Biden calls ending the war in Afghnistan a "wise decision" for the American people. He says in his foreign policy speech that "it is about ending an era of major military operations to remake other countries." A Pew Research poll shows 54% of American adults support the decision.  In a sense the decision had already been made. Biden cited the Doha agreement president Trump signed a year ago with Taliban that called for the release of 5000 Taliban prisoners which included most of the top commanders, and no agreement on the future of Afghanistan. The decision had come much earlier than that when the wars in Iraq and Afghanistan from the period of George Bush were rejected by the American people for the cost and lack of purpose during the presidential election of 2016. That period marked the rejection of policies set under Reagan, Bush and Obama for starting American involvement in the Iraq-Iran conflict first on one side and then on the other side. All the time precious resources that were needed for infrastructure and services in education and healthcare were diverted to these wars, impoverishing America and also Europe. Looking beyond the words thrown around for political advantage both Trump and Biden and the American people, had decided to put these wars behind them 5-10 years earlier. Biden said assertively that America had made a tragic wrong turn, that was all he could say about Reagan, Bush, Obama policy. In the meantime he stated something else was happening- the US was losing its position in the world by wasting its resources in these wars that do not serve the interests of America. "There is nothing China and Russia would want more in this competition than the US to be bogged down for another ten years in these wars."  Biden was saying that he had the courage and tenacity to make a decision that was the right one and a wise one for America against all the transient opinion of people who lacked a grasp of what was happening to the American people- the increasing impoverishing of America in both rural and urban areas. And a similar situation in Europe. It was time to take a new turn, close this chapter, and write a new one in American history, brighter and with new sense of hope. ...

US president Biden says efforts are being made to provide emergency assistance to India for vaccine making supplies, as well as therapeutics, ventilators and other equipment. The White House says "The United States has identified sources of specific raw material urgently required for Indian manufacture of the Covishield vaccine that will be immediately be made available for India." Joe Biden said that "Just as India sent assistance to the United States as our hospitals were strained early in the pandemic, we are determined to help India in its time of need." This assistance is now being coordinated at the highest levels and being done round the clock. Chancellor Merkel of Germany - "The fight against the pandemic is our common fight. Germany stands in solidarity with India and is urgently preparing a mission of support."  The European Union's von der Leyen said "The EU is pooling resources to respond rapidly to India's request for assistance via the EU Civil Protection Mechanism. An example of the insensitivity of tech manufacturers to needs of schools. Chromebooks that were once presented as a low cost option for PC's in schools at about $300 are no longer what they used to be. The expiration dates for hardware that may be working makes them useless in school districts that purchase them only a couple of years before the expiration. They are increasingly being founded in scrap or E-Waste, says this report in WSJ. Macbooks or PC's are a better option because after a few years they can still be worth hundreds of dollars and they can be used and are supported for many years. The cost of sending chromebooks to scrap heaps because of expiration dates could be costing school districts $1.8 billion.

Gerald Seib of the WSJ points out that the winners in the passing of the Republican healthcare bill in the House by a 4 vote margin are Speaker Ryan who never wanted the job in the first place, and president Trump who showed he could cajole Republicans into getting it passed because he likes winning. Now comes the hard part says Seib, when it goes to the Senate- House conservatives are not going to be happy when they find major changes they dislike. If the bill clears the Senate in a modified version Republicans will now have to own any issues with healthcare, including says Seib things that may not work out for pre-existing conditions- or for groups that are disadvantaged, including older people.

Closed vaccination centers in Rome soon after the Italian government with EU backing stopped a shipment of Astra Zeneca vaccines made in Italy that were being sent to Australia, show the extent of lack of clear direction in the EU on vaccination. Both the European Medicines Agency and the British Health and Medicines Regulatory agency have said that the Astra Zeneca vaccination of people has benefits that far outweighs any reports of risk from rare kind of blood clots. A professor of Imperial College, London, says that "the pause is a disaster for the vaccination uptake in Europe, which was already on slightly unsteady ground in some countries."

