The question relates to what the World Bank's mission should be in a world where develping countries such as China and India have made signficant progress. Yet a lot remains to be done in China and India, and the World Bank sees its role as facilitating the development of needed infrastructure in India and efforts to control pollution in China, better manage the growth of cities in both countries, and also work in the poorer parts of Europe such as Greece. World Bank president Kim sees the World Bank working with the private sector to ensure that infrastructure projects have "a transformational outcome" to help improve incomes of people struggling to join the middle class.

The worst flaw in the health care bill says the Economist is that "fee for service" and doctors billing for each test done continues as before.The whole idea of medical services based on medical necessity and value for money has been left out of the billsin Congress. Alan Meltzer also pointed this out in his discussion of the deficits and debt over the next decade; that the 25% reduction in medical expenditures does not look anywhere closer to reality, worsening the deficits. This is also the view expressed in the discussion of health care reform in the November 2, 2009, issue of Business Week. Never mind said BW that the doctors and hospitals account for one third of medical expenditures and there is waste in Medicare spending. Congress said BW has made no changes in the "fee-for-service" system of medical care that has inflated medical costs, by paying doctors for the volume of services delivered and not the quality of services delivered.

Reserve bank of India's Governor Dr. V.Y. Reddy, who was a strong regulaor and did not allow mortgage securitizations, derivatives, and increased the reserves banks had to hold in case things went wrong. He had strict rules for bank lending in the real estate industry even as a real estate bubble developed in India, all of which is keeping India's banking system in good shape as it faces the global credit crisis. Criticized at the time by bank executives for his strict no nonsense rules, he is now regarded highly by Bank CEO's in India. One of this no nonsense rules was that banks had to hold on to loans they made on their books as banks all over the world have always done in the past, because it made good sense as banks were likely to police themselves for loans they were responsible for. Vague and possibly dangerous experimentation in the name of productive change was frowned upon and the tried and tested rules were followed.

Busiess plans are amorphous and flexible and reviewed at Thurday meetings every week. He has promoted two executives up to senior positions Kuzak on the product development and full lineup side and Cischke on the fuel efficiency and sustainability side who also helped fill him in on details. He is not concerned with sales decline and says its in the plan. Passenge cars make up about half the sales and pickups the rest. It will be 2009 for consistent profitable operations. And it will be 2011 for a fulllineup of cars which will be done leveraging global resources. How the peg to the dollar creates two major problems for the Gulf countries, Qatar, United Arab Emirates, Saudi Arabia. First it means higher inflation in these countries, with double digit inflation in Qatar and the Emirates, and 5% in Saudi Arabia. Second it means policy inflexibility, monetary policy should be tightened when the Fed is easing. Monentary expansion is as much as 15 to 40% in the Gulf countries. There are 2 option one is a revaluation at a much higher exchange rate but this does not solve the problem of monetary inflexibility. The other is to peg to a basket of currencies including euro and dollar just as Kuwait has done. A shift to a peg to a basket of currencies would lead to diversification with these countries holding fewer dollars and would hurt the dollar. Saudi Arabia is reluctant to go with a different peg considering the dollars precarious situation but other Gulf countries may follow Kuwait.

Arthur Levitt former SEC Commissioner on proposed regulatory changes. He calls for the merger of the SEC with the Commmodities and Futures Trading Commission so that there is one unified regulator. It is the CFTC that has the responsibility to regulate derivative trades that have done lot of the damage in this crisis. The new agency would supervise markets for OTC, exchanges, boards of trade, municipal debt; broker dealers, investment banks, accounting standards,rating agencies,mutual funds, hedge funds,corporate reporting, and the clearance and settlement systems. He rejects Secretary Paulson's idea of gutting the SEC and the CFTC of their mandates and placing the Fed and Treasury in charge of our markets, a proposed approach made in 2007. To this Levitt says just imagine our financial markets controlled by the White House. He wants this new regulator agency have a chairman appointed for 7 years and commissioners appointed on a non partisan basis.

