausting hours, says this report. It says women stand to lose the most from a reform in pensions. It is important to remember that Republicans Wendell Wilkie who ran in 1940 and Dewey in 1944 and 1948, Eisenhower in 1952, 1956, all adopted the worker protections for safety, hours and wages, and the employment stabilization programs set up by Perkins for the two Roosevelts- Republican Teddy Roosevelt who gave her her start 1911 and Democrat Franklin Roosevelt 1924-1944. Basically it setup what we call the Modern World where America was the model of modern industrialization for the whole World. Important to remember as Labor and Capital go through a reaffirmation of the principles guiding same issues that dogged America before. The Frances Perkins Exhibit at Columbia University in 2010 showed the most influential woman for the lives of ordinary American citizens and workers, workers families and children, for three decades 1920's to the 1950's. The first woman to serve as a key member of the cabinet. One who guided the legislation that set up the structure in which labor and capital each participated equally in the economic structure of modern America. Perkins was educated at Mount Holyoke College which had Corinthians 1 15  as motto "Be ye steadfast." She got her Masters degree in Economics and Sociology from Columbia University. She studied economics at University of Pennsylvania before going to Columbia University.  She is the only member of the cabinet who served not just all 12 years from1932 to 1944 under Franklin Roosevelt, but also before that from 1924 to 1932 for NY Governors Al Smith and Roosevelt, and before that for Teddy Roosevelt as head of the Committee on Public Safety in 1911. When Harry Truman followed FDR Perkins asked to run the Social Security administration, was made Civil Service Commissioner in 1944. She lectured at Cornell University during the Eisenhower administration.  ...

DJT's first 100 days with strong action from the start, given the 2 year window before a possible Democrat takeover of the House and letting out the frustration on border policies of the Biden administration, are taking the Nation by surprise. Immigration policy on illegal migration is supported generally in the US except where it reduces customers to small businesses for fear of deportation such as occupational therapy.  Government employees who voted for DJT are uncertain about their jobs and are a group that is taken aback by the speed and action on cutting the government federal bureaucracy of 2 million workers. Many federal workers are spread out in the 51 states and many are in Republican or Republican leaning districts. With some slippage DJT approval is now at 47%, and slightly higher disapproval at 51%. As a result these two groups are moving away from supporting DJT in the first 100 days. Some who still support him outside these two groups are expressing disapproval of action coming this early and forcefully, yet support the overall policy agenda on immigration and cutting spending. There is also a small yet vocal group that supported RFK Jr. and this group remains energized by his promise to take action on health. Others who wanted strong action on immigration to reverse errors of Biden policies for illegal migrant entry and dispersal across America remain committed to DJT policy.  ...

Passed by Congress in 1964 the original bill for SNAP excluded sodas and luxury drinks, but had Sodas added back in by the Senate. By lobbyists even in 1964? SNAP schools program falls under the Agriculture Department. Democrats as well as Republicans appointed Agriculture Secretaries and not one took the action to get sodas excluded, to let states request sodas be excluded and approve it, not the Democrat a Carter, a Clinton, or an Obama, or a Republican a Reagan, a Bush, or a Trump (first term) took the necessary action. In 2025 Brooke Rollins is Agriculture Department Secretary. Arkansas Governor Sarah Huckabee has seen the damage sodas can cause in her family. Rollins on her first day in office has finally acted- after 61 years when the original intentions of the SNAP bill's creators were confounded in the Senate.  On her first full day in office, urging them to propose pilot programs testing changes to food aid. Her matter of fact way to get on with it also has to do with her response to diabetes, with 4 injections a day her thought is "to just deal with it." She and her husband worked in investment banking, before her election as MP from Maidenhead, a constituency near London, on the third attempt. In an interview with the Daily Telegraph she has described the woman she is often compared to, Angela Merkel of Germany, as someone who doesn't get enough appreciaton. For May Merkel has actually achieved something significant by "steering Germany through a difficult time," and with her negotiation abilities during the eurozone crisis proved her resourcefulness, "hats off to her," says May. ...

