Krugman sees Germany's Chancellor Angela Merkel and her Finance Minister Peer Steinbruck stalling an overall stimulus plan for the whole of the EU. Merkel told a political party meeting that Germany "wasn't going to participate in this senseless race for billions." And Steinbruck said Britian was engaging in "crass Keynesianism". True Germany has not been on the debt financed consumption binge that the UK has been in and does not have a housing bubble bursting like the UK, but says Krugman Germany is also facing a crisis like the rest of Europe. Ifo, German Research Insttitute points to the worsening crisis in Germany as the worst since the 1940's. Part of the reason is that Germany is abig exporter and its medium sized companies are big exporters and a large part of the economy. With the slowdown in China and the rest of Asia these exports have been hit hard. See the links to this. What happens without acoordinated response in the EU? Krugman warns that it would lead to leakages in which the advantages of the stimulus by the rest of the EU would not be as effective as with a coordinated response including Germany the biggest EU nation. He expects Merkel to wake up to the need for this once she sees the new numbers. ...

The situation today of the London and the Thames Valey region's economy and the economy of the areas surrounding it in the south. Its history, downturns in periods after the dotcom crash in 2000-2005 and the current expected downturn after the US subprime crisis, and the expected deterioration in the housing market here. As well as problems for the financial institutions in a tightening credit market with London's position as a key centre of international finance impacting the economy the most. Regional diffeernces in the current upturn London's output per person grew to 136 vs decline in output per person in Scotland Wales and the North, a 36% improvement in London vs deterioration elsehwere in the north and in Wales. With Newcastle in the north hit by the Northern Rock mortgage lender's collapse adding to the difficulties from a general decline in manufacturing. A general decline in industry in the north and the rest of the country outside the Thames valley region shows up in the numbers. From 2000 to 2004 according to official estimates, manufacturing declined from 17.9% to 14.1% and financial services around London expanded from 5.5% to 8.3%, and by 2006 to 9.4%. With a contribution of one tenth of the economy financial services account for 30% of overall GDP growth in the last 3 years and 30% of all corporation tax revenues which helped the Labor government finance its public sector improvements and infrastructure improvements. The current downturn will also lead to a sharp drop in immigration to Britain. Growth is expected to slow to 1.4% in London and in the rest of the country in 2008 which is lower than the 2% growth in London region in the period 2000-2005 when the last downturn in London occurred. The financial services industry spills out benefits to other regions and the rest of the country which is how the British economy has done well even with the lack of strong manufacturing, weak exports and strong currency. ...

King Charles 3 day visit to Germany. It is the first state visit by a British monarch in 8 years and the first for Charles. There is a ceremonial welcome at the Brandenburg Gate, a first in Germany. In Hamburg he visits St. Nikolai Church, a ruined church kept in that way as a memory of the Allied bombing of the city in the war. It was designed by an English architect George Gilbert Scott. This is the serious kind of role the king might enjoy says the BBC. It is being compared to Queen Elizabeth's visit to post independence India in 1961 and her visit to post apartheid South Africa in 1995, Ireland in 2011. It brings the message of Britain through Charles showing its connection to Germany and to the European Union at a time when the US and the European Union are coming closer together with the shared values, and the common history, systems of representative democracy founded in Britain.

Land prices went up by 500% during the last decade and developers went on a building spree in Spain. 800,000 units were built in 2007 alone. Many of these developed areas are now ghost towns. Coastal villages were turned into residential areas for vacationing Spaniards and for retired people from other parts of Europe. At the peak of the boom in real estate the construction sector accounted for 12% of GDP, double the level in Britain and France. Spain's deputy finance minister, Jose Campa, says that the adjustment in housing prices has already taken place. Yet housing prices are down a modest 12.8% from the peak according to the Bank of Spain. And that leaves plenty of skeptics. The estimates of the central bank, the Bank of Spain, are that banks in Spain have $280 billion in "problematic exposure," on their books, out of $580 billion invested in real estate and construction. With the lack of adequate disclosure it is hard to estimate the real exposure of Spanish banks. To improve investor confidence, the Bank of Spain is forcing banks to make more disclosures and to acknowledge bad assets faster....