The huge investments that president Biden has made in America, including rebuilding aging infrastructure are part of the reason that the economy has been resilient with unemployment at about 3% and inflation coming down from 9% to 3%. He visits a homeless shelter in New Delhi and asks what can be done to prevent the number one infectious disease in India and globally. The disease affects 1 in 38000 in the US and 1 in 500 in India a huge contrast as poverty and poor health conditions increase spread of TB. It grows with depleted immune systems and poor food intake. This alone shows how important it was and continues to be that prime minister Modi put forward no cost (free) allocation of foodgrains, lentils and vegetables during the pandemic to hundreds of millions of needy households. This and Clean India campaign Swacch Bharat + Har Ghar Jal Clean Water Every Household  play a critical role in providing the basic environment for health in India at the ground level for nutrition+ clean water, and sanitation. India has allocated $1.7 billion for TB prevention and treatment. 4-5 TB vaccines are in test stages.  Nearly 90 percent of estimated TB cases are now being diagnosed with treatment success rates high, says Gawande. Lael Brainard, head of the National Economic Council, and former Vice Chair at the Federal Reserve answers questions at the Council of Foreign Relations in Dec. 2024. Points she made are- The inflation we experienced was correctly diagnosed by Powell and the Fed as caused by Supply shocks from the pandemic not 1970's style embedded expectations inflation.  The response was to free up the supply by freeing up the clogged Los Angles Ports with labour and logistics coordination, and other actions. It also included redoing the supply chains to reduce dependence on China as only supplier. The 2017 tax cuts mean revenue will be 1.5 percentage points lower than the historically 18% of the GDP. This will increase the deficit. Biden administration had kept the deficit in control and reduced it by making offsetting adjustments when investment in certain areas such as childcare was done. The childcare tax credit is important for American families. Action is needed to increase the supply of housing. These are reminders of what is needed for the new DJT administration to keep the American economy on a strong footing says Brainard.     ...

Early warnings that the cost cutting of Musk DOGE was a lot of PR and controversy, where instead Republicans are disciplined and persevering. Could Musk and DOGE controversies have done more harm than good by not having disciplined cost cutting that people respect as needed. Democrat Jimmy Carter in 1976 proposed Planning Programming Budgeting Systems where every year last year's budget is irrelevant, the budget for the new year is built from scratch and offers discipline to avoid unnecessary costs in the budget, items from previous years simply pushing up deficits. PPBS courses were taught at Northwestern Business School and I took it at the time- not offered now. Once a bureaucrat has a budget no matter what his politics he wants to keep it. Democrat Harry Truman in 1940 went on the shipyards and into factories to supervise firsthand the federal spending in the war making hime known for the first time in Congress. Prudence in spending is everyone's responsibility.   ...

EU Japan South Korea face serious negotiations ahead, regardless of ITT ruling on May 28, 2025 saying the president did not have emergency powers. The ruling does not apply to sector by sector action by DJT just not across the board tariff of 50%. And the ruling is being appealed.  Initial analysis is that this does nothing to affect the US president's other options to use other legal authorites and laws, conduct sector by sector investigations of harm done to the US in unfair trade, take action on sector by sector basis on steel, semiconductors, autos, pharmaceuticals.  Another factor is that all are allies, EU and India is dependent on US for security cooperation, and Japan, South Korea are entirely US dependent on security. Japan also has a past history of unfair trade practices and the prime minister senior officials both understand the US need to rebuild manufacturing, and support this. This is also true of the UK which has completed it's trade negotiations and deal with the US, and sees the ITT or other actions as an internal matter for the US people. ...

It only underscores the volatile nature of the activities of the Tesla founder which do a disservice to the genuine work of cutting costs- something that we have shown was taken up by Harry Truman during the spending in World War II with much grace and by walking in the shipyards and factories of the US without the constant chatter of social media posts. This is what made a mark for Truman in the US Congress leading to the vice presidency, and then in 1944 the presidency, and again in 1952 barnstorming the country by railcar to win over Wendell Wilkie in 1948.  President Jimmy Carter started Planning Programming Budgeting systems which is a truly effective way to budget by simply asking that all budget items be prepared from scratch from zero each year so that spending from past years does not simply getting carried over.  As Susie Wiles and other Republicans around DJT know it is important to keep the long term in mind and act responsibly, speak responsibly to the American people, in the manner Lincoln would have done today. ...

