With Republicans elected to a majority in both chambers of the state legislature and a Republican governor, Wisconsin is moving ahead with a sweeping plan to fix its budget deficit. Walker promised he would get public workers' compensation in line with other workers. He is now proposing a plan which will go to the legislature for swift approval that will simply go ahead and cut public employees benefits without negotiating. He says he doesn't have anything to negotiate with, because with the growing deficit he has nothing to give. His plan: limit collective bargaining for most state and local government employees to the issue of wages (instead of to many issues such as vacations, health coverage), require government workers to contribute 5.8% of pay to pensions, and have state employees pay at least 12.6% of health care premiums (instead of the 6% most pay today). The plan will save $30 million in the current budget and $300 million in the next budget. Republican leaders are saying the alternative is to lay off some 6000 state workers, and take away Medicaid coverage for thousands of children, which is a much worse alternative....

Shinzo Abe had a vision of a broader Asia. In Abe's own words- " A broader Asia that broke away from geographical boundaries is now beginning to take on a distinct form. And India's unique role in Asia was grasped by Abe. Abe reminded Japanese and Indians of the unique contribution of Vivekananda, calling him a great spiritual leader India gave to the world, and stretching back to many others way back in time to Bodhidharma, and then way back from that to one whose name all know.  During one of these visits to India Abe said- "Vivekananda came to be acquainted with Tenshin Okakura, a man ahead of his time in early modern Japan and a Renaissance man, Okakura was then guided by Vivekananda and also enjoyed a friendship with Sister Nivedita, Vivekananda's loyal disciple and a distinguished female social reformer. Many people are aware of all that." Praising India's spirit of tolerance Abe said- "From the reign of Ashoka the Great to Mahatma Gandhi's Satyagraha movement of non violent resistance the Japanese people are well aware of the unbroken spirit of tolerance in Indian spiritual history." Vedanta and Buddhism went from India through Bodhidharma to China and then from China to Japan with Dogen and other spiritual leaders from Japan bringing it from China then called the Pure Land in the 13th century. Vedanta and Buddhism now finds it way centuries later from India to Japan- from where it moves onwards to China and East Asia. ...

This report in WSJ says China's government faces severely strained government finances. Local government entities sale of land financed 40% of local government revenues in China, and most of these have dried up with the very real loss of confidence in property sector. Government now faces $900 billion in shortfall in revenues says this report. There may be psychological hurdles in China's growth with the effects on mental health from lockdowns in major cities, the revolt in the property sector with home buyers losing confidence in developers, the loss of confidence of foreign investors from US and EU. The dependence on the property sector to carry so large a burden of growth for the last 2 decades in China may now look like an error. The dependence on foreign investment may also be an error as the loss of confidence could mean some withdrawal and a lack of sustained investment.  It could even be said that restraints on both sectors property and foreign investors could have created alternative paths to growth, and reduced the shift of factories from the US and Europe to China that have now caused trade friction and and a reverse shift of investment back to home countries of US and EU. Trade friction has it appears backfired in a way that extends to the overall relationship which could have been prevented by preventing the hyper growth that happened. Greg Ip of the WSJ has argued that compared to Japan's growth in the sixties and seventies from a country of 100 million the hyper growth for a country of 1 billion for 2 decades created a massive impact on communities in US and EU that were dependent on factories that were lost to China. This has alienated large sectors of the public in the US and EU which could have been prevented by restraints on hyper growth in China. Ip says the growth was too large and too fast for the US to cope. It may have permanently damaged the relations between the two countries showing that trade and globalization had unintended effects when left to business which has no comprehension of how the macro developments can affect the relations between the peoples if the other effects in the relationship such as community impacts are ignored which business says is not its role,  and governments staying away from keeping an eye on how it was happening and adjusting for ill effects with restraint and redirection of business policies. ...

The vast majority of Americans support the president and understand that they like the president are human and have a bad day or night some days and nights, it is the future that Biden is shaping for which the nation looks to to 2030 just as the Nation did in 1932 and 1936 for FDR, in 1952 for Harry Truman, and again in 1960 for JFK. People should not forget that both the south and the north voted in large numbers for FDR, Truman and JFK, including Texas. In fact Texas was Truman's strongest state in 1948 giving him 66% of the vote to Dewey's 24%, carrying 246 of 254 counties in Texas. The question then was the post war economic future of the US and the free world, today of the post pandemic economic future of the US and of climate change, not about cultural issues, and on this issue as it was then the choice is clear for the American people. ...

