A new West Coast Model is emerging with ballot measures in the states of Washington, California and Oregon. The model is to make up for decades of faulty income distribution which favored tech communities in west coast states leaving behind people from minority communities and the working class outside tech hubs such as San Francisco, San Jose and Seattle. During this period budgets for education and healthcare, social services and essential infrastructure suffered as budgets were squeezed for local governments. Minimum wage also lagged behind and communities struggled to keep up. Washington votes for a ballot measure that raises the minimum wage to $13.25 statewide and mandate paid sick leave for workers. In California a ballot measure makes permanent an income tax surcharge on millionaires to use these funds for education. In Oregon measure 97 places a gross receipts tax on corporations with annual sales in Oregon over $25 million, raising $3 billion a year for schools, health care and other programs. The California and Washington measures are likely to pass, Oregon uncertain, say experts. And even in Oregon supporters have learned from the experience to put forward new proposals on the ballot. The Washington measure is supported by Nick Hanauer, and Zach Silk, president of Civic Ventures in Seattle, who say it is essential to put more money in workers wages to increase growth and to bring better lives outside the tech hub areas. Most of the tech booms of the last two decades have not touched the areas outside tech hub metropolitan areas. The conservative approach adopted in Louisiana and Kansas of reducing taxes first and then when holes in state budgets developed to cut education, health and other service expenditures has not worked, and it has led to the backlash in the form of the new West Coast Model, which is expected to be brought up in other states in the east and midwest. The tech hub areas have grown with the boom in tech but this has largely ignored the rural areas, communities just outside of the tech cities, and led to uneven and distorted growth shortchanging the working class and the middle class, and hurting investment in education and healthcare across each state. Bill Whalen, a research fellow at Stanford University's Hoover Institution conservative think tank ,says that its hard to deny that the balanced growth for all communities across the state has lagged far behind as the tech booms boosted growth in the economies of California, Oregon and Washington. An article in the German online site Zeit on Silicon Valley described this vividly showing how this can happen in communities sitting side by side in the San Jose area, with minority Hispanic communities and working class communties seeing very little of the benefits of growth. ...

Like hundreds of thousands of other young migrant workers in China's factories, Yuan Yandong is from a rural area and lived on a farm. Better incomes have brought them to the factories in urban areas. In this case travelling long distance by train from Guangdong province to Shenzhen. As living standards improved across China and the government expressed a keen willingness to encourage workers to exercize their rights to fair wages and working conditons- especially by creating increased awareness of new labor laws in the state run media- migrant workers are becoming restless with conditions they accepted a few years ago. The growing use of cellphones and access to the internet have made news travel faster. A visit to a Foxconn factory shows a young worker, age 24, sitting on a stool 6 nights a week, 12 hours a night, with a quota to assemble 1600 hard drives for American computer storage company EMC, with the pressure to work continuously against the clock for each step in the manufacturing process. Foxconn is known for its highly disciplined nature of work, akin to a military style. Behind the scenes factories like Foxconn employ methods once used in the US at a similiar stage of industrialization, with 500 technical people continuously looking for the most efficient way to organize each step in the production process. Each movement and action of the worker is measured for time taken and process efficiency, according to experts at Tsinghua University in China. This means many factories can use less automation- and so less capital intensive manufacturing- and go to extremes where workers perform like machines. Yuan's ambition is to work only for another 2 years and then use his savings to get into hotel management. His wages are 75 cents an hour, and with the overtime premium about $235 a month. Foxconn announced a 33% raise in wages as a result of worker protests. The mind numbing monotony is becoming less acceptable in a changing China, and worker turnover in such factories is rising. After the initial burst of industrialization in which young migrant workers played a signifcant role in manufacturing, a new chapter in China's development is beginning- one less likely to create the large trade deficits with the US and Europe- which is moving in the direction of a larger domestic market with higher worker wages....

Government agencies such as the Export Import Bank charge airlines for their guarantees. The new agreement reached through the OECD in Paris, replaces the fixed fees with charges that follow prevailing interest rates. The previous subsidy deal in 2007 has been updated in this way. Airlines use the export credit financing to lower their cost of borrowing and increase their access to loans. Participating governments, including the US, the EU, Japan, Canada and Brazil, aim to approve the deal by Jan 20, 2011. Speaking in Santiago, Chile, Philadelphia Fed president Charles Plosser, pointed to the limits and hazards of excessive use of monetary policy by the US Fed. The Fed, Plosser said, cannot reverse the sharp decline in house prices when the economy has significantly overinvested in housing. The Journal editorial states that though its never been stated as such, the Fed's current easy money policy is intended to reflate the housing and job markets. Plosser said the excessive faith and reliance on monetary policy can undermine the recovery by "distorting price signals and thus resource allocations, adding to instablity."