Edward Chancellor reviews the book by Greg Steinmetz on Jacob Fugger of Augsburg, Germany. Fugger (1459-1525) grandfather and brothers established textile factories in Venice and Northern Italy, and made money in the textile trade. Fugger added to this by loaning money to mine owners and buying shares in mines near Salzburg, and establising new mines in Hungary and other parts of central Europe for copper and silver. Augsburg was a free Imperial City and a center of trade with Italy. Hugger financed the election of Charles V of Spain as Holy Roman Emperor, and benefitted from the Hapsburg dynasty's dominant role in Europe made possible through strategic marraiges. This was a period of transition from feudalism to a period of free cities and merchants, of early stage of capitalism. Augsburg briefly holds a new role as the trade and centre of activity shifts from Italy and the Mediterranean to the Netherlands, Britain and the Atlantic. It is also a period of tumult in Europe as the Protestant Reformation and Luther are active in this period, the peasants are also staging revolts for their rights, and merchants are increasing their role through trade and finance....

Paul Peterson, a professor who heads the Program on Education Policy at Harvard, says that public school education has not done as well as private or charter school education. In two areas character or values, and school discipline, public schools lag far behind private schools or charter schools. Private schools score 59% and 46% in these two areas, public schools lag far behind at 21% and 17%, in the 2016 Education Next Survey, says Peterson. He says by appointing Betsy DeVos as Education Secretary, the Trump administration sees the need to think how public schools can benefit from improvement in these areas.

Raphael Minder points out one episode in the life of Emilio Botin that shows how intertwined Spain and Santander had become. During the period when Spain took EU help after the collapse of Bankia bank in 2012 there was pressure on Spain to take a full government bailout. Finance minister Guindos says it was Botin who called him at that time and told him: "You know what you have to do and I will back you up." Botin's advice to the Spanish government was to resist the pressure. Botin expanded what was a family bank based in Santander in Northern Spain, through a series of successful acquisitions. He had a rare intuitive sense for timing of acquisitions, going into Brazil around the time candidate Lula of the Workers Party was elected president, with considerable uncertainty about how financial markets would respond to the election. About a quarter of the bank's profit now comes from Brazil. Besides Brazil Santander has commercial banking presence in Britain and the U.S., taking a bank that had 20 billion euros in assets in 1998 to 1.1 trillion euros by 2013, which is about the value of Spain's GDP....

A new Cold War takes shape as US and Russian talks proceed on borders in Eastern Europe. Russia insists the border today is a result of it being thrust on a weakened Russia after the collapse of the Soviet Union. The European Union and Britain insist on the right of self determination of the countries of Eastern Europe such as Poland and Ukraine, Baltics. The US seeks some common ground as Russia places its army near the Ukraine border in January 2022.

Putin takes the first step for Russia to join in discussions for a lasting peace. More than a ceasefire is needed, as many ceasefires have come and gone and the war is now over 15 years old, pausing for a while and then starting again many times. Russia calls for addressing the underlying issues behind the war.  It started with Russian support for Yakunovich 2010-2014 which ended with the Maidan protests in Kviv and Lviv. Russian and Putin strategy at that time was that as long as  a pro-Russian or a person leaning towards Russia with good relations to the West -as existed in some of the former states in Eastern Europe during the 1980's during the Soviet Union such as Poland and GDR- this would be acceptable. The Maidan protest led upheaval thus had a contrary effect which Germany under Merkel and France under Sarkozy and Hollande failed to grasp. Obama judged Russia by its GDP, ignoring its history and relations among European states as one of the major powers in Europe, a technological state with nuclear power. As China shifted away making the integration of Hong Kong and now Taiwan a priority under president Xi, and asserting the virtue of its state run capitalist system over free market capitalism, the fissures began to develop in the system that prevailed after World War II and which survived the fall of the Berlin Wall. These are some of the origins of the war and are also in some of its aspects geopolitical and relate to world peace,, and peace inside nations in general outside the Ukraine war. And here relate to Venezuela Mexico and US inaction in tackling borders and cartels, the US border with Mexico, Syrian war and Syrian refugees entering Germany/Europe, the anti refugee movements in Germany and the EU, refugee crime in US and Europe, all connected in some way to the unsettled borders of the Russian state with US and Western European + Eastern European states in NATO and the EU nearby. And the limiting or removal of Russian influence in Ukraine seen by Russia as unacceptable in regions nearest to Russia that speak Russian. Britain has the virtues of its parliamentary democracy, yet it is far from Russia's borders and it just like the Russian Empire had an Empire in India and a near thing to an Empire in China, as recently as 1950, over history of western colonial empires of 500 years not too long ago. Which means it is good to be starry eyed but the reality in European history since 1400 is of dominant states and colliding or co-existing spheres of influence, mostly co-existing in some balance of different states in the interests of peace and welfare of the people.     ...

