As Germany looks back at the mistakes of the past in failing to get immigrants to integrate and letting ethnic communities form that failed both in terms of jobs and language/culture skills needed to become full citizens, it is now taking a fresh approach to the task of integrating about 1 million new immigrants. For the first time the government is putting this approach into legislation that is sure to pass, offering new incentives, requiring immigrants to look for work and to take jobs in smaller towns and communities. It offers new opportunities and at the same time takes away benefits if this is not done. Chancellor Merkel calls this "a milestone," and said about this legislation- " We are a country that makes a good offer to those who come to us, to those who are fleeing war, persecution, terrorism. But we are also saying very clearly- because we have learned from the past  when we did not provide these integration opportunities- that we're also expecting people to accept this offer." The lessons were learned after large immigration from Turkey in the 1960's and 1970's with ethnic communities being formed that never integrated with the rest of German society. The new law requires refugees to stay in municipalities where they are first assigned when arriving in Germany unless they have a job offer elsewhere. The government plans to subsidize creation of 100,000 new jobs across Germany, in work such as maintaining public parks, helping elderly, an alternative says Labor Minister Andrea Nahles "to doing nothing." The law also makes it easier for private employers to hire people in towns across Germany. The new German approach is for a two way handshake, and to take a pioneering approach. ...

In the days when cross border technology flows were limited and the investment in India was small, India's technological capabilities at an early stage H1-B visa program acted as an exchange program where Indian engineers could gain experience and skills, learn new technologies in the US, that would benefit both India and the US taking a long term view. In 2025 when cross border technology flows to India from the US are large and significant, when Indian investment is large India's economy fastest growing and from a much larger base, with ability to absorb talented engineers in expanding Indian business, the H1-B program is one that drains both the US and India. India as a huge brain drain of 60,000 of its best engineers every year to 2030 or 300,000 of its best engineers and the 3 million engineers they would have trained locally through their creative talents. For the US it means the loss of 300,000 engineering jobs to 2030 for locals in 51 states in the Nation. Both make no sense. Business practices once set do not change. This is why an executive order by DJT was signed by the president to impose a $100,000 fee that Tata, Meta, Google, Microsoft, Apple can choose to pay every year for 6 years if they want to hire someone on H1-B Visas. To call this group of Indian H1-B of 60,000 engineers "dreamers" also makes no sense because 3.3 million engineers knowledge base and skills to India's growth capabilities and modernization could increase economic growth, modernization of Indian infrastructure, to make India a Dream State to live in. And the same number of American born engineers would make each of the America's 51 states Dream States through repowering America's new modernization of infrastructure and power economic growth. ...

 U.S. Trade Representative Robert Lighthizer, views China's response in trade negotiations as one of conducting extended negotiations that lead to little change. This has continued says Lighthizer for over a decade putting the U.S. at a serious disadvantage in trade. At a White House meeting in August 2017 Lighthizer convinced president Trump that China was in his words "tap, tap, tapping us along."  This confirmed president Trump's own instincts about the U.S. trading relationship with China. Lighthizer is a veteran of trade negotiations, having experience in the Reagan administration as the Deputy Trade Representative in 1983 in negotiations with Japan, when Japan was in a similar situation that China is today. At the time trade negotiations with Japan were getting nowhere. Lighthizer is said to have turned one Japanese response in negotiations into a paper plane and sent it flying right back. Lighthizer does not seek the limelight but is serious about his role having published op-eds in the NYT and WSJ since 2000 about how U.S. trading relationships were putting the U.S. and U.S. workers at an unfair advantage. Many of these op-eds are in the Lyrarc archive and a Search with the term "Lighthizer" would bring up these articles. This report in NYT shows how the role of Lighthizer was not anticipated by China when it sent Liu He to Washington in November 2017 to negotiate with the U.S. President Trump made certain Liu He and other Chinese leaders would have to talk to Lighthizer first. In a session with president Jinping laid out U.S. views that the past negotiations had accomplished little and new negotiations had to be undertaken very differently from negotiations in the past. Earlier in July trade negotiations conducted by Commerce Secretary Wilbur Ross were "shut down" by president Trump because China continued to repackage earleir offers which meant little to the U.S. As a lawyer at Skadden, Arps, Slate, Meagher LLP Lighhizer represented steel industry clients hurt by subsidized Chinese steel industry imports. Mr. Trump and Lighhizer have bonded well because their instincts have been the same- that the U.S. had not been well represented in earlier negotiations by lawyers who saw themselves as speaking for American exporters.  Lighthizer is also a seasoned trade negotiator and has waited for the right time and situation to tackle the unbalanced trading relationship with China. For 30 years Lighhizer represented American manufacturers as he practiced trade law at the Skadden law firm. His strategy has been to get the administration to unite behind a clear trade strategy. He says "I try to be friendly in trade negotiations. I am not the theatrical type. The art of persuasion is about knowing where the leverage is." At this time the leverage lies in the huge trade surplus of about $300 billion China has with the U.S. The U.S. goal is to bring this down by $100 billion through this new negotiating strategy as earlier negotiations have failed. ...

