In this essay in Der Spiegel, Charles Hawley says that the Trump movement has become a movement of patriotic downtrodden whites, with a whole range of interests-of extreme right talk show hosts, Tea Party politicians, white power supremacists, those left out by globalization in the working class especially in the midwestern states. The danger he says is that this movement of which Trump has become a part, rejects the narrative on which America is based of the Constitution and the Founding Fathers establishing a country based on principles of "the inalienable rights of man," that have evolved through the years to include black people, women, and minorities.  To put this in perspective, president Obama writing for The Economist magazine in October 2016, puts this movement in a different context- that of the Alien and Sedition Acts of 1798, Know Nothing Movement of the 1800's, the anti-Asian sentiment in the late nineteenth and early twentieth century, periods when anti-immigrant or anti-foreign sentiment gained prominence. Obama's view is that it is not fundamentally economic. In this he is right in that some of the forces on the far right do not stem from globalization. Yet he would be missing a great deal if he did not address the economic problems for the middle and working class that have given such views the support of a broad segment of the population, especially in some midwestern and older industrial states compared to say the economy of California or New York. Obama is aware of the problems in his essay as he points to the problems of workers trying to get a decent wage, of job losses through globalization, and the aggravation of these problems by the financial crisis of 2008 when some of the potential physicists and engineers as he calls them went into the financial sector to create faulty mortgages. Yet he goes back to the free trade and global networks of supply chains as having reduced global poverty, without showing a keen awareness of how it has through a combination of events and decades of policy indifference to manufacturing communities in the U.S.- as documented by experts and shown in Lyrarc, with David Autor and Gordon Hansen in the WSJ, 2016- 08-16. A Gallup Study, WSJ, 2016-05-16, supports Obama's assertion by showing that many of Trump supporters are actually self-employed and not in economic distress. Yet the movement would not have taken its proportions without the merging of different groups particularly largely disadvantaged working class voters, and fortunately Hillary Clinton, Bernie Sanders, have a better sense of this than the president. It is by their efforts that income and wealth disparities can be tackled in a way that restores the social fusion of all parts of society- in Hillary Clinton's emphatic words in the final debate by "growing the middle," growing the middle class. This WSJ report traces the development of rail, trucking, container shipping and forklift use in Germany, Russia and the US. The World Bank Logistics Index shows Germany ranking first, the US 14th, China 26th, Russia 75th out of 160 countries.  Russia's military relies on a supply system that uses crates instead of container shipping, not much use of forklifts, and relies on rail and conscript labor. During the invasion of Ukraine in April Russian supply lines that did not control rail failed to supply forces leading to slow progress. Because of dense rail lines in the eastern Donbas region Russian supply lines have worked to sustain advances. About 750 miles of rail lines have also been repaired by a special force set up for this purpose.  In a larger sense the problem of logistics and supplying front lines remains. This report shows the contrast between the development of Russian logistics and American logistics described by military experts in the US. The Russian system evolved in the early years of the 20th century based on conscript or free and abundant labor compared to the US where labor was scarce and costly. Automation progressed rapidly with American business taking up use of forklifts and containers during the 1940's extending to its use in the military. During the Vietnam war Cam Ranh Bay US bases were converted to modern container and forklift use. Russia continued through the sixties till today with a different and less automated system of logistics and movement of goods.    The use of modern logistics in Russia is limited to the amount of freight that gets moved in Colombia and much less than France says this report in WSJ. Much of the industrial base in Russia is built around oil and gas exports and manufacturing with movement of supply chain parts has never taken the importance that it has in Germany or the US. This limits the capacity of the Russian military outside the rail lines located towns and cities in Donbas where it has recently made gains. ...

