The FDA has handled the importation of masks from China badly says this report in WSJ. During the shortage FDA let 3500 Chinese manufacturers selling products of wide variations in quality to send masks to the U.S. Millions of these N95 masks are now available imported from China but their reliability is uncertain. The FDA even has the same manufacturers on approved and revoked approval lists creating more confusion. The FDA gave then revoked approval for products that failed quality standards.  The WSJ found that some of the companies given approval early were just weeks old and had not completed quality review by FDA. The WSJ reports that more than 60% of foreign made masks nearly all Chinese made failed basic U.S. government quality tests that reviewed 22 brands according to regulatory data. About one fifths of the makers were just weeks old and others made claims that were simply not correct. The FDA acted in a crisis situation so bad actors could take advantage of the situation say experts.  What happens now. The states of California,Washington and Texas are now checking their supplies of N95 masks to see if all the makers are on authorized lists and not revoked. Many doctors and hospitals are going through much anxiety because of the safety of their N95 masks in close contact situations in eyecare, dental care and other care, is now uncertain. ...

President Xi Jinping to introduce regulation into what was once an essentially unregulated economy, including a housing sector with financial risks built on ever increasing leverage, are expected to slow the economy to 6-7% growth rate. This is seen as acceptable to address the other goals president Xi sees as essential for the long term future of China. China urban is what most people in the US and Europe see. This is only 60% of China. The other 40% is stuck with lower incomes at about a third of urban areas and with few opportunities. Within urban areas there are the people with moderate incomes who are spooked at housing prices and living in small flats, and now with the pandemic there are many more who are unemployed as China lacks an unemployment insurance system like the US. This and Xi's close connections to farmers in Hebei, and other provinces where he has spent time as party secretary, mean he will now give all of China's people an even chance for a better life. During the Kennedy-Johnson period in the 1960's US agricultural technologies assistance and Norman Borlaug helped engineer the Green Revolution through higher productivity in agriculture. Norman Borlaug developed many high yield, disease resistant varieties at his Institute which were adopted in India. In the period of the 1950's and 1960's there was still famine in India. The last famine in India was in 1966 in Bihar when drought led to 45% drop in agricultural production, and in China in 1960. The American contribution to Indian agriculture is huge and the scale of the impact has never been fully grasped, forgotten 60 years later. India's contribution is only $0.8 million. Only 5.8 billion of the $39 billion in the stimulus package of $787 billion assigned to the Department of Energy for creating jobs in the field of "green" energy has been allocated as of June 19th. THe Department of Energy is structurally still making the shift o its new role as funder of green energy projects for energyefficiency and green fuels. It was understaffed as an agency with abudget of $26 billion. With the additional $39 billion a lot has to catch up for it to meet its new role. Besides awarding new contracts and grants the Department of Energy has pre-existing loan guarantee and direct loan programmes for energy projects that are boosted by stimulus money. And as this was moving very slowly, taking 3 months just to appoint an analyst to to look at an application, the staff for this is being boosted from 35 to 95. Because of the shortage of people the Department has asked Universities and trade associations for help for volunteer experts to look at loan applications. About 2000 experts have offered their help....

Ford is losing money, $12 .6 billion in 2007, lost market share from 25% at one time to 15%, and a stock price about to go below $6. Turn to the fuel efficient cars Mullaly wants to have, the same car sold in the US, Europe and elsewhere and designed by worldwide collaboration between engineers and designers in Europe and the USA and emerging markets. The Verve a fuel efficent small car is one example and it will also use globally made parts. Why is the Verve though going on sale in Europe this year and not in the US, is not clear. And why won't it be called the Verve in the US? The idea that it could be called the Fiesta may not make sense, as the old Fiesta model in the USA did not have that great an image for quality and value.

The renewal of America requires new leadership at the helm of America's institutions for higher learning when men's enrollment in college education is endangered as reported in WSJ. This WSJ report shows presidents choosing to retire at Dartmouth, NYU, Columbia, U Penn, MIT. Lee Bollinger is 75, he started at Columbia as president in 2002. He helped raise $13 billion and expanded the 13 acre Manhattanville campus. Yet what does it say for so many college presidents when during the period when they raised vast sums of money and during the last 2 decades college education is harder and harder to afford for ordinary Americans? During the pandemic WSJ reports in 2021 even show that American men are having a hard time paying for college education and rates of enrollment are dropping for men to alarming levels. Never before in America's history has it been said that American men are becoming endangered for higher education. One rarely hears college presidents talk about these social issues that are top and center for ordinary Americans. It is not just Columbia or what are called Ivy League institutions, most of the leading colleges in America have forgotten why they are here in the first place and what made America what it was and again can be, a land of opportunity for all. It is time for anew generation of leaders in American higher education to dedicate themselves to this task - so that we hold these rights to be self-evident, to renew America in the face of many challenges and set a model for the free world. ...

The corporate tax rate was reduced from top rate of 35% to 21%, and investment spending was given accelerated deduction for income taxes. The studies show investment growth in years after 2017 was the same as the years before. To test if the rate of investment was slowing and the law pushed it up studies show this not to be the case. It was also shown that accelerated deduction of investment was more effective in increasing investment for individual companies based on 12000 corporate returns studied. ...