With inflation up, cost of living increase, the $15 per hour wage in high cost of living states such as California and New York does not go very far in tackling cost of living in 2026. Astoundingly 20 states many in the SOuth still follow the $7.25 per hour federal minimum wage that has not changed since 2009. Axios shows the minimum wage by state. In Michigan workers in youth age earn 85% of the minimum wage of $12.80 and hour. As workers lost leverage with the decline of trade unions since the 1990's administrations of Clinton, Bush, Obama, the situation is a difficult one for lower wage workers in many states. The lower wages in retail and hospitality industries also creates downward pressure on all wages which have not kept up till recently in auto and other manufacturing industries. Outshoring increased pressures over the Clinton, Bush and Obama administrations and as Democrats failed to do much about outshoring, it took a Republican DJT and Democrat Biden who followed to reverse the trend and create a push for higher wages. This also has failed as inflation surged during 2022-2023 and outshoring created new problems in sourcing parts from overseas in autos and other industries. The middle class is also not much better off and engineers making $90,000 a year are also living from paycheck to paycheck, with less access to housing that has gone up in price and become less affordable. This cost of living surge and the open borders migration pressure on public services led to DJT's reelection in 2025. ...

India's Foreign Minister told a conference that China's forward deployments at Galwan in violation of 1993 and 1996 agreements was an attempt to change the Line of Actual Control. China after years of peaceful development under previous administrations, during which China had gained from the trade relationship with the US and foreign investment from the US business community, sought  to put India at a disadvantage using its larger economy and technological assets obtained through American business assistance. This was done by making forward deployments right at the Indian border to change the Line of Actual Control in progressive steps. Jaishankar made it very clear. "It is hard work, very patient work, but we are very clear on one point, which is we will not allow any unilateral attempt by China to change the status quo or alter the LAC. I do not care how long it takes, how many rounds we do, how hard we have to negotiate- this is something we are very clear of." Going back to the period of independence with Nehru in 1947- China's occupation of Tibet was an occupation of a peaceful country that led to the situation that India faces today of a border stretching from east to west on the Himalayas that faces China. Faced with the partition and refugees from that partition India under Nehru was not in a position to respond effectively to that occupation. Does China gain anything from being at that border through the occupation of Tibet is a serious question? Why? Because it faces a Vedanta and Buddha driven culture and people with population of 1.8 billion stretching to the Indonesian islands that were and still are the fundamental source of  China's own Buddhist culture and tradition.  US business has allied with one country after another Japan, China and now India. The US has faced wars with Japan, and sometimes in a failed attempt to understand the aspirations of  Southern Asia allied with British ideas of the region which were based on the policies of British Empire to divide the region on religious and language, caste based barriers. US business also lacked a true perception of the importance of working class and families in the US as it sent factories and surrendered its own manufacturing to China. The world is now changing following the pandemic and new supply chains and manufacturing policies of the US are being structured. It is in this context where India's pace of economic growth and technological advancement will change its capabilities and its capacity to meet the aspirations of 1.8 billion people in Asia with a common tradition and culture. It is in this context that one can ask the question does China have anything to gain from the occupation of Tibet and being on the border with a country and cultural tradition of 1.8 billion people stretching across South and South east Asia?  ...