Xi Jinping visited Hong Kong in 2017 and again this year. Jinping wanted to see Hong Kong integrated with mainland China after years of British rule and a transition period in which control remained with Beijing. This has happened after protests that sought to maintain Hong Kong's special status collapsed with huge differences on both sides. Jinping says "no country on earth would allow unpatriotic and even treasonous or traitorous people to take power." He stated his view on this trip that "political power must be in the hands of patriots." 2022 marks 25 years since the handover to China of Hong Kong by Britain in 1997. The period of transition set was 50 years. It could be said that the speed of China's integration with the economies of the US and Germany allowed by Clinton, Bush, Obama, Schroeder  and Merkel may have unwittingly determined the duration of the transition to integration with China from 50 to 25 years. In 1997 China was just beginning the transition to a market economy- 50 year seemed a long distance away.  The Clinton, Bush, Obama and Merkel years accelerated China's integration into the ports of Los Angeles and Hamburg for manufactured imports at a breathtaking pace eventually leading to the collapse of the relationship as American and European workers were ignored and communities depending on factories in parts of US and Europe were thrown out of work. With it collapsed the arrangements of Hong Kong as China by 2022 was economically already where it thought it would be in 2047. Shenzen region's economy's size exceeded the Hong Kong economy. China no longer needed Hong Kong as a entry point for foreign technology and capital. Hong Kong had lost relevance as a city state from the British period with British values for sons of the veterans of the Communist revolution of the nineteen thirties and forties, one of whom was Xi Jinping. ...

In the interests of a stable government and for rapid development in the state on an unprecedented scale the position of Chief Minister was given to a smaller party with 51 members in the Assembly of Maharashtra. The BJP party the larger party in the new coalition has 106 members in the State Assembly. Mr. Eknath Shinde was sworn in as Chief minister and Mr. Fadnavis of the BJP was made Deputy chief minister based on the understanding of leaders in the federal government in New Delhi on the best way to move Maharashtra forward as a leader in economic and infrastructure development in India. Maharashtra and the capital city of Bombay once the commercial capital of British India has a difficult history of post independence politics. With Nehru's Congress party giving way to George Fernandes trade unionism after 1967 and after 1986 a movement led by Bal Thackeray that sought to give local Marathi youth jobs preference in Mumbai. Lacking the capital, technology and the industrial expertise for development on an American scale, much of this political arrangement has failed to meet the growing aspirations of the young people of Maharashtra and of India. These reasons motivated the federal government to put more emphasis on the "karya karta" or "good worker" principle itself than on the position of chief minister. Much of the rapid development will take place under the leadership of the most competent IAS Indian civil service officers selected for the largest infrastructure projects and the leaders of Indian industry, making the old conception of chief minister redundant. The focus shifts to who can get things done to meet aspirations for Maharashtra 2030 and how it will compare with Uttar Pradesh 2030, or Tamilnadu 2030. How will Metro rail, Bullet trains and Semiconductor Parks, Logistics networks and Exports in the new supply chain the US and EU is setting up in Asia, how will all this look in the 3 states in 2030? Judicial interpretation of India's Constitution enables upward mobility, building the infrastructure that supports upward mobility without leakage of funds, and world social justice, says Chief Justice of India's Supreme Court D.Y. Chandrachud. He was giving the Nani Palkhivala Memorial Lecture in Mumbai.  Prime minister Modi could not pursue India's rapid development program to benefit all parts of society without the help of the Supreme Court in interpreting the Constitution in a way that supports India's development. "The identity of the Indian Constitution has evolved through the interaction of Indian citizens with the Constitution and has been accompanied by judicial interpretation... If you look at the Constitution, it does not favor unbounded economic liberalism. Rather, our Constitution seeks to find the right balance. When individuals can exercize their liberties and to be fairly rewarded for their efforts, then economic justice becomes one of the many inter-related dimensions of life. Ultimately, we share common faiths and destinies to the point that development of each individual fosters social justice in the entire world." "The basic structure doctrine of India's Constitution is that it guides and gives certain direction to its interpreters and implementers, when the path is convoluted. The craftsmanship of a judge lies in interpreting the text of the Constitution with the changing times while keeping its soul intact." This happened when Nani Palkhivala presented the idea before the Supreme Court in 1973 against prime minister Indira Gandhi's Emergency rule that parliament had limits to its powers when it came to amending the Constitution if by amending it the amendment would destroy the spirit of the Constitution or its basic idea. This includes freedom of expression, rule of law, separation of powers, freedoms guaranteed to all citizens. The amending power is limited and cannot be turned into an absolute power. Another way of looking at it is that parliament itself is organized by statutory authority. And it cannot destroy or dismantle the very basic features of the law (the Constitution) that created it in the first place.     ...

