Faltering peace talks in Moscow December 2, 2025, after EU modifications of US/Russian draft developed by Witkoff with Putin adviser Dimitriev. Putin says European nations have modifed the plan and this is unacceptable to Russia. Putin says-

“All these changes are meant to do one thing. To block this entire peace process.” He said European nations were trying to hand Russia a strategic defeat. 

Because the proposals were drafted without Ukrainian involvement and involved conceding parts of eastern Ukraine there were serious doubts about the earlier plan from the EU and France, Germany, Britain.

The cost will increase the longer the effort for cleanup of PFAS chemicals used in military bases is delayed and could also lead to increased contamination of water in surrounding areas. The second wave of the coronavirus is bigger than the first with the U.S. exceeding 100,000 cases a day for many days in November and hospitalizations doubling to 93,000 from the beginning to the end of November. There is also the fatigue with the virus for healthcare workers and the people, and loss of income for workers leading to income and food insecurity. In this situation a second stimulus to help people and businesses is a urgent priority for Congress. A group of bipartisan senators have put together  $908 billion stimulus plan to get through the Congress by December 11. This is a compromise between the two parties. Supporting the bill are Cassidy, Romney, and Collins for Republicans and Manchin, Warner, Cassidy for Democrats. It would provide- 1. $300 a week in federal unemployment benefits for 4 months. 2. $160 billion for state and local governments. 3. Temporary moratorium on coronavirus related lawsutis. 4. Additional funding for small business, schools, health care, transit, student loans. There is growing agitation among influential senators against the leadership in both parties of McConnell and Schumer, with the sense that the leadership has failed to recognize how critical the issue of emergency relief is for tens of millions of Americans. This is its only hope for passage with the bickering of the leadership on both sides. ...

The frequent fires and floods all over the world which happen suddenly and quickly show the effects and costs of climate change are real. Actions need to be taken on climate change even as the cost of living crisis and struggles of people in China,India and Africa and in the US and EU have to be considered for access to electricity and for cost of living concerns. Fossil only provides a short term transition to a long term plan for the future based on renewable energy, and the fight for climate change action to be renewed by EU, China, Brazil and India as the US sorts out its own problems with the transition.

To really understand American history from its founding with the Mayflower voyage read the two volumes of Francis Parkman of the period between 1600-1756 that is rarely read and understood about how the American Indians and the French, the British, lived and built new settlements on the American continent. It is told in a very readable and authentic way by the greatest history and story book teller of this period. Library of America published Francis Parkman's France and England in North America. The Washington Post said that a thousand years from now, if their are still Americans here, Parkman will be their Homer. Too much of the American story told by only one person and PBS documentaries. One can learn about it simply by reading about it through different books, asking one's own questions,  and coming up with one's own understanding of American history which would be more authentic. This would include excellent biographies written by authors such as David McCullough whose range and vision combined with other authors including Barbara Tuchman for the 19th century, and many British authors such as Roger Knight covering the Napoleonic period offer a better picture of European and American history intermingled, a better perspective than the monopoly business venture that history becomes with these PBS documentaries by one person.           ...

Amy Coney Barrett, Supreme Court Justice from Notre Dame University has children in grade school. She is the only Supreme Court Justice not having graduated from Harvard or Yale which says a lot about the lack of different backgrounds in the Court. It is therefore refreshing to learn there is someone who understands what it is like to shop for groceries and pick up children at school, who understands the everyday problems of cost of living and childcare, and housing.

