French president Sarkozy, and German chancellor Merkel, announce the decision to seek treaty changes to make fiscal discipline a critical part of the new EU treaties. They issued an ultimatum to other EU countries to decide within a week whether they wanted to be part of a eurozone under this arrangement. In any case France and Germany will move ahead for a tighter union. Merkel stated- "We need structural changes. It is not possible to do this in the framework of the current treaties." Germany secured France's acceptance for having national budgets submitted for review by a supranational European body and automatic sanctions. France secured Germany's acceptance of a way to override this if automatic sanctions are blocked by a strong majority of members voting to this effect. On the issue of bondholders, of private creditors sharing in losses, France and Germany agreed to limit this to Greece. Merkel stated: "Greece is and will remain an exception," to which Sarkozy added, "the message to investors from across the world is that in Europe we pay back our debts."...

Problems that may be unfixable for the Afghan national army, and for which no increase in foreign trainers could make a difference. About 3% of the army recruits are from the Pushtun south, the main part of the country, where the Taliban are strongest. Officers from the northern areas have to use translators in the Pushtun south, a bad sign. And there is a shortage of officer talent. Gereral Caldwell who is working on training the army, says he was appalled at the emphasis on quantity not quality- the Afghan army has reached 134,000 in numbers. The ratio of instructors to recruits ranges from 1 to 80 to 1 to 466. It will cost $11 billion to maintain compared to an estimated $1 million per American soldier each year. Even if training problems are fixed, having 3% of recruits from the major Pushtun part of the country where the fighting is being done, simply makes the overall problem unfixable. Serious doubts remain about the effectiveness of value at risk or VAR quant models used by JP Morgan Chase to measure potential losses on a trade on a bad day. A newer model used by Chase in the first quarter showed smaller losses. When the old model was run this trade showed double the losses according to Chase managers. Greenberger, a former CFTC official and a professor at the University of Maryland School of Law, says if the trade become hard to unwind it shows poor risk management. And experts say it is not much of a hedge if it is done in an obscure part of credit markets and hard to unwind without serious losses. Peter Tchir, a former head of index trading at RBS bank, says CEO Dimon must have seen these kinds of hedges as part of his overall strategy, which is why he supported them in April 2012. The problem lies in that the bank size has grown to such proportions that its simply too big to manage, with trades it has to make becoming massive as a consequence.

Difficulties facing the recovering airline industry as the price of oil continues its increase. Goldman Sach's Group raised its forecast from $68 per barrel in 2007 and 2008 to $80 in 2007 and $90 in 2008. Airlines have already taken a lot of the costcutting steps from flying lighter more fuel efficient planes to smaller steps like reducing the weight of beverage carts and taxiing on the runway with one engine and so on. But their forecasting and business plan estimates of oil costs have been far off the mark and hedging has been inadequate. Lasty year as per the ATA, Airline Transport Association, 42% of the consumption on average was hedged at $60 per barrel, this year 2007 only 31% of fuel consumption on average has been hedged at $62 per barrel. To give some idea of how far off the mark, United's business plan used $50 per barrel through 2010, and Delta used $65 in its business plan for 2007. Expect more fare increases and capacity reductions if this price trend for oil continues. ...

A Whirlpool appliance factory in Amiens in the Somme region is slated for closure and relocation to Poland. Emmanual Macron made a surprise visit to the factory to talk to worker representatives. He says he cannot prevent the closure but can work to arrange for good terms for the closure. Marine Le Pen the far right candidate also visited the site at the factory gates where workers were on strike. Afterwards Macron said "I try to fix problems, not to exploit them."  Macron has come under criticism in the French press for taking too much for granted in the second round and not fighting for support the way he had earlier. Le Pen has appealed to workers facing factory closure and areas that have been neglected as factories closed in previous years. In the north and northeast smaller towns and areas neglected in the tech boom and facing deindustrialization have turned to Le Pen. Macron's effort to go into these areas is part of his style and his conviction that the problems have to be tackled in the deindustrialized areas, and to break the image that the National Front is striving to create of a candidate from investment banking that does not understand workers. ...