COP26 stands for Conference of the Parties for Climate Change. The conference will be held in Glasgow from 31 October to 12 November 2021 in the UK. It is important because for the first time the major countries are keen on pushing forward with climate change policies and targets. This includes India, China, US, European Union, and major Asian, Latin American, African nations. In India Mr. Modi has set a target of 450 GW for renewable energy. China is aggressively cutting back on its use of coal to the point of tolerating cutbacks in electricity for industry and cities. US, UK, Germany, Nordic countries are pushing forward with new targets for reducing coal consumption and increasing renewable energy production, advancing renewable energy technologies. The new Biden administration in the US and the Greens in Germany have replaced administrations that were not as committed to tackling climate change. With China and India also committed to tackling climate change with renewed vigor the stage is set for serious steps to be taken. To reach the target of limiting global heating by no more than 1.5 degrees centigrade countries all over the world have to cut emissions by 45%. In reality emissions will increase by 16% in 2021 because China and India still depend on coal and developed nations have not cut back enough. To cut use of coal and preserve forests, avoid the drastic changes in weather patterns with drought and floods in different parts of the same country seen in Germany, India, African countries and other Asian countries a lot needs to be done. Here Mr Kerry the US Representative for Climate Change, says -"There is a significant increase in ambition on cutting emissions than ever imagined possible. A much larger group of people are stepping up." It is not clear if Mr. Xi of China will attend the Glasgow meeting. He has talked to Mr. Biden at length on this issue recently. Mr. Modi of India will attend and will meet Denmark's prime minister Mitte and other leaders before the COP26 in Glasgow.  ...

This report in WSJ shows that remote work is a lasting trend because companies can now hire talented individuals from anywhere in the country or the world, and pay less for the same talent. In the past talented individuals were attracted with high pay packages to cities such as San Francisco, Seattle, New York, Boston and Los Angeles. Companies can now choose to avoid paying these high pay packages and have a broader talent pool to choose from. This is because these cities became costlier and less attractive with cramped apartments relative to the choices for remote work. In the example cited here a machine learning expert shifted from a small cramped apartment in San Francisco to work for Twitter from a small town named Katy in Texas where she has a 5 bedroom large apartment and a nicer community of 20,000 people to live in west of Houston. One in 8 jobs posted on Linked In as of August 2021 are for remote work, many times the percentage of remote work job postings in 2020, showing this trend is here to stay. There is a large shift of millions of workers in tech related fields exiting the cities of San Francisco, New York, Seattle, and Boston for smaller cities in other parts of the country such as Utah, Texas and other states in the US. A similar trend is observed in Europe. America's professional classes are moving to hybrid or remote work in large numbers says this report in WSJ. At one point in 2020 about 35% of workers in the US or 50 million workers were doing remote work during the lockdowns. In August 2021 this figure is closer to about half of these workers even as workers return to work offices. It is believed that the BLS statistics understate the number of remote workers at 20 million and 14% of workers in August 2021. Large crowded and hugely expensive cities are no longer attractive for employers or for tech employees or professional workers. ...

 Americans in the southern states forget that president Kennedy made the famous statement about "a rising tide lifts all boats" in Arkansas, a poor southern state, saying that America must invest in all regions in people in all parts not just in well off northeastern states. In a handful of southern states expanding Medicaid to about $43,000 or 138% of the federal poverty level for a family of four is now being taken up by Republican leaders who show new openness- in Alabama, Georgia and Mississippi. Noah Weiland -of NYT looks at one particular battle -between Democrat Governor Laura Kelly in Kansas and Republican Speaker Hawkins- in Topeka, Kansas, where the fight goes on. Hawkins calling it the greatest Ponzi scheme devised and Kelly telling this reporter that she has included a work requirement so there is no excuse for not doing this. Republicans are coming around and so are states in other places. Missouri, Nebraska, and Oklahoma, states that lie next to Kansas have approved this through ballot initiatives. The point here is that in the years as America comes out of the pandemic there is and should rightly be a realization that this is different, that the children of low income families deserve as equal a chance as their higher income fellow Americans, that depriving them of good medical care makes America a weaker country. As Jerome Powell of the US Fed said in Stanford today about Kennedy's expression of "lifting all boats," it is just this that is needed today. It will be the No.1 election issue in Kansas in 2024, says Governor Kelly. The Republicans are also having second thoughts and are now just face saving. Consider that the Kansas Health Institute a research group, says 70% of the people becoming eligible for Medicaid expansion are working. Many are restaurant business workers who cannot provide proper medical care to children who form the next generation of America. And hiring in rural hospitals would expand for health workers instead of layoffs in southern states lifting financial strain on rural healthcare with additional Medicaid funds. This helps rural America when it needs it most. ...

