Petrobras CEO, Aldemir Bendine, faces the difficult tasks of regaining investor confidence, establishing better governance, and carrying out a divestment program to cut the debt load of $133.9 billion. He is a bank executive from Banco do Brasil appointed in February 2015 following the corruption scandal at Petrobras. The new board at Petrobras following the corruption scandal is now free of political appointees, and includes academics, business leaders and technical experts. Bendine says, today there is not the same atmosphere as in the past with political appointees, and he sees no chance for government interference.

The size of the municipal CDS market is about $50 billion. Five large derivatives dealers- Bank of America Merrill Lynch, Citigroup, Goldman Sachs, J.P. Morgan Chase, and Morgan Stanley- met in November 2010 to discuss standardizing paperwork for "muni CDSs" to attract more buyers and sellers. The biggest banks are hoping to profit from the deteriorating finances of US cities and states. The CDSs or credit default swaps require swap sellers to compensate buyers if a municipal issuer misses an interest payment or restructures its debt. This makes states nervous and they are suspicious of CDSs, believing that this encourages speculators to bet on, and worsen states' financial situation. California is about to require all 86 of its underwriting banks to disclose what CDSs they have traded on the states' debt, for customers or for their own accounts.

This is why he is skeptical about Romney as business and management consultant coming in and bringing change with a number of management consultants. Reagan also presented the choice in moral terms which were then translated into how the government would function to fulfill the moral imperative, says Reilly.

A recent Deutsche Bank study points to the pro-cyclical nature of oil prices in this decade where oil price increases do not lead to decreased worldwide consumption. The IEA forecast is for 1.64 million barrels of oil a day in increased coonsumption in 2013 compared to 2011, which hides a drop in consumption of 640,000 barrels a day in OECD countries. That is offset by higher demand in China, the Middle East and Russia. Middle East consumption is about 80% of consumption in China, and oil price increases lead to higher growth in these countries and Russia leading to increased oil consumption reinforcing a pro-cyclical cycle. What is not clearly understood is how this changes with weaker economic growth. Additional factor to consider is future increasing growth of oil consumption in India, Pakistan, Bangladesh, Indonesia, Vietnam and other developing countries that offset reductions in Chinese consumption as China's growth rate slows.

European stock markets outperformed the DJIA and the S&P 500 in the U.S. in 2015. Stoxx Europe 600 went up by 7.3%, France's CAC 40 up 9.5%, Germany's DAX up 6.9% excluding dividends.