Kia Motors, a maker of lower priced cars, plans to use better design to get higher prices for its cars. It hired VW car designer Schreyer, who worked on the Audi TT sports car, to design the new Optima sedan. This has helped increase sales by 44% in the first 4 months of 2010 over 2009. Chung, son of Hyundai Motor chairman Chung Mong Koo, made the decision as President of Kia to hire Schreyer. He expressed his strategy by saying that he would attempt to make the new Kia cars a design choice, without the high price tags associated with such cars.

Attorneys for homeowners describe the foreclosure process as a mass production line, and efforts to avoid foreclosure as a fight against a machine. In most cases a person would be needed to read what they file, but in many mortgage firms no such person existed. They describe the problem as industry wide and pervasive- and involving loan servicers, law firms, docment processing companies and others. The big mortgage companies, including government bailed out Fannies Mae and Freddie Mac, were eager to get bad loans off their books so they imposed penalties if the process was not speeded up.

In June 2012 India's Food Minister K.V. Thomas agreed that 13% of India's 50.2 millon of wheat grains from a record crop were under makeshift shelters which could be damaged by the monsoon rains. Another complicating factor is that a law from the 1980's intended to protect workers in the jute industry requires all packaging of foodgrains for storage to use jute bags. Since 1990 jute products have increased by about 30% compared to an increase of 82% for the wheat crop, as a result there is a severe shortage of jute bags to store foodgrains in states like Madhya Pradesh.

The London Interbank Offered Rate or LIBOR is a measure of the average interest rate for short term loans banks make to each other. It also acts as a measure of well a bank is doing. The importance of LIBOR comes from its use in setting the interest rates on trillions of dollars of coporate loans, home mortgages and other financial contracts. This is done by setting the rates on loans at a "spread" over LIBOR. Risky borrowers pay more, say 5 percentage points above LIBOR, safer borrowers may pay just half a percentage point above LIBOR. LIBOR originated in the 1980's.

Brazil shifts stance on the appreciation of its currency, the Real, as it approaches $1.60 to the dollar in April 2011. With inflation at 6.3% in March 2011, Finance Minister Mantega is seeing the benefits of a stronger currency in reducing the cost of imported goods. Brazil's currency, the Real, is appreciating as foreign money pours into Brazil because of growth prospects and because of the overnight interest rates of 11.75%. This will limit the use of capital controls that Mantega has used in the past. Since October Brazil triple taxes on foreign investment in local bonds.

The haggard condition and failing health of the Bosnian Serb General Ratko Mladic. Mladic is wanted for war crimes and ethnic cleansing as commander of the Bosnian Serb army in 1992-94. She received 51.6% of the vote compared to 48.0% for liberal candidate Moon Jae-in with about 87% of votes counted. Issues in the election included the high amount of household debt, welfare payments, high cost of student tution, and lack of jobs for new college graduates. Both candidates favor moderate policies towards N. Korea and the communist neighbor was not a factor in the election. The huge investments in the internet companies in tens of billions by funds comes as infrastructure needs are not met in Europe, U.S. and India, including education and health, roads and bridges. Funds sudden interest in using artificial intelligence to promote education would raise much skepticism and the use of TikTok for that purpose even more so. Apart from the concerns for national security that were expressed by the Trump administration, there is the broader issue of the value of children and young adults spending large amounts of time on such media at a time of deteriorating educational levels in all countries of Europe, North America, and in India and China. ...

Indian coast guard and Gujarat anti-terrorist squad size large amounts of heroin at Mundra port and along the Porbandar coast.  Afghanistan has a 2000 kilometer border with Iran and another 2000 kilometer border with Pakistan. There is now increased risk of this activity along India and Sri Lanka's coastlines and borders, says the Economic Times. Much of the colonial period was marked by British traders use of opium from Bengal and other parts of India in illegal activities in China through Chinese ports for sale of opium -leading to the Opium wars in 1850 with China's feudal monarchy and eventually to China turning to the CCP. This was conducted under the British East India Company and condoned under the British Empire- making it one of the worst activities of colonial powers in history. Some of the same activities are being conducted and condoned by countries in the region. A multinational allied task force Combined Force 150 keeps track of the oceans in the North Arabian Sea and in the Horn of Africa. More naval forces are needed from India, the US, UK, Australia, Japan and other countries to keep the oceans safe and clear, and protect people in the region. ...