Does a 10% reduction in tariffs on China with the October 30 2025 agreement- made in Busan South Korea at APEC meetings- make a difference for companies relocating from China? It only does for smaller companies who are stuck with Chinese sources. Larger American companies prefer to diversify their supply chain and continue to relocate part of their factories to Vietnam, India and other countries knowing that the tariffs game will end up with allies EU, Japan and India in the 10-15% tariff range as a concession to US for putting up with trade disadvantages and job losses 2000-2025. China's will still be at 47% in comparison and the fentanyl issue causing serious questions to be asked by the American people which have not been grasped in China or even in the US by companies and politicians.   Does it affect the urgency and general shift out of China? The fentanyl issue is unlikely to change and it is likely to do lasting damage to China's credibility to a degree that it not clearly understood in China, and even not fully grasped even in the US today because of the sheer size of the number dead- more young Americans dead from fentanyl than in the Korean, Vietnam and First World Wars combined. Other issues are technology that has been transferred without a proper assessment of the importance to national security, the need to shift the manufacturing base back home that US industries have inadvertently and carelessly shifted to China in the disastrous Bush and Obama years 2000-2016, and for the jobs, the wages, and cost of living concerns when supply chains are outside one's control. This article asks the question about tariffs on India and Brazil as being contradictory and showing a lack of consistency in tariffs. India is compared to China with India facing a 50% tariff because of Russian oil purchases, and Brazil a 100% tariff related to treatment of former president Bolsonaro even though US has a trade surplus with Brazil. One expects that at some point India and the US will come to an agreement that lowers the tariffs in a way that was done with the European Union to bring it closer to 10%. China's tariff to be sure is still around 47% dropping from 57% a concession for rare earths and for the upcoming elections and economic concerns not because of policy intent which has not changed on  strong action for fentanyl which is also part of the Appeal to the People in the DJT base.   ...

In the New York Times Interview January 2026 the US president says about international law- it all depends on what you mean by international law. Presumably saying that if it is ok under international law to send drugs in to the US that kill hundreds of thousands of young people a year as is happening with gangs in Mexico and Venezuela, Colombia, and this is not a problem under international law for a decade now, then there is something wrong. The local population in these countries also suffers from such gangs and crime and this destroys the rule of law in these countries. Not much appears in the BBC, The Guardian, the Times of London, and the NYT, raising this issue in the name of international law and the rule of law. This leaves the president of the US to take actions based on his own sense of what is morally right in the case of Venezuela. On Greenland DJT has this to say. There is a long term lease of bases in Greenland but ownership is critical for it's defense and for protecting the eastern seaboard of the US. This is nothing new as Secretary of State Seward sought to get Greenland along with the Alaska Purchase in 1867. US made offers in the 1900's. And in 1946 Democrat Harry Truman offered $100 million in gold for Greenland. Today as in 1946 in the words of the US Commanders in chief "it is completely useless for Denmark." Denmark is a colonial power from Europe and has done little to develop Greenland. Less than 60,000 people live in the harsh climate of Greenland and mostly Inuits tribes. The US can better develop Greenland and invest in it. “Ownership is very important,” Trump said, adding: “Because that’s what I feel is psychologically needed for success. I think that ownership gives you a thing that you can’t do with, you’re talking about a lease or a treaty. Ownership gives you things and elements that you can’t get from just signing a document.” On China and Taiwan DJT says- “This was a real threat … You didn’t have people pouring into China. You didn’t have drugs pouring into China. You didn’t have all of the bad things that we’ve had. You didn’t have the jails of Taiwan opened up and the people pouring into China,”  DJT also said that no criminals were “pouring into Russia”. ...