A practical solution to Iraq. Note that the Treaty of Sevres that made up states of Syria and Iraq was made by Britain and France after the First World War. And before the entry of Britain and France this was part of the Ottoman Empire.

A slow and erratic response from the European Union and Britain following the lockdown in Italy on March 10. France went into lockdown on March 16, Germany and Britain on March 20. Over a week was lost when officials in the EU and governments in Europe did not take the situation unfolding in Italy as seriously as needed. The situation in South Korea was unfolding at the same time, and China was still facing the crisis at the time.

The response was coordinated quickly by March 20 and in the days before that.

Britain's new prime minister, Boris Johnson, asks the EU to scrap the Irish backstop. The so-called  Irish backstop was designed to help preserve the fragile peace in Northern Ireland and keep the border with Ireland open. The Irish prime minister Varadkar has insisted on this part of the previously negotiated Brexit deal under Theresa May.

Angela Merkel's policy spokesperson in the Bundestag, the GErman parliament, says it is "impossible" that this would be taken out of any withdrawal agreement.

Mr. Johnson also said that Remainer Tory MP's efforts to use parliament to stop a no-deal Brexit, something brought up by Mr. Varadkar in his talk with Johnson, would not be allowed to stop Britain leaving the European Union on October 31st. This is what he will tell Merkel in an upcoming meeting.

While communities with high unemployment and depressed areas like Rocky Mount in N. Carolina, with 14% unemployment -and many customers skipping prescriptions because they can't afford them- are the worst off, the national picture shows many similiarities. Even with Medicare drug benefit, lowcost generics, and Walmart type low cost drugs, many Americans cannot afford prescription medications for life threatening illnesses. Nationally a third of respondents say they are not complying with prescriptions as they cannot afford them, compared to a fourth three years ago.

The recent appointment of fast food executive Andrew Puzder as Labor Secretary has caused great concern among union leaders. Puzder supports a $9 minimum wage compared to $15 supported by Democrats. Unions now represent 7% of the labor force, down from a high of 20% during Reagan's time when Reagan appointed a construction company executive as Labor Secretary and cut regulations.  Globalization has thinned the ranks of workers in unions. And the failure of Democratic administrations to stem the shift of factories overseas to China, Mexico and other places, as part of global supply chains focussed on cost, has weakened Democratic support among workers since the period of Bill Clinton. It eroded to the point where Obama won 65% of support among unions and Hillary Clinton won 56% in 2016. Interestingly the Republican Romney gained 33% versus 37% for Trump, showing voters were more inclined to move away from Democrats and only a smaller number willing to support Republicans, but the shift enough to give Republicans a win in 2016 for the presidency. The figures are from a Election Day survey of trade union AFL-CIO, and a larger proportion in midwestern states showed disaffection with policies from Clinton to Obama. In fact Obama spent years promoting another free trade agreement TPP that favored tech more than auto and older industries, just as Bill Clinton had promoted NAFTA, without giving thought to what this was doing to its worker base of support. A similar situation happened with Social Democrats in Germany as a SPD administration moved to the centre and handed Christian Democrats led by Merkel a win in parliamentary elections. As Democrats such as former Labor Secretary Reich, a professor at UC Berkeley who served under Bill Clinton, describe the problems of working class people their is less reflection on the impact of the changes from globalization and how Democrats handled or mishandled it, and more on the politics between the two parties.   ...

Losses to Britain and the EU are high in the event of no-deal Brexit, where Britain simply leaves the EU without any plan, called hard Brexit. The losses come from higher prices and lower wages. EU citizens would have income losses of 40 billion euros every year, British citizens suffer 57 billion euros of losses or 873 euros per capita in annual income losses. People in Germany would suffer income losses of 10 billion euros per year.  Germany exported 85 billion euros of goods to UK in 2017. 100,000 German jobs would be affected.