He replaces Vince Priebus, who was the Republican National Party chairman during the 2016 election, becoming the new White House chief of Staff in January 2017. Priebus lasted only 6 months. This report points out that presidential family members Kushner and Ivanka Trump now report to Kelly, as part of the new discipline imposed by Kelly in an effort to reverse the chaotic situation in the White House with different quarreling factions. Kelly made this a condition for his taking the position, which Trump accepted as he was keen on firing Vince Priebus and had asked Kelly to take the job since May. Kelly is shown here as monitoring the contacts of Cabinet secretaries with the president. Who sees the president and for how long is now determined by Kelly to impose rigorous discipline. Kelly supported McMaster in the dismissal of a National Security Council member supported by Bannon and Kushner, in an effort to bring discipline. There is one area Kelly does not get into- the tweeting and personal affairs of the president. His job as he sees it is to put some bureaucratic competence around the president. In doing this he takes a tough approach that so far is respected by president Trump, as the presidency suffered from repeated setbacks from infighting and leaks. Will Kelly last where others have failed is a question posed in this report. Two people who were superiors of Kelly give their opinions. Kelly reported to Leon Panetta, a former chief of staff under Bill Clinton who was Defense Secretary, and to Robert Gates,  a Republican who was Defense Secretary. Panetta may know him closely as Kelly was his chief military aide as Defense Secretary. Panetta says of Kelly, that Kelly never minced words, said what he thought looking at you in the eye- if he thought a proposal was nuts he would say it right out. The big question Panetta says is whether president Trump will give him the authority for long. Also stated in this report is that Kelly called Comey when he was fired as FBI Director, and that Kelly even considered resigning in protest.  Less noticed even in this report is the way in which a team of experienced politicians and the senior most officials in defense and national security are working together in August 2017. In an interview with Washington Post editor Ignatius broadcast on PBS, Republican Senator Corker described how he works closely with them, and how the key people in defense and national security work together before they see the president. The appointment of Kelly helps to create a core independent group of advisors around the president, which is positive in the event the U.S. has to respond to a crisis. ...

This opinion piece in De Zeit says there are different ways to look at Chancellor Merkel's refugee policy, as a failure, as an act of compassion, influenced by her experience in East Germany, her Christian upbringing as a daughter of a pastor, or Germany playing a role in Europe after Barrack Obama failed to provide American leadership in the refugee crisis. It says some of this commentary in the media ignores the fact that it was always the intention to accept a large number of migrants as part of a policy of European humanism in the face of misery of refugees, but to carefully manage this influx, to reduce the flow of refugees, and wind down the flow by vigorously addressing the causes. From this point of view the commentary about Merkel's failure is overdone. It is interesting that some of the weirder descriptions describe Germans conscious of the history as being outpatients in a American clinic closed down by president Obama. In any case American presidents have overreached, consider Reagan and Bush with German's strong or cautious reaction, and underreached with Obama providing cause for concern and efforts to fill in for a missing American role, with both roles difficult to fill for Germany by itself. America is not defined by its presidents and its politics alone, but by its own history, which has reflected the same values since the founding fathers Jefferson and Washington. Germany's policy has merely reflected these same values, at a time when the U.S. was simply taking a pause from its foreign involvements in regions fragmented by tribal, religious and other divisions. In doing so being the true partner it was its intention to be. ...

June's employment numbers in the U.S. from the Labor Department show only 80,000 jobs were added. Job creation dropped in the second quarter to about 75,000 a month from the average of 226,000 in the first quarter 2012. Part of the reason for the higher figures in the first quarter was unseasonably warm weather during that period. Manufacturing added fewer jobs in June, down to 11,000. Healthcare added 13,000 jobs. Of 12.7 million people unemployed, the number of people unemployed for more than 6 months is 42% of the total or 5.4 million.