The title about Indians in America as an Experiment is a misnomer, and reflects a loss of understanding of American and European civilization, the Scientific and Industrial Revolutions that created the Modern World starting in Britain and the US, and of India's aspirations for modernization. When both China and India aspire to the modern world that the Renaissance and the Scientific Revolution have created.  India's Mohandas Gandhi read Emerson, had the support of FDR, of Christian missionary Charlie in the Bardoli Satyagraha, of a British Admiral's daughter at the Gandhi Ashram,  and Gandhi's prayer service included his favorite Christian hymns. This report shows no appreciation of this India and its relations with America. No country does that, what the US has done for 2 decades according to the National Science Foundation cited in this article, not the countries in the European Union, not France, Germany, Italy and Britain, not India, not China- provide tution and stipend and educate more foreign students than Americans or citizens of the home country in advanced engineering. It has never happened in the history of the world for the major nations that participated in the Renaissance in Europe and the Scientific Revolution, the Industrial Revolution, that have created the Modern World. It puts at risk what we know as the Modern World. It also puts at risk the countries such as China and India in addition to the US, as either these Indian or Chinese engineers stay in the US and take jobs and lower wages for Americans, or go back to their home country and help the development of their home country which has invested vital resouces for their previous education. Only if they return to their home country can 2.4 billion people of China and India gain from the investment made in these engineers education. This is particularly true for India, which is now emerging as the fastest growing country in the world with the access to pools of capital, labor and technology needed to match the US and China in modernization and development. For India these computer and other engineers can play a vital role in development for 1.4 billion people.  India like Germany, Italy and France in Europe and Japan, Indonesia Philippines, need the US and Britain as the leader of parliamentary democracies with a long history of parliament since 1600. Need Britain and the US as the cradle of the scientific and Industrial Revolutions, and see their vital interests in the making of a strong Nation in the American continent that can fulfill this role through it's religious values, scientific spirit, pioneering spirit, and generous impulses towards other nations. ...

Mitch Daniels, former governor of Indiana and chancellor emeritus of Purdue University, reminds Americans of the uses of humor and poking fun at leaders and government to lighten things up and bring a sense of humility to those in power- good for them and good for America. Even a serious fighter for independence for 300 million people (1.4 billion today) as Mohandas Gandhi always kept some room for humor in that fight against the British Empire. Project 2025, originating at the Heritage Foundation, most dangerous idea similar to abolishing Social Security is to consider abolishing the US Federal Reserve. Why? Because the Fed was established to avoid banking panics and setup a sound banking system, a sound economic system. It suggests unravelling solutions that were developed after one hundred years of experience gained by US that has made the period since 1950 the least crisis prone compared to prior to Fed's formation in 1913.  Mr. Trump himself said in 2022 that the Heritage Foundation will "lay the groundwork and detail the plans" for what our movement will do, according to the WSJ report." It has become a matter of huge controversy with plans for outright attacks on the civil service, a blueprint of plans to shut down important government agencies such as the Education Department, Department of Homeland Security, and affect the functioning of the government of the United States in accordance with the Constitution.  The most radical is to change the financial system of the US that evolved from the Great Depression and previous economic crises since 1900 that led to the formation of the US Federal Reserve as the central bank that monitors aspects of the economy such as inflation and unemployment. Project 2025 says consider abolishing the US Federal Reserve and replace it with 'free banking' that does not control interest rates or the supply of money. These are untested ideas but more significant is the fact that it is the US Fed that under different presidents has taken the lead in managing the economy when a crisis happened. President Woodrow Wilson signed into law the founding of the US Fed, and its regional Fed system with a. supervisory board in Washington on Dec 23, 1913. Before the Fed the US currency was printed by individual banks and inflation or the economy could not be controlled. This led to banking panics the last in 2007, with great loss to the working people and families of America. It is unthinkable today that individual banks not the central bank the US Fed would issue US currency dollar banknotes. Yet it is just this kind of radical Barry Goldwater type of idea that is being put forward in Project 2025 that is written for a future administration running the country. ...