As Trump tries to gain the support of black voters with his visit to Detroit, the questions remain say people in Detroit.  His alienation of minorities from the primaries is not forgotten, and the lack of underlying empathy is why some experts say this is not resonating in the last 50 days before the election. Another problem is that presenting blacks in a bleak state is not seen as showing respect because Trump was absent during the struggles Detroit went through since 2008 down to street lighting and schools, foreclosures, and is only here now that the Michigan and Detroit economy has recovered to a considerable degree. Here Vanessa Williams of WP says there is a near universal condemnation of this kind of talk such as "what do you have to lose," as seeing blacks lacking the ability to think about where they were and where they are now, and the path ahead in clear terms as whites or Asian Americans are able to do. A sure sign of condescension. Democrats point to the gains for blacks in declining unemployment, some of the issues of inner cities not responding to either party's policies, improvement in health insurance, and access to voting rolls, and in the Michigan economy the rising tide lifting all boats with a booming auto industry. This important WSJ report shows how the CDC labs failed to come with the test after contamination of a component and failure of the third part of the three part test components. In the absence of a working test from CDC where delays cost three weeks of February the private labs all over the country and state labs could have developed their own test, yet HHS and FDA required approval for these labs to develop their own test and use it. From Feb. 8 when state and city public health labs detected problems with the CDC test to Feb 29 when solutions were developed including simply excluding the third part of the three component test, and letting labs around the country do their own test, were 3 crucial weeks that let the virus spread out of control. The CDC, HHHS, and the FDA and their managers and heads of departments bear responsibility for these errors. Week after week the delays continued, instead the two component test which detects if the genetic material in the sample is coronavirus material, could simply have been approved at the outset instead of the approval for this given weeks later. The third component of the test checks if the virus mutated, according to this report. There is no explanation why the labs all over the U.S. were not allowed to go ahead on February 9 itself or within a few days after that to develop their own tests once it was clear the CDC test did not work on that day. CDC officials failed to recognize that there was a possibility that they may not be able to fix the faulty third component of the test and the risks if they gave false reassurances. There is also no explanation of why a German designed test was not used once the CDC test failed on Feb. 9, which would be a proper way for action considering that this pandemic had already shutdown parts of China by this time. Alarming also is the mention in this report that on Feb. 22 a FDA official in charge of lab diagnostics  flies to Atlanta where the CDC Respiratory Diagnostic lab which developed the test is located. His boss FDA medical device center director is cited from later information as describing the lab as "filthy" meaning the lab had the potential to contaminate, and going so far as saying that if it had been any other lab it would have been shut down. Considering that investment in public health has deteriorated over the last two decades and that there has been a massive misallocation of capital in the country away from public infrastructure this is appalling. The thought of critical labs for emergency health needs as not being up to high quality standards in the U.S. as a result of two decades of misspending, that this shows, is very disturbing.  This WSJ report is based on interviews with people who know about the testing crisis, and undisclosed emails, correspondence on the issues involved. Community transmission began in January 2020 in the U.S. These delays were costly in February and could have been prevented either by going with the German design on Feb 10 or asking labs across the U.S. to develop their own test, and letting other labs immediately use the modified 2 component test of CDC that worked instead of doing this action weeks later. Mardi Gras on Feb 25 and other places where large crowds gathered in sports stadiums could have been stopped had testing gone forward and shown the true extent of the community transmission in these critical weeks.  First China delayed a U.S. team of experts coming into the country for weeks, and then the CDC, FDA, HHS, failed to get testing started, creating  a false sense of complacency. Two crucial errors outside and inside the country that caused so much damage to America and the world.   ...

And Schumer? The New York Democrat asked about the effort quoted his father who passed away last year. "As my late father said: you need to persist. God will reward you." For months Mr. Manchin a critical vote in the US Senate had opposed the Democrats proposed bills. Then Senators Mark Warner of Virginia, Chris Coons of Delaware, John Hickenlooper of Colorado took a different approach. They did not openly criticize Mr. Manchin, and appealed to his sense of history, his zeal for playing a leading role in a high stakes legislative deal. Schumer and Biden were willing to make some concessions for fossil energy now that with the war in Ukraine the US needed to export LNG to Europe to replace Russian supplies. China and India were still going to be using fossil fuels after COP26 and after the pandemic induced lower growth. The US had to find a different approach some fossil fuel concessions would make it possible to use it as abridge towards the larger goal of getting ahead on renewable energy in a big way.
