A pervasive pessimism is leading to a disinclination to spend or buy a house. Surveys of Bank of China show inclination to save increased by 15 percentage points to 58% in second quarter 2023. In the past Chinese put money in homes as a way to deposit money in a savings account, homes were sold even before they were built. This cash was passed on to property developers and in turn the local governments benefited by selling the land to property developers. After property developers could not pay interest on debt and collapsed the households decided to pay down their mortgages and $28 billion went to pay down residential mortgage debt in first 6 months of 2023.  ...

President Biden gets his $1.9 trillion aid package through the U.S. Congress with 220 votes for and 211 against. All Democrats except one voted in favor and all Republicans voted against. Earlier the $15 minimum wage was dropped from the bill to get it through the Senate. Also kept were income criteria to prevent the $1400 check to individuals in households going to the most affluent income earners. The Senate vote was close - 50 to 49 in a party line vote. The Biden aid package comes on top of earlier aid under president Trump in 2020. This aid is likely to provide enough stimulus to the US economy to restore growth to levels that were there before the pandemic hit.

Chancellor Scholz tells the German parliament before a special EU summit-that Putin "will not achieve his goals in Ukraine, not on the battlefield, not through a dictated peace." He responds to the Russian Defense Ministry claim that the western tank supplies are drawing NATO into the conflict and could lead to an "unpredictable escalation." German president Scholz visits Japan with 6 members of his cabinet. He will hold the inaugural session of intergovernmental consultations the two countries plan to hold every year. Japan is keen to understand the German position on relations with China. Prof. Shigemura of Waseda University says prime minister Kishida want to get a first hand understanding of Germany's policy towards China and on the Ukraine situation. Shigemura says Japan is deeply worried that Germany and other countries still want to cooperate with China, despite the problems seen in the Indo-Pacific region. UBS buys Credit Suisse for $3 billion in a takeover arranged by the Swiss National Bank, central bank of Switzerland. The Swiss government also stepped in to provide 9 billion Swiss francs in support which would come into effect if UBS losses exceed 5 billion francs on this takeover. UBS CEO Colm Kelleher makes it clear that a very different Credit Suisse operation will emerge from this that will be "aligned to our conservative risk culture." Risk reduction for Credit Suisse will take place and its investment banking operations reduced, so that the combined operations in investment banking for both banks when integrated will be less than 20% of all its assets. The Swiss government waived shareholder approval because of the emergency nature of the takeover to calm financial markets when stock exchanges open on Monday.