This is easily answered the whole idea is to bring manufacturing back to the US. US Trade Representative Jamieson and president DJT say 5 million manufacturing jobs were lost and 90,000 factories closed over 2 decades of outshoring by American companies, most of it to China. Only by focusing on manufactured goods can this be corrected. What about using a five year average of the trade deficit instead of most recent 2024 trade deficit used by the president DJT? NYT says it distorts the ratio for Equatorial Guinea? But it shifts it only slightly by less than 1 percent for China and even less than that for the European Union. US is focused on correcting the unfair treatment of American workers and factories inside America that led to this loss of 5 million jobs and tens of thousands of factories, destroying the Nation's industrial base. Most of it to China, What that has to do with Equatorial Guinea is beyond comprehension and shows the ignorance that is fueling much of the criticism of the efforts to support American workers who are the best in the world when given the opportunity and management is doing it's job right. ...

Baker and Erlanger describe Russian president Putin's effort to finance parties on the right and the left to oppose western sanctions on Russia. The effort by Russian television RT to spread disinformation in the European Union. The goal is to create fractures in European unity and weaken the European Union and NATO. Other experts such as former national intelligence officer, Fiona Hill, and former assistant secretary of state, David Kramer, are skeptical about the effectiveness of these methods. These methods may also come from an old book of methods from the Cold War period because of president Putin's experience in Dresden during the Soviet days, which current European Union leaders would see as having little relevance to the global economy and global scene of today. The rise of the smaller parties in Europe in opposition to the traditional parties has more to do with the difficult economic conditions in Europe, and has little in common with Russia and its problems with its oil dependent economy and its interests in Eastern Europe. As the 2015 Pew Research survey on Europe shows, opinion is shifting towards greater support for the European Union as economic conditions improve, and is likely to move further in this direction with a return to economic growth. Favorable views of the EU which dropped from 60% in 2012 to 53% in 2014, was up to 61% in 2015, according to the survey. The Euroskeptic parties are viewed "as a good thing," as a way to shake up the complacency of the major ruling parties in tackling the economy, according to the Pew Europe Survey. In the percentage of people who see the Euroskeptic parties as a good thing for the country- Podemos left party in Spain gets 70% favorable rating, UK Independence Party 66% favorable, Five Star Movement in Italy 58%, AfD in Germany 50%, and much less so in France with 36% saying this for the National Front, and 36% for the New Right in Poland....

Tobacco use has reached levels of catastrophe in Jordan as a major public health crisis develops. This Guardian report says there is influence of Big Tobacco in developing countries. About 80% of men in Jordan use tobacco or smoke cigarettes, according to a government and WHO study, smoking an average of 23 cigarettes a day. This could soon spike rates for cancer and other lung diseases, and warnings of a future public health catastrophe comes from the Amman King Hussein Cancer Center.  Indonesia is one of the other nations with high level of tobacco use. In countries in Europe and America where tobacco use is controlled there are restrictions on advertising and efforts to control use which are less prevalent in developing countries that put there health systems more at risk from lung diseases. This is true even of countries such as India and China, where a lot remains to be done. At one time Japan also suffered from this problem. Revenues to the state from tobacco and other financial interests, as well as lack of strong public health protection agencies is a problem that needs to be tackled for public health. In China about 50% of men smoke and there are 300 million smokers, with one third of tobacco consumption in the world in China. In India the figures are 234 million and 47% of men smoke, with the highest smoking at 80% in Kolkata and over 70% in the northeastern states. The damage from this to public health is enormous. In China the China National Tobacco Corporation CNTC is the state run tobacco company, the third largest company by profits in China. In India the largest tobacco company is Imperial Tobacco Company ITC. Tobacco was brought to India and China by the Portuguese from Brazil 400 years ago and may have taken the most lives in the two countries over that period. ...