  “And 5 million manufacturing jobs were lost while racking up trade deficits of $19 trillion." The Washington Post does not deny this as false, and this is the crux of the point DJT has made what everyone with eyes to see has seen for 40 years. DJT sometimes exaggerates to make his point. False should mean the meaning is false not that a particular number 70% vs 50% for India's tariff on Harley Davidson motorcycles. It should also consider PM Modi's stand for India- to support the US position when it comes to American factories closing by the thousands and destroying not just it's manufacturing but also it's middle class, just as Gandhi would have done. That close is India's sentiment for the American people and the Republic, and the defense of its recovery as a manufacturing nation for its workers and families. DJT did not say that it is a poor country as the Washington Post says is "Trump's telling." As Greg Ip of the WSJ pointed out in 2024, it is that the US simply cannot sustain the blows to its workers and its manufacturing base from a $1 trillion deficit year after year with China. Before bringing economist's into the picture one has facts of what the devastation to American workers has done to communities across America. DJT said and most workers will stand by his words- "For decades, our country has been looted, pillaged, raped, and plundered by nations near and far, both friend and foe alike. American steelworkers, auto workers, farmers, and skilled craftsmen. They really suffered gravely. They watched in anguish as foreign leaders have stolen our jobs, foreign cheaters have ransacked our factories, and foreign scavengers have torn apart our once beautiful American dream." Not a single report in the US and foreign media reports of Liberation Day Rose Garden speech by DJT on April 2, 2025, says that DJT said he would trust what he sees with his own eyes and experience for 40 years, and not economists who have turned their backs on American workers, turned to a UAW worker from Detroit and asked him to tell what he saw for 40 years.  "Brian, I’d like to have you come up here for a second. Okay? I just see him sitting. He’s been a fan of ours, and he understands this business a lot better than the economists, a lot better than anybody. Brian, say a few words, please. Would you?" And this what Brian a retired autoworker from Macomb Conty, Michigan saw for 40 years that economists refused to see in their economic theories- "I have watched my entire life, I have watched plant after plant after plant in Detroit and in the Metro Detroit area close. There are now plants sitting idle. There are now plants that are underutilized, and Donald Trump’s policies are going to bring product back into those underutilized plants. There’s going to be new investment. There’s going to be new plants built."     ...

DJT comments on Denmark's comments on its contributions to NATO overseas operations like the one in Afghanistan. DJT stated the facts about participants such as Denmark that made small contributions in numbers- DJT said on Fox News -We’ve never needed them. We have never really asked anything of them. They’ll say, they sent some troops to Afghanistan or this or that, and they did. They stayed a little back, little off the front lines.” About 41 Danish soldiers were killed in Afghanistan and about 800 Danes went in. DJT is probably talking about the  brunt of the action being taken by the US including the effects of road side bombs. About 2500 US soldiers died and 20,000 were wounded and the US took the brunt of the fighting. These were Bush-Obama wars that during that time distracted the Nation from the serious challenges that emerged later in drug cartels in Mexico that led to more deaths in the US than in the Korean and Vietnam wars and World War combined, and the deindustrialization of the US that began with the Clinton era decision to allow China to enter the World Trade Organization without any safeguards continued into the second term of the Obama administration. In the European media there is rarely any mention of the huge losses from drug trafficking into the US that requires action along the lines of the Monroe doctrine which also protect Europe from drug trafficking into the EU. ...