The convention was held in Lower Saxony to give a boost to the election prospects of the CDU governor of the state, David McAllister. The CDU has 39% support in the polls and the 40% mark will be needed to form another coalition with the FDP, because of the sharp decline in the FDP's popularity. Merkel's personal popularity is high, with 58% favoring Merkel over 38% for the SPD candidate for chancellor, Peer Steinbruck.

US transportation policy is being shaken up and is in for big cahnges. The head of the House Transportation and Infrastructure committee is a Minnesota Democrat Rep. Janes Oberstar, he is suggesting Congress steer $30 billion to highways and bridges and $12 billion to transit as part of the $85 billion being discussed for transportation spending in the stimulus plan. Easwar Prasad, Cornell University economist, and a former head of the IMF's China division, says the new report by the World Bank and the Development Reform Commission (DRC), is part of an effort by government officials in China to push the agenda for change forward during the transition to a new leadership. This includes Premier Wen. There is pushback from large state enterprises. The DRC and the World Bank had called for a change from the current situation to allow more private sector involvement in the economy, which means restricting the growth of the large state owned companies and letting the private sector operate in more parts of the economy. The alternative is to see growth slowing quickly and -some economists- say suddenly without warning. The role of Zhu Rongji, a former prime minister during the period Jiang Zemin was president, in pushing for changes appropriate to the period, is also cited. The last decade under prime minister Wen Biao is seen as one in which China relentlessly pursued its currrent export led model of development with large state run companies and state run banks dominating the economy. This has made change even harder to achieve because of the pushback to preserve the status quo....

This WSJ editorial says GE's decision to exit the banking business follows the U.S. Federal Reserve's move to designate GE Capital a "systemically important financial institution," subject to extra scrutiny by the Fed and stricter regulation. This reduces the potential for higher returns that existed in the earlier environment of limited regulation. It points out that GE was so keen on escaping the "too big to fail" label and stricter regulatory oversight that it was willing to pay $6 billion in taxes to repatriate cash from overseas as part of shrinking GE Capital. In an earlier editorial in 2011 WSJ pointed to the role of GE Capital in the financial crisis of 2008, when GE shares dropped to $6 and GE needed government rescue funds.

There is strong cirticism from many quarters about low interest rates as a prime culprit in causing the bubble in housing prices. In comments before the American Economic Association, America's Fed Chairman Bernanke defended his role as Fed governor in 2003 when he along with Greenspan was an advocate of the decision to cut the Fed's target interest rate to 1%, and to leave it here for a year and raise it only slowly. Bernanke says countries like Britain, New Zealand, and Sweden had tighter monetary policy but there home prices rose more, and monetary policy explains only 5% of the variation in home prices. Analysis has shown he says that capital inflows such as those the U.S. received from China and other Asian countries explains 31% of the variation in home prices, supporting a contrasting theory that that its these global imbalances that drove the crisis. He also placed the primary fault for the housing bubble on relaxed lending standards and views that housing prices would rise forever. Alongside these comments Fed chairman Bernanke also said that bank supervisors and other financial regulators of which the Fed was one, has a better ability to contain the excesses that led to the economic crisis including housing bubble and other excesses, than the Fed as a monetary policy maker. By saying this Bernanke is acknowledging that the failure of regulation was a key part of what happened in the economic crisis. The failure to fix the regulatory system even now leads Bernanke to say that he is open to using monetary policy as a supplementary tool for addressing risks should another bubble develop, if the regulatory system isn't reformed. Still Bernanke and Greenspan were quite complacent at the time of the low interest rates and did not point out the dangers of global capital imbalances which were evident at the time, preferring to say that the United States could benefit from the inflows of capital from overseas without serious risks. And the Fed did not exercize its role of vigilance in alerting the country to excesses in the way the housing industry operated and in exercizing its own powers to that effect. Instead the Fed as regulator and in role as asafeguard for serious risks let itself become part of the cheering section as the worst excesses in housing were being exposed....

