Policies to attract foreign investment, controlling military expenditures, and continuing growth were reversed as Russia took positions on Ukraine that led to western sanctions, capital outflows, and a sharp decline in the ruble. By May 2015 the ruble and oil prices had recovered from lows, but the ruble was still 35% below the level in June 2014, and the oil prices were still only two thirds of the peak in 2014. Russia sees the decline in the ruble as a way to reduce imports and increase import substitution for many products. The economy is weakened by high inflation- inflation was 6.9% in March 2014, going up to 16.9% in March 2015. In May 2015 Russia lowered the target repo rate by 1.5 percentage points to 12%. This editorial in The Guardian calls the new British Health Secretary Sajid Javid's actions after only 4 months on the job a bit of breathtaking cynicism, and a slap in the face of family physicians in the UK. In 2015 the Tory government promised to increase the number of family physicians by 5000, instead numbers have dropped today by 4.5% to 28096, even as demand has increased. The complete lack of sensitivity of the new Health Secretary to the level of burnout in family practice in the UK, and the difficulty attracting young doctors to family practice, has aroused a furious backlash in the UK. He has called for an end to social distancing and more face to face appointments when government policy had decreased face to face appointments following lockdowns. Britain has one of the lowest numbers of doctors per capita in Europe, says the Guardian, and that the government is tackling the wrong problem beggars belief.

Efforts by French president Macron to end the alienation of Russia from the Western Alliance by bringing together Ukraine's Zelensky and president Putin of Russia for talks in Paris. The effort is for the negotiations to take place in a new environment that accepts the need to recognize Russian concerns for NATO too close to its borders. President Macron has stated that Russia is not the threat for NATO to focus on as the world has changed with the emergence of China, the changes with the Trump administration policy. By ending the Ukraine conflict and Russian perception of a threat on its borders, Macron is making a constructive effort to bring Europe together and put the Ukraine conflict behind it. His comments about NATO being brain dead have received too much media attention, less attention to the effort to mediate and solve conflicts based on perceived threats Russia thinks it faces.

In Biden's address at the UN General Assembly he talks about climate change and Covid-19, and a foreign policy that brings together US and its allies in Europe and Asia. He said "the next decade will quite literally determine our futures."  He encouraged "competition" but he stressed he was "not seeking a new Cold War or a world divided into rigid blocks." Biden also said the US would spend $10 billion to end hunger and invest in food systems around the world.

Biden also increased US commitment for developing countries to reduce emissions to total $11 billion by 2024- in a recent interview Indian finance minister Sitharaman says India has done its work for COP21 emissions entirely without US or other funds.

In a few days Biden will hold a Covid summit where he will call for vaccinating 70% of the world's population.

Chancellor Merkel meets President Trump in a key summit in March 2017. The two leaders have different styles, one flamboyant the other reserved. Chancellor Merkel tells the German media "it is better to talk with each other than about each other." Trump called Merkel's refugee policy "catastrophic," Merkel has said that the Geneva convention requires countries to do this on humanitarian grounds. On trade German's Economy minister Brigitte Zypries says Germany would file a suit on any hike in import duties at the World Trade Organization, that WTO rules restrict import taxes to 2.5% on autos. Germany's BMW plant in the U.S. exports more autos than GM and Ford put together, and Merkel is likely to emphasize large German investment in the U.S.. The heads of BMW and Siemens and other industry executives are accompanying Merkel to the U.S. as trade will be a key topic.

President Trump announces a $ 16 billion farm aid program to help American farmers hurt by Chinese tariffs on American agricultural products. The money goes directly in payments to farmers. Mr. Trump sees the tariffs on Chinese products as paying for the program.

The Trump administration has blacklisted China's Huawei  and president Trump says that he considers it to be a threat to national security. He also sees it as a bargaining chip in future trade negotiations with the Chinese. China's president Xi sees his country's national sovereignty in how it sets its own economic policy and manages its economy as an issue. Both sides are far apart. Xi even cited the Long March led by Communist leader Mao to Yenan in the 1930's as an example of the fortitude needed by China in dealing with the American challenge.

Chennai, a city of 10 million in India faces a water crisis. It is approaching a situation of Day Zero when the water utility in the city can not any longer provide regular supplies of water through tap water. Tankers with water are used instead. This situation is a result of the 4 reservoirs used for Chennai water suffering from drought in the area- two are dry and the other two are almost dry. Water tankers supply water at the cost of an average salary of 9000 rupees  a month as shown in this story in the WSJ.