After denying clearances for development projects for three decades, the Indian Supreme Court green bench of Justices Gavai and Vikram Nath clears 118 development projects already delayed for 5 years for pending litigation. 118 projects were cleared, including 15 held up for 10 years, based on the "sustainable development" idea that takes a look at the bigger picture, the aspirations of youth, and the bigger possibilities for renewables and environment with a bigger economy. It shows how India which at one time in 1990 had about the same GDP as China, has today one fifth the GDP of China, and with it lacks the same scale of investment for renewable energy and climate change action that China has because of China's larger economy. In this sense the whole country of 1.2 billion Indians, including hundreds of millions of farmers and urban residents, the Supreme Court and India's institutions, have suffered more than the one lost decade the prime minister referred to in the Budget session of parliament. It is more like three decades since China pushed ahead after 1990. China having suffered from the Japanese invasion and civil war for three decades in the 1920-49 period and three decades of drift in economic direction following 1949. India faced its own period of failed governance that matches the failures in China by 1990. The SC bench stated- "The Supreme Court is flooded with applications after applications, seeking permissions to construct primary schools, public health centers, anganwadi centers, an other public utility buildings in remote areas. Himachal Pradesh is constrained to approach the Supreme Court even for seeking permission to connect villages in remote areas by roads. Needless to state, the citizens residing in the remote areas cannot be deprived of the developmental activities that are being done in other parts of the country."  The Supreme Court called it ridiculous that the states were required to rush to the Supreme Court to do the minimal developmental activities.  That the Supreme Court and other institutions have taken so long to say and do this is itself one of the reasons India has fallen behind China. It will need to accelerate its efforts, in the way that the rest of the country and the world is doing to create an environment in which development can meet the aspirations of the Indian people. Efforts for climate change action can take place at the same time with bigger investment capabilities from the larger economy and advanced technological capabilities. The two can and do go together, a point missed for far too long.  An approach even the US has grasped and is doing under president Biden. The US has gone through its own period of failed governance for four decades of neglect of manufacturing and infrastructure that president Biden talked about in his State of the Union address to the US Congress last week.  Biden now sees the problem itself as an opportunity to get it right. Is Norway endorsing the position of a former president of the US to "Drill, Baby Drill.?" It would cost upwards of 1 trillion dollars to fix US inaction on climate change to 2028. Norway is drilling like crazy to help Germany tackle the cutoff from Russian oil and gas supplies. It is also pursuing climate change action and green energy. The result is some confusion about where it is heading. The Guardian comments on this position taken by Norway. It can only be seen as oil and gas meeting a transition period's needs, yet with the severity of cliamte change events in the form of fires and floods in the world in 2024, is this a tenable position? Norwegians will say their cleaner fossil fuel production takes the place of dirty coal plants in Europe. How could Germany manage without Russian oil and gas without Norwegian supplies they ask. Others say Norway gets a quarter of its GDP from oil and gas. It is at the same time the country that is way ahead in renewables, most of its grid runs on renewables. And yet it has cut greenhouse gas emissions only by 11% since 1990 4 times less than Germany. Norway will come up for more criticism considering that its push on fossil fuels in 2023-24 is reducing investment for shift to a fossil free world. It is not an issue that can be talked away or not confronted head on as it is the harbringer of something worse- doing nothing for 4 years to 2028 that is proposed on the back of stuff that is being done by Norway- a US presidential candidate promising to relegate climate change action to zero by denying it exists and by saying "Drill, Baby Drill," at the RNC Convention in Milwaukee. ...

Alan Meltzer is a respected voice on US Federal Reserve policies since the time Paul Volcker was Fed chairman He says the Bernanke Fed is making some serious policy mistakes. The first is concentrating on near term events, such as business response to Obama administration policies, over which it has little influence, while neglecting the long term consequences of its policies. The second is its effort to tackle unemployment by interpreting its mandate as a dual mandate of tackling both unemployment and inflation. By tackling one at a time, he says, the Fed is likely to fail totally. The US is unlikely to not feel the inflation that is going on around the world. By ignoring the changes in money supply growth the Fed is making another mistake. His advice is for the Fed to increase interest rates it controls to 1%, to signal that it is aware of inflation risks. Second, the Fed should annonce a specific, detailed plan explaining how it will reduce $900 billon of the $1 trillion banks continue to hold in excess of the legally required reserves. Third, the Fed should end QE II, the most recent round of treasury bond purchases. Meltzer says if the Fed waited for two more months in Nov 2010, it would have found that a double dip recession was not about to occcur and it could have held off from pursuing QE II. Meltzer emphasizes that slow growth and unemployment is not a monetary problem, because of the ample liquidity already in the financial system. Uncertainty about government policy and the future direction has been clarified by the election which will help put the economy back on track. Philadelphia Fed chairman expresses similiar views in other articles and an interview with O'Grady of WSJ....