The comparison by Goldsmith and Moyn has picked the wrong Roosevelt. Only Washington in the war of independence, Lincoln in the Civil War over slavery, and FDR Franklin Delano Roosevelt in the Great Depression and economic collapse, fall in that category and there is no one and nothing to compare with both the struggles they fought and the challenge to the survival of the US. On the next scale comes TR Teddy Roosevelt, and this is the Roosevelt to compare DJT with. TR was unconventional, TR spoke a different language and could be frank and outspoken. TR actions matched his words, as his days on the Indian frontier and with the Rough Riders. TR also had one term plus completing McKinley's term after his assasination. And TR like DJT did not like his successor and did everything to make the comeback denouncing the policies of his successor William Howard Taft in the 1912 election, which TR lost to Democrat Woodrow Wilson. All this is true for DJT in 2026. TR denounced the shift away from his "progressive policies" and the shift to corporate interests of Republican Taft. In this sense also DJT is similar as he denounced the shift to corporate interests of the Bush/Clinton/Bush/Obama years. TR was no country club Republican and was willing to confront opponents in the politics to fight for the benefit of the working man, splitting the Republican party in the process. This is true of DJT. TR launched the rebuilding of the Navy, and announced he would reassert the Monroe Doctrine. DJT is doing the same and is reasserting the Monroe Doctrine. One could say that DJT feels the hidden TR in him and like Teddy Roosevelt is putting America in the place it once was. For TR the industrial revolution had distorted a country founded on the backs of settlers owning the land independent and rugged, as industry turned the country into corporate interests and workers in factories with few rights, and poor working conditions and wages. This TR even as a Republican fought to reverse. In DJT there is the Republican also of a different mould who fights to reverse the situation created by Bush/Clinton/Bush/ Obama over three decades since the 1990's when America has fallen to new lows when drug trafficking gangs in Mexico and Venezuela are able to run rampant over the western hemisphere, when elites in Canada and the US act impotent in the face of this, or living in their own world away from the streets and neighborhoods of America devastated by drug trafficking, towns and neighborhoods from Janesville to Flint economically deprived as elites shifted manufacturing overseas to China in complete indifference to the American worker and his family, and carried out wars in remote parts of the world such as hills of Afghanistan and deserts of Iraq no worker or farmer in America had even heard of or cared about since the American continent was settled in 1600. If there is a Woodrow Wilson around the corner who won in 1912, for the 2028 election, then it is someone who like Wilson will take policies to benefit the American worker and farmer and his family, and America as a Nation to a better place over the next decade. A passage from Teddy Roosevelt from his Autobiography about who TR was struggling against illustrates this point- "They favored Civil Service Reform; they favored copyright laws, and the removal of tariffs on works of art; they favored all the proper (and even more strongly the improper ) movements for international peace and arbitration; in short, they favored all good and many goody-goody, measures so long as they did not cut deep into social wrong or make demands on National and individual virility. They opposed, or were lukewarm, about efforts to build up the army and the navy, for they were not sensitive regarding National honor, and above all they opposed every non-milk-and-water effort, however sane to change our social and economic system in such a fashion as to substitute the ideal of justice towards all for the ideal of kindly charity from the favored few to the possibly grateful many." Rolls Royce new CEO Mr. Erginbilgic wants an end to pursuing market share. He is renegotiating $2 billion in contracts that could be unprofitable. It had quality issues with its Trent 1000 engine that powered the Boeing Dreamliner ending in paying billions for fixing the product and compensating aircraft makers. Corruption charges were other problems. The pandemic led to companies parking planes and hurt Rolls Royce as enginemaker.  Rolls Royce made the first jet engines the de Haviland Comet, the world's first jetliner plane. Throughout its history it has faced upheavals at regular intervals-cost overruns leading to bankruptcy and government bailout in 1971, and relisting as a private company under Margaret Thatcher that led to a market share competition with GE in the US and more losses. Erginbilgic is the new CEO and says battling for market share days are over. He wants to cut its debt and achieve investment grade ratings to reduce financial costs. Erginbilgic says he really believes the problems of Rolls Royce come from the approach of increasing market share at any cost. Its defense division offers a ray of hope and a new orientation is taking place. ...