Reading for pleasure leisure reading in US at 29% and 23% for women and men in 2004 drops to 18% and 14%. Lyrarc's Movement for Global Literacy seeks to revive the practice of reading step by step including reading in English in the modern world, for improved functioning as citizens of the modern world, and enhancing the practice of reading for curiosity in different fields to expand one's horizons and that of society at large. The decline of reading is about 40% studies done by the University of Florida and the University College of London show, much larger than anyone thought possible over 2 decades in which the Nation has lost some of its dynamism. More shocking is that only 2% of 240,000 Americans followed in this study over 2003 to 2023, a mere 5000 parents out of 240,000 read to children every day. Equally shocking is that half of all Americans about 46% do not read at all and most have parents not in the habit of reading. Bad as 150 second attention span sounds  as average for Americans in 2004 UC Irvine professor Gloria Mark says this is now a mere 47 seconds. This is what social media and interactions with google, internet have done to America. The major loss is in the happiness that leisure reading and reading for fun gives us, the deep loss  for our mental well being that reduces stress and anxiety makes us feel better, says Sonke of the University of Florida study. ...

Poland's collapsing birth rate at 1.0 compared 1.62 in France another Catholic country, and Spain's 1.1, Germany's 1.3- 2.1 is the replacement rate per woman. This has profound consequences for Poland. The future workforce will be 20% smaller compared to 4% smaller in France in 2 decades. Many schools will close in rural areas which are hit hard. There are more deaths than births in many small towns. At this rate 1.7 million homes will become vacant in 2 decades.This report looks at Warsaw as well as rural areas near Belarus where the war has created much anxiety. The population of Poland will shrink from 36 million to 31 million over three decades if these trends continue. By 2000 the birhtrate dropped from 2.1 to 1.3 and the government introduced payments of 190 euros per child per month and expanded the childcare system. But this has not helped as the rate dropped to 1.03 in 2025. Under the Communist system industries were located in small towns and men stayed there while women moved to cities leading to a mismathch for men and women. The economic boom that doubled per capita income led to less interest in having children. The economy was supported by long hours of work which led to less interest in bearing children for women. Other reasons are a lack of interest in sharing and making the effort, the cost of raising children in a hyper competitive society like South Korea where births are at 0.7. ...

This report in the WSJ points to president Biden's speech to a joint session of the US Congress that providing two years of free community college would "change the dynamic" for education in America taking the first step to correct a dangerous drop in college enrollment for young men in America and ensuring working class families have access to college education. The last thirty years of skewed wealth distribution, loss of manufacturing in America, have created alarming distortions in  the access to college education for working class families. Mrs. Biden is a fervent advocate for community college access in today's America, as a community college teacher for 30 years. Biden's $45.5 billion 5 year plan would waive tution for 2 years of public community college. States would have to opt-in to participate, and federal government would provide 100% funding in the first year, decreasing contribution by 5% each subsequent year, with states picking up rest of the cost. It is quite shocking that this is being dropped from the Biden $3.6 trillion Families and Workers Plan that is now being whittled down to $2 trillion. Not because it is not badly needed for American economic competitiveness, and helping workers and families. But because following narrow parochial interests the National Association of Independent Colleges and Universities opposes it. And because the US Congress is evenly split between Democrats and Republicans 50-50 in the Senate. The Association of Independent Colleges sees a shift to community colleges and a sharp drop in its enrollment. Community colleges saw a dangerous drop in enrollment of 12% to 4.5 million students in 2020 from the spring of 2019, according to National Student Research Center. Never was a program more badly needed, as American men are alarmingly falling behind in enrollment. Here are some responses to the failure to take even the first steps to broaden college access so that America can return to economic competitiveness. "What kind of world do we want to live in?" Martha Kanter, College Promise. "That's kind of a devil's choice, isn't it? The whole system has to work from infant care all the way through." Senator Tina Smith, Democrat of Minnesota. This is because child care and children's education will be funded yet a struggling generation of college students will be left out. US Chamber of Commerce opposes a $45 billion program that is critical to American competitiveness with China and other countries. US Congress drops a program that at $45 billion is only about 2% of the $2 trillion package and which is critical to economic competitiveness. Former Republican Governor Bill Haslam of Tennessee supports community college access as a pillar of economic development and it passed the supermajority in 2014. Mike Krause, Republican former director of the state higher education commission says- "I have been surprised by the lack of enthusiasm for what is really a massive workforce development concept that also provides a path to the middle class. You'd think that would hold some appeal for Republicans and Democrats." The lack of clarity and concentration, lack of unity of purpose to get all vaccinated,  is visible in America's vaccination drive. That same lack of clarity and concentration, lack of unity of purpose, is visible in America's faltering efforts at correcting serious and alarming problems for access to college and American competitiveness in the world. Shiller's ten year earnings P/E ratios for U.S. stocks are at about 24.5 in October 2013. By comparison Shiller adjusted 10 year P/E ratio for Greece is at 4, Italy and Spain at close to 10 and Germany at 15.6. The one year earnings P/E ratios in Oct 2013 are at 15.8 for U.S. stocks. Within the U.S. Shiller says, the sectors where P/E ratios are much lower than 24 are in healthcare and energy and industrials. Emerging markets are also much lower than 24 for the U.S., says Shiller.