BBC News provides a look at the first proposals of the Boris Johnson minority government to the European Union. This includes replacing the Irish backstop. The Irish backstop is a way set up by the EU and the previous UK government of prime minister May in negotiated agreement to prevent a hard border in Ireland. It means Britain would remain in the customs union with the EU after December 2022 if no agreement for withdrawal is reached by then. Conservative Party hard liners oppose it because they say it leaves the UK indefinitely in the customs union. The EU insists on this to protect the interests of a member state Ireland. The moderates in May's Conservative government agreed to it to keep the peace accord in Ireland. Boris Johnson wants to get rid of it, and his proposals include customs checks between Northern Ireland and Ireland which removes the free flowing border between the two Irelands, a major achievement of the Irish peace accords.  Which is why the negotiations could end up going nowhere, with each side presenting the other as the side that wouldn't negotiate terms of withdrawal. The Liberal Democrats and the Scottish National Party, and the Labor Party except for its leader Corbyn's neutral stance, oppose leaving the European Union. And parliament opposes leaving without a negotiated agreement pitting Boris Johnson against parliament and the opposition.  Another referendum or a general election would settle the issue with Boris Johnson thinking he can flip former safe Labor seats in working class areas in the north of England to win the election. Labor party's McDonnell says he has miscalculated and Labor party is buying time to organize an effective election campaign to get back the working class vote lost under Blair with his confusing Third Way that lost workers on the way.   ...

It is unlike the days of their parents say young people when most people could afford to buy a home if they worked full time. This columnist opinion in Le Monde reflects the view in Europe that the US is in retreat, and in some quarters such as NYT that the new US foreign policy that sets the Monroe Doctrine as key aspect of foreign policy is a retreat- US setting the rules in the Western Hemisphere around democracy and governance. It says the US has set aside the ambition first proclaimed in 1945 and revived in 1991 after the fall of the Soviet Union. US administrations under Clinton and Bush took this posture after 1991 of dominant position but it did not reflect reality. US like Russia was dragged into many remote conflicts that had little to do with the standard of living, and economic advancement of the US. The US has a dilapidated infrastructure, broken healthcare system, and operates in a world trading system that has deindustrialized the nation and shipped out jobs and factories for 20 years, and worse is exposed to drug and people trafficking gangs in Mexico and Venezuela. The Monroe Doctrine 1823 asserted the US right to keep European colonial powers out of America, and it was possible only because the British also supported it in the 19th century till the US built up its Navy under TR and FDR. With Russia recognized as a European power the US is able to get its support for the US to tackle the situation in the Western hemisphere presented by drug and people trafficking gangs in Mexico and Venezuela. Tariffs are intended to get a new world trading system with new rules. Infrastructure building is underway on a scale that will far surpass China by 2030. This is not a retreat but an advancement for the Nation and the American people after three decades of failed policy. It lets the European powers Germany, France and Britain deal with Russia's requirement that NATO withdraw from its borders and recognition of Russia as a Northern European power. European history has shown that since 1700 that when faced with a majority of nations in Europe any dominant power in Europe is forced to negotiate a peaceful resolution of conflict because of it's limited resources to carry on a conflict. This should lead to a peaceful resolution in Ukraine, that allows rebuilding, and also gives the US an opportunity to rebuild its economy and standard of living for the American people. This will be a win-win for both the Russians and the Western Europeans, and both Latin America and the US, China and the US, India/Japan/Brazil and the US. ...

How a tightly interconnected community such as tech startups can quickly fall apart in a crisis is the subject of this WSJ report by Christopher Mims. He says on the way up this meant positive leveraging that exceeded 150% and this is also true in the other direction on the way down just as fast. Most startups depended on Silicon Valley Bank and First Republic for financing. Venture capital moved from inside to unravel the SVB bank. The US government simply wants to stabilize the economy and is not intending to make the uninsured depositors whole except in the way that it is self contained and does not spread to other parts of the banking system. Tech startups will now find it difficult to get new financing, if not impossible, says this report. About 8% of total jobs in the US economy are dependent on tech. When it comes to work that is dependent on tech the number is higher closer to 20%. Some of the tech layoffs will be offset by new kinds of tech and with government private collaboration in the new frameworks coming up, such as for EV vehicles with manufacturing in the US, and the $53 billion for the  CHIPS and Science Act of president Biden. Solar and wind have new frameworks of a similar type as the focus shifts to fighting climate change. These networks are interconnected with the EU which is creating its own parallel networks of this type. ...