Lower volatility in oil prices as a result of a new stream of shale oil supplies at competitive prices is good for oil producers and for consumers. This report in the WSJ shows that volatility and swings in oil prices have gone down with the ability of shale producers to respond to price signals or geopolitical situations and increase supplies. Shale producers can increase supplies in months compared to the years it would take for oil producers in offshore drilling. The new technologies in shale rigs have tripled production since 2011 for the same number of rigs operating in the U.S. Permian Basin from West Texas to New Mexico. The core producers can now supply and be profitable at $40 a barrel.  Supply cuts from OPEC and Russia as currently the policy of both countries mean inventories do not rise too high. And geopolitical problems such as Yemeni attacks on Saudi oil facilities, the reinstated sanctions on Iran by the Trump administration that reduce oil supplies, Venezuela's problems, can be met by increased supplies from the U.S. shale industry in a short time to prevent inventories from dropping too much.      ...

New regulations permit foreign investors to invest at least $100 million to setup multibrand retail operations in cities with populations of more than 1 millon people. Foreign multibrand retailers are at this time not permitted to directly invest in domestic retailers selling to consumers. A government panel "the Committee of Secretaries," proposed the change, which now goes to the federal cabinet for approval. The change means international retailers like Wal-Mart can sell to Indian consumers through partnerships with Indian retailers, and can own upto 51% of such local joint ventures. Of the investment at least half must go to setting up back-end infrastructure such as cold storage and laboratories. India has a huge retail market of an estimated $450 billion but much of the retail sector has fragmented smaller operations and mom and pop stores. Tata, Reliance, Bharti, Godrej and other local companies have made an effort to change this and formed alliances with Tesco, Wal-Mart, and other international retailers. One of the pressing needs is the building of back up infrastructure- cold storage, retail facilities, etc. This change means Wal-Mart, Carrefour, Metro AG can now enter the retail market. The prior efforts of these companies were restricted to wholesale stores such as Metro Cash & Carry India Pvt. Ltd, Wal-Mart's technical support for Bharti's retail brand of Easyday stores, and UK based Tesco's back-end support to Trent Ltd's Star Bazaar stores....

Roland Arnall who sold his Long Beach Mortgage Company to Washinton Mutual which became WaMu's subprime arm, and ran his own mortgage company Ameriquest. He helped start the whole subprime business when in the early 1990's his company Long Beach Savings and Loan began selling subprime mortgages to financial instituions on Wall Street, where the mortgages were packaged into securities and sold to investors. This packging of securites backed by mortgages and later the shopping for ratings which enabled these securites to get the the AAA rated seal of approval was to get this business the financing and backing on Wall Street. Ameriquest was invoved in questionable practices in its lending. His company and its 270 offices closed in 2006 and $325 million was put up by his holding company ACC Capital Holdings to settle regulators claims of charging excessively high mortgage rates. His origins are with a family that survived the Holocaust by taking refuge in a Catholic church and he became an altar boy, and later immigrating to the Los Angeles area. He was diagnosed with late stage cancer in March 2007 and died the same month. This is one of the individuals who pioneered the whole business of packaging subprime mortgages as securities. ...

Self-compassion as a useful trait. Being on good terms with oneself helps in improving motivation, self-discipline, and reducing anxiety.The result is a calmer, stronger person in the long run. Actually the research goes back to the 1930's and 1940's, with the books of Harry Emerson Fosdick. He called it self-acceptance and showed that by doing this people shouldered responsibility for themselves. This was for Fosdick a part of "being a real person," also the title of one of his books. The difficulty is that then as it is today, the prevailing notion was that if one engaged in self-acceptance we would take less responsibility for ourselves. In 1927 Fosdick was appointed radio minister for the National Vespers Hour. For 17 years his voice went out to the whole nation struggling with self-doubt during a depression and war, from a room in a church tower overlooking the Hudson River in New York city, each time building in people a faith in themselves.