FDR rejected Churchill's ideas of retaining the British Empire's colonies while fighting the German Nazis in the name of freedom. FDR said- " India should be made a commonwealth at once. Here DW.com, looks at other German expressions with wonderful pictures of people and scenery in Germany to accompany each expression that has a soothing, calming effect on all. The meanings are given by DW.com, the German national broadcaster which also helps people learn German. "Die Dinge Laufen Lassen," is another German expression that has a Zen nature and is one that one take comfort in for its calming effect. It means "let things run their course, and everything will be alright in the end." "Noch in den Kinderschuhen stecken It means things are only in the early stages, beginning to develop, unfold, the ball is only beginning to roll. With it goes "Laufen Learnen" which means you have to walk before you can run. "Lugen Haben Kurze Beine" means "Lies have short legs." It suggests walking or running. It says you won't get far with lying, you won't get ahead with it, somebody will see through you. "Auf dem Ruder laufen" means to lose control of an oar while rowing a boat to stay on course. It also means hang tight and things will right themselves eventually. And to go with this is the German expression about learning the procedure or techniques for getting the work whatever it is done correctly. Wie est der Ablauf" how will things run, what is the procedure for doing it? A Wall Street Journal Survey of how the credit ratings firms have performed in prediciting looming defaults. The Journal's Matt Wirz looked at 35 years of data. He found the ratings firms did not do an effective job with predicting defaults in the 12 month period before an actual default. Of the 15 government defaults since 1975 tracked by S&P, S&P's sovereign ratings division rated 12 of the countries single B or higher in the 12 months preceding the default. S&P says a single-B rating on sovereign debt signifies that the government has only a 2% average default rate in the next 12 months. For Moody's Investors Service the figures show that of the 13 governments rated by Moody's, 11 were rated B or higher one year before an actual default. By contrast the investment grade ratings of the credit ratings firms have worked better- as no government defaulted within 15 years of having a tripe-A, double-A, or a single-A rating. Ratings firms say that the ratings indicate a relative default risk for countries and not an actual default probability, a rank ordering for different countries and their relative risk. Research chiefs at investment management firms point out that once a crisis develops the ratings firms are not much help. They also say the ratings firms use static indicators like current account balances and other critical indicators for countries in emerging markets such as political sentiment and bank deposit flows get less attention. Historically bond yields have priced in higher risk premiums into government bonds before a default and investors look at the bond yields in assessing risk conditions, and not at the ratings which change only slowly. Brazil and Argentina both had a double B-minus rating in Jan. 2001. A year later Argentina had defaulted....

As the Nation looks to take care of it's farmers, a look at two farms in Wisconsin dairy country. One is a milk farm Norm Lane in Chili Wisconsin which supplies 200,000 pounds of milk to a cheesemaker Nasonville Dairy in Marshfield, Wisconsin. Shown in this story in NYT are the Master Cheesemaker Ken Heimann who runs the Nasonville Dairy which produces Colby, Cheddar and other cheeses. Also shown are Josh Meissner whose grandparents started the mil dairy Norm Lane in 1946.  The economics of dairy farms are such that they depend on the government to set the price and with all the competition the margins on milk are quite thin. This is true for cheese also where there is the West Coast production of cheese that has larger output and greater mechanization than Wisconsin's cheesemakers. What keeps the dairy industry going these days is the production of whey protein a byproduct of the cheese making process. This has much higher margins with prices up from $3 a pound of whey protein to $10 a pound. On a typical day the Nasonville Dairy can turn out 150,000 pounds of cheese, and 150,000 pounds of liquid whey protein. ...