Russian seaborne crude shipments are up 18% as of June 11 over the prior year, Iran's shipments up even more by 45%. The result is increased supplies even though the Saudis tried to increase oil prices by limiting production. China's economy is slowing and faces headwinds that will not go away anytime soon of debt close to 290% of GDP higher than US or Europe. And lower imports by the US and EU as they correct the mistakes of overconcentration in China. The European Union faces high inflation and a mild recession. This is cutting demand as supplies increase. It will help the Biden administration as it seeks to give all Americans a fair chance to improve their standard of living, by reducing the cost of living and investing in the economic potential of the country in a way no other adminstration has done in the last 40 years.

Prime minister Modi's visit to the US comes at a time when US president Biden is eager to show the US is fully engaged in the Indo-Pacific region with its allies in the Quad 4 countries- Australia, Japan and India. The recently announced Aukus defense agreement brought together 2 members of the Quad 4 the US and Australia, plus the UK. Aukus is designed to strengthen US presence as a naval power in the Indo-Pacific region in the Indian and Pacific oceans around India, Southeast Asia, China, and across the Pacific. After a futile engagement in Afghanistan the US is reorganizing its presence where it is strongest- in the oceans. In a way that Britain once did in the eighteenth and nineteenth century, the US is dominant in the high seas. US naval power far exceeds that of all navies in the world combined. This is meant to reassure India, Bangladesh, Sri Lanka, Thailand, Malaysia, Indonesia, Philippines, Vietnam, Australia and Japan, which together have close to twice the population of China, that the US has not diminished its presence in any way from that it had in the 1950's following the Second World War. With this new framework India enters discussions that will focus on health to deal with the pandemic and its after effects, with security and rule of law in the Indo-Pacific region, with trade, technology, new supply chain manufacturing structure in which India plays a key role. With this new focus and clearing past engagements made by other US  presidents, including some mistaken policies, the US emerges as a new force in the Indian ocean, China seas and Pacific ocean region.  On September 23 Modi meets Tim Cook for what could be new supply chain arrangements that Apple could be preparing as it and other US corporations build new supply chain structures to rebuild US manufacturing technologies capabilities that were lost to China over the period 2000-2020. During that period manufacturing technology knowhow was shifted out of the US in a mistaken policy that assumed design and invention were sufficient for the US to keep. The first step in this direction was a change of CEO's at Intel Corp with US president Biden pushing for new US technology reclaiming policy. Following that the new CEO at Intel Corp, Patrick Gelsinger, completely reassessed Intel's mistaken policies of ceding its entire semiconductor manufacturing technologies capabilities to Taiwan and China. Intel made a U turn and is now investing all or most of $50 billion in the US instead of in China or Taiwan.  On September 24 Modi meets Mr Biden to discuss trade, investment, defense, and security. On the same day the leaders of Japan, Australia, Mr. Suga and Mr. Morrison join Modi and Biden for the Quad 4 talks. Indian infrastructure capabilities and Indian economic growth would be key goals to strengthen India along its land borders along Tibet occupied region and Himalayas as part of the overall effort to build a new US and allied presence in Asia.  On September 21 Modi attends a Covid Summit that will look at the way forward in the aftermath of the pandemic and ways to vaccinate the remaining unvaccinated population in the world, as well as vaccination passports.  ...

Experts say wisdom is important for well-being the older you become. About 150,000 people are over 85 years age in New York City. This series in the NYT in Dec. 2015 looks at people in the city, their lives, and their attitudes to life. At this age as other physical abilities decline it is wisdom that makes up for this. By being positive about their aging and adapting to their limitations older people make better lives. Laura Carstensen, director Stanford Center on Longevity, says this period can be better than people think for seniors who have gratitude, forgiveness, calm and appreciation in greater degrees from 50 years to 70 years, continuing into the later years. Anger and stress being replaced by conveying gratitude. The positive attitudes to aging also affect memory and heart disease. One of the people covered Ping Wong, 90 years, plays mah-jongg with friends every day and does everyday activities that make her happy. Jonas Mekas, 93 years, is a filmmaker who continues his working activities- doing an exhibition in Brescia, Italy, publishing an anthology of his writings, and giving a lecture in Berlin on filmmaking. Mekas has an interesting philosophy of life- he says do what you are doing and don't think about it much, it will all end sometime, just do something good for humanity that someone else can pickup from you when you are gone, which is normal. A sense of optimism prevails in these lives. Says Mekas its important to not give up on the idea of paradise....