New trouble looms in the form of more lockdowns in China with its zero covid policy and wage negotiations with dockworkers in Los Angeles and Long Beach. Stockpiling is one way to ensure availability which means additional costs. Vacancy rates for logistics property are at 4% in the US and 3.5% in Europe. All this points to the need for reshoring and bringing manufacturing back home. Companies need to invest $1 trillion over 5 years to relocate all foreign manufacturing based in China that is for markets in US, Europe and other parts of the world. As companies make plans for the shift to bring manufacturing back home, half the money going into real estate is still going to logistics properties and industrial logistics in the meantime, says this WSJ report ...

The Romney story says this editorial is one of a turnaround- of a kind patiently nurtured from his days turning around businesses as a management consultant. This one was different and probably required a lot of soul searching and courage to take up new positions. As a technocrat, says the Journal, Romney would have been more comfortable with a room full of IQ's going over spreadsheets of numbers. He tried to do this by not taking up specific positions till the need to convince voters, first in the GOP base and then centrists and independents after the convention, forced Romney to make the reassessment and turnaround he needed to make. In November 2011 he accepted the Ryan position that Medicare needed changes, and in Feb 2012 he took up the case for lower tax rates and cutting deductions. In October 2012 came the first debate, with it Romney abandoned his reluctance to put forward a plan for the economic recovery and put forward his five point plan. That was the turning point in the campaign but all the other steps including the selection of Ryan, a Congressman from a working class district in Wisconsin, agianst the advice of advisors, were leading up to this turnaround. This was likely the most difficult of turnarounds, even searing in its soul searching as Romney scribbled "Dad" on paper at the lectern before the first debate- turning back to beginnings he had doubted for so long....

Ford and GM employ 120,000 workers in Europe and sell roughly 4 million cars there. GM sold nearly a fourth of the 9.37 million cars it made worldwide in Europe in 2007. And 60% of these cars are small cars like theFocus and Fiesta in Europe for Ford and the Corsa and Astra in Europe for GM. The presence of a gas tax may be what makes Europeans choose smaller cars as gasoline is expensive in Europe. What makes them profitable in Europe is they are generally sold with all the features of bigger quality cars and command higher prices so that small does not mean cheap. But is there any reason that given the experience of Americans with gas prices, and a culture of energy conservation among younger and newer customers. apossible gas tax that funds public transportation projects, and the poor state of household finances, that the better appointed smaller cars that are popular in Europe cannot make their way into American homes. With all the experience with small cars in Europe are GM and Ford simply lacking both the vision and the courage to try something new with these cars when their bets with larger cars have failed....

Black or illicit money in India is estimated to be $400 billion to $1 trillion, much of it in the domestic economy. About 30% of land transactions are in black money, and it is growing with 500 and 1000 rupee notes increasing in circulation by about 79% and 106% between 2011 and 2016, according to government sources. The Narendra Modi government has announced that 500 and 1000 rupee notes will no longer be accepted in transactions as of midnight. People have 50 days to exchange them at banks, and banks will keep records so that this money can be taken into account for taxes due. A senior official in the Department of Economic Affairs, Mr. Das, says-"You cannot have a shadow economy representing a substantial percentage of the real economy." Big banks will be closed on Nov. 9, and ATM's till Nov. 11, 2016. Mr. Modi, the prime minister said in a televised address: "In the last few years the specter of corruption and black money has grown." He cited "the challenges posed "by threat of terrorism, the challenge posed by corruption and black money." ...

US to take stakes in American companies to help them achieve goals of Make in America with Intel stake the first action. The $8.9 billion Biden intended for Intel to make chips in the US will be handed over to Intel but for a stake in the company of 10%. For years Taiwan, South Korea, Japan and China have subsidized their companies in different and some hidden ways. Many times these companies have sustained losses as they built for the long term in volatile market situations. Nvidia now a trillion dollar company was at one time a company struggling to survive saved only by a Japanese corporate investor as shown in a recent WSJ report. The US has taken no such action losing its dominant position in many advanced industries including chips till the Biden and DJT administrations. Yet the media keeps voicing the old ideas of market capitalism as if there is such a thing when state capitalism operates with market capitalism in the Chinese model, and a form of semi state capitalism operates with market capitalism in Taiwan, South Korea and Japan with hidden subsidies by the state to build dominant positions in certain industrial sectors. Even US companies are willing to take such subsidies as when Elon Musk builds car plants in China with state assistance and support, which never comes up in the media even when the Chinese EV makers are learning from the Americans and Tesla is losing market share in China. Theory is for the textbooks and economists,  in business all forms of capitalism work including a mix of state and market, and America has to invent its way back to lead the way in advanced industries.  ...