G-7 nations reach agreement for a global minimum tax of 15% a floor for taxes that the Biden administration finds acceptable. This agreement was reached at a meeting of the Treasury chiefs of the 7 G-7 countries in London on June 5, 2021. The G-7 countries are Canada, France, Germany, Italy, Japan, UK, and US. Next agreement from Russia, China, India and Brazil in the G-20 nations would establish new ground rules for the major economies. The G-20 meeting is in Venice July 9-10. The OECD is steering the international efforts to achieve that goal. For the agreement to be effective a number of small nations that use tax rates of below 15% to attract business have to be part of the new rules. One of these countries is Ireland with a tax rate of 12.5%. For the Biden administration in the US the goal is a significant one as president Biden seeks business to pay its fair share so that long neglected priorities for education, healthcare, infrastructure, post pandemic improvements can be met. France and other nations in the EU face similar needs in the post pandemic environment. By setting a floor the Biden administration is both creating a new cultural concept of fairness in taxation and making it possible to finance the $2 trillion spending programs for these priorities of president Biden. Behind this are important facts that have left the large tech businesses paying little or no tax depriving governments of the very revenues that are needed for infrastructure and services for a modern well run state. The Biden administration seeks to include the tech businesses as well as all businesses in the new tax rules so that a uniform idea of fair taxation applies across the whole economy for the first time in two decades. In this way it makes up for the missed opportunities in the OBC administrations of Obama, Bush, Clinton that have led to loss of faith in the state and institutions in the US. A similar situation prevails in the UK,  France and Germany where previous administrations failed to address this important issue of fair taxation and financing infrastructure and priorities in health, education, and critical needs of the people.   ...

Lindner met with senior FDP leaders in Potsdam to plan breaking away from the Scholz government 2 months before it happened on November 5. Lindner was fired that day by Scholz after making unacceptable demands including scrapping climate action targets, and reducing investments in infrastructure. The supplementary budget passed by Scholz was to reidirect 60 billion euros of unspend Covid money to needed infrastructure and climate action projects. The German Constitutional Court declared it unconstitutional. 

The FDP is polling 4% which means it is headed to the situation a decade back where it had no seats in parliament. Which explains Lindner's actions seen as a betrayal by the Scholz government. The greens had advocated investment 4 years back which never happened because of Lindner and FDP opposition hurting the German economy's resilience.

Jordan Bardella,  age 28 years, is the youngest proposed candidate ever for prime minister of a G-7 country. The US Constitution says the presidential candidate, the head of government, has to be 35 years old, setting an age limit. No such age limit is set in the French Constitution for the Fifth Republic setup by Charles De Gaulle in 1958- a French citizen over age 18 years is allowed to stand for president. The current prime minister of France Gabriel Attal is 35 years old, appointed by president Macron. Macron ran for president at age 38 years, had experience as a cabinet member in the Economics ministry of Francois Hollande. Attal was Minister of Public Accounts and Public Action in the Elisabeth Borne government in 2022, and Minister of Education and Youth in Borne's government reshuffle in 2023. Jordan Bardella lacks any experience in government and most of his time was spent in representing his district in the National Assembly and in party positions. As the RN is unlikely to get an absolute majority in the National Assembly Bardella by saying he would not take up PM position without an absolute majority is also aware of this lack of experience and an astonishingly young age. ...

The Economist describes efforts in the European Union countries to come up with a common approach to the problem of integrating migrants into the European Union. There is the problem of migrants from English, French or Italian speaking regions in North Africa or the Middle East preferring to immigrate to countries where knowledge of the language makes integration easier. Germany has come up with an approach to integrate migrants that is the largest and furthest ahead in the EU. Finland has a program to integrate migrants from Somalia. The Economist points out the need in the EU as society ages, for young people from outside to fill the need for workers to support a larger numer of pensioners. For this to happen governments in Europe have to manage this carefully, so that fears of terrorism and political backlash in society against immigrants can be overcome.

After France makes vaccination mandatory for health care workers Germany's Merkel says she has ruled out mandatory vaccination in Germany. Merkel visited the Robert Koch Institute on July 12 to urge everyone to get vaccinated. Following a slow start 43% of Germany's population is now fully vaccinated. Merkel says "I think we can gain trust by advertising vaccination and also by letting people become ambassadors for the vaccine from their own experience."