He also faced opposition after Defense Secretary Esper was replaced and he served as assistant to the new Defense Secretary, in appointment to the FBI, by then Attorney General William Barr. Kash Patel actively campaigned for DJT during the 2024 campaign. Bret Stephens on the foreign policy debate about supporting or not supporting dictators. On the big one today of Iraq after the large gains with Maliki in Iraq it could be said that its not an easy path either way with each path fraught with dangers, but in the long run if one perseveres and again in the spirit of democracy and with the people in the region themselves and their leaders having good sense and good judgement and putting the interests of the whole region before their personal interests, given this you are always going to do better by your people and the people in the region affected, by respecting democratic ideals and principles. Pakistan is not a good example because its leaders have put their personal interests before the interests of their people but even there things are changing. Zardari's dirtier and clumsier hands are mentioned by Stephens but even here this time the opposition led by Nawas Sharif decided that its more important to respect the electoral process and democratic ideals and let Zardari run Pakistan. Administrations like the Bhuttos and Zardari's have alway been corrupt so there are no high expectations but even here the people of Pakistan will find a way to make the progress they desperately need and find the leadership that can provide it. The military muffling and jailing dissent and not respecting the independent judiciary may not affect the person on the street in Des Moines or Delaware but for people in Pakistan who have suffered under military rule this may be a different story. And in the Middle East things were not that much better with dictators in power either in Palestine and its an area where the conditional part of leadership in the region having good sense and judgement should be considered as well as history. In Iran its not between the Ayatollah and the Shah, before the Shah an elected government in Iran was overthrown when its anti western oil company stance was seen in the light of the cold war. It was the overthrow of that government that brought the Shah in. Had it continued the internal politics of Iran would have been resolved by the people there. In other words western oil interests and lobbies and the cold war distorted the process there. Without the two Iran's politics would not be of much interest to people in the USA and governments there also would have no reason to be especially friendly or especially hostile to the USA. So once one removes the distorting factors and takes out the countries which cannot be used as good example like Palestine and Iran, on the big one Iraq where the people and the leadership in the region did not fail even in very difficult situation and the US persevered, respecting democratic ideals and principles was the best course with the best results. The improved Libyan relations should not be chalked off as a point in favor of dealing with dictators. With better or worse relations with Libya it made little noticeable difference or probably no difference to the people in Des Moines or Delaware. For Iraq it makes a big difference to get it right by both peoples. Libya which had closed itself off from western technology and ideas now opens itself up because this way it can improve life for people in the region, this may be the only thing that has changed. And Stephens puts it another way its more sustainable. But why is it more sustainable to respect democratic ideals and principles given that the leadership of people in the region affected and the people themselves have good sense and judgement? Because in doing so one is respecting oneself one is more true to one's own people's idea of a good and just society and one is respecting other people....

The legenday hitter and catcher of the New York Yankees Yogi Berra (1925-2015) dies in New Jersey at the age of 90. His many popular sayings, including the one " It aint over, till its over," and "When you come to a fork in the road, take it." He was born in St. Louis to a family of immigrants from Northern Italy. In his best year with the Yankees in 1950 he had 124 runs batted in and 116 runs scored. He was MVP in 1951, 1954 and 1955, and was part of the team that was the rival for the Brooklyn Dodgers between 1947 to 1956. As a catcher he played Game 5 of the 1956 World Series, the only no-hitter in World Series history, which was played against Brooklyn Dodgers. He became a loved figure in American life with his wit and sayings, his skills in the game, and his integrity. Between 1963-1974 he served as manager and coach for the Yankees and the New York Mets, and later coached for the Houston Astros in the eighties.