China's Finance Ministry is having a difficult time controlling local governments using local government financing vehicles to invest in more infrastructure, airports roads and subways. One such city is Wuhan which plans six subway lines, three bridges over the Yangste river and a new airport. Much of the money comes from land sales. The Finance Ministry in a 2013 report pointed to the unreliability of land sales for future borrowing as the property market is slowing, and because it is highly unpopular to requisition land for land sales. This matters because the IMF says debt is growing faster in China than when Japan, South Korea and the U.S. fell into deep recessions at different times between the late 1980's and 2009. Local government debt accounts for one fourth of the increase in China's domestic debt since 2008. New rules by China's bond agency in Dec. 2014 prevents investors from using low grade debt to borrow cash. In the past local governments found a way around the central governments effort to curb growth of debt by restructuring the local government vehicles or some other way, as Wuhan has done. Wuhan Urban is the local government financing vehicle for Wuhan and its debt increased by 20% in 2013. Wuhan's mayor, Tang Liangzhi, is pushing construction to the point where he is known as Mr. Dig, Dig. One reason for China's slowing growth below 6-7% is the need to control the growth of debt. Local government debt in China reached 36% of GDP in 2013, double the figure in 2008, and will increase to 52% of GDP in 2019, according to the IMF. And the increase is not proportionally delivering the same results as before. JP Morgan estimates that over 4 units of borrowing are needed in 2015 for every unit of investment, compared to less than 2 units of borrowing for every unit of investment in 2007. PRC Macro Advisors of Hong Kong says half of the borrowing by financing vehicles goes to pay interest on existing debt in 2014. There are 8000 such local government financing vehicles in China today each competing to build infrastructure in its neighborhood, in the case of Wuhan to build a computing back office for financial companies and as transportation hub, even though its uncertain whether this will be realized or not. The problem is that alternative investments as an opportunity cost are being neglected, the hospital not being built as China's population ages with underinvestment in health care, and the private company with better returns that is unable to find financing. A classic example of crowding out of better return investments as a glut of housing and road/bridge/ airport infrastructure gets built. The central government is wary but faced with slowing growth pushes problems down the road, what experts call a Japan syndrome....

The bursting of a dam on the Guadalupe river in Texas shows the problems of aging infrastructure in the US. The Lake Dunlap dam was built in the 1920's to generate electricity for rural homes in the state, and is one of six dams on the Guadalupe river. There are 91,815 dams in the US with an average age of 61 years, according to the US Army Corps of Engineers. It would cost $157 billion to repair and build new dams to replace these aging dams.

Though she is not popular with Angela Merkel's wing of the CDU as shown in comments here in DW.com, Annalena Baerbock through her experience as Foreign Minister and her unconventional style, her habit of respect for the dignity of the many nation states in the UN, her natural empathy, may actually be a better choice today for the UN than a German career foreign service diplomat. Different issues are faced by the United Nations than the domestic and European centric issues faced in Berlin and in the approach to government in the Federal Republic. She has often been a keen listener and an eager student of international affairs in her interactions with other countries and cultures, and Baerbock may be an underappreciated asset of the Federal Republic of Germany in the early decades of the 21st century.

The fire at Notre Dame Cathedral and the burning of the spire, other parts of the cathedral, leads to lead contamination. The fire with burning of 460 tons of lead from the roof and spire led to scattering of dust to other parts of Paris, to neighborhoods, schools, day care centers, according to this report in the New York Times. The government plans to rebuild the cathedral in 5 years, but this report says not enough attention has gone to the issue of contamination from the fire, and the public has very little idea of the potential dangers to health.