It took 75 years for a British prime minister to visit Gandhi Ashram on the banks of the Sabarmati river in Ahmedabad. George Bernard Shaw, the English writer, in a handwritten note at the Nehru museum in Allahabad after meeting Gandhi says "ask somebody 100 years hence" about Gandhi's contribution to the world. Today it is more clearer than ever. Mohandas Gandhi wrote Hind Swaraj on a ship from South Africa to London in 1910 after negotiating with the British government on behalf of Indians in South Africa. In 1915 Gandhi returned to India and used his savings to buy 110 acres of land for the ashram on the banks of the river Sabarmati in Ahmedabad. By 1923 Gandhi was questioning the expenditures of the British government that did little for the development of the country and a budget that was focused on military expenditures, in his magazine Young India, with nothing for developing the country except for railways and transport. Gandhi launched his non cooperation movement for self-rule or Swaraj from the Ashram. By 1937 elections were held and the first provincial assemblies were set up in an experiment for self-rule. In 1930 the Salt March for noncooperation in the British salt monopoly, salt seen as the common man's right, was launched from the Ashram. In 1942 the Quit India movement was launched in the middle of World War II. In 1945 after Labour party's Clement Atlee won the election in a landslide against Winston Churchill the path opened for Britain to start negotiations with Gandhi for independence. In 1947 India was free. Why 75 years for a British prime minister? Much of the period after 1950's was lost in the recovery from partition, wars on Kashmir, China's entry into Tibet and the invasion of India. The non aligned movement under Nehru and Indira Gandhi and successor governments to 2000 appearing more as voicing a grievance for being left out led to an ambivalence of the US and UK towards India, and reflected a period when India was small in economic terms and lacked the opportunity to find its place in the world as a country with the largest population in the world. Which today with with Bangladesh and Indonesia sharing a common history of Hinduism and Buddhism represents 1.6 billion people. In the Nehru home museum in Allahabad there is a hand written note by British writer George Bernard Shaw who visited India and the Nehru home. It says it would take maybe 100 years before the world realized the significance of what Gandhi had done and only at that time would the world truly understand Mr. Gandhi. Mr. Boris Johnson's effort to make up for 75 years that went by without UK prime minister's visit to Gandhi Ashram in Ahmedabad is one such moment that George Bernard Shaw had seen coming.  George Bernard Shaw's handwritten not at the Nehru Museum in Allahabad says- "What is the place of Mahatma Gandhi in political philosophy? Steve Bannon is described in this indepth report by Scott Shane as a workaholic, born to working class family with his father a telephone line operator, who went to Virginia Tech and joined the Navy in the hope of advancing a career in politics. At Virginia Tech he won a leadership position of the student organization. He was described by another student who knew him well as passionate but not likely to get much done. The period at Virginia Tech and in the Navy were the Carter years followed by election of Ronald Reagan. The election of Reagan had a huge influence on Bannon- the same overtones of that campaign of Reagan are seen today in the forgotten men and women, white working class families that Conservatives then and Tea Party Conservatives in the Obama years felt ignored. The downward drift of the lower middle class families that saw incomes drop as manufacturing hollowed out in the U.S. with foreign competition, the failure of establishment politicians of both parties to protect American manufacturing and working class families, added to the sense of angst for Bannon. Bannon just like politicians in the Obama camp such as Emmanuel, found the way to politics through finance and gains made as the banking sector and financial institutions made huge financial gains by 2008. This was a stepping stone for their political ambitions. Emmanuel who is also a workaholic and passionate about his views worked to elect a black president, Bannon choosing to do the opposite and push for bringing back the Reagan era. Most on the liberal side see him as part of a racist movement. Reagan was none of those things. How does one reconcile the two? It is possible that seeing the fight against the established politics as an impossible task, Bannon in his passionate temperament did not object to the support of right wing extremists, in the same way that Trump did. As both Trump and Bannon have people of Jewish origin and black people in their circle of friends or family. What incensed Bannon as described here by Scott Shane of the NYT, was that after the financial crisis of 2008, hardly any bank executives who had committed wrongdoing went to jail, his father's line operator retirement savings were devastated by the financial crisis, and working class families struggled harder than ever, that his daughter at West Point was with mostly children of working class families who were the ones fighting America's wars. Many ironies abound in the story. Bannon got his business start in the same financial institutions that were involved in the financial crisis of 2008, Bannon & Co was acquired by Societe Generale. He is from an Irish Catholic working class family in Richmond and attended Benedictine High School, with a mother Doris that worked on the campaign to elect Douglas Wilder, a Democrat, as the first African American governor of Virgina.  The other ironies are in that Bannon sees Trump as "an imperfect vessel" but still good enough, and Trump sees himself as "making all the decisions" when asked about Bannon, as a range of interests struggle to form a coherent movement on the right in American politics- an unlikely combination of a telephone operator's son and real estate magnate's son who built his own real estate business in luxury real estate towers far removed from ordinary men and women they represent. ...