According to the Transportation Department, the average fuel efficiency of trade ins was 15.8 mpg, and the average fuel efficiency of vehicles traded in 25.4 mpg. Equally significant was that 83% of the trade-ins were trucks and 60% of new purchases were cars. The Ford Focus was the top selling vehicle. Dealers estimate they sold 250,000 cars with the rebate money....

India lags way behind China in electric vehicles. About 1.35 million electric automobiles on Chinese streets compared to about 6000 on Indian streets. Where India is ahead is in the electric rickshaws, 3 wheeled vehicles that form an important part of public transportation in India. About 132,000 electric rickshaws are added each year and annual sales of $1.5 billion are expected to increase by 9% by 2021. These electric three wheeler rickshaws are cheaper to operate, cleaner and more profitable to operate, making it attractive for operators of gasoline rickshaws to switch to e-rickshaws. Kinetic Engineering and Mahindra & Mahindra are the largest manufacturers in India.  About 695,000 three wheeler electric vehicles were sold in India for the fiscal year ending in March, with a 24% increase over the prior year. India's Ministry of Finance is planning to invest 40 billion rupees or $600 million over the next 5 years to promote charging infrastructure and e-buses. The government's focus is on promoting electric vehicles for taxis, buses and two or three wheeler vehicles. This is expected to reduce air pollution in Indian cities. ...

WHO puts 12 Indian cities in the top 20 for air pollution worldwide. ...

Jennifer Steinhauer of the NYT says the U.S. Congress is acting as a counter balance to  president Trump to maintain America's postwar policies common to both Republican and Democratic presidents and seen as part of core values- support for NATO and the mutual defense enshrined in Article 5 of NATO, support for the trans-Atlantic alliance. Senators in Congress are now voting overwhelmingly to support these values. This is seen in the manner the leading Republican on the Senate Foreign Relations Committee sees his job- to retake the important role Congress and the Senate Foreign Relations Committee has historically played in making foreign policy. His view is that the committee he chairs had become a kind of debating society. It is also seen in the way Corker handled a Russia sanctions bill giving Secretary of State Tillerson time to seek improvement of relations, and when time had run out pulling together all members of the Senate to pass the Russia sanctions bill. That bill passed the Senate by 97 for and 2 against in an overwhelming show of support for Congress to make its own foreign policy moves.  ...

Higher exports and lower imports boosted GDP growth by 1.59%, higher investment in equipment and AI related intellectual property investments, and consumer spending on healthcare services, pushed US GDP up to 4.5% for third quarter 2025. The annual rate of growth was pushed up to 2.5% matching the 2.4% growth in GDP for 2024 under the Biden administration. As the benefits of the rebuilding of American manufacturing, the benefits of the rapid depreciation of equipment and plant investments under the BIg Beautiful Bill are still in the future the GDP number is expected to be higher for 2025 and 2026. The formula for GDP estimates is to take total domestic spending and minus imports which are part of domestic spending in the US on imports, and to add the exports number, as these are goods produced in the US. An administration such as DJT administration today that promotes US exports, takes strong action such as tariffs against unfair trade goods pushed into the US, promotes US jobs and growth, ensures fair trade prevails, and invests in the US, is far more likely to get better GDP growth and jobs growth results. ...

Efforts by prime minister Erdogan of Turkey to reach a peace agreement with the Kurdish PKK and its leader Mr. Ocalan who is in a Turkish prison since 1999. Mr. Ocalan is reported to be ready to reach an agreement. Prime minister Erdogan is keen on reaching an agreement because of the war in Syria, where a group related to the PKK and Ocalan is in control of the Kurdish northeastern region in Syria. This creates a situation where the Kurds in northern Iraq and in Syria could form a Kurdish state. Other reasons for Erdogan to push forward with an agreement are his intention to rewrite the Turkish constitution to setup an executive presidency. Erdogan would then be able to run for president. He would need Kurdish voters support for this move. In recent years Turkey has moved closer to Iraq, is its main trading partner and a destination for Turkish exports. Turkey now sees itself as a regional power in the Middle East after years of waiting to become part of the European Union. Turkey sees other advantages for this move to a peaceful Middle East- it sees benefits from trade with Egypt, and a new Syria after the fall of the Assad regime, making the whole region a destination for Turkish exports and foreign investment. As part of this move Erdogan's administration is lifting curbs on the use of the Kurdish language in the Kurdish southeast of Turkey and in the regional capital of Diyarbakir. This is an example of how trade, commerce and changing political conditions can create peaceful progress. It is reminiscent of the situation in Spain where the Catalan language was suppressed by the government of Franco till the 1980's, when the formation of the European Union and the changed political climate led to autonomy for Catalonia under a elected federal government....