Cities such as Shimla, Managalore, Hyderabad, Delhi, also face water supplies crisis. All over India 600 million people live in water stressed areas, according to NITI Aayog, a government policy think tank. By 2030 the demand for water is expected to double. With weak monsoon rains the government is calling for water conservation.

The U.S. and India face difficult trade negotiations as India moves to build its Make in India campaign, building capabilities of Indian manufacturing companies for global supply chains. Mr. Trump will sign a $3 billion defense deal with India for supplying helicopters and other equipment to India. Indian policy on trade is to ensure local content and transfer of technology to build capabilities of local companies. The goodwill generated by the visit by Mr. Trump to India, and deals on defense could lead to agreement on other trade issues, as India and the U.S. balance other considerations such as the rise of China into the picture. This will take time and is likely to be done after the elections. Differences on tariffs will continue in the same way that differences with China led only to a partial deal, with contentious trade issues on technology left for the future.

This view from Udo Bauer of DW.com about the Berlin elections says the result with the CDU and the SPD each losing about 6-7% of the votes cast is more about the unpopularity of the CDU candidate Henkel and the SPD candidate Muller. He says Muller had about the charisma and appeal of a paper clip compared to the previous Berlin Mayor Klaus Wowereit who showed vision and assertive action. Other local issues were important in the election including crumbling infrastructure and dissatisfaction with services. The AfD won about 14% of the votes with its appeal to voters opposed to the refugee policy of chancellor Merkel. Yet Bauer thinks, like the Republican party in the past this could be a passing phenomenon, after voters have expressed their grievances about chancellor Merkel's "we can manage it" on the refugees. Something Merkel now says people read too much into. The SPD too has a lot to reflect on for handling local issues, says Bauer.

Reed ran Biden's office for 2 years to 2013, and Donilon shaped the message for the 2020 campaign- a fight for the soul of the nation. During crucial periods Washington, Lincoln and FDR's address to Congress shaped thinking in the US from the War of Independence, to the Civil War and the Great Depression, Biden's fight for the soul of the nation takes its place there. ...

The average price of a smartphone in India in 2022 was $206 excluding taxes, Apple's smartphones go for $898. With discounts Apple is now bringing the price down to below $500. In 2019 phones over $500 made up 3% of the market. This has increased to 6% in 2022. Apple is counting on this share of the market going up and prices being brought down below $500 to build a larger share of the market. Its market in 2023 is about 5% in India compared to 22% in China.

In China Apple has its own stores. It is only now opening its first store in Mumbai. This and building manufacturing facilities in India could be the way to increase its share of the market in India to where it provides an alternative comparable to the Chinese market. This is the first time after the pandemic and the supply chain issues, the idea of friendshoring, that Apple is reorienting its policy for making India a key part of its supply chain and market.

Inflation is above 4% in Germany for the last month. Shortages of workers is affecting most economies. Ports are filled with container ships that have not downloaded their shipments because of a lack of workers. There were a record 10 million job openings in the US mostly in the restaurant and entertainment industries. Low wages have led many to reconsider their careers during the pandemic, a phenomenon called the Great Resignation. Other people have dropped out of the workforce because schools have not reopened and there is a lack of good affordable childcare. The chairman of the US central bank Jerome Powell, says "It is frustrating to acknowledge that people getting vaccinated and getting Delta variant under control remains the most important economic policy we have. It is also frustrating to se the bottlenecks and supply chain problems not getting better- in fact at the margin getting a bit worse." ...

Much of the growth in 2022-2024 was a result of Biden administration government spending on infrastructure supported by private sector spending. With efforts to cut waste and set new priorities in government spending, growth in 2025-2026 has to come from private sector spending with the DJT administration. Catalans want to be able to choose their future with dignity, yet on independence opinion is divided in Catalonia. Prime Minister Rajoy has not handled the crisis well says Adler, when he had many things in his favor including EU support and support under the Constitution. Police action and the negative coverage have hurt Spain. Adler also points out that Rajoy and Puigdemont may be doing this for political purposes to increase their support. Rajoy's government failed to win support for the 2018 budget as it is a minority government with thin support in parliament. Puigdemont may also have overreacted and called the referendum  without considering this carefully. and having a realistic plan. XI Jinping says WSJ wrote in a 2020 essay- that he wasn't for weaponizing it but that China must “tighten the dependence of international industrial chains on our country” so that it would be a way to respond and create negotiating room for continued access to technologies and markets in the US and EU were the US and EU to make efforts to recover the supply chains they had inadvertently and carelessly turned over to China. This action by US and EU business executives should be considered one of the major and ignominous failures of American and European business management of that period 1990-2020 which has made it difficult to even make the initial effort to recover these lost supply chains.