Delayed elective procedures and surgeries are a serious problem during the pandemic. To get some idea of the magnitude of the problem- Britain had 6 million on the waiting list for elective procedures at the end of October 2021. This is up 41% over March 2020 when the coronavirus was first detected, according to data collected from Britain's National Health Service. The same data show 300,000 were waiting for over 1 year compared to 3000 in March 2020.

The situation in Ireland for the tax paying public is similiar to the situation in the US, as Peter Coy points out. Ireland has guaranteed the debts of its banks, but in doing so it has assumed a huge burden. The costs relative to Ireland's small economy for a single bank, the Anglo Irish Bank, would amount to $3 trillion if this was done on a comparable basis in the US, says Coy. In the US 1 in 5 homeowners are under water, and the Bush and Obama plans have done little to make principal reductions; the most they have achieved say experts is reduce the interest. The Foreclosure Prevention Working Group, an organization of states' attorneys general, says the large majority of mortgage modifications raised and not reduced the amount owed by homeowners. As Carmen Reinhart points out, if the government assumes private debt, it should do so at a realistic price, and this means haircuts. So far this has not happened. In the case of AIG, the government assumed all the debts, fully insuring AIG bondholders from losses. If the government is going to take up the problem of the homeowners under water, private debt holders are going to have to take haircuts. Bad lending would be encouraged if creditors know that they will be protected in the future. Policymakers may have waited too long because its equally irresponsible to gurantee payment of debts 100% as it is to do what has happened so far, which was to say the principal reductions would encourage borrowers to borrow recklessly. ...

This NYT report says there is scandal fatigue among Republicans and a sense about Mr. Trump that his time has passed. Much of the political gains made by Mr. Trump in 2017 were a result of the failures of president Bush within the Republican party wasting national resources on 2 remote wars while infrastructure was neglected, and the neglect of manufacturing communities in the US with jobs outsourced to China that presidents Bush and Obama failed to stop. With president Biden ending these wars period. And with Mr. Biden getting the legislation passed to put workers and families, American manufacturing, American infrastructure to the top of the agenda, the focus has shifted to China and Russia two countries that gained during the largely failed Clinton, Bush and Obama presidencies. The Ukraine war and China's belligerence over Taiwan remain an ever present risk. President Biden has articulated American resolve in this situation in a way that matches another president Harry Truman when he addressed the Soviet expansion in Berlin, then Greece, then across Eastern Europe, not seeking conflict yet not shirking responsibility for the free world. It is this new context in which the sordid affairs of a political outsider are presented to the ordinary American struggling to make a living during a cost of living crisis in 2023. ...

Xi Jinping visited Hong Kong in 2017 and again this year. Jinping wanted to see Hong Kong integrated with mainland China after years of British rule and a transition period in which control remained with Beijing. He stated his view on this trip that "political power must be in the hands of patriots." 2022 marks 25 years since the handover to China of Hong Kong by Britain in 1997. The period of transition set was 50 years. It could be said that the speed of China's integration with the economies of the US and Germany allowed by Clinton, Bush, Obama, Schroeder  and Merkel may have unwittingly determined the duration of the transition to integration with China from 50 to 25 years. In 1997 China was just beginning the transition to a market economy- 50 year seemed a long distance away.  The Clinton, Bush, Obama and Merkel years accelerated China's integration into the ports of Los Angeles and Hamburg for manufactured imports at a breathtaking pace eventually leading to the collapse of the relationship as American and European workers were ignored and communities depending on factories in parts of US and Europe were thrown out of work. With it collapsed the arrangements of Hong Kong as China by 2022 was economically already where it thought it would be in 2047. Shenzen region's economy's size exceeded the Hong Kong economy. China no longer needed Hong Kong as a entry point for foreign technology and capital. Hong Kong had lost relevance as a city state from the British period with British values for sons of the veterans of the Communist revolution of the nineteen thirties and forties, one of whom was Xi Jinping. ...