The increasing participation of women in the workforce was factor in the growth and prosperity of America by the middle of the 20th century. In a speech sharing her personal narrative at Brown University, her alma mater, she described how other nations had passed the U.S. in women's participation in the workforce, and how it remains stalled at 75% for women either working or looking for work. Her speech was at a conference "125 Years of Women at Brown." The U.S. is now 17th among 22 developed nations in participation of women in workforce, mostly because of government and business policies that relate to paid maternity leave, affordable child care, and flexible work schedules.

Infrastructure spending under president Duterte of the Philippines has increased from 4% of GDP to about 6-7%. Many new projects are started as part of the $177 billion building program. This includes the Clark City project to house 1.2 million people and government offices to move congestion out of Manila. Duterte's plans include cutting traffic down by one third on the artery along the sea that takes 2 million people into Manila from the outskirts every day.

Duterte has continued infrastructure projects planned by his predecessor, and 69% of Filipinos support this infrastructure building program. Conservative spending under his predecessor gives Mr. Duterte more room for increasing spending. Indonesia at 72nd rank and Philippines at 96th rank have fallen behind in infrastructure development in a World Economic Forum recent survey of 141 countries.

Uber and Lyft, ride-hailing apps are adding to the traffic in downtown areas of major cities in the U.S. It is getting worse to the point where cities are looking for ways to ease the congestion in downtown areas of Chicago, San Francisco, New York, New fees are being enacted in these cities on Uber and Lyft, and regulators are also considering fees. The problem is that ride sharing apps customers prefer not to pool or share rides as the ride sharing apps said they would to prevent congestion. Another problem is that Uber and Lyft are actually pulling people away from buses, subways and walking creating new waves of congestion and poor utilization of public transportation designed to ease travel for most of the post war period. Worse they are not supporting healthy living because it is harder to walk on traffic congested streets and some people become lazy and just grab a ride rather than walk a short distance or walk to public transportation. Another issue is that an estimated 40% of the time the Uber and Lyft drivers in major cities cruise around for fares without passengers. San Francisco county officials have found in a study that over 60% of the slowdown of traffic speeds in San Francisco between 2010 and 2016 was due to the introduction of ride hailing apps. In Chicago, the policy director in the mayor's office says there is exponential growth in traffic congestion from these ride hailing apps.  A December report by the California Air Resources Board found that ride- hailing cars are driving with no passengers 39% of the time, and New York city estimates cruising at 41%. Mr. Schaller, a New York City official who has studied this issue says surveys in many cities show about 60% of riders in Uber and Lyft would have walked, biked or taken public transit or stayed home if a ride hail car was'nt available. More and more so called disruption by Silicon Valley in the interest of rapid and chaotic growth is looking like a bad thing, says this report in the WSJ, creating a whole new set of problems. What is not even understood here is the vast misallocation of resources, the billions of dollars that could have improved public transportation, bike paths and other means of getting around, improvements in cities downtowns to make them friendlier and with new park spaces with those dollars invested there instead of in ride hailing apps.   ...

U.S. household net worth has surged a Fed quarterly report shows. But the winners are not the same people who lost out in the Great Recession. Home prices in Las Vegas, Pheonix and Miami are still well below - over 25%- than when they were at their peak before the recession, according to Case-Shiller price index. It is in cities such as San Francisco, Dallas, Denver and Charlotte that prices have surged. As for stock investments this is concentrated among the higher income and wealthier households. Core Logic shows the number of people underwater of 12 million at the peak, and this has declined to 3 million. Overall the trend is positive when combined with the Census report showing strong gain of median income of 5.2% in 2015, and shows Obama policies working in the right direction. Though it has taken time, still leaves many people behind in parts of the country, and for demographic groups such as older people who lost jobs in the recession.

Porsche is opting for hybrid engine over diesel as a choice for fuel efficienct vehicles. Its designing a hybrid engine for its Cayenne SUV that will give 25 mpg and reduce gasoline consumption by about a third. The hybrid Cayenne will make it to showrooms by the end of 2010. The German market is increasingly moving towards fuel efficient vehicles and interest in climate change and reducing the impact of emissions is strong. Emissions taxes (tying vehicle taxes to emissions) are being considered in Germany and carmakers are seeing a slide in sales in the first half 2007 of 9% compared to 2006 as customers are waiting to see which vehicles will get taxed the most.

About 600 US and European company brands are leaving Russia. This report in the WSJ shows how ordinary Russians are coping with jobs in limbo. Many of these companies are continuing to pay employees but jobs remain uncertain. This includes companies like Sweden's IKEA that are popular in Russia. As western sanctions make operating difficult companies future is uncertain. This is creating anti-Western sentiment particularly in the rural areas which use mostly Russian made products and which are Putin's main source of support. Even Russians who question the attacks on Ukraine are skeptical how the withdrawal of these companies helps find a solution for Ukraine. This is happening even as the errors made by 4 term German chancellor of increasing the dependence of Germany on Russian energy supplies from 36% during Putin's annexation of Crimea to 55% today are becoming abundantly clear.That makes an energy embargo on Russia difficult for Europe, with German business saying this would be "catastrophic" because it is unprepared even though this alone provides about $1 billion a day to Putin's Russia. Meanwhile EU and other western leaders call attention to India's drawing 1-2% of its energy supplies from Russia even though one month of Indian imports is equal to just one afternoon of European oil and gas imports from Russia. India has done more than Merkel's Germany to meet the need for humanitarian vaccine assistance for the poor countries of Asia and Africa, Middle East, and is now engaged in meeting the needs of the world for foodgrains after the fallout from an Ukraine crisis that is a result of emboldening of Russia from Merkel's policies.  ...