This report in FR24 looks at the Ukraine war from a demographic perspective. The chaos in Russia after the collapse of Communism led to fewer births during the 1990's and there are fewer people born during this period who are now of child rearing age. This has led to a further effect on childbirths after the earlier decade when population declined to 143 million.  Mr. Putin has offered incentives for child birth, improved hospital care, and incentive payments to new parents. Yet the war can have its own effects of reducing the sense of economic well being and opportunity that drops the level of childbirths. This is already confirmed by statistics showing a decline in childbirths in the first quarter of 2022. The Russian government and Mr. Putin see that Russia's position in the world depends on its population. Mr. Putin may have wanted to make up for the population decline by integrating parts of Ukraine such as eastern and southern Ukraine into Russia, says this FR24 report. It also shows that other factors such as population decline may have played a part in the invasion. It is a miscalculation according to the Biden administration and also from the perspective of many Russians who see Ukraine as a brotherly people speaking the same language and sharing culture and traditions. Russia's occupation of Poland for 2 centuries since the 1750's, and the region of western Ukraine near the Polish border such as Lviv about 100 miles from the Polish border  with Polish influence and distrustful of Russia, have led to pro-EU sentiment in Ukraine. This played apart in splitting opinion in Ukraine about Russia leading to the conflict. With Putin going by historical ties with Ukraine from the foundation of the Russian state in Kviv in 1000, and today's geographical realities after 2 centuries of occupation of Poland and the desire for options to join the European Union of a younger generation of Ukrainians. ...

Relevant to British India and Gandhi in 1921 was this story about the Irish Conference and the setup of the Irish "Free State."  Also relevant  to  Nivedita, (N of RVk) from Ireland. How the Irish Conference achieved what had baffled generations of Irish and British people for two centuries is shown in this article in The Times on December 7, 1921. After centuries of British rule the Irish Free State was agreed on, and the state that is today Ireland and  a member of the European Union established. The Times says Sinn Fein rightly agreed to see this as a first step to the eventual unification of the island, not as as agreeing to partition of Ireland. It says- "An agreement was reached yesterday morning that ended the secular feud between the British and Irish peoples forever." A feud that lasted for centuries under British rule of the island of Ireland. It also says Sinn Fein leaders had proved themselves to be "courageous statesmen," and added- Instead of pursuing the shadow of an Irish union enforced by legislation, they have boldly played for the substance. Enemies of peace may allege against them that they have consented to the partition of their country. But to any such allegations they have a reply. The scheme to which they have consented brings Irish Union at an early date into the field of practical politics. No other scheme that Ulster would have agreed would have brought union nearer. Sab ka vikas, sab ke sath, sab ka viswas offers the path to a settlement of differences in Indian subcontinent to bring together in peaceful cooperation and development all parts of India that were pulled together and reconstituted under British rule and arrangements for democracy in 1910's and the 1930's, 1950's with the right to vote for self government. Ireland has also setup a similar arrangement for cooperation in the spirit of development on the island.   ...