Mark Gilbert, a visiting associate professsor of European History at the John Hopkins School for Advanced International Studies in Bologna, describes the crisis of the political culture in Italy that goes deeper than the economic crisis and has lasted for most of the post war period. Gilbert says the political parties have avoided implementing financial discipline and opening up the economy for most of the last two decades, except for brief periods, and did not take the opportunity of joining the eurozone to make serious changes. Italy has many parties with the Democratic Party having 25-30% support in the polls and Berluconi's People of Liberty (PdL) having the support of 20-25% of voters. There is also the Northern League, the Third Pole of centrist Catholic parties, the Italy of Values party, and the Ecology Freedom party. Italy lacks a national consensus on making the changes. The risk is that Monti will not have enough time to make the changes, as new elections may be held by April 2013. His government was formed as a government of technocrats led by former EU commissioner Mario Monti, after President Napolitano forced the PdL, the PD, and the Third Pole to work together to support the new government. Changes are needed in the legal system, local government, the health sector, and in the university system. One factor favoring Monti is that 90% of Italians voters are dissatisfied with the political parties, according to Italian think tank ISPI. For Italy the EU crisis has in this sense a positive aspect as it has forced Italy to come to grips with economic and cultural changes under a leadership from outside the political system....

In 2022, more than 40% of children had at least one chronic health condition, and today, nearly 80% of young adults do not qualify for military service in large part for health reasons. We're, ah, think of that 80%. Something is wrong and that's why immediately after Bobby is sworn in, I will be signing an Executive Order establishing the President's Commission To Make America Healthy Again. We have some great people on that commission chaired by our new secretary. This groundbreaking breaking commission will be charged with investigating what is causing The decades long increase in chronic illness, reporting its findings and delivering an action plan to the American people, and it's going to be a plan that people are really waiting to hear. Bobby, ah, I want to thank you. You've gone through a lot. It's taken great courage. You've been amazing actually. I'd call him and say, You're gonna be OK. And he said, I know, I really do. "Perhaps most importantly though, Bobby created a nationwide movement made up of millions and millions of mothers and fathers and young people and concerned citizens of every background who want to end this horrible chronic disease crisis that exists, exists in America. He's absolutely committed to getting dangerous chemicals out of our environment and out of our food supply and getting the American people the facts and the answers that we deserve after years in which our public health system has squandered the trust of our citizens, and they really have, they didn't, they don't trust us. They don't trust anybody, frankly they've gone through hell. There's no better person to lead our campaign of historic reforms and restore faith in American health care, and Bobby's going to do it. The United States spends more money in health than any other country on Earth, but we're growing sicker every year. We're not as healthy as countries that spend just a fraction of what we spend, so there's something wrong. He's going to figure it out. In recent decades we've seen staggering increases in cancer rates across all age demographics, including more than 40% increase in childhood cancer since 1975. Who can believe that? And an explosion in other chronic childhood illnesses not long ago, 1 in 10,000 people, children had autism. Now it's 1 in 36. Think of that 1 in 10,000, 1 in 10,000. Now it's 1 in 36. Who can believe that there's something wrong. There's something wrong, and I think it's it's something that can be found out.