The rulings in Britain for "duty of care" protect a customer or worker from harm. The rule "to love your neighbor becomes in law "you must not injure your neighbor." This is the new idea that the British government is moving forward so that the internet as public space is protected for all who use it. It does not state how many fire extinguishers are to be installed in a public building. Britain's Health and Safety Act simply requires the owners to do all that is needed to protect the users and occupants from harm. Since 1945 this is the foundation for heath and safety laws in the U.S. and in the UK.  This is the principle that 2 researchers Mr. Perrin and Ms. Woods have come up to tackle the protection of the internet as public a space. Perrin is a civil servant and founder of Ofcom, the UK's version of the U.S. Federal Communications Commission regulator. Woods is a professor of internet law at Essex University. It is now part of the legislation proposed by Boris Johnson's government in The Queen's Speech outlining government priorities. A new regulator would have the power to require companies to protect users of public spaces (the internet) from online harms such as pornography, extreme content, cyber bullying. The 2017 suicide death of Molly Russell a British teenager made this a priority for the government. The French government is also proposing rules based on this principle. ...

XI Jinping tells China's National People's Congress that "western nations- including the US- have implemented all round containment, encirclement and suppression against us, bringing unprecedentedly severe challenges to development." Addressing the private sector Chamber of Commerce representatives which create significant number of jobs in China he said the Communist Party "has always regarded private enterprises and private entrepreneurs as our own people, and will always support them whenever they run into difficulties." Job creation in China is a challenge with high youth unemployment estimated at about 20%. The pandemic worsened the situation for state finances and for unemployment for migrants, the construction slowdown has added to this. The burden of trillions of dollars of local government debt increased during the pandemic with the central government lacking the resources to help, creating problems in the local economies.  This WSJ report says Xi's speech seeks to present his government's performance in the light of these challenges and future challenges as growth slows in China. The trading relationship with US-EU added to employment and income problems for China's economy and people, yet it had one weakness an over concentration in manufacturing in one country that European and US business placed in one country. The building of a  new supply chain that creates manufacturing in other countries to reduce this concentration, and the limits placed on access to western technologies by China to protect US-EU in competition, places new development challenges for China, which Xi alludes to. In the past China was able to use huge stimulus to tackle its debt by creating more growth that supported this debt creation. The pandemic may finally have reversed this as trillions of dollars of debt have built up, and construction of homes and infrastructure has reached a saturation point. This is the kind of situation that Japan entered in the 1990's after three decades of torrid growth and development rates. History is being repeated as China like Japan is entering a new phase of an aging society. In this sense the challenges China is facing are very different from that of Russia. Creating jobs is a perennial problem in India and China with their large populations and rising aspirations of people after centuries of underdevelopment, something that Europe including Russia does not face in anywhere to a similar degree. in this sense there is more in common between the EU and Russia even when they are in a war, than Russia and China, and China has more in common with India. The struggle in Europe as Cambridge historian Brendan Simms has pointed out in his History of Europe, is more about the balance of power which is the story of European history since the 1450's where no one country has been allowed to act with impunity in invading its neighbors and other countries formed a concerted group to prevent this. Be it France, Austria, Britain or Russia that acted seemingly with impunity. China has little to do with it or Europe's history. President Biden is right to say that the US only competes with China in the economic and business fields, and seeks to find common ground on climate change and food insecurity. The US has supported China throughout the twentieth century since the time of Woodrow Wilson in 1913, around the period when Tsinghua University was established with US help. The US helped China during the Japanese invasion and the Cold War period ended with renewed relations.  ...

This means even under DJT with his skepticism for renewables the technology and production of renewables will continue and pick up pace. People will also ask whether its worth all the trouble to get fossil fuel supplies at levels that make no sense through waters of Hormuz straits- China and Jpan getting a makes no sense 90% of their imports from Hormuz, and India nearly 50%. Their are moral considerations also whether a morally conscious China, Japan and India, South Korea with much of the industrial base in the world can justify missile attacks on the scale of tens of thousands in the region and bombing just to clear Hormuz. ...