Stephanie Nolan's reports from Africa provide the few glimpses one can get today of the situation in Africa where variants are growing as a result of lack of vaccines (vaccine inequality) and the faltering vaccination drive, shortage of medicine and food supplies. Her report from South Africa showed how healthworkers and scientists in South Africa are working hard on the frontlines. This one from Zambia looks at the vaccination centers and vaccination workers as vaccination drives falter. The African continent with 1.4 billion people received 404 million doses. Today only 7% of the population is vaccinated in Zambia and the rest of Africa. People in Zambia do not have car transport so they have to walk 3-6 kilometres to get to a vaccination center, when they turn up at a center and it is out of vaccines they stop coming. Other problems are the social media accounts that show the vaccination drives as harmful to people, or CNN and other news that talk about blood clots that when carefully understood affect a tiny fraction of people. There are other issues also. Ida Musonda, a nurse in a clinic near Lusaka says after not many people turned up that she should go to markets and churches, but says there is no fuel for the vehicle to get clinic workers there. Bernadette Kawango is shown with her children. She works at an auto parts store and lives in a low income neighborhood in the edge of Lusaka. She ignores all the social media accounts that scare people from vaccines, yet she says she worries more about cholera, TB and malaria, and also HIV, AIDS. And she does not know anybody diagnosed with coronavirus.  The result is that there is vaccine shortage resulting in a kind of vaccine indifference (why walk miles to a center if it may not have vaccines), compounded by other problems such as the other diseases that also pose a threat in Africa, and the low incomes in a shrinking economy. And with about 8% vaccinated in Africa, the problem of variants can only be tackled by consistent and not erratic supply of vaccines. ...

Sadanand Dhume in WSJ reflects opinion in the US that is wary of handout politics that has been carried to an extreme in India's election. In Venezuela the bad turn for the oil rich economy was when Chavez's successor Maduro ignorant of the problems it would create decided to give oil at almost no cost to all Venezuelans. In India the leading opposition party offered $1 lakh rupees to every woman in the state of Uttar Pradesh. India's federal government under Modi has given free food to about 800 million people and renewed the pledge this year because of the pandemic's devastating the rural economy- about 60% of India is still rural. This is essential for India to advance to build a broad based growth model for India similar to China 1990-2010 and Japan 1890-1915 and 1950-1970 during the transformation of their economies, similar also to the US under FDR/Truman/Eisenhower/Kennedy 1940-1965.  Clean environments Swacch Bharat was essential for basic sanitation and toilets to reduce health risks, cooking gas to shift rural women from firewood and health risks, direct deposit bank accounts for 300 million rural households essential to eliminate leakages, solar energy is planned to cut energy cost  This has brought and will bring the level of income and consumption power of the lower and middle classes to create a 500 million strong consumer base for industry. It is a carefully planned effort based on the success in states such as Gujarat, and looking at the way this was done in China and the US for learning lessons. It is not a reckless effort to win votes such as the offer of 1 lakh rupees to every woman in Uttar Pradesh state with no plan for industrialization and modernization of the Indian economy to make it the third largest ahead of the EU by 2035. Dhume is right to point this out and it is apparent to any outsider who looks at Sab Ka Vikas Sab Ke Saath- prosperity for all, including all parts of society irrespective of caste and religion.  ...

Under Mette Frederiksen immigration which reached 21,000 in 2015 was down to a little over 1000 a year. She is a strong fighter for workers and families and labor rights and yet tough on illegal immigration. She has been proven right about this as Britain and the US under Biden are seeing illegal immigration as a threat to workers and labour, are seeing the risks of distraction from illegal immigration doing a serious disservice to workers and families by making it hard to fight for workers and families on wages, cost of living and other issues.  Even with a strong record of fighting for workers and families, Frederiksen was one of the first European leaders to see the dangers of illegal immigration to society. It gave parts of the political spectrum that had no interest all along in workers and families doing well, an issue to run on that would come to cause grave harm to workers and families. This turned out to be the error of Angela Merkel a CDU leader brought up in Communist East Germany, who had no idea of the risks of her approach for open immigration. As Merkel let this chapter unfold it created fissures in Europe, with Tories and Nigel Farage taking Britain out of the EU and laying waste to its economy for 5 years till Labour's Starmer adopted a tough immigration policy and became prime minister in 2024. That danger then spread to the US in 2016 which also suffered as Republicans and Trump did the same in the US around rhetoric but without serious action on immigration till the Lankford- Biden legislation.  That bill would have closed the border with Mexico and ended immigration as an issue forever if passed into law in December 2023, as Senator Lankford says would have happened. Ending immigration as an issue forever alongside foreign wars as an issue, so that a concentrated effort could be made on improving badly damaged lives of workers and families. And on rebuilding badly damaged manufacturing in the US, rebuilding collapsing infrastructure, and competing with better education and healthcare with the large Asian countries China, Japan/ South Korea, India. ...