During the election campaign Obama talked about sending at least 2 more combat brigades to Afghanistan. The Defense Department is already planning to send 20,000 additional troops in response to a request of General David McKiernan, top commander in Afghanistan,including 4 combat brigades and an aviation brigade with helicopters, increasing the American troop levels to 58,000, with an additional 30,000 NATO troops already there from other countries. The timeline for this is 12-18 months but with the escalating insurgent attacks in Afghanistan this will probably be done more quickly. Obama and some Democrats talked about Afghanistan as somehow being the good war and he vowed to defeat the Taliban and militants in Afghanistan. But Afghanistan is a different place and most military experts are suggesting that a good strategy will be needed, for example winning over the tribals and some of the militants, and not trying to win militarily. However with the deteriorating situation there the only way to win over tribals and militants may be to get the situation to where the NATO and US forces are in a strong situation. The two big handicaps in this are first history, where the terrain and rural distribution of the people make it difficult to exercize any control over the vast region of mountains and deserts. So throughout history no one has controlled this region and there is no history of centralized government, with different tribes controlling their regions. The other is the problem created by the corruption and lack of any popular support for the Karzai government, which is made worse by the involvement of its officials in the opium trade with opium growing booming in the southern part of Afghanistan. How does the US and NATO create an effective Afghan army and police under a state that does not enjoy any popular support. And yet the strategy that Gates. Petraeus and McKiernan are pursuing involves preparing the Afghan army and police for the task of controlling the vast mountainous region against a rural insurgency that knows its way in the mountains enjoys rural support because of the independent spirit of the Afghan people who find it easy to see the NATO forces as white foreigners in their country. The Afghan army is small for such a vast mountainous region, only 70,000 in a nation of 32 million people, and the police forces of 80,000 mostly corrupt and ineffectual. The present plan is to build the Afgan army to 134,000 still small for such a large region. The other problems stem from the Pushtun population in Pakistan that supports the rural insurgency in Afghanistan and the support of tribal people in the border areas of Pakistan. The picture tells the story, a small number of NATO soldiers in a remote ridge in Afghanistan. And the problems actually are across the whole of the far northern region of what was once British India, of Afghanistan and Pakistan, as the Pakistan government is quite fragile, having an army that operates as a power center of its own with little accountability to the central government. And years of war during the previous military government of Pakistan under Zia Ul Haq, in which Zia with the support of the Reagan administration supported another rural insurgency in Afghanistan that drove the soviets out of Afghanistan, and the subsequent sponsorship of the Taliban movement by the Pakistan military in Afghanistan, has created a situation in Pakistan where militants now operate freely and with impunity in Pakistan itself, disregarding both the Pakistan military and the Pakistan elected government's power structures....

Ms. Annegret Kramp-Krarrenbauer, elected leader of the CDU party in 2018 with the support of Angela Merkel, will not run for chancellor in next years election and will resign from her position by the end of the year. She will continue as Germany's defense minister. After losses for the CDU in recent elections and the embarrassment of local CDU leaders in Thuringia supporting the far right AfD, AKK as she is known decided to step down. Angela Merkel has decided not to run for chancellor again. Germany is set to chair the EU in the second half of 2020, and Merkel is no longer seen as a leader of influence. The Nationalist Alternative for Germany AfD has gained votes in recent elections following the 2015-2016 migrant crisis, with large numbers of refugees from North Africa and Arab world landing in Greece and Turkey and walking to Hungary, Austria and Germany. Merkel's handling of the crisis with acceptance of a million refugees in 2015-2016 unsettled European and German politics. Why? One way of looking at it is that in the same way that the U.S. took in Chinese imported goods ending in the Trump tariffs war, at some point it just becomes too big to handle. That ended up at $1 billion a day in imports from China when president Trump called it off and accused Obama Democrats, Bush Republicans, of betraying the country. Putting it into perspective Germany with one fourth of the population of the U.S. took in about twice the number of refugees in just one year 2015-2016 that the U.S. took in 10 years 2005-2015. The U.S. took in 675,000 immigrants between 2005-2015. This is as if the U.S. took in something like 20 million immigrants in a short period of 1 year on an equivalent basis- though the cultural impact is even greater in a nation like Germany that is like Japan an historically immigrant averse nation. All this happened too quickly for Germany to handle for its fragile cultural fabric. Much of the initial outpouring of support and positive sentiment came from the sense of having gone through World War II and the refugees in that and the early post war period, the need to return in the same spirit support Germany had received. Over time it eroded support for the Christian Democratic Union and Merkel. That Merkel could have done this is itself a small miracle. Now the rebuilding has to begin. Laschet premier of North Rhine-Westphalia has Merkel's support. Looking back too much attention was taken up by the euro crisis, and too little was done in the areas of infrastructure, inequality gaps, education, child care, under Merkel's leadership and of the preceding SPD years, much like what happened under Bush and Obama administrations in the U.S. where wars, economic crises led to neglect on issues that affect lives of ordinary working families. ...