Indian Finance Minister Nirmala Sitharaman is interviewed by Ashok Malik for the Economic Times in this videocast. On what India did right and lessons learned from addressing the pandemic and the supply chain crisis, inflation, Sitharaman says-Getting input and listening to people about what was needed and the pain, was critical in developing the financial plans. On the realization of India's potential in manufacturing, exports, and industrializing its economy, Sitharaman says-India's strength is its rule of law, so that the country is tolerant of criticism including of the prime minister, and there are democratic institutions that protect ordinary citizens, the business and other sectors. Also important is friend shoring as expressed by US Treasury Secretary Yellen alongside Sitharaman, that sees India as a favored destination for the US and the EU. The efforts to develop first rate infrastructure and logistics removes impediments to foreign investment. Training and education of workers is part of this effort to create a supply of trained labor for foreign investment factories in India. The competition between states is also part of this effort to build attractive locations for foreign investments in manufacturing in India. On 20th century financial institutions transforming into 21st century institutions for the IMF, the World Bank and other international financial institutions Sitharaman says- India has full support from all G-20 countries on debt crisis of countries in Asia and Africa, Latin America to change the way in which help is provided. And the skills are put in place to access financial markets on terms that help meet the aspirations of the people in poor countries or middle income countries, including some G20 countries such as Argentina. Sri Lanka she says, is an example where India is the governor and representing the country at the IMF and World Bank for its financial needs. India took up the interests of Sri Lanka with the G20 and the US, so that the loans are not delayed or given in ways that lead to the country exiting the program, unable to meet the aspirations for development of its people. Sitharaman says the G20 found complete agreement on 15 issues facing the world out of 17 issues, these two related to the war in Ukraine and that too from only 2 countries. This suggests that the media focus creating a general perception of lack of unanimity does not reflect what happened at the G20 meetings in India, and is distorted. What really happened is that all countries agreed on the substantial economic issues facing the world- of food insecurity, of development needs, and of climate change impact.  Sitharaman's responses showed optimism based on the hard work put in at the Finance Ministry and connected to all ministries and agencies of the government. And of a resilient attitude, of concentrated effort on the issues facing India and its partners in growth in the US and EU.  ...

Some sensible guidelines in taking loans for graduate schools are provided in this WSJ report- debt repayments should not be more than 10% of discretionary income so that money is there for high food, housing costs and savings. Debt should not exceed the first year's salary whn starting to work.

And students considering grad school need to be aware that while they are in grad school their undergraduate loans can grow by 50% from say $27,000 to $41,000.

47.3 million Americans carry 1.777 trillion in student debt, of which federal government is 1.693 trillion, growing at $48 billion a year. The average debt per person at about $40,000 default at about 5%.

German Foreign Minister Wadephul is interviewed by Nina Haase of the DW.com. She asks him what he thinks of Marco Rubio's speech at the Munich Security Conference in Feb. 2026. Wadephul says this is also the policy of Germany, that the US and Germany have a lot of common ground. Rubio spoke of cultural bonds, of Christianity, and of the common ground shared with Europe. Wadephul sees a lot of positive ground which he calls, is saying to Germany- we did it in the past in the cold War with the Iron Curtain coming down in the 1950's and that was a success including reunification of Germany. Now as Wadephul sees it the US is saying "lets do it again." What about climate and Ukraine. Wadephul says on Ukraine Germany is in agreement that more pressure needs to be put on Russia, including on India in negotiations to reduce funding of Russia. On climate he says that the US is saying- be flexible which is what Germany agrees with. On migration Wadephul says other European governments are taking the approach to migration the the US and Germany agree with. ...