A brief history of the US presence in Greenland and US-Denmark relations in Le Monde. On a map Greenland is located closest to Canada on the Smith Sound with the American base of Thule nearby. Next closest is Iceland. Norway and Denmark are further away. Around 1814 when Britain invaded and occupied Denmark in the Napoleonic Wars, Norway which was part of Denmark since 1400 was given to Sweden by Treaty of Kiel. Greenland, Faroe and Iceland were Norwegian dependencies. All three were kept by Denmark.  Icelanders set up small settlements on shores of Greenland in the 10th century which did not survive. Other parts of the island's shore were visited by the Dutch who came into conflict with the Danes after 1500. No country could claim ownership of Greenland as because of the harsh climate there very few settlements survived except of the native Inuit people population of 14,000 by 1900 who lived there. In 2025 about 56,000 Inuit live on Greenland. Robert Peary explored the vast Greenland region for the US Navy on on many trips from 1894 to 1909. With his ship The Roosevelt he reached a point about 100 kilometres from the North Pole in 1909. This is part of the US history on Greenland. Denmark signed documents asking for US protection of Greenland after Denmark was occupied by Nazi Germany in 1941. The Danish ambassador in Washington signed an agreement with Cordell Hull US Secretary of State making Greenland a protectorate of the US. The US set up military bases in Greenland. Today the US base in Thule is 1220 miles north of the Arctic Circle. It has a giant radar capable of detecting ballistic missile attack and a control center of the US military satellite network. At one time 10,000 soldiers were stationed at Thule base, today about 150 soldiers are in Thule. ...

Easwar Prasad, Cornell University economist, and a former head of the IMF's China division, says the new report by the World Bank and the Development Reform Commission (DRC), is part of an effort by government officials in China to push the agenda for change forward during the transition to a new leadership. This includes Premier Wen. There is pushback from large state enterprises. The DRC and the World Bank had called for a change from the current situation to allow more private sector involvement in the economy, which means restricting the growth of the large state owned companies and letting the private sector operate in more parts of the economy. The alternative is to see growth slowing quickly and -some economists- say suddenly without warning. The role of Zhu Rongji, a former prime minister during the period Jiang Zemin was president, in pushing for changes appropriate to the period, is also cited. The last decade under prime minister Wen Biao is seen as one in which China relentlessly pursued its currrent export led model of development with large state run companies and state run banks dominating the economy. This has made change even harder to achieve because of the pushback to preserve the status quo....

H-P CEO Leo Apotheker defends H-P's plan to spin off its PC unit. He says it wasn't possible for H-P to invest enough in the business to be competitive and make the necessary structural changes needed in other parts of H-P's business. The new product development cycles are much faster than what a congomerate like H-P could accomplish in areas such as the tablet PC, as consumers are looking for a stream of new product devices. H-P's PC unit generated $40.1 billion in revenues and $2 billion in operating profit in the recent fiscal year. Analysts say H-P has overpaid for Autonomy, leaving less money available for additional strategic moves. Apotheker defended that decision saying the Autonomy acquisition makes it possible for H-P to skip a generation of technology as it enables businesses to make sense of unstructured data.

In Spain regional governments finance the costs of education, health care, more than elsewhere in Europe. Analysts in Spain say the spending went out of control during the boom years of the last decade. Governments from Catalonia, Valencia to Andalusia spent lavishly in these years on everything from stadiums to theme parks and hired many public employees. Regional revenues have gone down by 9% in the last 2 years and local governments in Spain are now trying to raise $57 billon in the debt markets, more than any other local governments in Europe, except for Germany. And regional governments like the government in Catalonia are paying 3.3%, one percentage point above what the Spanish government is paying.