An account by Journal reporters based on over 25 interviews with eurozone policymakers shows how the central players in the eurozone drama acted to defend their national interests during the period April to July 2011. On one side France's president Sarkozy, Frenchman Claude Trichet at the European Central Bank, arguing in favor of the banks not to take bondholder losses or haircuts on loans made to Greece. On the other side the Bundesbanks Axel Weber, and Jens Weidman, Jurgen Stark and German Finance Minister Schauble. The Germans argued strongly for bondholder losses to take responsibility for bad loan decisions by French and German banks. French banks had committed more loans to Greece than German banks and had more at stake. German public opinion was strongly against German taxpayers paying for the losses, making German politicians insistent that European banks take losses on their bad loan decisions, or Germany would not support additional loans to Greece. Throughout April to July the two sides were locked in an impasse. The French feared losses for their banks and a Lehman Brothers bankruptcy style situation. The Germans at the Bundesbank and the Finance Ministry were equally insistent. A July 2011 summit meeting did not settle the issue. The events not covered here from the July to the December summit of eurozone leaders resulted in bondholders taking 50% haircut on loans to Greece, reducing the debt burden in Greece after austerity measures led to popular protests. The French pushed hard for the ECB or the EFSF to be allowed to make large purchases of bonds of troubled eurozone countries in an effort to protect Spain and Italy from contagion through higher bond yields. The Netherlands and Finland supported Germany's position. German bankers Weber, Weidman at the Bundesbank and Finance Minister Schauble opposed large scale buying by the ECB of Italy's and Spain's bonds and Chancellor Merkel said about a common eurobond that "this is not going to happen." Governments changed in Greece, Italy, and Spain by Dec. 2011, which committed to austerity programs and spending cuts. Italian Mario Draghi was appointed with German support as new head of the ECB. In late December 2011 Draghi launched the Long Term Financing Operation for lending unlimited amounts at 1% for three year loans to European banks and relaxing the terms to accept government bonds and other debt as collateral for loans. The effect of this was to provide a large infusion of liquidity into the banking system in Europe and drastically bring down the yields on bonds issued by Italy and Spain....

Pope Francis is strongly critical of the manner in which the capitalist system has functioned in recent decades, increasing inequality, and hurting the marginalized, the working class and poor. Pope Francis tells people during his visit to the poorest countries in Latin America, Ecuador, Bolivia and Paraguay, that the Catholic Church committed grave errors during the period of Spanish colonialism by allying with the ruling classes and creating great inequalities and suffering. The director of the Institute for Policy Research and Catholic studies at Catholic University of America, Stephen Schneck, says the Pope is reflecting a century of activism on social issues since the Pope Leo XIII encyclical in 1891, calling for social and economic fairness for labor, with the encyclical "Rerum Novarum" - or "On the Condition of Labor." The Pope's message in Santa Cruz, Bolivia, to nearly 2000 social activists, farmers and trash workers, neighborhood activists, was that change has to come from grassroots, that the local communities have acquired the knowledge which is valuable to act for economic and environmental betterment. He praised cooperatives and local organizations that enhanced the value of labor. His message resonates say Catholics because he has stayed in close contact with local communities, and the poor, working class people in Argentina. It is focussed on empowerment of local communities. In Bolivia the left government has adopted measures that attract foreign capital and investment, so that it is a model that stays away from socialist ideology, while at the same time embracing the grassroots idea of empowering local people and communties. In this way it has improved living standards in Bolivia and received favorable ratings in capital markets....

Samuelson shows why the Ryan Plan needs serious consideration because it brings in competition from the private sector to control medical costs. The Obama plan does not reduce Medicare costs he says because it merely transfers the costs to mandated Affordable Care Act spending. And the Independent Advisory Board of 15 experts given the job of reducing Medicare spending if it exceeds a certain amount is ineffective- it cannot increase patient cost-sharing, restrict benefits or modify eligibility or cut spending by more than 1.5% in any particular year according to the Kaiser Family Foundation. Important points to remember about health care are: 1) sustainable Medicare for current and future generations can only be on the basis of sound finances 2) sound finances mean first and foremost controlling health care costs 3) private sector competition is the better way to control health care costs in todays environment where cost reduction needs to be large enough to make Medicare sustainable especially when competition shifts health care delivery away from the cost increasing fee-for-service system 5) Obama Affordable Health Care Act does little to change the costly fee for service system and the basic mechanism of cost escalation in U.S. health care. The Ryan plan's voucher option injects this dose of competition into the system and only for those who choose this option, it was also drafted with the help of Democrat Ron Wyden, and is cautious because it does'nt start this till 2023- giving time for discussion and improvement, and therefore a constructive effort to look at serious ways to control uncontrolled fee-for-service spending....

New Yok has a mandatory foreclosure mediation program, with a 3rd party mediator working with the homeowner and the bank to achieve a loan modification. Of the 42,256 mortgages in New York approaching foreclosure since Jan 1, 2010, 75% went into the mediation process. Of this 80% achieved permanent modifications. In Connecticut 70% of 29,000 mortgages went into mediation with over 60% achieving permanent modifications for the same period. Where the mediation was optional as in New Jersey, only 20% of 50,713 mortgages went into mediation. In Nevada, another optional state, only 11% of 62,593 mortgages went into mediation. Mediation rates rocket when it is mandatory. One expert says that this is because mandatory mediation brings accountability and humanizes the process. By reducing the interest rate and making for lower payments the borrower stays in the home, and the bank continues to get its lower but consistent income stream compared to a default in payments. Today 20 states offer some form of mediation but only 2 states and 2 cities make it mandatory. This is happening in the disturbing context of a decline in troubled homeowners receiving assistance or modifications. About 470,000 homeowners received loan assistance in the 3rd quarter, down 17% from the second quarter, and down 32% from the same quarter a year earlier. The paradox is that one way to stimulate the economy that is not being tried is to mitigate losses in the housing market for homeowners and lenders. Because not much money is being spent the velocity of money as measured by the ratio of GDP to M2 money supply is at a low not seen since 1991, in the 4th quarter 2008. If GDP shrinks in the 1st quarter 2009 at 6% annualized rate as expected, then M2 velocity will be the lowest since 1987, even with the accelerating growth of money supply growth. The M2 money supply, a measure of money in the system including time deposits has grown by $767 billion or 10% in the past year accoding to the Fed. Money that is not being spent is building up in amountain of cash reserves. Banks have about $679 billion in reserves of cash, and this matches the $653 billion by which money supply has increased during that time as aresult of the Fed's repeated infusions. This suggests that inflation is not the risk that it would appear to be, even with the governments huge spending plans and the Fed's efforts to add so much liquidity. Says one economist, the money multiplier is just not working and is broken. Will consumers start borrowing and spending again. Not as long as they are so overstretched and with job losses mounting. And will banks continue to cautious and slow to led? Most likely as long as the bank's balnce sheets are broken, and the bad assets remain on them. This may explain last weeks efforts by the Fed to buy Treasury bonds upto $300 billion and more efforts to get credit flowing again by buying up mortgage securities and raising the ceiling to $1.25 trillion for purchases. cash...

At that point he took asidelight of Odeo, its social networking tool and developed it into Twitter. Twitter enables users to send short messages called tweets, of less than 140 characterson their personal feed. These are real time diary entries that can be read by other users, called "followers", wo have subscribed to that page. The oil industry and the auto industry have not fully supported the shift to alternative fuels even in a small way, most of the experiments have failed, efforts to legislate watered down, and as E85 is promoted by GM the problems loom larger than ever. Only one private station in San Diego provides E85 for the public to use, and even this station does not sell much because even though it costs 6% less at $3.10 a gallon than regular gasoline at $3.30, it provides 25% less energy and so costs more per mile. GM is trying to get Chevron to build a small number of pumps that give E85, but Chevron is not willing to make a large investment. The upshot is only halfhearted efforts in this direction and no leadership from auto companies, oil companies, and not enough enthusiasm in the larger public that would create momentum in that direction, even as there is so much talk about reducing gasoline consumption. Only 800 of 17,000 gasoline filling stations in the U.S. have ethanol. Unless required to do so station owners are not likely to invest thousands of dollars in ethanol pumps. In Brazil the government took direct action to promote ethanol use, giving sugar cane companies cut rate loans and guaranteed prices for the product, and it required state run Petrobras to make ethanol available at filling stations. The cost auto companies say in this article is only about $100 extra per vehicle for extra anticorrosive materials and computer sensors for ethanol capable cars. With market economics and no direct government action the picture is fuzzy how the whole E85 project is going to come out.
